Operates S-61 helicopters in support of the U.S. Department of State (DoS), Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) counter narcotics program. Missions involve the support of efforts toward eradication and interdiction of illicit narcotics, training, transport of personnel and equipment, reconnaissance, search and rescue, and medical evacuation. Mission tasks may also require rescue hoist, aerial gunnery and escort of ground forces.

Principal Accountabilities
JOB DUTIES & RESPONSIBILITIES
1. Transportation of Cargo and Passengers to include other missions (Command and Control, Movement of Quick Reaction Forces and other Security Forces, Armed Escort) as directed by the Senior Aviation Advisor.
2. Operates S-61 aircraft in support of the US Embassy Afghanistan; these missions are accomplished during the day, night, and night vision goggles and under both visual and instrument meteorological conditions. Instrument proficiency is required.
3. The employee must be prepared for assignment to a remote area, under austere living and working conditions.
4. The employee may be assigned duties as Lead Pilot, and if qualified Standardization Pilot, Instructor Pilot, Maintenance Pilot, Maintenance Evaluator, Pilot in Command, or other additional duties related to flight operations as required.
5. Potential for exposure to hostile fire in this region is high.
6. IP/SP - Conducts academic and hands-on performance training and administers evaluations to ensure pilot proficiency and standardization of training in addition to maintaining IATF's and completing required AWIS entries.

Training will focus on the use of a broad range of tools, methodologies and datasets in order to develop greater fidelity of enemy networks employing IEDs. The Operations Training SME should be able to train operations integrators to:

- Prioritize, categorize and scope requests for information and requests for support.
- Conduct near term analyses of device and network-centric threats.
- Integrate JIEDDO-COIC tools, data, and personnel into Corps, Division, or Brigade-level Mission Readiness Exercises.
- Advise Commanders on the integration of JIEDDO-COIC C-IED products and intelligence into their operational and planning cycles.
- Advise Commanders in the identification, training and integration of JIEDDO IED defeat technologies into their mission planning and operations.
- Assist Commanders with the development of a full spectrum strategy to combat IEDs that is based upon analysis of current enemy intelligence, an analysis of the enemy's Tactics, Techniques and Procedures (TTP) and a thorough understanding of unit operations and capabilities.

The Operations Training SME must have the ability to perform tasks with Microsoft productivity software and applications.

The Operations Training SME should have the ability to perform tasks with the following web-based intelligence tools, software, and databases: Microsoft SharePoint, Google Earth spatial analysis software, SIPR, and JWICS.

Nurse Practitioner - Iraq




The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.
SCOPE:
Nurse Practitioners report to the CHSS-Iraq Program Manager and are clinically supervised by the site medical director and work under the direction of a Physician, Surgeon, or Anesthetist.
The NP will be assigned to treat patients in one of the following settings: (1) Health Units (non-surgical/field medical care clinics), (2) Small medical/trauma hospitals (DSH), (3) Large medical/trauma hospital (DHS).
Some settings may require the Nurse Practitioner (NP) to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition.
In addition, some settings will require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.
The NP will stabilize and prepare sick and injured personnel to a higher level medical facility, and ensure that medical kits supplied to all personnel are maintained as to contents and serviceability. In hospital settings, Nurse Practitioners support the physician in planning and implementing the medical support program (preventive and corrective) to maintain the health of COM personnel.
In some locations, the NP will have a leadership role and serve as both NP and Site Medical Director or Lead Nurse Practitioner.
Nurse Practitioners provide a U.S. standard of care for our patient care/treatment model.
The Nurse Practitioners support the medical function and will treat patients in these settings to ensure proper injury care and disease diagnosis, treatment and recovery, request necessary tests and follow-up visits and refer patients to specialists as necessary.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
Hold and maintain a current unrestricted U.S. (State) license and have either AANP or ANCC certification.
Have three (3) to five (5) years experience as a Nurse Practitioner. Nurse Practitioners with emergency medicine experience are highly desirable.
Have and maintain current certification in Advanced Cardiac Life Support (ACLS), and Cardio Pulmonary Resuscitation (CPR).
Nurse Practitioners who recently completed a Tactical Combat Casualty Care (TCCC) course or comparable advanced trauma course featuring “live tissue” or simulation training are very desirable.
All Nurse Practitioners shall have recent clinical experience in patient care, including at least 6 months out of the past year.
Equivalent non-U.S/Canadian education, board certification, licensing, diplomas and experience may be qualifying, after CHS/DOS RMO review.
All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year
All services shall be provided in accordance with established standards, principles and ethics of the profession and applicable professional specialty organizations.
Note: CHS will provide institutional malpractice insurance as well as individual malpractice policies for the all Nurse Practitioners and Physician’s Assistants.
OTHER DUTIES:
• All Health Care Providers (HCPs) will document care delivered and follow up care required.
• Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
• Nurse Practitioners, at the direction of the responsible General Medical Officer, may be required to will hand carry meals (breakfast, lunch, dinner, snacks) for Hospitalized patients from the dining facility operated by another contractor to the Hospital inpatient ward and return trays or dispose of trash accordingly.
OTHER REQUIREMENTS:
• Nurse Practitioners will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
• Nurse Practitioners will sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
• Non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).
• Maintain the highest regard for patient dignity and observe the precepts of the American Hospital Associations Bill of Rights for patients.
The following requirements apply to all Nurse Practitioners:
• Normal work week is established by the DoS Chief of Mission.
• Nurse Practitioners shall be licensed in the United States or Canada; primary care providers licensed elsewhere will be considered on a case-by-case basis.

• Performs duties to provide clerical, administrative and logistical support, involving supply and maintenance functions, working within the limits of CHS Standard Practice.
• Maintains and updates manual and computerized inventory records and monitors control of medical supplies, equipment and administrative supplies, forms and publications.
• Researches sources of supply and prepares procurement documentation for supplies and equipment. Provides data and research in preparation for capital equipment or high dollar value procurement justification. Furnishes documents for shipment of supplies to offsite locations. Job Description
The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.
SCOPE:
The EMT is clinically supervised by the site medical director or other physician extenders on the work site and ultimately reports to the HCSS-Iraq Program Manager
The EMT will be assigned to treat patients in one of three settings: (1) Field Health Unit, (2) Small medical/trauma hospitals, (3) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician or physician extender.
Interviews patients, measures vital signs (i.e., pulse rate, temperature, blood pressure, weight, and height), and records the information on patients' charts. EMT may be required to draw and collect blood samples from patients and prepare specimens for laboratory analysis.
In some settings the EMT-P may be assigned a leadership role as Lead EMT-P.
The EMT-P will perform emergency skills, such as managing respiratory, trauma, and cardiac emergencies, and patient assessment. Typically, an EMT will deal with bleeding, fractures, airway obstruction, cardiac arrest, and emergency childbirth. EMT will use and maintain common emergency equipment, such as backboards, suction devices, splints, oxygen delivery systems, and stretchers.
EMT-P provides more extensive pre-hospital care than do EMTs. In addition to carrying out the procedures of the other levels, paramedics administer medications orally and intravenously, interpret electrocardiograms (EKGs), perform endotracheal intubations, and use monitors and other complex equipment.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
• High School diploma, GED or equivalent education required.
• Completed an approved Emergency Medical Technician (EMT) course, and certification as a Paramedic.
• Received additional education and training in anatomy and physiology as well as advanced medical skills.
• Associate degree from a community college or technical school sufficient to prepare for the NREMT examination is particularly desirable.
• Clinical and EMT field experience.
• Familiarity with standard concepts, practices, and procedures within a particular medical care field.
• Sufficient EMT or related experience and judgment to plan and accomplish goals.
• Certification by the National Registry of Emergency Medical Technicians (NREMT) PLUS a State Paramedic License OR State Paramedic License, ACLS, PALS, PHTLS and CPR.

Job Description

SCOPE: The Biomedical Equipment Technician reports to and is supervised by the HCSS-Iraq Program Manager or a designated Project Management Office (PMO) official and coordinates their work with the site medical director or other primary medical equipment users (Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician’s Assistants, Medical Technologists) on the work site.
The Biomedical Equipment Technician will be assigned to repair or maintain equipment in one of three settings: (1) Large medical/trauma hospitals, (2) Small medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician, (3) Non-surgical field Health units.
In these settings, Medical Maintenance Specialists install, repair and maintain medical equipment to ensure it is clean, safe and functioning properly. This includes Biomedical equipment that requires use of computers with specialized software, hand tools and other repair shop equipment to diagnose and fix problems with a wide variety of healthcare technology. Work on X-ray and ultrasound machines, respirators and heart defibrillators, electric wheelchairs and hospital beds, or medical laboratory equipment is also required. Biomedical Equipment Technician will assist with Medical equipment set up and disinfect laboratory and healthcare equipment so it is safe and ready to use.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
Must have completed a Biomedical Equipment Technology or Engineering training program leading to a diploma, certificate or an associate’s degree.
U.S. Military Biomedical Equipment Technician technical school training certification (4A2X1, 68A, or HM-8478) will also fulfill this requirement.
Certification by the Association for the Advancement of Medical Instrumentation (AAMI) is desirable.
Must have additional training and experience repairing CT scanners and similar sophisticated equipment.
Must have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.
All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year
DUTIES AND RESPONSIBILITIES:
• Inspect, maintain, adjust, calibrate, and repair a wide variety of electronic, electromechanical, and hydraulic equipment, to include patient monitors, defibrillators, medical imaging equipment (X-rays, CT scanners, and ultrasound equipment), voice-controlled operating tables, electric wheelchairs, as well as other sophisticated dental, optometric, and ophthalmic equipment.
• Perform routine scheduled maintenance to ensure that all equipment is in good working order.
• Perform safety checks and train practitioners to safely operate equipment.
• Disassembles equipment to locate causes of malfunctions or inaccuracies. Repairs or replaces defective parts. Reassembles equipment and adjusts precision components.
• Notifies manufacturers or distributors of uncorrectable equipment malfunctions to arrange for repair.
• Keeps extensive records of equipment checks, both for maintenance and repair.
• Maintains inventories and records supplies and parts.
• Maintains safe and clean working environment by complying with procedures, rules and regulations.

SCOPE:
The General Surgeon reports to the HCSS-Iraq Program Manager and is supervised clinically by the designated site medical director at the Diplomatic Support Hospital (DSH) at the Surgeon’s work setting – normally a Diplomatic Support Hospital in Baghdad, Mosul, Basrah or Kirkuk, Iraq. The General Surgeon will be assigned to treat patients in this largest DOS medical/trauma hospital.
This setting may require the General Surgeon to coordinate with local hospitals to determine local capabilities, coordinate admission, monitor and arrange final disposition. In addition, this setting may require stabilization of patient and coordination of evacuation of patient to medevac center or CONUS. The General Surgeon may have a leadership role (Site Medical Director).
The General Surgeon will provide preoperative, operative, and post-operative management of patient care.
In addition, General Surgeons may be required to assist in stabilization of patient and coordination of evacuation of patient to medevac center or CONUS.
General Surgeons provide a U.S. standard of care for our patient care/treatment model.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:
U.S. or Canadian board certified or recently American Board of Surgery (ABS) qualified General Surgeon with interest, training and experience managing the full range of emergency surgical cases including vascular, neurologic, orthopedic and soft-tissue, as well as the full-range of general surgical cases including abdominal, urologic, vascular and soft-tissue.
Must be a U.S. or Canadian licensed physician
Must have and maintain current certification in Advanced Cardiac Life Support (ACLS), Advanced Trauma Life Support (ATLS), and Cardio Pulmonary Resuscitation (CPR)
Recent completion of Tactical Combat Casualty Care (TCCC) or comparable advanced trauma course featuring “live tissue” or exceptional simulation training is desirable. Completion of a trauma fellowship will merit particular consideration.
Equivalent non-U.S/Canadian education, board certification, licensing, diplomas and experience may be qualifying, after CHS review and DoS Chief Medical Officer or official approves.

SCOPE:
The Health Systems Administrator/Logistician (HSA/L) receives authority from, and reports directly to the Health Care Service Support – Iraq PM.
The HSA/L is responsible for assigned aspects of CHS service delivery objectives for the contract to provide Health Services Support to U.S. personnel, contractors, and authorized foreign nationals in Iraq. The responsibilities of the Logistics Manager include the economic application of CHS resources required to meet HCSS-Iraq program commitments in concert and close coordination with other DOS contractors and activities.
The HSA/L prepares, negotiates and obtains approval for all associated contractor agreements including service level agreements (SLA) for the effective utilization of all contractor resources in service of the COM. The HSA/L serves as PM during the latter’s absence.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.
QUALIFICATIONS:
Education
• BS degree in Business Administration, Health Care/Hospital Administration, Logistics Management or a field closely related to the accountabilities and responsibilities of the position
• Masters degree (e.g., MBA, MS Logistics Management) is highly desirable.
• An advanced professional logistics credential (e.g., Certified Master Logistician (CML), Certified Professional Logistician (CPL)) is highly desirable.
• 10-13 Years Experience as an Logistics Officer or Senior NCO (E-7 or above) in the US Army or Marine Corps may substitute for a Bachelor’s degree
Experience
• 7–10 years progressively responsible medical logistics management or functional management (e.g., Finance, HR, Contracts, QA) experience preferably with some experience in an OCONUS work environment. Health Care delivery in Southwest Asia as a military officer (O-4/O-5) or senior NCO (E-7/E-8) in a Health Care field is particularly desirable.
• The HSA/L must have experience applying FAR-compliant Material Acquisition and Procurement systems, processes and procedures. Must have extensive experience accounting for property acquired under US Government contracts.
• Direct, substantive experience providing logistics management performing several logistics-related services (e.g., shipping/transportation, warehousing, procurement, inventory management, Export Licenses and ITAR/EAR compliance, etc.) for a company operating under US Government contracts is required.
All health care providers and medical support staff must have recent clinical/technical experience in patient care/technical support for at least 6 months out of the past year
Job Specific Qualifications and Requirements
• The HSA/L manages and direct logistics activities related to the HCSS-Iraq contract.
• HSA/L manages logistics-related risk to ensure material is acquired, documented, inspected, identified, moved, stocked, controlled and issued to satisfy HCSS-Iraq Task Order requirements.
• The HSA/L reports to and supports the HCSS-Iraq Program Manager, DOS/COM officials, government contract oversight authorities, executive management and others meet strategic, operational, and business objectives by providing timely, reliable, auditable and authoritative reports on the status of all material acquired for programs and projects undertaken under HCSS-Iraq Task Orders.
• The HSA/L develops and applies a full range of processes, applies appropriate technology, orients/trains/mentors employees and implements detailed procedures to manage logistical risks inherent in HCSS-Iraq task orders.
• The HSA/L develops and leads a functional organization extended to CHS Headquarters in CONUS capable of continuous improvement logistics management processes on behalf of DOS/COM and health care delivery.
• Maintains or coordinates IT, radio and telephonic communication, transportation and other support services capability that are provided by DOS, CHS partners, DOS contractors and others to ensure no interruption in service to the COM.
• Establishes and maintain patient tracking processes and procedures that will account for patient locations with the HCSS-Iraq health care delivery network.
Additional duties:
• Ensures effective and economical support for PM or DOS requests for products, services, equipment, systems, and consumables including controlled items (ITAR, EAR).
• Complies with all applicable public law and implementing regulations for contractor material management under government contracts
• Collaborates with the PM to ensure Invoices are complete, accurate and well-supported
• Identifies opportunities for and develops initiatives to deliver increasing greater value to the government.
• Coordinates all transportation requirements for movement of personnel (with HR) and material (with Contracts) to and from several OCONUS and CONUS destinations.
• Attends and participates in a variety of meetings and task force groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, contract awards and new policy requirements.
OTHER REQUIREMENTS:
• Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security.
• Must sign a CHS HCSS-I Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
• Local Iraq and other non-U.S. citizen assignments under this contract in Iraq must undergo, and favorably pass, an Investigation conducted by the Iraq Embassy Regional Security Office (RSO). This background investigation will be conducted by the RSO’s FSNI (Foreign Service National Investigator).
The following requirements apply to the HSA/L:
• Shall complete a two week Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the HCSS-Iraq contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
o Must have a valid, current U.S. Driver’s License
o Must have a current U.S. Passport.
o Shall be proficient in the ability to speak, write and communicate in English.

PRIMARY PURPOSE OF POSITION
-Works independently on complex issues and large projects. Performs overall field testing activities including installation/commissioning tests, technical investigations, field-engineering analysis on malfunctioned electrical and electronic equipment to evaluate system maintenance and repair.
-Testing Group work is on transmission & distribution substation equipment.
-Distribution Testing work is on distribution equipment, generally outside substations.

PRIMARY DUTIES AND ACCOUNTABILITIES
Dist Testing:
-Performs testing assignments and provides guidance to newer engineer/technician (e.g. preventive and corrective maintenance on capacitors, regulators, small power transformers, communication equipment, ALRSs, MCRs, power factor analysis, feeder voltage profiles, feeder device coordination, cable fault locating, generator deployments, power quality investigations, ATOs, Network protectors).
-Evaluates the effectiveness of the current distribution system design (e.g., analyze and interpret complex field data gathered from tests).
-Evaluates, develops and implements new test equipment, tools and designs that have moderate financial and operational impact
-Evaluates effectiveness of current technical systems and processes. Participates on teams (e.g., works with Distribution engineering and manufacturers to implement new designs)

Testing Group:
-Perform preventative maintenance and corrective maintenance on distribution and transmission relays, communications equipment, power reclosers etc., using the guidelines listed in the Field Reference and the Maintenance Procedures manuals.
-Conduct basic hands-on acceptance and in-service testing of transmission and distribution equipment (e.g., transformers, circuit breakers, control and relay panels, SCADA, power line carrier, audio tone, etc.) Testing is performed per the guidelines included in the Field Reference Manual and the Maintenance Procedures Manuals.
-Assist with the restoration of malfunctioning transmission and distribution equipment, under emergency conditions, by performing the necessary hands-on testing as outlined in the Field Reference and Maintenance Procedures manuals.
-Complete required paperwork (reports, test data, blueprint corrections, relay settings, etc) as necessary to document work performed.
-Provide on-the-job and formal classroom training.

POSITION SPECIFICATIONS

Job Description

PRIMARY PURPOSE OF POSITION
Develops studies, plans, criteria, specifications, calculations, evaluations, design documents, performance assessments, integrated systems analysis, cost estimates, budgets, associated with the planning, design, licensing, construction, operation, and maintenance of Exelon¿s electric generation, transmission, distribution, gas and telecommunication facilities/systems. Provides analytical support and consultation and recommendations to the Company within and to other business units and/or customers as a result of studying company or customer-owned systems, processes, equipment, vehicles or facilities. Reviews financial data for budget and actual costs of projects.

Position may be required to work extended hours, including 24 x 7 coverage during storms or other energy delivery emergencies.

PRIMARY DUTIES AND ACCOUNTABILITIES
-Leads and performs engineering assignments associated with critical engineering projects or a number of small projects with many complex features require extensive company experience.
-Performs assignments in areas where engineering precedents are incomplete, lacking or require broad experience.
-Evaluates, develops and implements projects that have significant financial and operational impact.
-May serve as an expert for organization in a specific area or responsibility.
-Performs assignments while acting independently, and may lead multi-discipline teams.

POSITION SPECIFICATIONS
Minimum:
-Bachelors degree in a technical field (non-engineer) (1) or equivalent relevant education / experience (See Section Below) (2) AND 6 or more years of field experience in engineering, construction, or applicable utility experience
-Ability to analyze and interpret electrical and mechanical systems.
-Knowledge and ability to apply problem-solving approaches.
-Knowledge of construction, operations or engineering principles and practices.
-Broad knowledge and experience with regulations, guides, standards, codes, methods, and practices necessary to perform routine assignments for a specific discipline installations, or service.
Preferred:
-Clearly demonstrated team leadership abilities on critical projects.
-Equivalent Relevant Education / Experience
-Associates degree in a technical field (1) AND 8 or more years of field experience in engineering, construction or applicable utility experience
-Non-degreed or non-technical degree equivalent relevant education (2) AND 8 or more years relevant utility experience
