Key Focus Areas: Project Schedule Development and Support: You will work with project delivery teams to develop and maintain project schedules throughout the project lifecycle. You will also work with project delivery teams to establish the work breakdown structure, activities, constraints, and milestones for projects. You may analyze (e.g. “what if” analysis) and make recommendations regarding planning for and executing schedule changes for interdependent portfolios of projects. Additionally, you may work with staff to analyze and determine the budget and resource impacts associated with project/program portfolio schedule changes. Budget Management and Resource Support By developing and maintaining a comprehensive capital improvement plan cost loaded schedules, you will work with project delivery teams and staff to analyze and make recommendations for controlling and managing multi-year capital and expense budgets including forecasting and leveling resource efforts. Schedule Training and Controls Leadership As a member of the project controls team you may be asked to serve in a leadership position providing oversight for controls projects and initiatives or as a lead to junior controls team members, providing coaching, and mentoring. Through collaboration with planning, engineering, and project managers you may be asked to develop and implement project controls and monitoring processes and procedures, particularly as they relate to schedule and cost/budget development to ensure projects achieve scope, schedule and cost objectives. Roles and Responsibilities — Assist with technical writing and development with emphasis on broad-scope strategic planning development and implementation plans, acquisition processes, and production of JCIDS/SOFCIDS/DAS requirements documents in accordance with applicable standards, instructions, directives, and references — Support the coordination of inter-staff requirement reviews to prepare draft Capabilities-Based Assessments, Initial Capability Documents, Capability Development Documents, Capability Production Documents, and DOTMLPF-P Change Recommendations, as well as Test and Evaluation and Technology Transition documents — Support and assist with collecting initial inputs from users, engineers, program offices, and other stakeholders and from lessons learned, after-action reports, operational deficiency reports, and other historical data — Support and assist with conducting and documenting statistical research and analysis — Support and assist with development, editing, maintaining, and incorporating comments into subject/assigned JCIDS/SOFCIDS/DAS documents — Support and assist with facilitating and recording proceedings of meetings related to the assigned documents — Produce briefs, presentations, meeting summaries, and other support documents related to assigned documents — Conduct research and analysis — Document communication and current practices, issues, and challenges experienced — Research subject matter to support document development utilizing industry, academia, and other commands as necessary and appropriate — Identify and record referenced final reports or other resulting products of studies or analyses — Support and assist with requirements generation — Provide monthly status reports and an end-of-project brief — Provide routine and requested status on the development of documents Required Qualifications and Experience — Exceptional work ethic with strong written and verbal communication skills — Ability to produce clear and concise reports and correspondence in the prescribed format — Ability to conduct planning and organization, analysis of accumulated data/information, and considerable coordination and integration of work with other functional activities — Ability to perform duties under pressure in a fast-paced environment and execute multiple tasks to meet stringent timelines — Ability to coordinate complex scheduling and multistep processes — Ability to operate a personal computer with proficiency in Microsoft Office applications — Ability to prepare written reports and correspondence using Word, PowerPoint, and other related programs and receive files electronically — Ability to enter data into multiple databases accurately and timely — Ability to maintain proper dress and grooming standards — Valid state driver’s license — Active Secret security clearance — Certificate of completion for the following Defense Acquisition University courses: CLR 101, RQM 110, CLR 151, CLR 250, CLR 252, and RQM 310 — Bachelor’s degree from an accredited U.S. college — At least 3 years’ experience in Government Acquisition Program Management, Project Management, and/or Capability Development — At least 3 years’ experience performing analytical and technical writing for Special Operations Forces or any of its components (SOFCIDS experience preferred; JCIDS acceptable) — At least 3 years’ experience conducting research; gathering data; processing, assembling and analyzing facts; and drawing conclusions, effectively fusing results with other information, and developing solutions to force optimization-related problems — At least 3 years’ collective experience working with the U.S. Department of Defense, U.S. Special Operations Command, or the Department of the Navy agencies with an in-depth understanding of Special Operations Forces warfighter skill sets, employment methods, and national-level tasking Company Overview RMGS, Inc. is a growing small business headquartered in Virginia Beach, Virginia.
