The Program Financial Analyst is responsible for all program financials, including management and review of cost, funding, labor charging, and all forecasting and internal reporting.  The PFA will operate as a single point of contact to the PM for all finance and accounting issues, more specifically:

 

Work collaboratively as a member of the PFA team supporting the program and take direction from the PFA Lead

 

Work collaboratively with and provide financial support to the program manager in the preparation and analysis of project financial and scheduling data

 

Work collaboratively with other functional support personnel (contracts, subcontracts, HR, etc.) to support the program manager with other complex contract, project or business related tasks

 

Reviews contract awards and modifications to assure that accounting, billing, finance and funding are aligned properly in the relevant systems

 

Prepares project cost/schedule baselines, preparation of monthly management financial reports, assists with preparation of monthly program review and participates in monthly PMR meetings

 

Supports the development of annual operating plans and forecasts and supports monthly quarterly and annual updates

 

Identify and quantify any potential Risks and Opportunities not in the forecast

 

Support the monthly business rhythms of both the program and finance organizations

 

Perform financial analysis in support of ongoing program management

 

Support internal financial reporting deliverables as directed by the PFA Manager, such as monthly variance analysis and forecasting

 

Supports all customer and vendor requests for data in support of contract requirements and provides statistical reports with regards to client funding utilization.

 

Supports decision making of the program team with analysis and recommendations regarding implementation of financial plans and operating forecasts to ensure effective (something is missing here)…communications?

You will participate in all SOFETOPS planning efforts and deliver the Logistics Appendix in SOFETOPS planning operations.  You'll also coordinate with Sensitive Activities (SAs) Planners to develop multiple COAs for SA logistics support as well as coordinate support from applicable CACI teammates on SOFETOPS and/or other vendors to provide specialized logistical support as needed.

 

 

 

 

 

 You’ll Bring These Qualifications:

 

Minimum of 15 years’ experience logistics planning at the strategic, operational, and tactical to meet operational requirements and unit readiness.   

10 years of demonstrated experience with the Federal Supply System.

Previous assignments at USASOC or Joint SOF command as Senior Logistics Planner plus experience in Sensitive Activities logistics planning and execution.

Bachelor’s degree; preferably in a Logistics or Supply Management related field.

What You’ll Get to Do:

 

Support and continuously improve the Quality Management System in support of manufacturing operations at the Westminster, CO and Albuquerque, NM facilities.  Additionally, support as required the Florham Park, NJ facility.

Develop and prepare reports and presentations to communicate process performance and monitor key metrics

Oversee the Internal Audit Process, audit schedule, performing audits, audit reporting.  Perform supplier audits as needed.

Ensure Corrective Actions for process and/or product nonconformities are defined and implemented in a timely manner

Handle documentation of nonconforming material and ensure timely disposition.  Evaluate need for CAR.  Issue SCARs to suppliers.

Prepare the organization for third party audits

Collaborate with the director, managers, and individual contributors within Manufacturing, Engineering and other disciplines to sustain and improve production processes and support continuous improvement initiatives

Update quality process work instructions and procedures

Lead investigations into internal and external escapes

Evaluate suppliers for inclusion onto the Approved Supplier List

Oversee the employee training program.  Maintain training plans in PLM System.  Ensure assigned training is completed on-time.

Maintain relevant Quality documentation as part of our AS9100 certification

Provide weekly and monthly reports of close-out activities.

Verify that all invoices have been submitted and paid before closing an order- confirming, verifying and coordinating close-out activity daily on minor to complex invoices.

Reconcile contract funding obligations and expenditures with final voucher amounts to determine de-obligated amounts and resolve related issues.

Use strong financial/analytical skills with a required understanding of “Backlog”, “Revenue”, and “Billed Versus Paid”.

Knowledge of provisional billing or rate adjustments billing.

Work with other internal and external stakeholders to obtain concurrence for close-out.

Review, prepare and submit close-out documents.

Process accurate Quick Close-Outs.

Handle difficult to complex problems through effective and efficient resolutions compliant with Federal acquisition regulations and policies.

May be asked to review Close-Out Policies and provide recommendations to increase close-out efficiency and effectiveness.

May manage projects and processes.

May be asked to coach and review the work of lower-level employees.

Utilize appropriate applications to ensure proper close-out of orders.

Must be able to complete close-out files and accurately document close-out contracts and records.
