Counter WMD Threats Biological Senior-Level Analyst - Washington DC - Hybrid-position work permitting, up to 40%
EM Key Solutions/Cortek is seeking a Counter WMD Threats Senior-Level Program Analyst to support the Department of State's Biological Policy Staff in reducing threats from biological weapons, working with a high-impact team to shape and implement policy intersecting national security, international public and animal health, and the life sciences. We lead U.S. participation in implementing the Biological and Toxin Weapons Convention (BWC), the treaty to ban an entire class of weapons of mass destruction. Multilateral efforts under the BWC umbrella include developing innovative approaches to strengthen treaty implementation, assessing and addressing risks and benefits of advances in life sciences, and strengthening international cooperation and preparedness response to a deliberate or suspicious outbreak. BPS coordinates the Department's efforts to implement the 2022 National Biodefense Strategy, represents the Department in interagency biosecurity policy discussions, and leads efforts to strengthen the United Nations' operational capability to investigate alleged BW use. The BPS works with a wide range of Federal departments and agencies, intergovernmental organizations, and foreign partners on issues of regulation of laboratory biosafety and security, outbreak preparedness and response, investigation of potential biological weapons use, and oversight of dual-use research and rapidly advancing technologies such as gene synthesis and editing.
The Ideal Candidate will have primary responsibility for a portfolio of life science, international public health, and biosecurity policy issues (precise portfolio to be based on experience and interests), including researching emerging challenges and possible solutions, recommending courses of action, and representing the Department and the United States in a variety of interagency and international forums. This position is a crash course in how science and security policy is made and how to do so effectively - or an opportunity to bring those skills to bear on critical, complex issues. You will need to be able to juggle multiple competing priorities, communicate effectively (both orally and in writing) to various audiences, and assess and solve problems with technical, political, and interpersonal dimensions. You will work with an experienced, motivated team of scientists, diplomats, and negotiators. And interagency. A sense of humor is recommended but technically not required.
Duties/Responsibilities:
Provide expert advice to the BPS Director and senior Department officials and represent the Department in various interagency meetings.
Develop and coordinate guidance for and serving on, U.S. delegations to the BWC on an assigned set of issues/topics.
Represent the Department on interagency working groups to develop policy recommendations on key topics, including governance of high-risk research and commercial gene synthesis and implementation of the National Biodefense Strategy.
Develop and coordinate U.S. positions and support the implementation of strategies and policies on other issues within the portfolio.
Draft and develop products in support of office and Department leadership, including briefing checklists and talking points, background and issue papers, reporting cables, meeting notes, information, and action memos, strategies, press guidance and releases, speeches, and blog entries, as determined and assigned by the client.
Develop rapport and develop constructive relationships with a wide range of foreign and domestic stakeholders, including Department and interagency experts, to develop, synchronize, and support strategies, policies, engagements, and projects designed to prevent biological weapons and to strengthen global capabilities to prepare for and respond to outbreaks of infectious disease, as determined and assigned by the client.
Balance and prioritize complex tasks with limited supervision and demonstrate initiative to develop solutions.
Required Qualifications:
M.A. or equivalent degree with four or more years of experience in nonproliferation, international public health, or terrorism-related field - OR eight or more years of experience in bioterrorism, agroterrorism, or outbreak response-related field, including team or project.
Leadership experience.
Strong analytical skills.
Must be able to write clearly, concisely, and rapidly and to adapt tone and content for different audiences.
Knowledge of/experience with interagency coordination processes is desirable.
Teamwork and the ability to manage multiple competing priorities are essential.
Clearance:
A Secret Clearance is required; a Top Secret is Desired with eligibility for access to SCI. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.

EM Key Solutions/Cortek is seeking a Counterproliferation Initiatives Sanctions Specialist, Mid-Level Program Analyst with Top Secret clearance to support the Department of State's CPI Defensive Measures and Sanctions Team. You will be responsible for implementing Executive Orders 13382 and 14024, researching potential WMD-related and Russian defense and military-related designation targets, drafting evidentiary packages, and developing appropriate diplomatic responses to support the implementation and enforcement of the resulting designations.
Duties:
Serves as an action officer for all incoming actions regarding sanctions related to Russian defense and military-related activities under Executive Order 14024 from Departmental offices, U.S. embassies and posts, other USG agencies, international organizations, foreign governments, non-governmental organizations, or other sources.
Possess strong writing skills and experience in analysis, research, and interagency coordination.
Supports the implementation of Executive Orders 13382 and 14024 by researching potential WMD-related and Russian defense and military-related designation targets, drafting evidentiary packages, and developing appropriate diplomatic responses to support the implementation and enforcement of the resulting designations.
Monitors developing political situations, changes to regulations, or issues as reported or identified in the various notifications received; provides guidance and consultation to Department officials and the interagency.

Assessment of information classified up to and including the Top Secret/SCI level from various sources; integrating information on proliferation activities and networks, transportation, and logistics networks; and development of strategies targeted at entities, states, and non-state actors of proliferation concern.
Draft and develop deliverables in support of office and Department leadership. Including reports to Congress, briefing checklists and talking points, background and issue papers, trip books, reporting cables, diplomatic notes, meeting notes, information and action memos, strategies, press guidance and releases, speeches, and blog entries, as determined and assigned by the client.
Liaise regularly with Department and interagency experts to develop, synchronize, and support strategies, policies, engagements, and projects related to Russia sanctions, as determined and assigned by the client.
Other tasks in support of CPI's Russia sanctions responsibilities, as needed and assigned.
Balance and prioritize complex tasks with limited supervision and demonstrate initiative to develop solutions.
The candidate will be expected to travel to remote countries (10% travel).
Required Qualifications:

We are looking for someone to join our Water Operations team as a Distribution and Collection Specialist, where you will help our team safely operate, inspect, and maintain our Blue River Water Collection System and its associated infrastructure located near Breckenridge Co.
The Blue River Water Collection System is located 90 miles west of Colorado Springs in Summit and Park Counties. The watershed has a collection area of 22 sq. miles and brings water from the western slope of the continental divide through three tunnels and two reservoirs to Colorado Springs.

Starting pay rate for a Distribution and Collect Specialist is $37.42/hr. Your pay rate, upon successfully completing probation (typically 6 months), will increase to a single pay rate, which is currently $39.29/hr.
Successful candidate will be required to reside in the area (near Breckenridge, Alma, or Fairplay) with the ability to respond to emergency operations within 1 hr.
This position will receive a monthly stipend of $1215 to assist with living expense (unless Colorado Springs Utilities provides housing).
Some of the ways in which you will make an impact include:
Performing operational flow changes on raw water systems (e.g., diversions, intakes, pipelines)
Operation and Maintenance of CSU watersheds (daily water accounting and dame safety measurements including reservoir levels, creek/stream flows, piezometers, seep weirs, flumes, and pipelines)
Coordinating system changes to comply with state and federal regulations (water quality, water rights, and public safety)
Performing preventive and corrective maintenance on reservoir dams for Colorado Springs Utilities
Meeting dam inspection schedules and criteria
Ensuring safe, efficient, and quality services and operations
Performing daily water accounting reads (reservoir levels, flow measurements, dam safety monitoring, etc.)
Performing remote locates and ensuring easement standards
Performing preventive maintenance and corrective maintenance on Colorado Springs Utilities watersheds and remote properties
Emergency response – you will be one of two Distribution and Collection Specialists assigned to operate and maintain the Blue River system. At least one of the two Distribution and Collection specialists must be available to respond after hours as needed
Qualifications…
Must be flexible as far as work schedule goes; Raw Waterworks 365 days a year, with varying scheduled days off

Wastewater Collections is looking to hire a Utility Worker II in the Wastewater Operations Group. In this role, you will be carrying out routine maintenance in support of construction, repair, and maintenance projects. This requires the ability to perform manual labor, which includes heavy lifting, shoveling, and working in various types of weather. A day in the life of an Environmental Scientist may include:
Preparing, testing, and analyzing drinking, source, and wastewater samples in compliance with applicable standards (e.g., ASTM, EPA, SM) in support of the SDWA and CWA
Conducting advanced analytical testing including general chemistry, organic and inorganic analysis, disinfection-by-products analysis, and other testing using advanced and highly specialized instrumentation
Operating sophisticated analytical instrumentation, including GC-MS, IC-MS/MS, LC-MS/MS– and troubleshooting, configuring, maintaining, and repairing instruments
Performing complex qualitative and quantitative analyses, reviewing and validating data, and preparing quality control reports

Who You Are
Relevant and progressively responsible environmental laboratory testing and analysis experience
Bachelor’s degree in Chemistry or a closely related field
Knowledge of and skill with advanced instrumentation
Knowledge of and skill with GC-MS and LC-MS/MS are beneficial
Previous experience with method development and validation is preferred
Knowledge of standard methods and procedures for chemical testing, and analyses of water and wastewater samples, including quality control measures

Key Role: Biometrics & Identity Intelligence (I2) Analyst
The Identity Intelligence (I2) Analyst is responsible for conducting
all-source Identity Intelligence-focused analysis and producing
intelligence products in support of global missions and customers. The
analyst applies an understanding of Identity Intelligence (I2)
tradecraft to conduct analytic production on the full range of unique
identifying human characteristics and modalities to include, but not
limited to, fingerprints, deoxyribonucleic acid (DNA), iris scans,
voiceprints, facial recognition features, and behavior for the purposes
of identifying and tracking persons and networks. Fuses identity

Job Summary
The Manager Insurance and Corporate Risk is responsible for the implementation and administrationof the risk financing and insurance program for the entire corporation, including the diversifiedportfolio of subsidiaries engaged in electric generation; electric, gas, steam and water distribution;pump manufacturing and other non-utility businesses.
Job Responsibilities
Identify, analyze, and evaluate risk exposures including changing market conditionsaffects on the corporation.
Select, recommend and implement appropriate cost-effective solutions for managingidentified risk exposures using appropriate risk financing, risk transfer and risk controltechniques; preparing and presenting recommendations to the Treasurer and CFO asappropriate.
Manage the procurement, renewal, and record keeping of all corporate insurance.
Manage the underwriting information collection, maintenance and submittal process.
Negotiate and settle insurance claims.
Manage broker and agent relationships, negotiating the level of service and associatedfees, and documenting the agreed upon terms and conditions with service agreements.
Manage insurer relationships, including underwriting, claims and loss control.
Review and provide input on contracts and agreements being considered by thecorporation.
Manage the procurement of surety bonds and the issuance of certificates of insurance.
Conduct risk management due diligence reviews on proposed mergers and acquisitions.
Develop and conduct risk management related employee training as requested.
Assist in procuring insurance for joint ventures when necessary.
Minimum Qualifications
Bachelors of Arts or Bachelors of Science degree.
5-7 years experience in the insurance risk management process. Preferably for a largesimilar industry.
Applied knowledge of insurance and risk management principles and accounting.
Experience in all major commercial property and casualty insurance coverage in both theprimary and excess layers.
Strong communication, judgment, computer & technology, problem solving, negotiating,planning and organizing skills are necessary.
Must exhibit the ability to make decisions without all the facts, set priorities and addressemergent issues, meet deadlines, understand the direction and needs of the corporation,and support and defend decisions.
Must be comfortable operating in an environment with a wide degree of ambiguity andlatitude.
Preferred Qualifications
Associate in Risk Management (ARM) designation.
MBA or Chartered Property Casualty Underwriter (CPCU) designation or equivalentexperience is a plus.

Key Areas of Focus:
Build and maintain natural gas remote pressure monitoring telemetry equipment
Calibrate these systems for preventative maintenance, PUC, and DOT mandatory compliance
Build and maintain natural gas odorizer equipment and PLC systems including combustible gas Indicators
Creating detailed data register map build requests for SCADA staff to bring new points or instrument reading into SCADA system. Verifying and monitoring the point data with PI Vison and creating displays for validation
Experience with Programable Logic Controllers (PLC) programming. (Example Fisher ROC 809), communication processor units, radios, antennas, providing technical knowledge to other support groups related to projects of system trouble analysis to bring live data readings into SCADA system

This position requires the successful candidate to work rotating holiday emergency standby and possible overtime, weekends, holidays, etc. as business needs dictate.
Who You Are...while most people in this occupation would have completed Electrical Apprentice program or have an associate’s degree in electronics or electrical engineering, the successful candidate will have experience with low voltage circuits, electrical and controls equipment, preferred 1 - 3 years’ experience in PLC programming and 3 - 5 years’ experience in troubleshooting, designing, repairing, and calibrating communication, instrumentation and control systems and related equipment; or an equivalent combination of education and experience. In addition, you will be required to pass and maintain Operator Qualification credentialing within 6 months of hire.
A valid, unrestricted driver's license is required.

Ministry of Defense. The COMSEC Managers will maintain COMSEC equipment
(C4I systems). This position be based out of Jasionka, Poland, and will
conduct temporary duty (TDY) throughout Eastern Europe in support of
COMSEC. This is a 12-month contract supporting our DoD Customer.

*Responsibilities:*
?Manage the U.S./ the Ukraine Ministry of Defense FMS COMSEC account in
accordance with U.S. Government (USG) policy as outlined in NAG-14C,
NAG-18A and NSA CSS Policy Manual No. 3-16 Control of Communications
Security Material and Committee on National Security Systems Instruction
(CNSSI) 4001 ? Controlled Cryptographic Items.
?Perform duties related to the receipt, custody, issue/distribution,
safeguarding, accounting, and destruction of classified and
non-classified USG-provided COMSEC material and equipment.
?Maintain and submit up-to-date records of all required accounting
reports. Be thoroughly familiar with the procedures for handling COMSEC
material.
?Protect COMSEC material and limit access to individuals with a valid
need-to-know and clearance.
?Keep informed of any new requirements or modifications to existing
requirements to be serviced by the COMSEC account.
?Receive, receipt for, and ensure the safeguarding and accounting of all

?Conduct an inventory semiannually and upon appointment of new COMSEC
Managers, by physically sighting all COMSEC material issued to the
COMSEC account and reconcile this inventory with the Central Office of
Record as mandated in NSA CSS Policy Manual 3-16.
?Perform routine destruction of COMSEC material when required or affect
other disposition of material as directed by the COR or Controlling
Authority. The COMSEC Managers shall establish Emergency & Precautionary
Destruction Plans as part of the account?s Emergency Action Plan (EAP).
?To ensure the integrity of COMSEC material (i.e. key or equipment);
inspect the implemented protective technologies upon initial receipt,
during each inventory and prior to issuing/return of material to
authorized Ukraine Ministry of Defense personnel.
?Provide technical support to include troubleshooting and replacement of
GSA locks when necessary for any/all GSA security containers used by the
Ukraine Ministry of Defense for the purposes of COMSEC material storage.
Have GSA lock/safe certification for at least one COMSEC Custodian prior
to arriving in country.
?Provide COMSEC user training and assistance to Ukraine Ministry of
Defense Military units and Military personnel on the proper handling and
use of USG-provided COMSEC material and equipment. Train personnel in
the proper custodianship, safeguarding and operation of DOD-provided
COMSEC equipment, encryption keys, and other COMSEC related materials,
zeroing equipment, basic troubleshooting, emergency destruction
procedures, and system level assistance in order to satisfy requirements
for operability.

Colorado Springs Utilities' Water Construction and Maintenance team is hiring an Equipment Operator to support our crews through safely operating a variety of equipment as you support water maintenance and repair projects and emergency response efforts. Our team is responsible for maintaining physical assets (e.g., water mains, valves, hydrants) used to distribute water to the community.
A day in the life of an Equipment Operator may include:

*RESPONSIBILITIES: *?Serve as a JSOC Academic Instructor and Course
Facilitator at Fort Liberty, NC.? Educates, coordinates, and develops
lesson plans and curriculum on a wide variety of subjects covering the
scope of Joint SOF Operational academic support within the scope of the
requirements for the J7 Staff Development Division. Develop, coordinate
and deliver training to GCCs and TSOCs and DOD, Interagency, and Service
Academic Institutions as part of Mobile Training Teams.

*EDUCATION: *?Bachelor?s Degree with related military experience or
other related field of study or 15 years of equivalent experience.
Academic/Instructor experience, either military or civilian, with any
instructor certifications is highly desired.
*EXPERIENCE/SKILLS/ABILITIES: *
Qualified candidates must possess a solid understanding of
National/USSOCOM policies and procedures related to SOF employment and a
comprehensive understanding of Joint SOF doctrine, strategic and
operational level Joint SOF operations, and Joint SOF tactics,
techniques and procedures.? Knowledge of and credibility within JSOC and
subordinate organizations and the Interagency and experience with and
comprehensive understanding of USSOCOM, its components, Geographic
Combatant Commands and Theater Special Operations Commands is highly
desired.? Previous JSOC staff experience is highly desired.? Qualified
candidates must have experience with public speaking and possess the
requisite skills and experience to instruct both small and large
audiences and capable to instruct/facilitate multi-service DOD,
Interagency, and International student courses. ?Candidates must
understand policies and procedures to develop lesson plans and exercises
and analyze recent/historical operations for course discussions.
Candidate must a) possess advanced management and organizational skills;
b) have a basic understanding and experience using operational products
to incorporate into lesson plans; c) have very good oral and written
skills to prepare and present academic material or facilitate Senior
Leader Seminars to senior officers and their staffs; d) assist in
development of lessons, requirements and documentation for use by the
Staff Development instructor cadre; e) proficient in Microsoft Office
products and SharePoint; f) capable of independent work and/or
collaborative efforts with teams of instructors to write lesson plans
and curriculum for all courses; and g) comfortable briefing senior
military and Government leaders.?Best candidate has previous and recent
JSOC staff experience, platform instructor experience, and a
comprehensive awareness and understanding of the operational plans,
contingency operations, crisis action planning and the Joint Operational
Planning and Execution System (JOPES).
Frequent CONUS/OCONUS travel to support academic and training
requirements is required. Tourist passport required. No relocation
assistance is provided for this position.
