Colorado Springs Utilities is seeking a Business Systems Analyst Senior to join our Asset Management Geospatial Technology section.  The core responsibility will be to support, configure and implement Clevest Mobile Workforce Management (MWM) Solutions across many operational departments.  Additionally, this position will gather user requirements, perform GIS analysis, and work with Asset Management Geospatial technical team on Esri mobile solutions support.  


Key Focus Areas: 


Evaluate and implement available Clevest MWM options for customer and field services operations improvements

Develop/execute test plans and configure changes to ensure proper Clevest functionality

Analyze processes, recommend, and implement changes based on user requirements

Key SME and team member in the expansion of Clevest MWM across Operations

Liaison with Information Technology for Clevest MWM application upgrade and support

Clevest MWM User provisioning and Service now case support

Knowledge of:

Existing Clevest MWM Integrations between enterprise systems GIS, CC&B, AMI & OMS

Who you are...A candidate with demonstrated relevant and progressively responsible experience in a Utility operation leveraging Clevest, GIS and or similar mobile technology environment is valued for this role.  Highly preferred candidates will possess a bachelor’s degree in Information Technology, Computer Technology, Business Administration, or a related field or 7+ years of experience, or an equivalent combination of education and experience.  Experience with SQL, Oracle or SQL Server, Customer Care, Work management (CMMS) systems is greatly desired.  Additionally, candidates possessing skill in these areas are favored; the ability to translate data into business terms, define and match user requirements with existing or available Clevest MWM/GIS technologies and solutions to meet the needs of operational business groups, and the ability to analyze and troubleshoot mobile GIS solutions or GIS data-related problems.

Our Directional Drilling team is actively seeking a talented individual who will offer expertise in the area of directional drilling as a Construction/Maintenance Specialist.  In this role, you will be responsible for various duties, including maintaining and operating directional drilling equipment, drilling fluid mixing equipment, vacuum excavation equipment, and assisting in barricading and traffic control. In addition, you will be required to use excavating equipment, and hand tools, comply with construction safety standards and work with a team to support the installation of underground electric, gas, and water systems, and construction restoration activities.

The Gas Pipeline Integrity Corrosion Engineer is part of a highly skilled professional team in the Gas Planning & Design group and reports to the Gas Planning & Design Managing Engineer. The team is comprised of engineers responsible for providing engineering, planning, and design services for Colorado Springs Utilities natural gas distribution infrastructure comprised of more than 5,000 miles of gas mains and services for over 185,000 customers. The work that you do will directly impact the current and future safety and reliability of Colorado Springs’ natural gas infrastructure. You will be a subject matter expert for the corrosion compliance program that supports the Distribution Integrity Management Program (DIMP). These programs outline how we manage, classify, and resolve gas corrosion issues, which ensure that Colorado Springs Utilities follows Title 49 CFR Part 192 for gas compliance and safety. You will also become an expert at analyzing and interpreting gas corrosion data to support the safety, integrity, and reliability of Colorado Springs’ natural gas infrastructure. 


Key Areas of Focus:


Apply in depth knowledge and promote compliance with 49 CFR Part 192 Subparts I, L, M, and P for program compliance oversight, creating/maintaining the Corrosion Program Plan and Corrosion O&M Manual 

Create work packages for advanced troubleshooting, special surveys, field assessments, and continuity tests and delegate work packages to internal Corrosion team and external contractors

Design and review all cathodic protection projects to CSU Standards and Engineering best practices.  Provide subject-matter expertise where needed to make informed decisions involving corrosion requirements, such as coatings, cathodic protection, corrosion-resistant materials selection, and corrosion monitoring technologies

Research Gas System As-Builts and Service Cards to investigate existing cathodic protection systems and develop improved CP design standards

Manage the GIS Corrosion monitoring database, CP isolation areas layer, and monitor the Corrosion work management system, ensuring tests, inspections, and remedial actions are completed within the required timeframes. Conduct ongoing quality control review of corrosion records for accuracy and completeness

Prioritize, plan, and monitor execution of projects related to corrosion mitigation, renewals, and DIMP. Support the accelerated renewal program for actively corroding unprotected steel and facilities with deficient CP monitoring histories

Plan, identify, budget, design, and develop business cases for managing Gas Corrosion Program projects. Generate Scopes of Work, participate in RFI response panels, and act as PTL for contracted services

Provide support and training to inspectors, construction personnel, project managers, field engineers and management on all corrosion-related topics.  

Conduct presentations to upper management, engineering staff, and regulatory agencies on all facets of the Corrosion Program

Who you are…a highly motivated and analytically-oriented engineer who brings seven (7) or more years’ of extensive knowledge within the natural gas industry or directly relevant field.  A bachelor's degree or higher in Engineering is required for this position (typically Mechanical, Electrical, or Chemical).  Additionally, the ideal candidate will have the ability to perform critical thinking, execute cathodic protection designs, demonstrate effective program management, and develop/maintain a Corrosion Control Manual.  A Professional Engineering (PE) license is preferred.  NACE CP2 certification is required or the ability to attain certification within 12 months of hire.

About the role:


Electronics Exploitation Engineer (EEE) shall provide forensics and exploitation support for the C5ISR Center.


This position will be available and willing to deploy to OCONUS locations to include the CENTCOM and AFRICOM AORs for up to 6 months rotations.


The EEE will serve in relation to the collection and handling of recovered electronics devices, ensuring that triage and technical exploitation (TECHEX) occurs in accordance with organizational intelligence requirements. As the Subject Matter Expert, the EEE must be able to work independently in isolated work environments.


The EEE will also execute reach-back and coordination with CONUS-based engineering staff, as needed.


The EEE will be expected to generate forensics reporting from TECHEX generated products and will respond to any associated analytical requirements.


This position requires OCONUS deployments to the CENTCOM and AFRICOM AOR. While deployed, responsibilities include installing, debugging, maintaining, upgrading of all assigned equipment as well as provide broad mission support, training, briefings, employing and fielding of the TECHEX capability to include; electrical forensics applications, tools, and systems.


What You’ll Get to Do:


 Provide hands-on technical forensic exploitation support for technical intelligence (TECHINT), media exploitation (MEDEX), cell phone exploitation (CELLEX), electronic exploitation (ELEX), and other unique exploitation missions.

Conduct electronic analyses of target devices, including functional analyses of the target devices, understand and describe how the target functions from an electronic perspective – basic signaling characteristics; voltage levels; electrical connections; electrical modifications to commercial-off-the-shelf (COTS) hardware; logic states; operating frequencies; component configuration identification; operating profiles/modes; operation in noisy electromagnetic environments; and susceptibility.

Serve as subject matter expert in RF characterization. 

Publish reports and briefings in order to present characterization information, electronics vulnerabilities, and exploitation recommendations.

Work with a team to respond to RFI’s and determine best consolidated solutions to problems.

 Design and implement characterization standard operating procedures (SOPs) and implement SOPs in daily functions.

Required Qualifications


Active Secret clearance and ability to obtain a TS/SCI.

BA/BS and 3 years’ experience (OR) Associates degree and 5yrs experience

An understanding of RF communications, with a particular emphasis on complete characterization of electronic circuits.

Experience in electronics engineering.

Experience using benchtop RF equipment including Signal Generators, Spectrum Analyzers, Oscilloscopes, and other equipment.

Perform standard RF measurements (e.g. occupied bandwidth, average power, pulse width) using the previous listed test equipment.

 Experience in synthesizing and generating various types of RF waveforms using and arbitrary waveform generator.

Basic Matlab (and other basic programming/scripting) skills, should be able to apply digital signal processing techniques to communication signals. Techniques include digital filtering, sample rate conversion, frequency/phase estimation, demodulation, carrier recovery, timing recovery, channel equalization, pulse shaping, and forward error correction.

Experience working with embedded systems such as Arduino and writing programs leveraging the SPI bus to configure and analyze various chipsets.

Previous OCONUS deployment experience.

Basic Qualifications


12+ years of operational Intelligence experience

Experience working Army, Joint Staff or Combatant Command, or Army Corps Exercise Planning and SME participation

Subject matter expert (SME) experience in a single intelligence discipline, preferably All-Source Analysis (Theater or Corps ACE), CI/HUMINT or SIGINT

·        Able to perform system design and development engineering functions to support the engineering of information systems including the following: radio, fiber optics, cable plant, technical control, local and wide area networks, command and control, space communications, record data, switched data/voice, video computer, office automation, automation security, network security, physical security systems, perimeter security, network and systems management and control, and video teleconferencing.


·        Knowledge of signal operations concepts and principles, Command SOPs, and Command practices to support the missions of the 160th Signal Brigade or Battalions by being able to review, analyze and advise in the resolution of complex and difficult signal operations as part of a larger war-fighting operation.


·        In-depth knowledge of Army Doctrine Publication (ADP) 3-0 and Tasking orders and how they relate to the overall mission.


·        Ability to brief senior officers in formal and informal settings. Non-Commissioned Officer (NCO)/Officer Battalion, Brigade, Division staff experience a plus.


·        Knowledge of ADP 5-0, the Military Decision-Making Process (MDMP), and staff estimates. Know how to work as part of a military planning staff.


·        Army Information Technology and Management policy, and in some instances, policies and practices of other agencies, industry, or other sources of technical data in order to determine the best way to support exercise and operational requirements.


·        Organization, missions and personnel of other agencies and activities such as NETCOM staff elements, ARCENT, Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command (DISA-CENT), sufficient to coordinate signal operations matters related to exercise, mobilization, and operational requirements.


·        Ability to communicate technical signal operations and planning issues in a clear, understandable manner to support the government with effective management; ability to brief high level officials on recommended courses of action and resources; ability to prepare reports and other documents; and ability to participate in working groups, meetings and conferences.


·        Analytical ability to evaluate, integrate, and initiate plans, programs, and actions related to signal operations to adequately portray and present findings.

PRIMARY RESPONSIBILITIES:


Provide instruction, instructional assistance, and appropriate scenario development support for intelligence personnel, teams, and units in support of AS/DIS

Provide SMEs for the development and revision of AS/DIS TSPs, including Individual to collective training materials and scenarios

Support exercises

Conduct training to support the intelligence operations

Use a variety of instructional environments, including classrooms, MTT locations (requires travel to external customer/military sites), video-teleconferences, virtual and computer based training sessions, team teaching environments, and collective active learning environments.

Facilitate training in large and small group settings

 


BASIC QUALIFICATIONS:


Ability to support development of an operational approach for the Decisive Action Training Environment (DATE) and Intelligence Preparation of the Battlefield (IPB), as identified in ADRP 5.0

Proficiency in DCGS-A or DIS software applications, including Analyst Notebook, ArcGIS, M3, Query Tree, and Google Earth

At least 1 tour (i.e., 4 years) as an MOS 35F (All-Source Analyst) DCGS-A or DIS All-Source Analyst or equivalent experience as an All-Source Analyst on DCGS-A or DIS

Familiarity with integrating multimedia course instructional methods

Working knowledge of the DCGS-A or DIS Enterprise
