Provide input to multiple agencies of the national intelligence community requirements and objectives.

Position Overview: As the Cyber Security Operations Specialist, you will provide CSOC Tier 1 services, which is 24x7x365 coordination, execution, and implementation of all actions required for the containment, eradication, and recovery measures for events and incidents. CSOC Tier 1 services include recording, investigating, and processing events received via walk-ups, phone calls, email, chat, web, cybersecurity tools, and enterprise tools. More about your role:

 

Utilize the SEIM to perform 24/7 monitoring, detection, and initial triage (identify, investigate, categorize, prioritize, ticketing, and forwarding) of events/alerts/incidents. The SIEM processes approximately 100,000 Correlated Events Per Second;

 

Create tickets in the agency directed ticketing system for all alerts/incidents;

 

Obtain and aggregate all artifacts, data, screen shots, and other products from assets within Network Security Services, Endpoint Security Services, Cybersecurity Data Analysis Services, and other NGA assets as needed to complete the ticket for higher tier analysis;

 

Submit tuning requests as needed to Network Security Services, Endpoint Security Services, and Cybersecurity Data Analysis Services;

 

Interact with and generate tickets on behalf of CSOC customers through multiple means of communication, to include but not limited to walk-ins, phones, web, email, and text-based chat systems;

 

Document the steps used to analyze and triage an event/alert/incident with sufficient detail to enable the government and other contract services to systematically reconstruct after tier 1 analysis;

 

Monitor the CSOC virus submit mailbox and perform initial assessment of emails to determine if they are SPAM, phishing emails, or malware;

 

Provide custom metrics to support regular and ad hoc reporting requirements (e.g., incident category types, tools used, number of indicators, time opened at each step, trending statistics, service availability, system utilization, etc.);

The Program and Procurement Support Specialist shall be ready to undertake projects as required in support of the INL/EX/GAPP Agreements Unit. The Specialist will be expected to perform the full cradle to grave process for the execution of personal services contracts and assist with interagency agreements as needed.

 

Duties and Responsibilities

 

Personal Service Contracts (PSC)

 

Manage domestic and overseas Personal Service Contracts (PSC).

Analyze proposed INL projects and PSC programs requiring contract actions using information gathered from domestic and overseas colleagues and integrate the actions involving contractual obligations and responsibilities of both the USG and the contractor.

Assist INL sections overseas and domestic Program Offices to develop, implement, manage, and monitor PSC contract actions required to support the Bureau’s programs, and identify optimal levels of contract-related resources to be applied.

Work closely with domestic/overseas senior project managers and Program Officers to assist them in fulfillment of the PSC contract requirements and policy and establish guidelines to ensure each individual PSC contract is monitored and consistent with the Bureau’s goals.

Serve as a technical expert and advisor on specific PSC contracts, ensuring Program Offices have complete and accurate statements of work, adequacy of the technical supporting information, and a developed plan for expending the program and/or division’s financial resources.

Review PSC contract actions, ensuring these programs and the division conforms to INL governing regulations, policies, and procedures.

Provide effective guidance in the implementation of the PSC contract management program for the Bureau’s multi-billion-dollar contracts that support INL’s existing and new post conflict-related programs. This includes primary INL support contractors and any contractors working for INL in country as a result of a Bilateral Letter of Agreement between the USG and the recognized in country government.

Establish systematic methods of PSC program execution, evaluation, or advocacy.

Make recommendations on and coordinates the transfer of funding as appropriate; prepare justification memoranda for review and approval by the Division Chief or other senior managers.

Evaluate program and monitoring effectiveness in relation to the funding expended.

Ensure PSC contract action implementation; monitor and evaluate the programs’ effectiveness by tracking and facilitating the procurement solicitation and award process; make recommendations on revising criteria with assistance from the Team Lead.

Review contractors’ responsibility and financial submissions to INL and make recommendations on the allocation of costs claimed under cost contracts.

Provide briefings and training on the PSC hiring process to senior managers, key Bureau staff, and counterparts/experts in other offices within the Department and other agencies, as directed by the INL Team Lead and Division Chief.

Work closely with the Contracting Officer to ensure that technical and support matters are coordinated between the Government and the contractor, that contract provisions regarding contractor operations are enforced, and that the Contracting Officer and contractor are notified of deficiencies.

Assist the PSC with the human resource steps required to complete the PSC process and start their position.

 

 

IAA Program Analysis / Case Management

 

 

 

Analyze implementation agreements for accuracy and coordination between the work- plan and budget justification.

Direct information within the Implementing Agreement Unit’s Outlook and SharePoint accounts by directing questions, clearances, and casework to the appropriate Program Officer and/or Clearance Analyst.

Aid and provide guidance to Program Offices during the intake/drafting process for the INL implementing agreements (Foreign Assistance Act IAAs and Circular-175 LOAs) to ensure document registration compliance.

Prepare, edit, synchronize, and route for clearance implementing agreements and their related documents (project plans and budgets) to ensure that documents adhere to INL standard operating procedures (SOPs) and templates.

Ensure the implementing agreements adhere to Department of State financial, acquisition, legal, and records management policies and procedures.

Screen each agreement’s budget plan to ensure compliance with published allowances (geographic and positional), memoranda of understanding, and Bureau guidance and/or templates to include disclosure, transparency, and budget descriptions – offering recommendations and providing edit/suggestions as appropriate.

Ensure internal management controls for proper obligation of funds by conducting quality control review of fiscal and accounting data and obtaining clearance from appropriate budget analysts.

Ensure documents are routed, approved, signed, and archived fully according to INL’s SOPs and data conventions.

Analyze the assisted Program Office’s training needs with implementing agreements; identify and make recommendations for areas that need improvement and make recommendations for local, Bureau, and regional training to INL/EX/GAPP management.

Aid in the delivery of training, both domestically and overseas, based on appropriate training materials to entities within the Bureau which include participants that are DC based INL Program Officers, Foreign Service Officers, PSCs, and partner agency personnel.

Assist INL/EX/GAPP management in analyzing and improving training and knowledge management processes and procedures.

Shall perform and conduct quality control of advanced level imagery and imagery derived MASINT analysis and processing using geospatial/imagery applications and related automation in support of Special Operations missions with regional and point analysis with detailed products to support Find, Fix, Finish, Exploit, Analyze targeting methodology

Job Responsibilities

 

 

 

Work as a talented UX/UI designer on a multi-disciplinary team, able to support analytic and application development projects by translating user research and requirements into an outstanding user experience though discovery, ideation, UI design, wireframe development, prototyping, and testing.

 

 

 

Collaborate closely with users, along with process and data analysis team members, and project leads to help identify key priorities and opportunities based on qualitative and quantitative user insights.

Assess and capture user needs and evaluate feedback to create UX concept and strategy.

Plan and conduct user interviews and usability tests to rapidly test and iterate designs, presenting data and feedback to the team in regular intervals as a key component of the development process.

Apply user-centered design methodologies to ensure requirements, features and designs support user needs and project priorities.

Translate and prioritize discovered needs into clear user stories and user/process flows which demonstrate and capture the requirements into suitable and sufficient proposed solutions.

Effectively explore and communicate design ideas using sketches, journey maps, flow diagrams, wireframes, and prototypes with users and work closely with a cross-functional team to develop and build out functional experiences.

Create innovative visual design solutions to UX/UI and interaction challenges incorporating modern design standards.

Create and maintain design systems and interaction libraries for reuse and commonality across experiences, interfaces, and applications.

Be a key user advocate and help the team improve user-centered design approaches across all project and development efforts.

 

 

Qualifications

 

 

 

Required

 

Minimum of 2 years hands-on UX/UI experience designing web or application experiences and interfaces and conducting user research and testing. Provide portfolio examples and/or stories to show and demonstrate proficiency of design theories and principles, and the impact of your work.

Expertise in producing high fidelity wireframes, including experience with Adobe XD and Illustrator. Experience with other prototyping tools (e.g, Axure RP, UXPin, Figma, Sketch, etc) also acceptable.

 

 

Desired

 

UX certification (Nielsen Norman, General Assembly, HFI, Career Foundry, etc).

Experience with projects involving large and complex datasets, with data visualization and dashboard composition, and working with data scientists and engineers.

Familiarity with python, Dash/Flask, HTML, CSS, JavaScript, or JS frameworks.

 

 

Skills

 

Excellent visualization, verbal, and written communication skills.

Expertise in creating compelling visual designs with engaging compositions that simplify actions and enhance and guide user behavior.

Expertise in communicating with users, gathering and refining user requirements, presenting design ideas, receiving and incorporating feedback, and explaining concepts and prototypes.

OWT Global seeks exceptionally motivated, qualified, and experienced individuals to serve as STTE Intermediate TECHSIGINT Instructors to support the Special Operations Forces (SOF) Targeting Training Element (STTE). The Intermediate TECHSIGINT Instructors will be responsible conducting the TECHSIGINT course of instruction and assist with the day-to-day management of the course.

Job Summary:

 

The purpose of the STTE is to provide extremely qualified and experienced personnel to develop, deliver (instruct/present), and provide the implementation, classroom instruction, and practical exercises of programs of instruction (POI) for each course, training SOF SIGINT operators and authorized Foreign Partner government personnel on advanced TTPs for collection and exploitation of current and emerging technologies and protocols for SIGINT. The contractor shall support all POIs and modify, as required, to make maximum use of current and emerging equipment, and to integrate technology upgrades and user feedback. This includes coordination with, providing technical guidance to, analyzing feedback from, and interactively refining SOF SIGINT TTPs for, SOF SIGINT personnel executing global Special Operations missions.

 

 

 

Duties and Responsibilities:

 

Develop, update, review, and deliver (instruct/present) required POI techniques, tactics, and procedures for TECHSIGINT Operations courses and support to Full-Mission Profile course:

Perform pre-course coordination and preparation of required information and materials for each course iteration.

Develop and deliver all required course materials for TECHSIGINT Operations courses.

Develop and execute training scenarios as required for each course iteration.

Directly support Government assigned staff and IC Partners on force modernization, operational assessment, and evaluation projects as they pertain to instruction topics.

Obtain and/or maintain NSA National Cryptologic School adjunct faculty certification status for any NCS POI to be delivered

 

 

Job Requirements:

 

5 years’ experience (within the last 7) in raw TECH SIGINT collection and analysis within the intelligence Community.

Completed Center of Information Warfare Training -- OR -- 4 years’ Signal Analysis Experience (Completed Signals Analysis Development Program).

2 years’ combined experience utilizing enterprise tools -- OR -- 2 years’ experience conducting signals analysis using non-enterprise tools

Completed specialized training in RF spectrum allocation and management process

2 years’ experience applying RF spectrum allocation, radio wave propagation, antenna recognition, modulation schemes, signals analysis management processes and untethered analysis

Currently certified to teach TECH SIGINT curriculum in one of the following areas: ELINT, FISINT, or PROFORMA

Possess excellent written and oral communications/presentation skills

Certified Technical Trainer (CTT+) --OR-- 2 years of experience in curriculum development and implementation, podium lecturing, and classroom instruction.

TOP SECRET clearance and SCI eligible on Day 1 of performance

A counterintelligence (CI) polygraph within the last five years
