The U.S. Army Office of Energy Initiatives (OEI) is the central management office for the business case development and execution of large-scale (>10MW) renewable and alternative energy security projects with preferred financing through private capital investment. OEI uses existing Department of Defense (DoD) authorities, including those for power purchase agreements (PPA), enhanced use leases (EUL) and easements, to attract private capital investment.


Successful candidate will:


Provide plans and conduct detailed economic analysis and modeling of current and future electric rates based on capital base maturity, technological change, fuel costs, emission and other regulation, and other macro-economic trends

Provide analysis of current and projected utility tariff schedules and installation load requirements

Develop strategies for alternate tariff schedules based on peak shaving or other load altering projects supported by detailed financial modeling

Will work closely with Team Financial Analysts to ensure incorporation of proper macro- economic assumptions

REQUIRED SKILLS

Strong interpersonal skills to provide leadership to, collaborate and work with diverse team

Strong communication skills to clearly and succinctly provide recurring and ad-hoc project updates and synthesizing information for key decision briefs and procurement actions

Duties and Responsibilities:


Develops and provides training to local users of the ESS system. 

Explains to each user how to properly operate the ESS and IDS systems being installed. 

Provides ESS and IDS training to all assigned security and support personnel concerning day-to-day operations and special missions.

COR may direct Contractor to adjust ESS Team shifts to provide for 24/7 manning as necessary, without incurring surge support costs. 

Contractor shall have one qualified personnel from the ESS Team on duty every day of the week.

 


Requirements:


Knowledge of state-of-the-art intrusion detection systems (IDS), especially LAN operations and equipment, computer assisted design software to operate and maintain the IDS. 

Full understanding of the function and responsibilities of various installation access points.  

The member must have a current TS-SCI clearance and have between 1 to 3 years’ experience in similar roles as determined by type of work and level of responsibility as described in section 3.3 above. 

Similar roles may be in industry or working for the U.S. Government but must include electronic surveillance and access control experience. 

The requirement of 1 to 3 years of experience can be substituted by at least 2 years of former military service and a bachelor’s degree.

As a CACI-Wexford Lessons Learned Analyst, you will be part of a dynamic team assisting the US Special Operations Command Lessons Learned Program. Save lives, resources, and time through aggressive global collection, analysis, outreach, and dissemination of relevant U.S. Special Operations Forces observations, insights, and lessons to the Special Operations Forces (SOF) warfighter and Joint Community.

You will also support the following tasks:


Prepare collection plans and collect data using direct methods of interviewing and observation.

Assist with the collection, archiving, analysis, resolution, and dissemination of observations, insights, and lessons learned to support the client.

Use communications systems within a collaborative environment to support the program through proactive lessons learned sharing, peer review, and facilitation between operations forces organizations and other stakeholders.

Prepare and deliver briefings and reports to client leadership.

Monthly activation of Observations, Insights, and Lessons (OILs)

Provide before action review (BAR) for the end users or practitioners as well as those supporting the end users to gain understanding and deliberate action

Develop CTC trends reports 

Develop lessons learned articles, bulletins, and vignettes 

Conduct analysis, reports, and assessments

Conduct briefings of lessons and best practices

 

You’ll Bring These Qualifications:


Graduate from Component specific SOF qualified course (i.e. Special Forces Qualification Course, SEAL Qualification Training, Ranger, Special Tactics Training, Marine Special Operations Command Individual Training Course)Possess at least of 5 years of experience in SOF, including 2 years of experience working with a Component Command

Active TS/SCI Clearance

Working knowledge of tools, methods, and concepts of portals and other real or near real time knowledge management systems.  

Ability to prepare and deliver briefings to leadership.

Ability to prepare collection plans and to collect data using direct methods of interviewing and observation. 

Knowledge of SOF Command structure to enable targeted dissemination of observations, insights and lessons for all operations.

Ability to write detailed portions of studies.

Summary

Provide expertise, advisement, coordination, and recommendations on all phases of electrical project development and implementation in direct support of the Facilities Management Section.  As a member of the Facilities Subject Matter Expert (SME) Engineering Cell, advises on electrical engineering design, project planning, space planning, building code analysis and compliance, and construction design reviews and oversight.  Advise members of the Facilities management team and contractors to promote effective support of facilities operations, as well as agency-specific operations.


Essential Duties and Responsibilities


Includes the following:

Serves as the principal advisor to the Facilities Manager; advises on the development and implementation comprehensive project schedules and the presentation, review and tracking of approved project(s) changes and supervise the production of updated schedules.

Develops and/or reviews planning documents; develop design concepts and detailed designs; conducts building code compliance evaluations.

Performs peer review of plans, specification, and technical reports prepared by others.

Develops cost benefit analysis; design life cycle cost estimates; scopes of work; and conducts technical and feasibility studies.

Works closely with Facility Manager to ensure contract stipulations and requirements are properly followed by all contractors who perform maintenance and construction activities/projects in support of Facilities.  Report to Facility Manager or designated representative when contract provisions are not properly being performed by Contractors.

Identifies a variety of alternatives for meeting current and anticipated project requirement and advises the Facility Manager on how to meet project needs from the availability of contractors and their expertise to the employable use of local assets, i.e. USG or contract.  Recommends the most viable options and develops action plans and strategies to implement approved options.

Ensures that all required project actions are understood and carried out in accordance with the decisions and directions of senior leadership, including following-up on decisions and ensuring the completion of required actions in a timely manner.

Advises appropriate DOS personnel on the preparation of reports, papers, and other documents for senior leadership, including sensitive documents for Chief of Mission-level action.

Ensures that all documents are well-written, in proper format, timely, complete, and fully coordinates with other affected organizations.  Oversees/leads the production of design and technical information; the development and/or review planning documents; and maintains agreed technical and design standards.

Develops detailed written assessments of the effectiveness of Facilities projects. Identifies areas of potential improvement in efficiency and effectiveness and recommends specific actions to bring about needed improvements.

Works closely with the key stakeholders in planning complex, high priority special projects involving Facilities; coordinates the involvement of architectural, civil/structural, mechanical, and specialty disciplines; and provides support in project design, bid, and construction phases.

Enlists the support of other staff as necessary to accomplish project objectives within the established timeframes.

Ensures all project objectives are met and that resulting recommendations for action are sound and practical and include implantation plans.  Follows up to ensure that approved recommendations are successfully implemented.

Provides technical guidance and advice to employees assigned to Facilities areas.  Performs annual training as required for efficiency and compliance.

Develops and trains personnel on project functions.

Education and Experience

Bachelor’s degree in engineering/architecture/technical discipline is preferred.  However, a Masters License in the discipline will be considered if able to meet all other requirements.

Minimum 7 years relevant experience.

Must have a working knowledge of MS Project.

Must maintain a valid driver’s license to operate Mission vehicles.

Must have strong graphic and visualization skills with proficiency in AutoCAD and other visualization software.

Mastery of project management concepts, methods, and best practices to provide expert guidance to Facilities Management in meeting short- and long-term operational requirements and experienced in developing plans and construction documents.

Mastery of the full range of principles, concepts, methods, and practices in project management required to oversee the planning and execution of electrical/power generation projects and to ensure coordination with other related activities.

Summary

The position provides information about the WIC Overseas Program and services provided in Europe to TRICARE, local commands and agencies as requested. At the direction of the Program Manager (PM), the WIC Overseas Theater Liaison Office maintains statistical reports in the European Theater working with the various governments in Europe.


Essential Duties and Responsibilities


Includes the following:

Advise, communicate and coordinate information about WIC Overseas program activities to commands, medical treatment facilities, and other interested parties.

Coordinate, establish and maintain communications between and among all stakeholders to ensure success of the WIC Overseas Program

Coordinate directly with TRICARE Eurasia Africa Command reference relocation or changes to the various WIC Overseas offices and resolve issues which may arise between local WIC Overseas offices and the various military communities.

Oversee and ensure contract and employee work authorizations/ visas are coordinated with the various European governments.

Maintain the European WIC Overseas Liaison Office to ensure personnel records and other files are available as required.

Collect, organize, and maintain data pertaining to the WIC Overseas operation in the European theater

Prepare statistical and narrative reports and briefings as required; to include compilation of biannual participant satisfaction survey data

Keep (PM), informed of WIC Overseas activities and issues in the European Theater

The Analyst will be an integral part of a Government and Contractor Team responsible for counterintelligence support to technology protection focus areas, while collaborating with counterparts throughout the DoD and other government agencies.

Major Duties and Responsibilities


Perform analysis of OSI's counterintelligence investigations to identify patterns aiding in efforts to identify foreign intelligence entities and other adversarial threats to DAF and DOD programs. Present those findings to OSI Center leadership and other OSI customers as appropriate, both orally and in writing. When appropriate and/or necessary, author analysis in adherence to Director of National Intelligence established analytic tradecraft standards.

Conduct long-term studies using a variety of statistical analysis to draw conclusions and estimate probabilities based upon knowledge of economic, geographic, and social information from current and past situations associated with foreign intelligence threats to DAF and DOD technologies and associated supply chains. Present findings and recommendations to appropriate government officials as identified by OSI Center leadership, both orally and in writing.

Support counterintelligence investigations and operations with focused analysis in order to evaluate the significance of the information collected, extract and further disseminate relevant threat information, identify investigative leads, provide assistance to the case agent, and coordinate actions within the law enforcement and counterintelligence communities.

Identify trends and actions of intellectual property theft and technology transfer investigated by OSI. Provide informational briefings outlining findings to facilitate the DAF's efforts to prevent such theft/loss.

Identify access and threat vectors commonly exploited by foreign intelligence, or other adversaries, to target DAF/DOD programs and associated supply chains. Provide informational briefings in support of the DAF's risk mitigation efforts.

Produce and publish analytical products via portal, SharePoint and other electronic methods for OSI Center leadership, OSI field units and DAF senior leadership.

Summarize work efforts, meetings, project statuses, and accomplishment in the form of Weekly activity reports (WAR).

Support collection efforts by authoring intelligence report evaluations, source-directed requirements, and/or assisting with the development or update of strategic and ad hoc collection requirements in support of DAF technology protection efforts.

Minimum Required Skills


Must have at least three (3) years of experience with collecting, evaluating and analyzing raw and processed intelligence reporting concerning threats to DOD technologies.

Knowledge of the principles and practices of counterintelligence functional services, collection, investigations, and operations.

Ability to obtain CCNP Security certification within 60 days of employment

Nice If You Have:


Experience with developing tactical, expeditionary cross domain solutions to deliver FMV across different environments, enclaves and networks

Experience with Agile development methodologies and working with Agile teams using collaboration tools uses Jira, Confluence, Discourse

Experience with analyzing network and bandwidth requirements, conducting requirement analysis, system availability and risk assessment

Experience with working with CM tools, including Gitlab, Git-centric and CI/CD workflows

Knowledge of network engineering in cloud and disconnected edge environments

Knowledge of python scripting, writing Ansible playbooks, rudimentary APIs or automation scripts

Knowledge of Infrastructure as Code
