Overview

T2C-Global is currently seeking motivated and talented individuals who can offer the knowledge, skills, and experience as an Intelligence Script Writer/Exercise Planner for our Virginia Beach, VA based customer. 


 


Responsibilities


The Intelligence Script Writer/Exercise Planner shall provide in depth scenario development to exercise the abilities of Special Warfare SEAL teams and Intelligence support to Naval Special Warfare as an Intelligence Script Writer and Exercise planner for the Naval Special Warfare Command TRIDENT Series Exercise Program.


 


Specific duties include:


Will need to provide and prepare intelligence reports that support AFRICOM, EUCOM, SOUTHCOM, and CENTCOM lines of effort for the exercise control group in order to identify and refine current and priority intelligence requirements. 

Prepare story lines and themes consistent with the overall exercise scenario and training objectives, including those that provide a plausible environment in which MSEL injects drive the participants during exercise execution to meet the training objectives. 

Support the Lead Script Writer with intelligence support during the development and execution of the exercise program Support the Lead Script Writer with the appropriate intelligence support within the Joint Event Life Cycle (JELC).

Support the Lead Script Writer with the appropriate intelligence support within the JELC.

Assist the Naval Special Warfare Intelligence Lead Scripter to support the design and execution of the Trident exercise program. 

Develop intelligence oriented exercise products, and scenarios for the exercise program.

Support the Lead Script Writer in developing plans, products, and coordination efforts with intelligence professional of Naval Special Warfare and all supporting elements involved with all phases of intelligence support to NSW. Assist the Lead Script Writer in developing JIPOE products to include: location, status, disposition, and order of battle of threat forces including command, control, communications, computers and intelligence (C4I) systems, communications links, and associated facilities.

Assist the Lead Scripter in developing intelligence exercise control and architecture plans.

Liaison between Naval Special Warfare Intelligence organizations and professionals to ensure accuracy of intelligence within the script writing process.

During exercise execution, perform duties in the Joint Exercise Control Group (JECG).

Ensure SOF events occur on schedule, accurately portray the SOF scenario, and enhance the Intelligence Staff’s understanding of SOF roles in attaining operational goals.

Track training audience response and, when necessary, conduct dynamic scripting to return the storyline to its original course.

Identify and script additional events to enhance the overall scenario.  Provide scenario development information, including but not limited to, Road-to-Crisis, Scenario Overview briefing, Scene Setter Briefing.

Develop, prepare, staff, and publish administrative / exercise documents and reports.

Develop and refine exercise intelligence scenarios using current/evolving doctrine and training audience feedback.

Conduct research on current world situation and analysis of training manuals, lessons learned, and tactics, techniques, & procedures (TTPs) to prepare training objectives for the exercise program.

Full spectrum exercise design and development.

Tailored scenario construction.

Synchronize scenario (operational objectives, intelligence, and synthetic geography).

Synchronize scenario to integrate multiple and disparate units and organization.

Plan and coordinate battle functions and effects to support operations.

Complete script writing services.

Realistic and relevant Operational products (DEPORDS, TASKORDS, WARNORDS, OPORDS, FRAGORDS, etc.)

Operational Injects (with branch and sequel developments).

Battle Rhythm planning and implementation modules.

Proficient with Exercise Control Group (ECG) management tools such as SharePoint, mIRC, Palintir and Ringtail among others.

Participate in a After Action Reviews

 


Qualifications


Required:


Current DoD Active TOP SECRET clearance with SCI Eligibility

More than five years’ experience in SOF or Joint Special Operations plans, operations, training or exercise positions at JSOTF, SOJTF, JSOC or TSOC level.

Experience in exercise and scenario design.

Significant analytical, planning, organizational coordination, negotiation and directing skills to ensure requirements are satisfied.

Demonstrated understanding of Joint SOF Operational and Strategic Operations.

This position supports a U.S. Government contract; per the Executive Order 14042 issued on September 9, 2021, personnel must be fully vaccinated against COVID-19 to fill this role.

Desired:


Strong familiarity with the Exercise Joint Event Life Cycle (JELC) and demonstrated experience with the Joint Training System;

Knowledge/credibility within JSOC and/or the interagency;

Comprehensive and complete understanding of USSOCOM, its components, TSOCs, and Geographical Combatant Commands.

Comprehensive awareness of operational plans, contingency operations, crisis action planning and policies and procedures in accordance with mission requirements to develop complex exercises and procedures according to doctrinal standards. 

Experience with strategic and operational decision making, geographic combatant command level operations and exercises and JOPES.  Proficient in Microsoft Office.

Perception IR Special Services is hiring Operations Research Analysts (ORSA) in Northern Virginia. You will provide support to government clients and U.S. Military units, focused on Weapons of Mass Destructions (WMD), Great Power Competition (GPC), and countering improvised threats and the networks that finance, build or employ such threats. You will provide support through on-site and reach-back support function in a CONUS location or embedded with the supported elements OCONUS. Duties include taking structured and unstructured data and distilling the information into an analytical product. You will use integration of data from intelligence disciplines to illuminate entities and networks of interest.  Your expertise will support multi-intelligence teams, social analytical teams, and special operations analytical teams; and include actionable reporting based on data driven analysis of operations. You will provide the subject matter expertise at data mining, statistical analysis, causal analysis, and geospatial analysis. You will analyze unit operations through Operations Research techniques, produce trends assessments and analysis, C-IED analytical products and provide information to the government client regarding the effectiveness of the client initiatives. ORSAs will provide analysis of Weapons of Mass Destruction (WMD) and Great Power Competition (GPC), identify trends and patterns of improvised threats, threat networks, and provide predictive analysis of enemy activity to assist in planning.  As part of the team you will provide unique skillsets that integrate military knowledge and experience with mathematics, statistics, quantitative analysis, and other scientific techniques to effectively solve a wide array of complex problems. You will manage and analyze large quantities of data, translate data into useful insights, and develop strategies and metrics to provide on-site tactical, operational, and strategic courses of actions to senior leaders and decision-makers. You will provide leaders with actionable insights from data-driven analysis of operations, processes, and capabilities to identify trends, inform assessments of effectiveness, and mitigate risk. - Active DoD TS/SCI security clearance

- Must have documented missile and delivery system focused intelligence analytical experience documented in resume

Typically, analysts deploy OCONUS on average once every two years for 6 months at a time.  However, this can be fluid with changing mission requirements.  You may deploy more or less than the given average, based on Department of Defense needs. While deployed, you can typically request to stay OCONUS longer, if desired.  There is a high uplift in pay while deployed OCONUS.  


The position may also include some very occasional short duration CONUS travel.


Minimum Requirements:

  1. SIGINT/EW Advisor - Eastern Europe


Job Description: Advise and Mentor a Signal Intelligence (SIGNT) and Electronic Warfare (EW) program that will define the mission statement, duties, and the structure/organization of SIGINT and EW units. The SIGINT and EW SME Advisor is required to identify documentation (doctrinal, legal, and administrative), training, and equipment needs. The SME will design and assist in the design and implementation of a train the trainer program. The SME will work with the country’s military and civilian leadership to design and help implement an overall SIGINT/EW program.


 


Qualification: The SIGINT/EW Advisor) must have the following basic qualifications: retired or former Warrant or Commissioned Officer from an Intelligence or Signals branch background. Will accept Army, Air Force, Navy or Marines.


10+ years of experience in the field of SIGINT/EW, with signal intelligence analysis, and/or strategic signal intelligence analysis in the DoD, DoD partners or Intelligence community; 3+ years of experience in working directly with senior leaders and HQ's staff; ability to develop and implement intelligence plans and strategies, currently have clearance or ability to obtain a security clearance, and a minimum of a BA or BS degree.


 


Period of Performance: 3 years. This is a full-time position OCONUS.

We are looking for a Utility Projects Scheduler to provide project, project portfolio, and program scheduling expertise including resource and budget management support functions for the System Planning & Projects Division.  This division plans and delivers projects and programs that serve the electric, natural gas, water, and wastewater needs of the Colorado Springs community.  Our team of dedicated professionals meet the needs of our organization by ensuring that infrastructure projects are delivered efficiently through their project lifecycle with effective application of project controls skills and supporting tools and systems. 


This position will be filled at the Senior Technical Project Manager (Controls IV) or Technical Project Manager level (Controls III); placement will be based on the qualifications, knowledge and demonstrated experience level of the successful candidate.


Key Focus Areas:


Project Schedule Development and Support:

You will work with project delivery teams to develop and maintain project schedules throughout the project lifecycle. You will also work with project delivery teams to establish the work breakdown structure, activities, constraints, and milestones for projects. You will be responsible for updating and maintaining overall project schedules as well as the schedule(s) for contracted project scope elements through the incorporation of service provider and/or contractor scheduled activities, or their complete schedule within the overall project schedule. Additionally, you may analyze and make recommendations for accepting or rejecting service provider/contractor, monthly progress, and changed condition schedules. As part of reviewing schedules, you will determine the impacts of changes to the schedule including critical path, activity sequencing, and resource requirements. Finally, as necessary for budget and resource management, you may also work with project teams to cost and resource load project schedules.


Project/Program Portfolio Schedule Development and Support 

You will work with project delivery teams and staff to develop and maintain project portfolio schedules that include the scheduling constraints associated with interdependent and/or related projects/programs and their lifecycle phases. You may analyze (e.g. “what if” analysis) and make recommendations regarding planning for and executing schedule changes for interdependent portfolios of projects. Additionally, you may work with staff to analyze and determine the budget and resource impacts associated with project/program portfolio schedule changes. 


Budget Management and Resource Support

By developing and maintaining a comprehensive capital improvement plan cost loaded schedules, you will work with project delivery teams and staff to analyze and make recommendations for controlling and managing multi-year capital and expense budgets including forecasting and leveling resource efforts. 


Schedule Training and Controls Leadership

As a member of the project controls team you may be asked to serve in a leadership position providing oversight for controls projects and initiatives or as a lead to junior controls team members, providing coaching, and mentoring. Through collaboration with planning, engineering, and project managers you may be asked to develop and implement project controls and monitoring processes and procedures, particularly as they relate to schedule and cost/budget development to ensure projects achieve scope, schedule and cost objectives. Assistance with project controls and project management training is expected, especially with advancing our scheduling practice. 


Who you are...the ideal candidate will have  experience and expertise in scheduling and scheduling controls skills including: Work Breakdown Structure (WBS) development, activity network development, activity logic relationships (e.g. Finish to Start, Start to Start, Finish to Finish, Start to Finish), Critical Path Method (CPM), schedule tracking, analysis, and reporting. 


Additionally, the candidate will have experience with both Primavera P6 and Microsoft Project. While many of our more complex projects/programs are managed in Primavera P6 and a scheduler is required for these projects, a large number of our projects are managed in Microsoft Project by project managers. The ideal candidate will have expertise in scheduling using Primavera P6 and Microsoft Project. They will also be able to develop scheduling best practices and provide training support with both scheduling software tools.


Demonstrated experience in the application and use of Oracle’s Primavera P6 and Microsoft Project is required, including;


Schedule development (project, project portfolio, and program)

Schedule analysis (project, project portfolio, and program) 

Budget management support including analysis, reporting, and forecasting using cost loaded schedules

Labor resource management support including analysis, reporting, and forecasting using resource loaded schedules

Developing and training staff on scheduling processes and procedures. 

A Bachelor of Science in Project Management, Construction Management, Engineering, or Business Administration as well as certification as a Project Management Professional (PMP) is preferred. The ideal candidate will also have 10 years or more direct experience in a Project Manager/Project Controls position related to the above responsibilities.  Post-graduate degree can be substituted for a portion of the minimum experience required depending on actual post graduate degree obtained.

SI/EW Systems Engineer will be required to network commercial-off-the-shelf/government-off-the-shelf systems.


 


The SIGINT/EW SYSTEMS ENGINEER position will be primarily a remote position, however, will require occasional travel to MCAGCC for periodic on-site system infrastructure maintenance, system management, and future capability integration.The SIGINT/EW SME will provide support to Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force (MAGTF), in the design, planning, and execution of a realistic SIGINT/EW environment during USMC exercises conducted at Twentynine Palms, CA.

  1. NAVSOF Ops and Planning Analyst -- Coronado, CA (TS/SCI) (RDR, INC)


This is a NAVSOF Ops and Planning Analyst position on the USSOCOM Enterprise Wide Training and Education Program (UEWTEP) contract at Navy Special Warfare Command (NAVSPECWARCOM) in Coronado.


 


Will consider a former CWO3 or 4, or an E7 or E8 (Senior Chief) with at least ten years of experience.


 


Components of USSOCOM have the responsibility to execute large-scale training exercises designed to enhance readiness and prepare SOF units for deployment.  At NAVSPECWARCOM, these Training Support SMEs facilitate planning and execution of SOF core activities and SOF-CF I3; augment/replicate critical staff planning positions and provide SOF exercise planning and execution products throughout the JELC IAW SOF, Joint, Service, GCC training objectives.  This position supports the TRIDENT series of exercises.    


 


Desired Qualifications and Expertise in one or more of the following areas:


Prior SOF (O5-O6/CW5)

Special Warfare Combatant Crewman preferred

Minimum 18 years of operational-strategic special operations experience

Minimum of 4 years of recent experience serving in a command, senior enlisted advisor, or primary staff billet in a SOF (USSOCOM/TSOC), Service, Joint Staff, OSD, or 3-4 Star level Service/GCC HQs within the past 5 years

Minimum of 5 years’ experience with the Joint Training System (joint exercise planning management)

Minimum of 4 years of experience in joint operations and operational-strategic level SOF planning and operations

Minimum of 4 years’ experience in the Adaptive Planning and Execution System (APEX) and Joint Operational Planning Process (JOPP)

Minimum of 4 years’ experience in Operational Design preferred

Minimum of 4 years’ experience directly interfacing with senior staff (O5/O6 and GOFO) at the TSOCs, Components, GCCs, Services, Interagency

Excellent presentation, communication and organization skills; proven skills in formal classroom delivery

Minimum of 4 years’ experience as a platform instructor in a Professional Military Education/training environment preferred

Our Regulatory Services team is responsible for supporting all four of our utility services to ensure compliance with environmental regulations and policies at the federal, state, and local levels. We are seeking an Environmental Specialist to provide environmental support for a wide range of community-owned operations, including electric generation, transmission, and distribution systems; wastewater collection and treatment systems; water treatment and distribution systems; and our natural gas distribution system. You will have the opportunity to evaluate operations and projects for compliance needs and stewardship opportunities, develop and improve compliance programs, collect and interpret data, and prepare environmental reports. How Will You Make an Impact?


Implementing environmental programs and regulatory requirements for air, water, waste, and ecological media compliance activities

Providing technical support to utility operations through evaluating the impacts of regulations and developing compliance strategies to meet our community’s values

Acting as the primary interface with local, state, and federal agencies to negotiate and discuss environmental issues/permits, including enforcement responses

Establishing processes and programs to monitor and track compliance performance for environmental projects while providing direction on existing and proposed environmental regulatory requirements

Conducting release, incident, and permit non-compliance investigation and reporting, and assisting with spill cleanup coordination

Conducting internal environmental audits of Utilities’ operations and external environmental audits of off-site disposal facilities to minimize environmental liabilities

Conducting/Coordinating Phase I Environmental Site Assessments (ESAs)

Conducting and overseeing hazardous material and waste management activities including asbestos, polychlorinated biphenyl (PCB) and Technologically Enhanced Naturally Occurring Radioactive Material (TENORM) management and chemical review/approval

Developing, coordinating, and conducting environmental training for operations

Please note that, at times, you will be responsible to report physically to after-hours incidents or to mobilize contractors to facilitate clean-up/spill response. We are required to respond to discharges or releases that could impact Colorado water on a 24/7 basis.


Who You Are


Previous environmental compliance/management experience in an energy, water, or wastewater utility environment is valued

Basic knowledge of federal, state, and local environmental regulations is valued

Bachelor’s degree in a Natural Science, Engineering (civil, chemical, environmental) or a related field is valued

DOT/HM181 certification is valued

Possession of a valid, unrestricted driver's license is required

Ability to collaborate effectively with others, adapt, produce accurate and reliable results, and communicate clearly and effectively
