Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
GS-11 Qualification Requirements: At least one year of specialized experience (equivalent to the GS9 grade level or pay band in the Federal service) that included applying relevant laws and regulations related to grants and cooperative agreements; providing guidance to management on grant/agreement determinations; awarding grants and cooperative agreements utilizing an automated system; preparing routing reports and correspondence for all phases of standard award processes; and serving as a member on review panels and working groups. OR
2) I have a Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. OR
3) I have a combination of successfully completed graduate education and experience as described in A and B above that meets the qualification requirements for the GS11 grade level.
GS12 Qualification Requirements: At least one full year of specialized experience (equivalent to the GS11 grade or pay band in the Federal service) that included interpreting and applying grants management laws, regulations, policies, procedures and practices; negotiating, preparing and awarding grants and agreements; analyzing changes in laws, regulations and policies for organizational impact; ensuring legal use of organizational appropriation, apportionment and fund obligations; reviewing costs specified in grants and cooperative agreement financial documents for accuracy and reliability; preparing financial and statistical reports to management officials; and briefing individuals and/or groups on grants management procedures and policies.

This is a Public Trust position that requires a background investigation. 2. Logistics Instructor/Inventory Supply Manager (Equador)


CCE, Inc. is a government contractor specializing in design-build construction projects, aviation logistics and management, and technical and personnel support services.

We are responding to an RFP and are seeking a US Army (or equivalent) trained person in unit supplies to be among the key personnel identified as integral to the success of the project. Please note that since this is a proposal there is no actual job unless CCE, Inc. is awarded the contract.

Overview of Position:

The selected candidate shall provide logistics systems and management training and instructions to Ecuadorian
Military units stationed along Ecuador’s northern border with Colombia, service academies and ECUMIL professional schools.
In addition, the candidate shall also serve as an inventory supply manager for the vast array of repair parts that is provided to ECUMIL for their tactical vehicle fleet. This will not only include management of the inventory, but assisting ECUMIL units in ordering and obtaining needed spare parts that are not stocked in Ecuador.

Training shall be conducted monthly for a two to three-week period with a minimum of eight and a maximum of 12 participants. The logistics classes will be taught at the ECUMIL service academies, professional schools and on an as needed basis for individual units. There will be one class taught per month, rotating to the
individual locations that require the training.

REQUIREMENTS:

The instructor should have a 92A (or equivalent) Military Occupational Specialty (MOS), but additionally the following MOS would be accepted: 920A, 92Y or 92Z.

The candidate shall have experience in logistics systems and instructions, as well in inventory management and item procurement.

In addition to being fluent in English/Spanish the instructor shall have experience in translating publications and documents from English to Spanish.

Title: Field Service Engineers and Field Service Techs

Job Description: The Service Engineers manage a team of FSTs, but still help with the hands-on work. They manage the technical triage that occurs in the field. They often huddle with design engineers in the office to make adjustments to hardware in the field, and often provide technical guidance by remote control to the FSTs. FSTs provide installation, service, and maintenance on their fuel cell products at the customer site.

Location: South Windsor, CT (Best places to live include Manchester, Vernon, and Tolland).

Degree: FSE: 4-year engineering degree, electrical engineering strongly preferred. FST: no degree required.

Experience Required: Both must have exceptional troubleshooting and maintenance experience with electrical distribution systems and mechanical systems, understanding how their systems work together. Must be able to read wiring diagrams and schematics in order to troubleshoot. They may need to replace blowers, motors, and other ancillary parts on the hardware, then turn around and tear into complex electrical systems. These fuel cells are like small power plants.

Special Requirements: Cannot have more than 15 years in and has to be available to start by May 31st. Must have excellent communication and technical skills.

Compensation: FSE: 75 -82K FST: 55-60K

Travel: FSE: 15 %. FST 30- 50% travel (some travel to Korea). Most domestic travel is road travel to their sites in NY, NY, and MA.

Shift: Day

Growth potential: If FST, could grow into FSE. If FSE, could grow into regional manager.

Duties and Responsibilities: The IT Applications Consultant (Developer) is primarily responsible for maintaining the current Customer Information System (CIS) and related applications. Duties include designing, building, testing and supporting enhancements to these applications. The Developer will work closely with software vendors, other application developers, database administrators, and OS administrators to implement changes. Other duties may include software configuration, software upgrades, technical documentation, and project management. They will work with the existing staff to acquire the necessary skills to support the application or the application’s architecture.

These applications provide automated support to Customer Service Consultants as well as online and batch processing for all aspects of Customer Information such as billing, cash processing, revenue reporting, meter reading, credit, service orders, and related functions.

The existing CIS system is a custom built 3-tiered client server application running across Sun Solaris Unix, Windows XP and Windows 2003 operating systems. The custom built architecture code is written with C, C++, Perl, Bourne shell scripts and Sybase Open Server. The primary database is Sybase, and a majority of the application batch code is written in COBOL while the online code is written in C.

We are currently building a set of business and technical services to interface with our existing CIS systems. These services are being built and deployed in a Java EE environment.

Education and Experience Requirements: Candidates must possess a Bachelor's Degree in Computer Science, Management Information Systems or a related discipline, with at least two years of relevant experience. Demonstrated technical expertise, strong problem solving skills, decision-making and reasoning abilities are required - the ability to research solutions and a strong desire to learn are a must. The ability to effectively work in a customer focused team environment with above average interpersonal skills is also required.

Ideal candidates would have programming skills in Object Oriented programming languages, as well as, a third-generation, structured language such as COBOL (preferred for application development) or C and working business experience with SQL and relational databases.

Knowledge of the following technical skills is beneficial but not required: UML, C++, Java, Perl, client/server architecture, Windows XP operating system, Sun Solaris operating System, UNIX scripting (Bourne Shell), and working knowledge of relational databases such as Sybase, Oracle, or DB2 is beneficial but not required. A demonstrated knowledge of Service Oriented Architectures (SOA) and Business Process Management (BPM) would also be a plus.

PRIMARY FUNCTION(S)
Program Manager to provide the Government Program Manager with acquisition support to Three-Dimensional Expeditionary Long-Range Radar. Contribute to writing a request for proposal. Participate in source selection.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
• Provide program and acquisition management in support of the 3DELRR program’s preparation for Engineering and Manufacturing Development (EMD).
• Assist in the development of pre-Request for Proposal (RFP) documents including the Performance Work Statement, Source Selection Plan, and Contract Sections H, J, L & M.
• Provide support for reviews, including Acquisition Strategy Panel and Peer Reviews.
• Ensure all RFP documents reflect the DoD and USAF policies, the approved acquisition strategy, program requirements and resource constraints.
• Coordinate the work and incorporate comments as agreed to by the Government.
• Support source selection process and post-contract award activities

MINIMUM QUALIFICATIONS
• Minimum of Twelve (12) years experience in DoD program management and acquisition
• Bachelors Degree
• Strong proficiency in Air Force/DOD acquisitions processes and regulations
• Experience and training equivalent to Level I Acquisition Professional Development Program (APDP) certification in program management

PREFERRED QUALIFICATIONS
• Experience and training equivalent to Level II Acquisition Professional Development Program (APDP) certification in program management
• Experience with RFP development
• Experience supporting source selections

2. Rappelling Instructors (Memphis, TN). We need about 8 to 10 LE officers certified in teaching basic tactical rappelling.

The course needs to include Knots, Anchors, Belays, Assault Rappel techniques, Instructor’s Teaching techniques, etc.

3. Irregular Warfare Analyst (Rosslyn, VA)

Requirements and Desired:
• GS-12/O-4 to GS-13/O-5 level SME with recent (within 5 years) operational ground experience in either OIF/OEF (mandatory).
• GS-12 is the equivalent of O-4 (Major in Army, AF and Marine Corps; Lt. Commander in Navy).

• Investigate scenario differences to include rural vs. urban and desert vs. jungle
3.2 Identify, collect and document key Army IW data.

3.3 Develop a baseline for desired airpower support within IW scenarios
• Match current AF close-air-support (CAS), Intelligence/Surveillance/ Reconnaissance (ISR) and mobility operational data with current Army COIN ground operations data from theater
• Build joint ground and air COIN planning baselines and corresponding planning factors for use in planning scenarios and wargames
3.4 Conduct mission-level IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Lead development of the framework for a mission-level IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Lead the coordination, execution and reporting phases for an IW table-top wargame linked to a Defense Planning Scenario (DPS) in IW
• Determine the differences in ground schemes of maneuver when different airpower inputs are played
• Lead the writing of a fully annotated briefing on said table-top wargame, its outcomes and findings

These full time positions require an Active Top Secret/SCI Clearance and require an on-going rotation consisting of a six month OCONUS deployments followed by a 1 year assignment in Reston, VA. Key Intelligence Expertise:

All Source: Multi-Discipline/General Military:

Job Duties:

* Provide expert All-Source research, analysis, and intelligence analytical products. Maintain and update databases and identify intelligence gaps.

* Research, review, evaluate, and integrate All-Source data to contribute to and/or produce draft and finished All-Source assessments.

* Provide exploitation and asymmetric threat analysis including the identification, development, and integration of countermeasure technologies.

* Conduct multi-layered, multi-intelligence analysis to define patterns of IED network activity in order to narrow the search space for the war fighters.

* Provide intelligence targeting support products and reach-back support to forward-deployed elements.

* Assist in developing processes that focus on integrating all intelligence disciplines with operational planning in order to develop solutions to the IED problem sets.

* Assist in prioritizing and categorizing requests for information, conducting multi-discipline analyses of complex, network-centric target sets and fusing multiple intelligence disciplines with operational planning.

* Provide analytical support to the Counter-IED Targeting Program (CITP) and conduct comprehensive research on complex insurgent and terrorist networks; either independently or as part of a larger team.

* Provide operational and tactical staff assistance with fusing operations and intelligence information in an effective seamless process to enhance mission success.

* Develop and integrate enhanced Intelligence, Surveillance, and Reconnaissance assets.

* Develop intelligence products based upon command guidance, mission analysis, an operational perspective, and/or thorough threat analysis.



Desired experience & skills:

Successful applicants will have 15 years of relevant All-Source intelligence collection and analysis experience in positions of increasing responsibility in one or more military, academic or defense industry functional areas:

* Must have experience in at least one or more All-Source analysis disciplines (MASINT Geospatial, IMINT, HUMINT, or GMTI)

* Experience performing All-Source analysis and fusion to provide actionable intelligence to support ground operations.

* Working knowledge of computer-based applications including, graphics and presentation software, databases, INTELINK, INTELINK-S, JWICS/JDISS, Pathfinder, M3, Analyst Notebook, WWW applications, and audio/visual collaborative tools, etc.


* Possess strong writing skills, experience working with multidiscipline teams, and the ability to identify and analyze problems and then generate recommended solutions based upon experience working with various elements of DoD. * Research, review, evaluate, and integrate All-Source data to contribute to and/or produce draft and finished All-Source assessments.

* Ability to multi-task and accomplish tasks with limited supervision and respond to short-notice tasking is a must.

* Prior experience working with US Special Operations Forces is preferred.

* Recent in-theater experience a plus.



Qualifications:



* BA / BS degree required

* 15 years experience in increasingly responsible positions in one or more military, academic, or defense industry functional areas

* Intelligence community or military experience preferred.

* Formal Intelligence Community (IC) or Military Service training as an All-Source analyst preferred.

* A mix of tactical and strategic experience is preferred.

* Excellent written and verbal communication skills

* Computer literate, particularly in WORD, Excel and PowerPoint

* Physically fit and in good health

* TS/SCI or TS/SCI eligible (must have served in a TS/SCI position within the past 2 years) and be in Scope (current, active clearance)

The individual will provide all subject matter expertise, management, tools, supplies, equipment, and labor necessary to brainstorm, write and provide a technical scenario for Special Operation Forces (SOF) training based and current threats and real world data. The individual will be able to deploy and support 1st BN, 1st SFG (A) personnel in the development of a realistic scenario which will rehearse specific classified Tactics, Techniques and Procedures (TTPs).

Candidate will provide a technical input training in support of Special Operations Threat Reduction Force to provide training to SOF.

Individual will have recent, within one year, experience running multi-national (combined) exercises within the Pacific Command's (PACOM) Area of Responsibility (AOR).

SCENARIO WRITING / GOALS:
• individual will provide subject matter expertise as related to exercise planning support in the areas of SOF intelligence, SOF ground and air operations, joint/combined staff operations, and joint, and inter-agency / multinational coordination
• provide expertise to script writing efforts, with the support of 1st Battalion, 1st Special Forces Group staff, before during and after all Final Planning Conferences
• realistically script and represent message traffic from U.S. Government agencies, higher / adjacent / and subordinate military commands to include Special Operations Command Pacific (SOCPAC) and the Joint Chiefs of Staff (JCS), and regional governments following the specific exercise storyline, as would be the case in a real-world scenario
• Scenario must include SOF-specific TTPs relevant to the PACOM AOR
• provide advice, input and support to the Commander (CDR) and S3 during setup, preparation, execution and endex of exercises
• conduct planning sessions at SOCPAC on Camp Smith, Hawaii
• deploy to Sydney, Australia during the deployment portion of the exercise and shall remain in Australia through completion
• work with the director of the planning cell to provide advice and support during the actual conduct of the exercise
• goal is to exercise all levels of command, while focusing on using a real world scenario that allows maximum participation of all exercise participants
• perform required services as part of the Planning Cell for the duration of exercise VB Action 10-1 to ensure proper script management and exercise control
• write the exercise script for the exercise prior to execution of the exercise in conjunction with 1st Battalion, 1st Special Forces Group input and support
• provide advice and assistance to the Planning Cell, S3, and CDR throughout setup, training and the execution of the exercise itself to include preparation, synchronization, and execution of the After Action Review (AAR)
• Orders, directives, and guidance will be replicated from PACOM and JCS in a manner consistent with procedures established for the exercised Contingency Plan (CONPLAN)
• Concept of the Operation (CONOPS) and Situation Report (SITREPS) from subordinate HQs may in some cases be replicated as well.

INTELLIGENCE REQUIREMENTS.
• scripted Threat and Friendly Forces scenario that is depicted within an integrated Master Scenario Events List (MSEL) and combine operations and intelligence Synchronization Matrix
• develop detailed message traffic from higher/adjacent/subordinate headquarters, US Embassies, Other US Agencies, and participating or affected National governments within the Area of Interest that will ensure a realistic, challenging and fluid exercise
• work with the S3 and S2 action officers to create data from the crisis area that is realistic and supports the scenario script and event matrix
• data accurately reflects current events in the region during the intelligence buildup preceding the exercise and during the execution of the exercise
• data derived from national intelligence and theater intelligence sources (CIA, DOS, etc.) shall accurately reflect products which are actually available for that region while supporting and adhering to the script and storyline
• Current JCS, PACOM and SOCPAC governing documents will guide 1st Battalion, 1st Special Forces Group plans and actions
• timelines for assessments, concepts, approvals, etc., will be accurately depicted and adhered to throughout the course of the exercise
• script will conform to environmental, cultural, geographical, and political realities of the region, and be the driver behind the synchronization of action of all levels of US SOF units and headquarters (from the operational to the tactical) and their partner participating nation military units
• most material must be releasable to Participating Nation militaries
• Only information that replicates normal SOCPAC compartmented activities will be classified NOFORN. The Contractor shall develop a written scenario and exercise outline
• develop a MSEL with supporting materials to portray an incident involving a developing PACOM GWOT scenario with branches and sequels

HOURS OF OPERATION.
• Minimum of 12 hours per day
• Saturday and Sunday and Federal Holidays included
• may be required to cover 24 hour periods as needed in support of scenario development
• May work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government
• Required to provide service during US recognized holidays.

TRAINING.
• must be able to read, write and understand English, and shall speak clearly to be able to brief concisely in large forums
• able to walk up to six miles cross-country over varying terrain carrying varying equipment in rural and urban environment

Background:

Collection Manager (CM)
The CM will collect analyze, produce and disseminate intelligence products for countries in the CJOA as well as focus collection requirements across the spectrum of the Intelligence Community categories (INTS) including human intelligence (HUMINT), imagery intelligence (IMINT), measurement and signature (MASINT) intelligence. Signals intelligence (SIGINT) and ground moving target indicator (GMTI), operations & project management analysis, order of battle (OOB) analysis, geospatial information systems analysis. High value individual (HVI) all-source analysis. Improvised explosive device (IED) asymmetric weapons defeat team analysis, targeting analysis, open source intelligence (OSINT) analysis, intelligence process improvement analysis, presentation and graphics analytical support and joint intelligence operations center (JIOC) analysis.

The CM will support by providing and/or participating in the Commander's Daily Update-Situation Analysis. Upon receipt of requirements the CM coordinates with intelligence fusion analysts to determine intelligence gaps; submits collection/production requests to JIOC-A, other theater intelligence fusion cells, or USCENTCOM and monitors the requests to ensure they are satisfied within requested timeframes: coordinates with JCC staff and USFOR-A components to ensure responses to requirements are appropriately focused and tailored; responsible to COM JCC to execute Collection Requirement Management (CRM) of JCC collection nominations and monitors intelligence surveillance and reconnaissance (ISR) collection across the designated area; maintains close coordination with JIOC-A to ensure requirements are being quickly and accurately processed; monitors the Requirements portion of the JCC homepage to ensure information is being posted quickly and accurately.

• knowledgeable of military service/joint intelligence procedures doctrine and practices; and data processing systems such as Chimes or its replacement system and SIPRNET search engines.

14. Small Boat Weapons and Advanced Tactics and Operations Training Instructor:

3.4.1 The Contractor shall provide small boat weapons and advanced tactics and operations training to ECUMIL riverine units stationed along Ecuador’s northern border with Colombia. Each training class shall be for a four week period with a minimum of eight and a maximum of 12 participants.
3.4.2 The Contractor shall provide supplies and training aids. All teaching aids will be the property of the Contractors, and as such will be inventoried and secured at the end of each training day. The Contractors will under no circumstances lend any equipment to operational units. Weapons and ammunition will be provided by the host nation.
3.4.3 Notional Weapons & Advanced Tactics and Operations Instructional Framework: The Weapons and Advanced Tactics - Riverine course is designed to be a four-week class that builds on the lessons taught in the Basic Riverine Course currently being taught to the ECUMIL. Weapons training shall be on all infantry and crew-served weapons. The tactics that will be taught during the four week course will include but not limited to: defense of the main body (formation of boats on the river), defense of fixed sites, landing troops and advanced patrol and maneuver tactics. Week one of the class will focus on weapons safety and the inherent added risks of handling and using weapons on a small boat in a riverine environment. The course will start with a basic weapons safety on land refresher training, and then transition to safety with weapons on a small boat (both individual and crew served). As with other aspects of small boat training, this course will emphasize that the boat coxswain is in charge of all weapons safety and discharge from the boat. Week two of the course will focus on weapons qualification in the riverine environment for all types of applicable weapons. Weeks three and four will introduce continued weapons training culminating in proficiency on the selected types of weapons. Additionally, tactics for operating in the riverine environment will be covered. This will teach proper boat positioning and formations to ensure adequate defense and base of fire, covering fire for boats or troops in contact and pursuing and shooting at hostile boats. Additionally, communications procedures and methods with other boats and troops on the riverbank will be covered. Ancillary items to be covered will be launching, recovering, trailering and towing boats safely, navigation planning, underway refueling, load distribution and weather considerations. Additionally, basic first aid and
casualty transport and evacuation will be covered.


Position #2

15. Small Boat Propulsion and Maintenance Training Instructor

3.2.1 The Contractor shall provide riverine patrol craft training to ECUMIL riverine units stationed along Ecuador’s northern border with Colombia. Training shall include but is not limited to riverine craft maintenance, hull repair, engine repair, logistics and boat operations. Each training class shall be for a four week period with a minimum of eight and a maximum of 12 participants.
3.2.2 The Contractor shall provide supply training aids including but not limited to static props and displays, engine cutaways, teaching aids, tools and hand outs. All tools, props and teaching aids will be the property of the Contractor, and as such will be inventoried and secured at the end of each training day. The Contractor will under no circumstances lend any equipment to operational units.
3.2.3 Notional maintenance Instructional Framework: The Ecuadorian Military has over 40 small riverine patrol boats that have been donated by the United States to combat illicit trafficking on their rivers on the northern border. However, there exists very little capability among host nation forces to maintain these boats. To enhance operational readiness and availability of the Riverine boats, a boat repair instructor that offers a continuum of classes that covers Level I thru Level IV maintenance of outboard and inboard motors, to include aluminum/fiberglass hull repair is required. The instructor shall have experience with water-jet propulsion in addition to outboard engines. Any experience with Mercury engines is an added benefit. The instructor shall be prepared to provide complete mechanical instruction in all aspects of the boat’s propulsion system. Accomplishing preventative as well as corrective maintenance in accordance with (IAW) manufacturer’s guidelines is a required. The instruction shall emphasize to the students the importance of pre and post operations inspections IAW established standard operating procedures (SOPs). The first week of the class shall focus on the basic fundamentals
of basic maintenance and inspections. The curriculum shall stress the necessity of teamwork and communication between boat operators and maintainers. The course shall stress working together to identify problems and fixing minor problems before they get worse. The boats donated to Ecuador by the United States use Mercury 250 horse power inboard engines in conjunction with a water-jet drive. The entirety of the Mercury 250HP jet-drive operation, maintenance and warranty manual must be covered in the course, and the Contractor must have knowledge of Mercury engines. Boat maintenance record and log keeping, boat custody forms, boat trailer repair and maintenance safety will be stressed to both operators and maintainers. Week two will cover hull (aluminum and fiberglass) repair, both damage control and field repairs as well as aluminum welding and depot level hull repair. Weeks three and four will cover the procedures contained in the maintenance and technical manual (level III and IV repairs) for the Mercury engines, turbines, and jet drives as well as auxiliary mechanical and electrical systems.

16. Tactical Vehicle Maintenance and Training Instructor

3.1.1 The Contractor shall provide tactical vehicle logistics, maintenance and operations training to the Ecuadorian Military units stationed along Ecuador’s northern border with Colombia. Training shall be conducted monthly for a three week period with a minimum of eight and a maximum of 12 participants.
3.1.2 Training shall include a tailored version of the United States Army Master Driver’s Training Program to be taught to students from the ECUMIL. The class will be a “train the trainer” course and train ECUMIL personnel to become tactical vehicle operators and instructors. The US Army Master Driver’s Training Program will be provided to the contractor by the U.S. MILGP – Ecuador for use during the development of the training curriculum.
3.1.3 In addition to training ECUMIL personnel at various sites, the Contractor trainer shall serve as a maintenance manager for the tactical vehicle fleet donated by the US Military. As a maintenance manager, the Contractor shall track the location of the tactical vehicles and the vehicle status and manage repair parts request from the ECUMIL for trend analysis. Limited maintenance and repair logistics training shall also be provided to the ECUMIL.

Provide acquisition, program management and operational expertise to the JMS program to define and status scheduled actions required to achieve a net-centric environment and service oriented architecture that will provide effective command and control as well as space situational awareness to the Joint Force Component Commander-Space and to users throughout the DoD. Supports all scheduling activities prescribed by regulations, policies, and procedures related to the program and contracts.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
Ensures incorporation of clear schedule inputs resulting from proposed Statements of Work (SOW)/Statements of Objectives (SOO) and Requests for Proposal Packages (RFPP) to link the satisfaction of requirements to planned contractor support activities.
Provides continuous assessment and evaluation of integrated program schedules and individual project schedules, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management decisions and follow-on system life cycle support planning.
Tracks contractor progress and suggests alternate approaches for projects behind schedule; analyzes problems that arise in the performance of program tasks and recommends solutions; evaluates for currency, applicability of tasks, sequence, interdependency, duration, and consistency with program milestones
Identifies and develops improvements to highly complex processes in the acquisition community within the context of extreme time pressures, conflicting requirements, and resource limitations for which no closely related precedents exist.
Represents program management concerns and ensures they are adequately considered during the process of developing streamlined plans and proposals.
Identifies potential significant schedule actions or problems for Program Manager/Lead and initiates development of proposed plans and recommends solutions.
Serves Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
Organizes team efforts, develops and recommends proposals for improvement, resolves integration issues identified, and advocates program management concerns.
Evaluates the relative levels of desirability and feasibility of alternative courses of action, and recommends decision options with supporting implementation plans.
Participates in conferences and meetings to deliver presentations on project/program schedule status, accomplishments, challenges encountered and anticipated, variance-corrective actions, and the integration and advocacy of program and project objectives.
Supports negotiations to help resolve schedule issues, communicates proposals and recommendations, and reports on progress in resolving critical issues.
Consults with acquisition managers and executives to influence future policies and initiatives from a program management perspective.
Supports preparation and presentation of staff studies to the Programs Manager/Lead and/or other management officials.
Supports planning for meetings and working groups to address schedule problems, program changes, etc., and to collectively prepare an approach to adjust schedules.

MINIMUM QUALIFICATIONS
Four (4) years experience in program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
Bachelors degree.
Program management training and experience equivalent to DAU Level I certification in Program Management.
Knowledge/understanding of laws, principles, policies, and practices of systems acquisition and program management.
Experience orchestrating DoD program schedules of similar scope
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Excellent proficiency in MS Office applications (Word, Excel, PowerPoint, and Project).
Candidate must possess a Secret Clearance as a minimum; must be able to quickly obtain a Top Secret Clearance.

PREFERRED QUALIFICATIONS
Program management training and experience equivalent to DAU Level II certification in Program Management.
Knowledge/understanding of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Familiarity with the Planning, Programming, Budget Execution/Program Objective Memorandum (PPBE/POM) process.
Familiarity and/or experience with technical, logistics, and operations aspects of AF Capabilities Planning.
Candidate possesses a Top Secret Clearance.

Assist the project manager with the oversight of efforts, tasks, studies, and recommendations of the ISC2 contractor to meet contractual requirements.

Assist in preparing briefings and reports in direct support of the acquisition program management function.

MINIMUM QUALIFICATIONS
Two (2) years experience in project management and administrative disciplines.
Associates degree in a related discipline.
Program/project management experience that involves budgetary, technical, and operational responsibilities.
