Job Title: All Source Intelligence Analyst – Senior


Location: Miami, FL

Position Description: Preting seeks exceptionally qualified individuals to serve as an Senior-level All-Source Intelligence Analyst (ASIA-S) to support USSOCOM. The ASIA-S shall provide intelligence analytic support in areas of terrorism/VEO, ESA/RMA, TCO, SIA, WMD, and other threat priorities and emerging crisis for SOCSOUTH in the USSOUTHCOM AOR. Provide analysis and answer tasks/requirements in the areas of insurgency, terrorism, conventional operations, information operations, and asymmetric warfare.


The ASIA-S collaborates with USSOCOM, USSOUTHCOM, and the greater Intelligence Community in support of SOCSOUTH mission, activities, and operations requirements. The ASIA-S develops an analytic framework and production strategy and utilizes recommended tools, databases, and techniques for all source analysis and production. Identifies faulty assumptions, dependencies, centers of gravity and potential second and third order effects on analytical products, as applicable. Research, create, develop, and deliver professional briefings, multimedia presentations, and finished intelligence products. Provide timely intelligence on contingencies, threats, and wide range of issues impacting the USSOUTHCOM AOR. Conduct daily interface with national and theater-level counterparts and network with multiple relevant internal and external points of contact.


Possess comprehensive knowledge of a wide range of concepts, principles, and practices as well as knowledge of all intelligence disciplines (HUMINT, SIGINT, IMINT, MASINT and SOF intelligence activities at the tactical and operational levels and programs). Expert knowledge of intelligence principles and concepts to monitor and anticipate probable contingencies and threats. Resolve technical problems and recommend resolutions on intelligence issues.


Research daily message traffic to provide detailed updates/briefings on tracked operations, activities, and investments in the AOR. Evaluate intelligence reports, identify information gaps, and develop source-directed requirements, collection requirements, essential elements of information, specific information requirements, and priority intelligence requirements to answer the commander’s critical requirements (CCIR) and support deploying unit operations and activities and SOCSOUTH staff.


Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones. Deployments may be to a theater of operations with permissive, uncertain, or hostile environments while living in austere conditions for extended periods.


Job Requirements: Senior-level All-Source Intelligence Analyst (ASIA-S) shall possess the following qualifications:

Job description


Navy Expeditionary Combat Command (NECC), established in January 2006, serves as the single functional command for the Navy's expeditionary forces and as central management for the readiness, resources, staffing, training and equipping of those forces. NECC consolidates, aligns and integrates diverse expeditionary capabilities and combat support elements to create consistent expeditionary practices, procedures, requirements and logistics in the battle space.


 


To meet mission requirements NECC requires contracted small arms weapons instruction support. The support is required to address the critical and advanced small arms force protection training needs that are necessitated by an adaptable and persistent enemy. The instruction support operations will be conducted under the management of NECC.


 


Education:


 


Graduate of Navy Instructor Training Course (NEC 9502) or equivalent (Completion of a civilian (or commercial) formal course of instruction which has been evaluated and certified as a Joint Instructor Training (JIT)/ Navy Instructor Training Course (NITC) equivalency by the Center for Professional Development (CPPD).


Experience:


 


Armed forces experience, Law Enforcement Special Weapons and Tactics, or former active-duty tour with CAT III/IV shooting experience (three years minimum, six years preferred).


Graduate of: ESAMI, Blackwater, Mid-South Shooting Institute, Gryphon or Special Forces Advanced Urban Combat (SFAUC), or Marine Corps Advanced Urban Combat (MCAUC) small arms weapons training. Equivalent small arms weapons training school will be considered (required for Site Lead; preferred for Line Coach).


Three years preferred, one year required of instructional experience in lieu of designation (DD-214, course certificates, etc.).


Honorable Active-Duty Military experience within the last five years.

Responsibilities:


 


Deliver dynamic weapons instruction for small arms and crew served weapons to include M2/ M9/M11/M4/M16 IAW COMNECC 3591 series training and qualification standards.


Provide training on basic weapons fundamentals, Category III/IV (IAW COMNECC


3591 series) intermediate shooter mechanics, shooting on the move, use of barricades and cover, shooting and moving knowledge, and practical application as individual skills to accession level shooters through more advanced unit level training skills sets with small arms weapons requirements in both a synthetic and live fire environment.


The site lead will oversee the small arms program, provide professional development of the three small arms instructors, and ensure the small arms program produces qualification ready shooters The contracted shooting instructors will be used as line coaches, training and qualification facilitators supporting the NCG1/2 range N75 cadre.


Instructor must be formally trained via the Expeditionary Small Arms Military Instructor (ESAMI) contracted COI and must be a minimum of a CAT IV qualified for rifle and pistol.

Job Responsibilities


·        Consolidates relevant and actionable reporting into Intelligence Information Report

(IIR) format to meet Command reporting obligations, filling intelligence gaps for the United States Cyber Command (USCYBERCOM) J2, J3 and J5, as well as external members of the Intelligence Community (IC).


·        Updates all applicable databases to ensure HUMINT records are accurately documented and maintained in accordance with applicable policies and regulations.


·        Drafts and submits evaluations and Source Directed Requirements (SDRs) to collectors to ensure continued and increased collection against and visibility into Command requirements.


·        Compiles monthly collection operations management statistics and reporting.


·        Maintains responsibility for the consolidation, storage and dissemination of all DoD HUMINT and CI collected malware.


·        Maintains the Knowledge Management/Information Technology and Records Management Command requirements for the J2X.

Required Qualifications

Job Title: Counterintelligence Specialist (Coordination) - Senior

Job Description: Preting is seeking qualified individuals to serve as Counterintelligence Specialists at the Senior level to support the Intelligences Services for CYBERCOM Contract. The Counterintelligence Specialist identifies, monitors, and assesses foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests. 


 


Job Responsibilities


·        Applies understanding of foreign intelligence capabilities activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies.


·        Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.


·        Performs coordination/deconfliction of CI operational activity conducted by the Military Department CI Organizations (MDCO) that impact the Command’s area of responsibility.


·        Interacts with representatives of MDCOs and Intelligence Community Components in order to deconflict CI activity.


·        Maintains and updates multiple databases and must be familiar with MS Excel and Access.


·        Provides updates to J2X leadership on the status and disposition of relevant CI activity.


·        Serves as a J2X representative to the CYBERCOM Joint Operations Center (JOC) providing an avenue for the JOC to inject information into the J2X or request support as necessary.


·        Maintain familiarity with MDCO capabilities and steer JOC personnel toward the J2X for support as appropriate.


·        Develops a concept for Command counterintelligence programs that will be staffed to the SECDEF.


·        Develops counterintelligence briefs for personnel in the Command that are interacting with foreign intelligence services/officers and or traveling to high-threat CI countries as well as delivering the briefs in both group and individual settings, including to General/Flag Officer audiences.


 


Required Qualifications


·        In-depth knowledge and understanding of the functions and activities of the CI Specialist position.


·        Understanding of Counterintelligence operations.


·        Understanding of CI, the MDCOS, and basic CI mission areas.


·        Experience conducting counterintelligence functions including investigations, inquiries, and collection.


·        Graduate of in- residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

Qualifications

Ability to draft, review, negotiate and administer various contractual documents

Familiarity with all U.S. Government Contract types and related subcontracts

Supervise the office operation and the Administrative Assistant

Determine eligibility and certify participants for care and benefits through health, nutrition and financial assessments

Perform technical measurements (weight and height) on WIC Overseas participants to assess nutritional status

Evaluate food intake, dietary history, health history, anthropometrical measurements and biochemical test results to establish medical/nutritional risk

Will seek assistance from the Certified Professional Authority/Team Leader or Regional Manager when needed

Assess and determine social, financial and medical service needs

Interact with all base/post community agencies that interface with the WIC Overseas program (Family Support Services, Community Services, Chaplain, Child Development Centers, Commander and Senior Enlisted Advisor, and health facility/clinic personnel); Identify and address potential access barriers to WIC Overseas services

Resolve participant complaints in the WIC Overseas office and communicate these complaints to the Regional Manager and Program Manager

Perform WIC Overseas administrative duties as needed

Attend meetings and other training as assigned

Schedule appointments for participants as needed following appropriate time standards for each type of appointment

Under the direction and supervision of the WIC Overseas CPA, Team Leader, or Regional Manager, performs assigned responsibilities

Communicates effectively with participants, families, physicians, community agencies and other WIC Overseas personnel

Acts at all times in a professional, self-controlled, self-directed and mature

Maintains strict confidentiality regarding participant and office matters

May require some travel by Privately Owned Vehicle (POV). Current acceptable driver’s license, e.g., USAREUR/International and personal vehicle for use in carrying out required duties

Personal auto liability insurance is mandatory

Must be able to lift and carry a minimum of 50 pounds.

Education and Experience

Requires a BS in Nutrition, Dietetics, Nursing or Home Economics, with an emphasis in nutrition; or Physician or Physician Assistant with additional coursework in nutrition

Must be a registered or licensed professional

Breastfeeding certification (IBCLC, CLC or CE) desirable

Must have working experience with IBM compatible computer systems

Must have knowledge of MS Word or WordPerfect and Excel software

Research current nutrition and health information to develop new education programs and materials; Clinical Health Program Specialist Page

Outline and develop lesson plans and nutrition education presentations relevant to participants’ needs

Promote breastfeeding initiatives and coordinate with local breastfeeding personnel

Liaison with DeCA and NEXMarts for special needs with the local community

Maintain HIPAA standards

Maintain supply inventory for the office

Ensure office is clean, safe, comfortable and functional

Summary

Under the general supervision of the Facilities Manager/ AVP Facilities, the Facilities Administrator assists in administering the day-to-day operations of CoastHills’ facilities, physical building safety and security.  Ensures the safety and security of members, employees, and others on-site at CoastHills facilities.  Assists in the oversight of system operations.  In coordination with the Facilities Manager ensures that all structures, renovation projects or additions comply with safety, health and environmental regulations and laws. EXPERIENCE/SKILLS/ABILITIES:

THIS POSITION IS CONTINGENT UPON AWARD. 


 Period of performance for this effort is a base year (anticipated 12 June 2022 – 11 June 2023) and three option years. 


 Roles and Responsibilities 


Provide the technical expertise for planning work packages in support of maintenance on SDV MK 8 vehicle till demilitarization. Responsibilities will primarily be overseeing the planning, records management, technical design reviews, research and development, construction and fabrication, temporary modifications, boundaries and quality maintenance processes (technical work documents, formal and controlled work packages) to ensure certifications and life cycle including modifications and upgrades to the SDV vehicles.

Assist with mechanical and electrical planning for all MK8 SDV assigned to LOGSU-8.

Provide the technical procedures, data research, assist in preparation and tracking of Liaison Action Request (LAR). They will provide Technical Deficiency Evaluation Reports (TMDER) and Technical Feedback Reports (TFBR) for SDV vehicles to ensure SDV certification and sustainment.

Responsible for the technical adequacy and accuracy of work being performed or completed. 

Ensure all specification requirements are fulfilled by technical standards/specifications to maintain full operation capabilities and certification.

Obtain and maintain all technical and engineering drawings, standards, specifications, developments and changes for modernizing the SDV vehicles. Review technical feasibility, proposed test procedures, maintenance plans and concepts, engineering calculations, and risk or hazard analysis reports to ensure accuracy, safety and compliance of equipment. Ensure all CWP and FWPs contain correct and up to date, initial conditions, materials needed, procedural steps, test and inspect requirements, OQE and system restoration within the CWP and FWPs.

Assist in development of specifications for all material procurement, both standard and special and all maintenance concepts during SDV life cycle.

Assist in maintaining SDV technical manuals, training aids and drawings for SDV systems. 

Instruct and train military team members and management staff regarding technical procedures and processes.

Assist in the review of all test data and preparation of reports covering test results. 

Capable of summarizing conclusions of test to verify compliance with technical requirements.

Assist with coordination of assigned work against scheduled completion dates and other priorities and then provide feedback and analysis to the Repair Officer (RO) and SDV Maintenance Officer.

Assist in the Planning and Maintenance Process by ensuring all CWP and FWP steps are completed prior to storing. Have CWP and FWP arranged and accessible for any audits or inspections.

Coordinate with applicable divisions in the preparation of all work and tests necessary to complete administrative procedures (QA forms, MRC, LAR, TEMP MODs, etc.) and technical procedures (repairs, installations, tests and inspections) of equipment and components integrity, reliability of systems, and recertifying and certifying the SDV vehicles.

Conduct technical data review and evaluation of design proposals submitted by program to ensure proper technical documents, procedures and drawings are on hand. 

Provide feedback to support changes in procedures, material modifications, objective quality evidence and application of new technologies to ensure sustainment of system certification.

Identify specific safety procedures, concerns and steps that will be encountered in the performance of assigned work. 

They will ensure revisions such as scope of work changes, boundaries, and test and/or material requirements are updated in all written CWP and FWPs.

Write clear and concise work procedures in CWP and FWP to the appropriate level of detail for the given skilled Craftsman. Critical steps in the process should be understandable and easy to follow.

Required Qualifications and Experience


6 years of experience with U.S. Navy submarines or submersible platforms.

6 years of experience with submarine mechanical and electrical systems or components.

6 years of experience with developing and writing Controlled Work Procedures (CWPs)/Requisitions (RECs)/Formal Work Procedures (FWPs).

6 years of experience with U.S. Navy submarines QA Program; and 2 years of Knowledgeable about NAVSEA 9290 requirements.

HS Diploma or equivalent + 6 years related experience or BA/BS + 2 years related experience.

Secret Clearance.

Prior Military experience preferred.

Roles and Responsibilities 


This is a unique position among most NSW platforms and requires the ability to convert data from the GL system and implement them into work packages in the traditional format in the Joint Fleet Maintenance Manual (JFMM). There will also be items that will be certified and must be maintained under the DSS-SOC programs. Interface Diagrams exist to help define which certification process applies. On occasion, both may apply to the same component or maintenance action.


Serve as a DDS Planner, responsible for providing the technical expertise for planning work packages in support of maintenance on DDS. 

Responsibilities including providing the technical and administrative expertise for the research, planning and development of Controlled Work Packages, ensuring that all certification and technical requirements are met for all maintenance done within the DSS –SOC and GL boundaries. 

Determine the technical and material requirements required to conduct DDS maintenance within the DSS-SOC and GL boundaries.

Perform configuration/ship checks to establish the scope of the work to be performed.

Research and identify quality assurance controls and requirements.

Interface with the Supply Department and Repair Parts Petty Officer (RPPO) for assignment of document numbers, stock numbers, material identification and microfiche, identifying contractors/sources of non-stock items, providing buyers with technical requirements, determining allowable material substitutions.

Conduct research of technical information (including technical manuals, technical specification, etc.) for providing information to the DDS Platoon and DDS Maintenance personnel.

Conduct technical procedure and data research, assist in preparation of Liaison Action Request (LAR), Technical Manual Deficiency Evaluation Reports (TMDER), and Technical Feedback Reports (TFBR) to the DDS Planning Yard.

Provide Technical support and information to various contractors as required.

Assist in planned and corrective maintenance requirement requests and in developing CWPs/FWPs) to successfully accomplish the required maintenance within the DSS-SOC and GL boundaries of DDS or associated ancillary equipment.

Assist with CWPs/FWPs to include procedure for maintenance and testing requirements, estimated requirements of personnel, equipment and tools, arranging for required personnel and equipment from qualified contractors and/or other federal activities, and preparation of material requisitions.

Assist with ensuring CWPs/FWPs have all the technical documentation supporting the work requirements, testing requirements, Objective Quality Evidence (OQE), and required QA documents are filled out and included in the CWP.

Assist in establishing and maintaining a computer based electronic system for the indexing and filing of all generated and completed CWPs/FWPs.

Assist in training NAVY personnel in all aspects of planning, technical research, and technical documentation preparation, including planning support for forward deployed units.

In addition to regular office programs and functions to which assigned, participate in the weekly meetings and update the chain of command on the current status of product development and approval of packages.

Required Qualifications and Experience


6 years of experience with U.S. Navy submarines or submersible platforms.

Provide technical research and planning support. Location: Reston, VA

Perception IR Special Services is hiring Operations Research Analysts (ORSA) in Northern Virginia. You will provide support to government clients and U.S. Military units, focused on Weapons of Mass Destructions (WMD), Great Power Competition (GPC), and countering improvised threats and the networks that finance, build or employ such threats. You will provide support through on-site and reach-back support function in a CONUS location or embedded with the supported elements OCONUS. Duties include taking structured and unstructured data and distilling the information into an analytical product. You will use integration of data from intelligence disciplines to illuminate entities and networks of interest.  Your expertise will support multi-intelligence teams, social analytical teams, and special operations analytical teams; and include actionable reporting based on data driven analysis of operations. You will provide the subject matter expertise at data mining, statistical analysis, causal analysis, and geospatial analysis. You will analyze unit operations through Operations Research techniques, produce trends assessments and analysis, C-IED analytical products and provide information to the government client regarding the effectiveness of the client initiatives. ORSAs will provide analysis of Weapons of Mass Destruction (WMD) and Great Power Competition (GPC), identify trends and patterns of improvised threats, threat networks, and provide predictive analysis of enemy activity to assist in planning.  As part of the team you will provide unique skillsets that integrate military knowledge and experience with mathematics, statistics, quantitative analysis, and other scientific techniques to effectively solve a wide array of complex problems. You will manage and analyze large quantities of data, translate data into useful insights, and develop strategies and metrics to provide on-site tactical, operational, and strategic courses of actions to senior leaders and decision-makers. You will provide leaders with actionable insights from data-driven analysis of operations, processes, and capabilities to identify trends, inform assessments of effectiveness, and mitigate risk. In addition to supporting our organization, ORSAs are able to support deployed units and embed with those units in operational theaters.


Required:


- TS/SCI

- Bachelor's Degree in a related field with 8+ years of experience conducting Operations Research or a Master’s Degree with 3+ years ORSA experience

- Background in mathematics and statistics

- Experience with SAS, Python, ArcGIS, and Palantir is a plus

- Ability to deploy OCONUS, if necessary
