CACI has an immediate opening for someone who will serve as the resident Information Systems Human Resources Specialist performing duties in support of the Naval Sea Systems Command (NAVSEA) Human Resources Office (HRO) for a workforce of approximately 7,000 employees.  This position works independently with limited supervision.

Manage various HRIS accounts and ensure proper access.

Utilizes knowledge of information systems and technology to develop, implement, manage, and maintain HR systems such as DCPDS, DCHRMS, USA Staffing's OnBoarding Manager, TWMS, Yello, eVerify, etc.

Develop and maintain a system for granting, tracking, and revoking access to HRO information systems for the headquarters and general fund field activity commands.

Serve as the POC for requesting access to various information systems and liaise with OCHR to resolve and troubleshoot issues.

Assist with password resets and other minor access issues.

Conduct quarterly audits to verify accounts and deleting inactive accounts.  Serve as the HRIS POC for new and emerging technologies.

Attend planning meetings on behalf of the HRO to review and understand the capabilities and limitations of a system, relay information and make recommendations to HRO leadership to help facilitate implementation of new HR systems.

Develop a plan of action or project plan or specifications necessary to carry out the requirements for the HR information system.

Communicate updates about modifications, enhancements, migrations, outages, etc.

39.   Maritime Maintenance and Logistics Advisor (MMLA) / Djibouti / SECRET

 

RMGS, Inc. is currently hiring a Maritime Maintenance and Logistics Advisor (MMLA) to provide support services to the Bureau of African Affairs in Djibouti City, Djibouti.

 

 

 

Roles and Responsibilities

 

TASK A: Conduct an initial Capability Assessment

 

Within ninety (90) days of embedding within the Djiboutian Navy, the MMLA, in coordination with the OSC, shall conduct an initial capability assessment. The MMLA shall conduct an initial capability assessment of the Djiboutian Navy from their respective purviews (operational, tactical). The MMLA shall focus the assessment on operational employment, executive direction, force generation, and interoperability with joint and combined partners. At a minimum, the MMLA’s capability assessment shall examine the following aspects:

Organizational structure Information management systems, procedures, and content

a. Functional Areas (Supply, Maintenance, and Repair) Assessment

 

b. Identify Capability Gaps

 

c. Documentation, information sharing protocols and procedures

 

Logistics planning capabilities and procedures Existing logistics infrastructure and equipment including SOPs for management of maintenance services, tools, supplies, and Test, Measurement, and Diagnostic equipment.

a. Short-term and long term solutions

 

b. Capacity to manage and respond to ongoing and projected operational requirements

 

Training plans, programs of instruction and training schedules.

a. Documentation of individual and unit training

 

b. Oversight and inspections of training programs

 

Capability Gaps that prevent the partner for attaining self-sufficiency.

a. Analyze existing processes and desired outcomes

 

b. Partner National’s ability to plan for long term solutions to gaps and deficiencies.

 

The Contractor shall develop a capability assessment report that shall include both short, mid and long-term objectives and key performance indicators to measure effectiveness.

The capability assessment report shall identify training requirements that can be recommended to the Djiboutian Navy, OSC, COR, and Naval Forces Africa (NAVAF).

TASK B: Embed and Support the Djiboutian Navy’s efforts to build an indigenous training capability support Boat Repairs (specifically Defender and Metal Shark) and assist in creating a sustainable logistics capacity within the DJ Navy for equipment, to include Regional Maritime Awareness Capability (RMAC) systems.

 

Within ninety (90) days after award, the Contractor, in direct coordination with the Office(s) of Security Cooperation, shall develop a curriculum and an instruction plan that will support Djiboutian Navy efforts to build an indigenous training and expeditionary capability. At a minimum, the MMLA shall provide mentoring, advising, instruction, and training on maritime logistics and maintenance.

The MMLA shall embed directly with the Djiboutian naval installation in Djibouti City to provide on-site training to Djiboutian naval maintenance personnel and offer The MMLA shall work the same hours as their Djiboutian counterparts, approximately forty eight (48) hours per week; however, the Advisor shall participate in all training events, to include those conducted on normal days off. Note: the Djiboutian work week is Sunday through Thursday and the Djiboutian military also operates on Saturday mornings.

The MMLA will assist in forecasting and scheduling required maintenance actions for Djiboutian Navy maritime platforms, assist in finding suppliers and delivery mechanisms, create a framework to allow timely and efficient ordering for required spare parts, assist in reworking inboard to outboard engine boats, and establish a process to maintain accurate maintenance logs. The MMLA will also assist in sustaining the RMAC systems through establishing maintenance logs, preventative maintenance procedures, and assisting in creating a framework for forecasting spare parts.

The MMLA shall work with Naval Forces Africa and other relevant USG security assistance organizations. The MMLA shall provide successive US military Mobile Training Teams the insight they need to make effective use of their engagements as well as support Djiboutian efforts to sustain any donated equipment.

The MMLA shall also support the Djiboutian Navy’s efforts to develop supply chain

maintenance capabilities to repair their equipment. In addition, the MMLA will be able to order or purchase training aids and tools to assist them with making repairs on existing watercraft per COR and OSC approval. The MMLA may also recommend replacement engines for follow on contracts with COR and OSC approval.

The MMLA shall provide a tailored training framework and the teaching, advising, coaching, and mentoring to inculcate and close the gaps in critical areas of knowledge, skills and capability required to provide maintenance and operation training for the Djiboutian Navy in Defender and Metal Shark Boats. Instruction and mentorship on general maintenance practices shall include tool accountability, quality control/production control, engine maintenance, technical inspection procedures, and maintenance records management. Additionally, the contractor shall train the Djiboutian naval personnel to be able to instruct the material themselves (“train-the-trainer”) and provide training to logistics, staff, and support elements on the unique needs of maintaining Defender and Metal Shark Boats to include; in outboard engines, fuel systems, diesel engines, inboard engine propulsion systems, and hull design.

The MMLA will also support training in best methods to troubleshoot, diagnose, repair, and maintain various boat components, including motors, transmissions, and sterndrive engines, problem diagnosis, sustainment level maintenance on major mechanical assemblies, electrical assemblies, basic maintenance training and logistics support for the Defender and Metal Shark Boats and other small watercraft.

The MMLA shall also serve as a liaison between the Office of Security Cooperation and the Djiboutian Navy maintenance personnel and leadership to help create a self-sufficient Defense and Shark Boat preventative maintenance program.

TASK C: Conduct a quarterly gap analysis

 

Quarterly gap analyses shall measure actual performance against key performance indicators developed during the initial capability assessment.

The quarterly gap analyses shall examine all aspects listed in task 7.1, and present key findings to the Djiboutian Navy and make recommendations for sustainable improvement for each aspect.

The contractor shall make adjustments to short, mid and long-term objectives and key performance indicators developed during the initial capability assessment to address instances where the actual outcome fails to meet desired outcome.

The quarterly gap analyses shall identify and refine training requirements.

TASK D: Develop a Work Plan:

 

The Contractor shall develop a work plan forecasting daily activities that address identified gaps from Task A and B. The work plan shall include breakdown of timelines, milestones, and training schedules.

At a minimum, the Contractor shall update the work plan quarterly.

The Contractor shall consistently liaise/interface with Djiboutian Navy, OSC, NAVAF, and the COR.

The Contractor shall participate in regularly scheduled OSC contractor meetings.

TASK E: Additional Data Deliverables (All reports shall be in English unless otherwise specified. All deliverables shall be submitted in English):

Ten (10) years’ uniformed experience in surface maritime domain with the United States

Navy or United States Coast Guard.

Five (5) years’ hands-on experience in operations and maintenance of Defender and Shark Boat watercraft or similar watercraft, such as patrol and other mono-hull watercraft.

Five (5) years’ experience in Small Boat Operations.

Five (5) years’ experience in Maritime Interdiction.

Duties & Responsibilities:

Duties and Responsibilities:

 

Be part of a IT team responsible for the development, implementation, and maintenance of an enterprise system architecture to include associated geospatial databases, network equipment and software tools and applications. The team performs complex analysis, design and modification of GIS applications and databases and evaluation of new GIS hardware and software.

Be required to maintain the enterprise systems architecture to include effective installation, configuration, operation, maintenance, and troubleshooting of the architecture. 

Serve as the face of the IT team with the end user to assist in the troubleshooting, maintenance, and development of solutions to meet the end user’s requirements. 

Technologies supported include ArcGIS, ArcGIS Server, SOCET GXP, OpenGeo Software Suite, Microsoft Windows Server, Microsoft Active Directory, NetApp Storage Solutions, VMWare, and Linux server software.

Experience and knowledge will be vital to system architecture backup and recovery plans, the implementation of security 4.5.2 protocols and patches, the monitoring of system health and loading and the administration of multiple servers, databases and storage solutions.

Requirements:

 

Active DoD TS/SCI security clearance

Must meet the requirements of DCID 6/4

Ability to perform installation, configuration, operation, maintenance, and troubleshooting of systems within the enterprise GIS architecture

5+ years of progressive experience performing technical assistance and support related to computer systems, hardware, and software required for MS and LINUX operating systems

2+ years of experience within the past three years Microsoft Windows Server, Microsoft Active Directory, VMWare, Linux server software, and have knowledge on network storage

Shall be proficient in administering and deploying geospatial applications and intelligence related automation to support analytical efforts and product development

Shall be proficient in administering and deploying enterprise level open source and commercial of the shelf (COTS) GIS server equipment in support of Intelligence organizations

Required to obtain and maintain currency of the appropriate level certification in accordance with DODD 8570.01

Preferred:

 

Bachelor's degree with at least 5 years of additional experience supporting special operations automated desktop processing (ADP) management. Additional years  of experience in the fields of intelligence systems architecture and geospatial systems experience are highly desirable

Ability to use SysML to facilitate Model Based System Engineering (MBSE) requirements.

Designing ISP/OSP architecture for ISP, OSP, LAN and WAN topologies for audio visual, communications, and security systems including switches, routers, and firewalls.

Assist in mentoring junior engineers.

Supporting proposal efforts by researching and recommending quality equipment, systems, and standards.

Required Experience

8-10 years of experience with a BS degree in Engineering or CS-ABET Accredited Program Certification.

6-8 years of experience with a MS/MA degree in Engineering or CS-ABET Accredited Program Certification.

3-5 years of experience with a PH.D. of in Engineering or CS-ABET Accredited Program Certification.

5+ years of experience in design engineering role, consulting engineering preferred, to include: Technology Analysis and Assessment, Design Definition, Development of Systems Specification, Systems Analysis, Systems Architecture, Systems/Equipment Integration, Test & Evaluation Criteria, and Logistics support of ISP/OSP, communications, audio visual, networking, and electrical facility projects.

5+ years of experience conducting onsite installations at DOD facilities.

BICSI Certification for Registered Communications Distribution Designer (RCDD).

Must have the ability to work independently or as a member of a team.

Must have a minimum active Secret clearance.
