The Special Tactics Commodity Acquisition System Management Support serves as an acquisition SME responsible for assisting in researching, analyzing, identifying, developing, coordinating, and documenting capability based operational requirements. 

Duties:

 

Assist in ensuring cost, schedule, and performance are within scope and tolerance of the specified project.

 

Maintain awareness of numbers, location, and cost of commodity area equipment and systems.

 

Continually conduct market analysis and look for cutting edge Commercial of the Shelf (COTS) and Government of the Shelf (GOTS) developmental efforts applicable to the assigned commodity area.

 

Participate in the research, planning, development, and testing of equipment in preparation for acquisition and operational fielding. 

 

Assist in developing, identifying, defining, and resolving a wide variety of complex technical and management issues related to major aspects of war, mobilization, and contingency plans, as well as core comprehension of Acquisition, Systems Engineering, and Developmental and Operational Test and the most productive use of resources. 

 

Support programs regarding plan of action, which are complicated by extreme diversity in the activities of supporting organizations, volatility, of customer requirements, changing priorities or goals and conflicting or inadequate policies, regulations and/or guidelines, 

 

Consider impact of actions taken on the total effort, shall weigh all factors involved to recommend trade-offs, and analyze the interrelationships of widely diverse programs required to achieve overall objectives and goals.

 

Assist in programs for acquisition of complex and highly technical items and devices in both a classified and unclassified environment. 

 

Apply sound fiscal and program management principles to constantly changing funding levels and directives, which impact upon program or project milestone decision authorities.

 

Support assessments of programmatic uncertainties (risk) due to possible cost escalation, life cycle management beyond budgeted levels, technological, and safety issues.

 

Requirement

 

5+ years of experience as acquisition systems management in Special Tactics, Joint, and Special Operations Forces operations, employment scenarios, tactics, techniques, and procedures

 

Knowledge of a wide range of qualitative and/or quantitative methods  for the assessment and improvement of tactical combat, survival, and support systems and  procedures for use of such equipment and systems during major operations such contingency, military operations other than war, mobilization, and deployment

 

Knowledge of USSOCOM requirements generation process in preparation for Program  Objective Memorandum (POM), strategic planning process, Future Years Defense Plan (FYDP), and DOD/USSOCOM acquisition directives.

 

Ability to plan, organize, and develop studies or projects and to negotiate effectively with management to accept and implement recommendations where the proposals  involve substantial resources and may require extensive changes in established concepts and procedures.

Duties include but are not limited to:

Position Description: 

 

The C5ISR/EW Directorate has ten (10) major program areas:

Autonomy, Artificial Intelligence (AI), and Advanced Computing(AC) Program  

Software and Embedded Systems Program

Electronic Warfare and Countermeasures Program (EW&C) 

Spectrum Initiatives and Analysis Program 

 

Tasks include but are not limited to: 

 

Assist in development and review/inputs to strategy documents, research plans, and roadmaps for assigned technical program area. 

Support and attend designated program reviews of DoD and non-DoD Services/Agencies Communities of Interest and programs, to include FFRDCsand UARCs. Facilitate or lead deep dive, cross organizational teams into high-interest or game changing technology areas. 

Provide support for review and execution of Congressional Special Interest Items, Congressional Reports, GAO studies, drafting policy guidance and responses, coordinating budget, and management oversight. 

Provide administrative support and coordination of technical program with DoD/Interagency policy such as the Networking and Information Technology Research and Development (NITRD) Program including its Subcommittee (SC) and Interagency Working Groups (IWGs) activities and tasks, Office of Scienceand Technology Policyworking groups, National Science and Technology Council (NSTC) including its Subcommittes and/or Select Committees, and Federal Initiatives. 

Provide support to international programs,including the US-UK and other bilateral international project agreements, The Technical Cooperation Panel (TTCP) and Subgroups, the US-Canada Continental Surveillance S&T OversightGroup, AUKUS cooperative programs, and the North AtlanticTreaty Organization Researchand Technology Organization (NATO RTO), to include preparation of ToR, Data/Information Exchange Agreements, and other programrelated documents. 

Develop budget/financial documents, such as Funding Plans, Sub-allocation letters, and standard operating procedures. 

Provide assistance to the DoD Components in complying with OUSD(R&E) data calls and requirements. Interacts with other Service/Component contracting offices to facilitate open issues in contracting, technology, and budgeting, to include approval of work plans and public release documents. 

Assist in preparing for meetings and workshops, to include coordination of calendars of senior DoD personnel; preparation of announcements, agendas, read-ahead documents, meeting minutes, and technical briefing materials; management of logistics, travel arrangements, foreign visit requests, and meeting-facility support; and preparation and administration of action items. 

Assist in development and review of information papers and reports, such as weekly reports, information papers, action memoranda, emails, and other documents. 

Tasks Specific to EW&C Program include but are not limited to:  

Assisting EW&C in the identification and prioritized selection of EW&C,USD(R&E), and DOD-wide efforts to advance warfighting capabilities in EW, related sensor technologies and other advanced technology areas. 

Providing technical assessments and programmatic assistance, from concept definition through initial capability demonstrations. 

Providing technical and operational analysis for EW&C, linkingemerging EW and other advanced technologies and concepts to joint operational capabilities. 

Preparing research and technical analyses to align assessments of new and emerging threats to state-of-the-art technologies that have potential to defeat those threats. 

Providing analyses for EW&C to maintain awareness of commercial as well as governmentproducts to include new EW, sensor and other advanced technology developments. 

Providing analyses on technologies and community trends to identifykey scientific developments and researchers/organizations and develop forecast of topics and trends. 

Conducting technology intelligence and research on topics of interest for countries of interest. 

Assessing emerging Artificial Intelligence and quantum technologies that can be readily matured to provide EW over match capabilities. 

Experience Preferred: 

 

A minimum of twenty (20) years of progressively responsible experience of whichat least fifteen (15) yearsis in program/project management or oversight of DoD S&T and RD&A efforts at the Headquarters level or equivalent. Should be a subject matterexpert in supported program (EW&C, Spectrum, AdvancedSensors, C2, PNT, Software/Embedded systems, Autonomy, Advanced Computing, Data Analytics, Communications/Networks, Cybersecurity and Operations, or NC3) and related technologies. Proficient in technical research and an in-depth knowledge of electronic warfareand countermeasures, including relevant related technology disciplines such as radiofrequency and optical sensors and communications, cyber, autonomy, modeling and simulation and decision support analytics/visualization. In-depth knowledge of the PPBE process. Excellent communication skills, unstructured verbal interactions, briefings, and meeting moderation; and ability to work independently with both junior and senior staff in a distributed environment while maintaining a strong commitment to deliverable scheduled. 

 

 

 

Education Required: A Ph.D. or equivalent doctorate degree from an accredited college or university in information technology, computer science, electronic or computer engineering, quantum, physics, cyber, software engineering, mathematics, or other science and technology related subjects is preferred. Who you are…

Ideally, you will have 2+ years of experience in the skilled operation of equipment including backhoes, front-end loaders, skid steers, track excavators, dump trucks, and roll-off trucks. A valid Commercial Driver’s License (CDL) with tanker endorsement is preferred, however, we will consider candidates with previous equipment operator experience who have the ability to obtain and maintain a CDL within 6 months of hire.

The purpose of this Third-Party Contract (TPC) is to provide a Construction Management Support Specialist (CMS) who shall be ready to serve as a team member with responsibility for providing technical support to the various INL Program Offices in the development, planning, and coordination of various construction projects, which support the INL mission worldwide. Each team member is responsible for managing the full post-award life cycle of assigned contracts to optimize INL’s accountability on these highly visible projects. Duties and Responsibilities

 

·       Assist the Program Office (PO) in the preparation of program objectives as they relate to construction projects, construction specifications, cost and material estimates, project schedules, and reports.

 

·       Provide program and construction-related financial guidance (e.g., materials and labor cost estimates) to Program Managers and other INL employees in program countries.

 

·       Provide advice and assistance to other staff members, as appropriate, and senior managers on program management and construction contracting problems or issues.

 

·       Review and provide analysis and recommendations concerning the development of construction performance requirements and participate in Technical Design Reviews for Host Country law enforcement agencies.

 

·       Work closely with Program Managers, INL Directors, Division Chiefs, and other senior staff to develop a construction management program in support of program objectives at various embassies and consulates.

 

·       Assist in the analysis and evaluation of, on a quantitative or qualitative basis, cost proposals for construction projects and related services.

 

·       Assist the PO in the development of work requirements for construction contracts on Design Build and Design-Bid-Build projects in support of Rule of Law initiatives in foreign countries.

Assist in 688 CW management of positions, coordinating with several different Civilian Personnel Offices on staffing, Request Personnel Action (RPA) generation, employee/management relations, performance management issues and civilian training issues.

Coordinate with MAJCOM personnel on the conversion of contractor to civilian billets and create actions to encumber all newly created positions; assist in 688 CW management of positions, coordinate with several different Force Support Squadrons (FSS) on military requirements, change force restructuring requirements and programs, then analyze the impact to the 688 CW and ending with a producing high level briefings for the 688 CW CC.

Provide reports and briefings as directed by leadership; provide military personnel management analysis and evaluations that assists and supports the 688 CW staff in the management of military wing staff personnel and the overall Wing's military personnel policies, procedures, training, and programs; coordinate and advise military wing staff personnel supervisors and military members about military upcoming personnel issues and force management programs in conjunction with the Military Personnel specialist; respond to inquiries and engages the appropriate agency for resolution.

Provide guidance and assistance IAW AFI 36 & 38 series established directives and guidelines.

Assist in ensuring military programs, i.e., promotions, awards and decorations, and Professional Military Education (PME) selection are scheduled, coordinated and meet appropriate timelines for notification and submission to 688 CW, 16 AF or ACC for action.

As a CACI-Wexford Special Operations Forces Emerging Threats, Operations, and Planning Support (SOFETOPS) Validation Exercise (VALEX) Planner, you will generate a detailed scenario for a four (4) day Combined Joint Special Operations Task Force (CJSOTF) level VALEX to directly support 7th Special Forces Group (SFG).  You will provide tactical layer vignettes, bottom-up reporting, and all supporting documents to replicate official communication within the notional blue force to include, but not limited to: Special Operations Task Force (SOTF) concepts of the operation (CONOP), post mission products, Sensitive Site Exploitation (SSE) deliverables, Advance Operating Base (AOB)/SOTF situation reports (SITREP), operations summarizes (OPSUM), key leader engagement (KLE) reports, logistic reports, intelligence injects, and Special Operations Joint Task Force (SOJTF) HPTL.  Additionally, you will provide all documents from notional players within the Area of Responsibility (AOR), to include but not limited to:  Country Team correspondence to action units, United States Agency for International Development (USAID) reports, and communication from military leaders from any of the proposed partnerships.

 

 

 

More About this Role:

 

 

 

All work will be executed remotely at your home location, and you will deliver products digitally to the client.  While providing support you will be directly responsible to create and provide documents that include, but are not limited to: scripts for any simulated radio transmission from SOTF to CJSOTF, detailed tactical reports (e.g. 9-line MEDEVAC, Troops in Contact notifications), emails from higher headquarters outlining guidance and intent from SOJTF.  Additionally, you will generate and provide scenario documents to support specific vignettes (e.g. fictional social media posts, news reports, fictional advertisements or other materials that add complexity and realism to the vignette).

 

 

 

You’ll Bring These Qualifications:

 

Current Secret Security Clearance.

Minimum 10 years of military/DOD experience. 

Minimum 10 years of experience in Special Operations.

Job Summary

 

 

 

The Mechanical Engineer will provide expertise for the design, analysis, assembly, integration, and test of equipment and systems for the propriety design of satellite systems.

 

 

 

Essential Duties/Responsibilities

 

Design and analyze mechanical components for satellite systems and subsystems.

 

Incorporate additive manufactured parts into structural design.

 

Generate 2D and 3D engineering of satellite structure, subsystems, and integrated satellite.

 

Write system design documents and interface control documents.

 

Perform structural analysis of satellite bus incorporating shock, random vibration, acceleration loads, and environmental factors to ensure flight readiness.

 

Write analysis reports documenting structural analysis performed incorporating industry standards.

 

Write test plans for full system and subsystem testing to meet structural and environmental requirements.

 

Interact with subsystem leads to mechanically integrate satellite subsystems.

 

Oversee mechanical technicians building satellite flight hardware. Support hands on build of flight and ground test hardware as necessary.

 

Complete end to end projects, coordinate build, testing and activation of hardware.

 

Accept/reject for conformance to standards and specifications.

 

Work closely with mission operations teams to ensure design meets needs of systems.

 

Maintain technical files and records as required.

 

Communicate professionally and effectively with internal and external customers.
