TRM/ITRM related resource management tasks.  Supports budget analysis and requirements review for P2 and P11 funds.  Support budget distribution, BLTM/CLTM updates, and execution of funding.  Develops SOF unique requirements, BLTMs and CLTMs.

Responsible for the compilation of data, and preparation of inputs into larger reports.

Performs assessments and projections as part of analysis process.

Develops technical reports and briefings, and other finished products.

Interfaces with external entities to collect data.

Uses and/or develops computer tools to facilitate analysis tasks.

Works collaboratively with other analysts as well as subject-matter experts in all phases of research and requires the flexibility to adapt research strategies to take into account data limitations and time constraints.

Work closely with the Business Development Growth Executive (BDE), BD team members, Line Managers, analysts and SMEs to plan, strategize, and develop high quality, compliant proposals. CACI is looking for a Systems Administration Design Engineer to lead System Administrator development and design responsibilities for modification projects. This position will be focused on upgrading the servers, storage, and networks supporting the U.S. Air Force Satellite Control Network (AFSCN).  You will bring your advanced knowledge and experience to bear on the complex challenges confronting a critical national asset. You will have the opportunity to influence and inform customer design decisions, assist in planning for the long-range sustainment of AFSCN, implement agreed upon designs, and, when required, support operational issues.

 

 

 

What You’ll Get to Do:

 

Be responsible for designing and implementing changes to the client’s systems in accordance with project Statement of Objectives (SOO) and Statement of Work (SOW)

Create system and network designs that determine appropriate scale and scope of technical solutions and describe the impact of those changes

Provide informational support to the Engineering Documentation Management process to include USAF Tech Order (T.O.) creation and modification

Troubleshoot Windows OS and Microsoft application security patch installations.

Create installation and rollback plans

Participate in proposal development in response to customer modification direction

Communicate clearly and concisely in voice, written word, and graphics to conduct formal milestone customer briefings

Install and configure systems at customer locations (approximately 25% currently anticipated)

Support installation teams from central operational locations.

Assist in every day troubleshooting at the lab environment set up to mimic the AFSCN

 

 

You’ll Bring These Qualifications:

 

VMware 6.X or 7.X, Microsoft Server 2012 and later, NetApp Storage Systems, Linux

On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors. Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.

Attend technical meetings, conferences, design reviews, and/or training regarding technology pursuit, advancements, and equipment designs at Government direction.

Essential Duties and Responsibilities

Facilitates the registration of exporters, manufacturers, and brokers under Parts 122 and 129 of the ITAR under close supervision.

Updates and maintains State Department’s Watch List database of entities of concern, both to comply with the AECA and to support foreign policy implementation via arms export licensing. Helps identify and implement technical improvements to the system.

Helps monitor team efforts to expand and refine abilities, respond to shifts in workload, and maintain high quality work products.

Coordinates and liaises with interagency non-proliferation and export control community on arms trafficking/proliferation matters involving the AECA and ITAR, as well as international export control outreach.

c. Develops and executes end of year spending plan to reallocate all unobligated funding. Determines requirements for annual supplemental funding and submits requests to INSCOM G8 (RM). The Defense Trade Analyst I will provide support in the review and adjudication of all transfers of U.S. defense articles or services to foreign persons.

 

Essential Duties and Requirements

 

Includes the following:

Reviews proposed munitions export requests for commodities and services which are not new, are covered by well established, directly applicable precedents, and other information readily available in office files, references, and records.

Identifies pertinent legal, policy, regulatory, and procedural considerations related to applications within a commodity category assigned to him/her (e.g., military electronics, arms and ammunition, aircraft, tanks, naval vessels, radar and missiles).

Collects and analyzes data and information supplied by applicants and confirms and determines relevance of precedent cases.

Elicits recommendations concerning the proposed transaction from all concerned agencies (e.g., DOD, NASA, and Energy) and pertinent bureaus within the Department of State, as appropriate, on the technical and policy implications thereof.

Recommends to a sister office within the Directorate certain cases, which in his/her judgment require checks with the U.S. Embassy in the destination country to determine the validity of the transaction.

On routine cases, the incumbent provides final recommendations on whether to approve, return without action, or deny license applications.

Responds to routine telephone and email inquiries from applicants on individual cases prior to submission, as well as during the review process.

Provides to applicants or other U.S. Government agencies guidance on export policy and administrative practices.

Drafts and coordinates, as necessary, emails, memoranda, and other communications on matters relating to his/her responsibilities.

Acquires, through review of current world events, technical journals, etc., knowledge in foreign policy, industrial and technological advances as related to his/her assigned responsibilities.

 

Education and Experience

Bachelor’s Degree.

Experience with Arms Export Control Act and International Traffic in Arms Regulations required.

Experience with supporting the adjudication of US Defense Articles required.

 

Knowledge, Skills and Abilities

Active SECRET Clearance.

Successfully pass a federal background check and a drug screen

Strong customer-service focused skills.

Strong interpersonal and partnering skills.

Strong written and verbal communication skills and presentation skills. The government may require writing samples.

Strong computer skills to include use of Microsoft Office Suites.

Demonstrated ability to research, interpret and apply regulatory material in the process of evaluating license applications and taking final action on specific requests.

Demonstrated ability to work with short-fused actions, meet deadlines; manage time, distribute responsibilities, and achieve milestones and deliverables.

Has working knowledge of Microsoft Office Suite programs and be able to operate all office equipment including but not limited to: telephones, copy machines, fax machines, scanners, printers, and computers.

Temporary Note: On Tuesday, Dec. 7, a federal judge issued an injunction blocking President Joe Biden’s COVID-19 vaccine mandate for federal contractors (EO 14042). Cherokee Federal is monitoring the court case and awaiting a final ruling. As a result of the injunction, Cherokee Federal is halting the enforcement of the mandate, however, if the injunction is lifted and the mandate remains, Cherokee Federal must reenact its vaccine requirement.

 

Work Environment

Work will be performed in a climate-controlled office environment.
