What You’ll Get to Do:

 

As a CACI-Wexford MASINT analyst, you will be a member of a team of analysts providing MASINT reach back support to Improvised Threat, Emerging Technologies and WMD efforts and operations executed by committed war fighting units and partners globally. This position serves as a Measurement and Signature Intelligence (MASINT) subject-matter expert and technical authority with a focus on current/near-term events, plans, developments and trends pertaining to MASINT, the proliferation of WMD and nuclear/radiological events; issues impacting weapons security; force protection; and force operability and survivability against a broad spectrum of nuclear, biological, chemical and other WMD events. As a MASINT subject matter expert, conducts applied research on specific intelligence issues pertaining to emerging and WMD threats to US and allied nations; provides written input to reports and briefings; assists with answering requests for information (RFI); assists in research and analytical data entries related to emerging and WMD; all for dissemination to Agency leadership and its personnel, Combatant Commands and the Intelligence Community (IC). As required, you will interact directly with the client, the Improvised-Threat Community of Interest (CoI), WMD CoI, Emerging Threat CoI, intelligence partners across the IC, and the deployed intelligence consumer during the development of intelligence products to meet intelligence requests for information. As required, you will planning, developing, and delivering tailored intelligence capabilities and tools training to supported intelligence consumers and partners. You will assist in providing quality assurance and quality control over developed products to ensure they meet client standards and follow Director of National Intelligence (DNI) standards.

 

More About the Role:

 

While providing reach back support, you will provide support to RFS responses developed by embedded teammates supporting units forward; answer requests for support from other intelligence consumers, and work closely with a wide variety of units, institutions, and partners. You will assist with training and pre-deployment training/preparation.

 

You will work closely with other members of the team to monitor and identify capabilities and vulnerabilities of targeted enemy organizations; identify trends, patterns, and key nodes; and highlight their relationships to the targeted enemy networks. You will assist with the development and maintenance of analytic policies and procedures for processing, production, and dissemination of intelligence.

 

As required, you will brief intelligence assessments and may represent the client organization in fielding technical questions to support key assessments. You may serve as a client liaison and coordinate with government personnel, technical experts, and sub-contractors.

 

You’ll Bring These Qualifications:

 

Current Top Secret/Specialized Compartmented Information Security Clearance.

One to three years of MASINT support to members of the IC.

Previous experience with CBRNE/WMD related intelligence (to include CP, Nuclear Policy, health/medical, arms control, weapons technology, etc.)

One to three years intelligence analyst experience required.

More than five years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of Geospatial military intelligence.

Be willing to deploy to the required theater of operations, usually conducting periodic travel within CONUS and up to three-month deployments to OCONUS locations as required.

Bachelor’s degree in MASINT related field (technical intelligence, signature intelligence)

Expert understanding of GEOINT analytic tools such as Arc-GIS, ENVI, and SOCET

More than five years of experience providing direct MASINT support to network analysis in support of attack the network operations - including counter-facilitation.

Master degree in MASINT related field (technical intelligence, signature intelligence)

More than 15 years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of Geospatial military intelligence.

Practical understanding of Intel-related databases and tools such as M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, and other SIGINT Database.

Practical understanding of analytic Intel tools such as , Analyst Notebook and Palantir.

You will be a key contributor to Chief of Naval Operations (OPNAV), Surface Warfare Directorate (OPNAV N96), which is responsible for the determination of force levels, shipboard and related support requirements and major features of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. As a Program Analyst you will:

 

Assist in the evaluation development of documents, including strategic roadmaps, implementation plans, reports, briefings, speeches, technical research, and concept papers for use by OPNAV N96, Navy senior leadership, and officials within SECNAV, OSD and Congress;

Provide experience-based analysis and counsel to the Deputy, Assistant Deputy, and Branch Head as regards strategic planning, programming, and budgeting deliberations;

Provide analytical support for acquisition milestone events and other program documentation, in accordance with government regulations and OSD guidance;

Perform quantitative analysis and qualitative assessments of integrated air and missile defense (IAMD), anti-ship ballistic missile defense (ASBMD), theater ballistic missile defense (TBMD), homeland defense (HLD), national missile defense (NMD), anti-air warfare (AAW), and cruise missile defense (CMD) of ships and selected ground-based sites and systems, territories, friends, and allies;

Provide analysis of Joint and coalition missile defense initiatives and Navy integration into coalition and Joint integrated air and missile defense (JIAMD);

Provide senior level analytical support expertise in Naval surface warfare operations analysis, PPBE process, operational research, modeling and simulation, systems engineering, and systems analysis;

Provide strategic insight on Sponsor Program Proposal development for the Deputy and Assistant Deputy;

Demonstrate knowledge with Navy ACAT 1 Programs;

Represent Navy policy and positions on issues to MDA;

Coordinate and facilitate Flag and Secretariat level meetings between Navy senior leadership and MDA;

Draft Navy BMD position papers and briefings as required;

Provide senior level analytical support expertise as an Aegis Ashore material development lead;

Provide senior level analytical support expertise as the Pacific Missile Range Facility (PMRF) Test Site Capability development lead;

Provide assistance with SECDEF directed studies;

Provide senior level analytical support expertise in preparations for Navy BMD Enterprise (NBMDE) Review Board, as well as NBMDE Material and Resources Cross Functional Teams;

Coordinate with MDA to identify and help manage material requirements such as spare parts and other logistics requirements;

Assist the Government with the evaluation and development of documents, including strategic roadmaps, implementation plans, reports, briefings, speeches, technical research, and concept papers for use by OPNAV N96, Navy senior leadership, and officials within SECNAV, OSD and Congress;

Assist the Government with the development and analyses of capabilities, gaps, requirements, integration of missile defense systems, missile defense operational and systems concepts, and program strategies. Serve as the N96 principal point of contact for IAMD and other computer-based planning systems; and

Provide analysis of Joint and coalition missile defense initiatives and Navy integration into coalition and Joint integrated air and missile defense (JIAMD.

 

 

 

You’ll Bring These Qualifications:

 

-TS clearance eligibility based on an SSBI conducted within the last five (5) years and favorably adjudicated for SCI access;

 

-Experienced Surface Warfare Officer (SWO);

 

-Existing knowledge as stated in specific subtasks listed, and have seven (7) years of general experience, with at least five (5) years of hands-on experience in the following areas:

 

Experience with Navy budgets, POM, PPBE, JCIDS;

Demonstrated knowledge with U.S. surface combatant platforms and associated war- fighting characteristics and capabilities for platforms, including experience with the Aegis Weapon System, Aegis Ballistic Missile Defense programs, or other Navy ACAT 1 Programs;

What You’ll Get to Do:

 

YYou will be a key contributor to Chief of Naval Operations (OPNAV), Surface Warfare Directorate (OPNAV N96), which is responsible for the determination of force levels, shipboard and related support requirements and major features of programs involving weapon systems, cruisers, destroyers, frigates, command ships, patrol craft, and littoral combat ships. You will be directly involved with supporting plans as related to those missions. N96 serves as N9’s representative in all matters related to afloat Anti-Terrorism/Force Protection (ATFP) and readiness with other government agencies and produces assessments for all related Joint Capability Areas under the Sea Strike, Sea Shield and Sea Basing pillars.

As a Program Analyst you will:

 

Assist in the evaluation development of documents, including strategic roadmaps, implementation plans, reports, briefings, speeches, technical research, and concept papers for use by OPNAV N96, Navy senior leadership, and officials within SECNAV, OSD and Congress;

Provide experience-based analysis and counsel to the Deputy, Assistant Deputy, and Branch Head as regards strategic planning, programming, and budgeting deliberations;

Provide analytical support for acquisition milestone events and other program documentation, in accordance with government regulations and OSD guidance;

Perform quantitative analysis and qualitative assessments of integrated air and missile defense (IAMD), anti-ship ballistic missile defense (ASBMD), theater ballistic missile defense (TBMD), homeland defense (HLD), national missile defense (NMD), anti-air warfare (AAW), and cruise missile defense (CMD) of ships and selected ground-based sites and systems, territories, friends, and allies;

Provide analysis of Joint and coalition missile defense initiatives and Navy integration into coalition and Joint integrated air and missile defense (JIAMD);

Provide senior level analytical support expertise in Naval surface warfare operations analysis, PPBE process, operational research, modeling and simulation, systems engineering, and systems analysis;

Provide strategic insight on Sponsor Program Proposal development for the Deputy and Assistant Deputy;

Demonstrate knowledge with Navy ACAT 1 Programs;

Represent Navy policy and positions on issues to MDA;

Coordinate and facilitate Flag and Secretariat level meetings between Navy senior leadership and MDA;

Draft Navy BMD position papers and briefings as required;

Provide senior level analytical support expertise as an Aegis Ashore material development lead;

Provide senior level analytical support expertise as the Pacific Missile Range Facility (PMRF) Test Site Capability development lead;

Provide assistance with SECDEF directed studies;

Provide senior level analytical support expertise in preparations for Navy BMD Enterprise (NBMDE) Review Board, as well as NBMDE Material and Resources Cross Functional Teams;

Coordinate with MDA to identify and help manage material requirements such as spare parts and other logistics requirements;

Assist the Government with the evaluation and development of documents, including strategic roadmaps, implementation plans, reports, briefings, speeches, technical research, and concept papers for use by OPNAV N96, Navy senior leadership, and officials within SECNAV, OSD and Congress;

Assist the Government with the development and analyses of capabilities, gaps, requirements, integration of missile defense systems, missile defense operational and systems concepts, and program strategies. Serve as the N96 principal point of contact for IAMD and other computer-based planning systems; and

Provide analysis of Joint and coalition missile defense initiatives and Navy integration into coalition and Joint integrated air and missile defense (JIAMD).

 

 

 

You’ll Bring These Qualifications:

 

-TS clearance based on an SSBI conducted within the last five (5) years and favorably adjudicated for SCI access;

 

-Experienced Surface Warfare Officer (SWO);

 

-Ten (10) years of hands-on experience in performing operational functions and applying mission associated concepts, policies, requirements processes, and program guidance. Experience includes regular interactions with senior leadership internal and external to affiliated organization;

 

-Demonstrates extensive knowledge and experience that exceeds ten (10) years in the following:

 

Experienced based expert level JCIDS and PPBE support;

Navy BMD operational experience, interrelationships with applicable ship class combat systems and weapon systems command and control (C2), and applicable fleet training and manning infrastructure;

Intimate knowledge of surface combatant combat systems and weapons systems component programs to include primary interfaces;

Extensive knowledge and experience in schedule and performance/technical aspects of current, future, and interrelated programs; and

Fleet, International, and Commercial contacts across the aforementioned spectrum which includes Navy and Joint programs.

As a Human Systems Integration/MPT Support Program Analyst you will:

 

Provide on-site support, strategic analysis, and well-integrated/coordinated support for N96D1 Human Systems Integration/MPT Support Branch in accordance with DoD program requirements management and acquisition oversight policies and strategies;

Serve as the principal technical advisor and provide day-to-day on-site support including weekly program/project status updates and analyses related to program cost, schedule and performance. Identify issues and provide recommendations to achieve overall near-term and long-term goals;

Assist in supporting IPTs, special advisory boards, off-sites and working groups;

Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions (e.g. QRCC, ICD, CDD, CPD, APB, TEMP));

You’ll Bring These Qualifications:

 

-Top Secret (TS) clearance based on an SSBI conducted within the last five (5) years and favorably adjudicated for SCI access;

Ability to train and mentor junior SIGINT analyst.
