You’ll Bring These Qualifications:


Current Top Secret/Specialized Compartmented Information Security Clearance, willingness to submit to a CI Poly.

More than three years of specialized experience in military or IC compartmented or sensitive activities (IJSTO, SAP, ACCM, etc.).

Be deployable to the required theater of operations, usually conducting periodic travel within CONUS and six-month deployments to OCONUS locations.

You must possess the ability to effectively communicate both orally and in writing.

You will be able to provide daily feedback to the team lead and supported unit on product development.

Associates degree and five years of experience or seven years of relevant work experience.

 


These Qualifications Would be Nice to Have:

The Signals Intelligence Electronic Warfare (SI/EW) Systems Engineer will be responsible for applying practical knowledge to communication technologies, navigation, and sensor systems in support of Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force Training Center (MAGTF-TC) operations, by producing a realistic signal environment and providing technological support. The role will enable TTECG to employ and train on a variety of SIGINT/EW capabilities in support of Service Level Training Exercises (SLTE) conducted on board Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CA.


 


The SI/EW Systems Engineer will assist in the development, operation, and supervision of Signal Environment solutions to support TTECG exercises. The Systems Engineer will be responsible for improving and managing a realistic Radio Frequency Signal Environment that is dynamic and scalable tailored to SLTE events. The signals solutions will include: a wide variety of signals from wireless communications signals, RADAR, and military communications signals. SI/EW Systems Engineer will be required to network commercial-off-the-shelf/government-off-the-shelf systems.


 


The SIGINT/EW SYSTEMS ENGINEER position will be primarily a remote position, however, will require occasional travel to MCAGCC for periodic on-site system infrastructure maintenance, system management, and future capability integration.The SIGINT/EW SME will provide support to Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force (MAGTF), in the design, planning, and execution of a realistic SIGINT/EW environment during USMC exercises conducted at Twentynine Palms, CA.


 


 


Duties & Responsibilities:


Develop, Deliver, and Sustain Emergent Friendly and Threat Capability Training.

Engineer Furnish, and Maintain On-Site Technical Systems.

Research, and Integrate innovative training solutions to meet MAGTF Spectrum Warfare requirements.

Design, prototype and deliver custom Software Defined Radio (SDR) transceiver solutions.

Provide Project Management for SI/EW training systems to the customer through technology and systems integration.

Remotely Manage RF Signal Environment hardware and software.

Provide remote support to RF Signal Environment systems on board MCAGCC.

Conduct periodic onsite maintenance.

Required Qualifications:

You will remain relevant and valuable to the supported command through coordination of SOF requests for DTRA support with other deployed assets and enabling elements.


 


While providing reach back support, you will directly support embedded teammates; manage requests for support from other SOF units; and work closely with a wide variety of SOF units, institutions, and partners. Job Purpose: As a Technical Support Operations (TSO) / SOF Cyber Operator (SCO) / Special Reconnaissance (SR) Instructor the applicant will be responsible for instructing all aspects within the MARSOC Technical Surveillance & Cyber Course (MTSCC) and instructing or assisting in the instruction of any aspect of the Special Reconnaissance (SR), SOF Cyber, and Technical Surveillance course POIs and training conducted with the Marine Raider Training Center (MRTC) work section including but not limited to Special Operations Forces Level I Special Reconnaissance Course (SOF Lvl 1 SRC) and related Instructor training/course development.


 


Duties & Responsibilities:


As an instructor the applicant will be a Full Time Equivalent (FTE) which equates to 1,920 hours per year, scheduled work is other than normal duty hours, which may include evenings, weekends, holidays and/or days over/under 8 hours per day. Work is performed in an office space (MARSOC, Marine Raider Training Center (MRTC)) as well as exercise facilities at various locations. Periodic travel is required. Applicant will be required to deploy in a temporary additional duty capacity to CONUS exercises, meeting, working group, conference, and/or professional training locations a minimum of 60 days annually plus addition weeks at local exercise locations as identified in support of tasks/training.

As an instructor the applicant will participate in course setup, execution and clean-up events which may include staging/moving training aids, scenario setup/tear-down, inventorying course materials/equipment, assisting with student issue/return, performing equipment maintenance, and other support functions necessary for the successful execution of training.

As an instructor the applicant will be responsible for providing input for the maintenance/advancement of training course materials/instruction, participating in the planning of each course, developing solutions to lessons learned, participating in scenario improvement and updating course support/program of instruction documentation as assigned. The instructor may be required to produce new documentation and/or update existing documentation and/or forms on request.

As an instructor the applicant may be required to research and develop solutions based on new and emerging technologies. The applicant will maintain currency and technical proficiency with Techniques, Tactics and Procedures (TTPs) related to the core tasks of the MARSOC Technical Surveillance Cyber Course (MTSCC) and MRTC Special Operations Forces Level I Special Reconnaissance Course (SOF Lvl 1 SRC) which may include additional training, self-study, self-paced courses and/or certification completion.

Qualifications:


Applicant must be a graduate of a U.S. Assessment & Selection and Operator Qualifications course or SME as an operator within MARSOC, SF, SMU Technical Support Detachment, or service equivalent.

Applicant must be a graduate of MARSOF Technical Surveillance Cyber course (MTSCC), Special Forces Brighton course or a SOCOM Technical Surveillance or Advanced Digital Operations course that encompasses the 8 primary phases of instructions: Cyber, Advanced Digital Collections Systems (ADCS), Surveillance, Hostile Forces, Tagging, Tracking and Locating (HFTTL), Tactical Audio / Video Systems (TAVS), Close Target Reconnaissance (CTR), Methods of Entry (MOE) and Fabrication.

Applicant must have at least 5 years of operational experience in the U.S. Government (military or civilian) or equivalent commercial Technical Support operations. Desire recent experience with Cyber and/or incorporating Technical Support Operations (TSO) devices into Surveillance, Fabrication, Methods of Entry and Close Reconnaissance missions. 

Applicant must have completed a Formal School Instructor Course (FSIC) or service equivalent. Prefer completion of MARSOC Instructor Qualification Course (MIQC) and 1-year recent experience instruction (i.e. Instructor of MARSOC Technical Surveillance Cyber Course, Special Forces Brighton course or equivalent SOCOM Technical Cyber or Technical Support Operations curriculum and techniques is preferred.)

Utility Service Specialist Apprentice

Colorado Springs Utilities has been operating as a municipal four-service utility since 1924, proudly providing electricity, natural gas, water, and wastewater to our citizen owners. We are proud to offer apprenticeships in the fast-paced, dynamic, utility industry and are currently hiring a few individuals who have the desire and self-motivation to join our team as a Utility Service Specialist Apprentice.  In this 18-month apprenticeship program, we will teach you to become a skilled Utility Services Specialist through a combination of both classroom and on-the-job training.  You will become skilled in performing activities such as the installation, maintenance, and upgrades of meters for electric, natural gas, and water utility services.


Starting pay as a USS Apprentice is $32.27.  As an apprentice, you will receive a pay increase each step you advance in the apprenticeship program.    The current turnout/journey payrate as a Utility Service Specialist is 37.96/hr.


During the apprenticeship program, you will gain a working knowledge of:


Installing, disconnecting, troubleshooting, and maintaining electric, natural gas, and water utility service end-points (meters, modules, and regulators)

Troubleshooting and resolving electric, gas, water service end-point issues

Responding to gas, carbon monoxide, water, and waste-water related emergencies

Investigating and troubleshooting advanced meter infrastructure (AMI) network and component issues

Inspecting and troubleshooting gas appliances for safety compliance

Investigating and troubleshooting water pressure/volume / and water quality issues

Conducting field revenue protection activities in support of the severance process (coordinating on-site payment options with customers, conducting credit disconnects, and conducting credit re-connects)

Investigating customer consumption/usage inquiries and issues

Investigating utility diversions

Communicating clearly and accurately with customers

Representing the company in a professional manner and providing exceptional customer service

Utilizing radios, mobile workforce management applications, customer information systems, and other telecommunications tools and applications in the performance of daily duties

Adherence to all safety policies and procedures

What does the successful candidate look like?

Qualified candidates will offer two to four years of experience in HVAC, plumbing, pipefitting, electrical, or related skilled craft or trade.  We are looking for individuals who are passionate about investing in their careers and therefore willing to devote the time and energy required to obtain the certifications listed below in the time frames outlined.   This is an exceptional paid on-the-job training opportunity that requires one is self-directed, motivated, and committed to their goals.  Additionally, you must be knowledgeable and comfortable using computers to be successful in this role.

Additional requirements and considerations:


This position is designated as a first responder for emergencies. You will need to be available to work overtime when needed and subject to after-hours callouts.

The successful candidate will be required to live in the service territory or move into the service territory within one year of hire and receive at least one utility service (gas, electric, or water).

You will be expected to follow safety rules and company standards. You may work in confined spaces, in elevated work areas, and work in various types of weather.

You will be expected to perform and learn the skills outlined and obtain the certifications listed above during the eighteen (18) month apprenticeship program.

This position is part of a formal apprenticeship program within the Utility Service trade. As such, pay for this position will begin at the entry-level unless previous apprenticeship documentation is provided.

As a USS Apprentice, you are not eligible to apply for other positions within Colorado Springs Utilities until after you have completed your apprenticeship program.

Blue Tip ammo will be used in this exercise. Protection gear will be provided and required.

Develop, and Manage Prime and Sub-Contract DD-254’s.

Serve as a main participant in DCSA Security Vulnerability Assessments (SVA) and Continuous Monitoring (CM) engagements.

Conduct periodic self-inspections of division security program in accordance with the NISPOM (32 CFR part 117) and company policies.

Manage and Maintain facility access control, including distributing ID badges and access cards.

Assist in the development, implementation, and maintenance of security related policies, strategies, procedures, and objectives.

Accurately track incoming/outgoing classified documents, media and hardware.

Investigate report, and document security violations.

Assist the Global Security Officer.

Assist the ISSO to achieve NIST and CMMC 2.0 compliance

Halcyon Group International seeks a highly qualified Budget Analyst to support the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)), Deputy Director for Intelligence (DDI) within the NCR. TS/SCI is required.


Position requirements:

Five (5) years of demonstrated Programming, Planning, Budgeting, and Execution (PPBE) experience, (DoD experience preferred).


Five (5) years of experience working with Military Intelligence Program budget processes including financial management principles and practices, budgetary data collection and analytical techniques.


Three (3) years of experience with reconciling and resolving Unliquidated Obligations.


Three (3) years of experience with preparing budget execution packages including Military Interdepartmental Procurement Requests (MIPR) and Interagency Agreements (IA), 7600A, 7600B, etc...


One (1) year of experience working with budget and financial management applications and tools (i.e. IRMA-I).

About the position:


We are seeking Pakistan Program Analyst to support the DOS INL in Washington, DC. This role will be performed onsite at State Annex 1. Operation hours will be Monday through Friday, 40 hours per week, 8 hours per day.  This is a proposal role contingent on award due for submission April 13th. 


Based on pending vaccination mandated legislation, we recommend employees are vaccinated prior to working for TJFACT.


Duties & Responsibilities:


Utilizing subject matter expertise, aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters; provides input to the Team Lead as a subject matter expert regarding Congressional testimony or responses to questions, press guidance, and interagency, bilateral, and multilateral agreements in accordance with Department policies and regulations and relevant legislation

Conducts research and makes recommendations to Team Lead regarding the management of programs

Reviews and analyzes policy and programmatic documents and makes recommendations based on findings

Aids in conducting program reviews and assessments of new and ongoing programs and makes recommendations based on findings

Assists in strategic planning for programs

Aids in reviewing budgets and providing program estimates; evaluates program effectiveness in relation to the funding expended; aids in assessing USG law enforcement assistance activities to determine funding requirements and whether funding is warranted and available

Supports liaison efforts to within organization, other government agencies, and non- governmental organizations

Assists in the coordination with counterparts at embassies overseas to provide guidance as an advisor in determining funding and coordinating and developing budgets and foreign assistance programs in Pakistan and the South and Central Asian Affairs (SCA) region

Assists in the oversight, monitoring, evaluation, and coordination and assessment of INL justice programs in Pakistan and/or the SCA region

Coordinates with INL sections and INL/AP to conduct strategic planning of the justice sector, including developing new initiatives and reviewing existing programs

Works with program officers and the procurement division as an advisor to formulate budgets, inter-agency agreements, evaluate SOWs, develop/track program metrics of effectiveness, and monitor budgetary obligations and disbursements

Requirements:


U.S. Citizen.

A Bachelors degree from an accredited institution

Six to ten years experience in relevant field

Demonstrated knowledge of Federal regulations in regard to area of specific need

Proficient in Microsoft Office Suite

Demonstrated experience facilitating organizational change

Preferred Qualifications:


Juris Doctor J.D. or equivalent relevant expertise

Demonstrated experience managing large U.S. or multilateral assistance programs overseas

Demonstrated experience working as an advisor in an international context

Demonstrated experience in implementing rule of law projects overseas

Demonstrated experience working at the U.S. Department of State and or a large legal development organization

Demonstrated ability to work effectively with host nation counterparts to further U.S. program goals and objectives

Demonstrated ability to communicate effectively both oral and in writing

Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times

Demonstrative ability to prioritize work and make decisions

Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines

Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process

Ability to communicate effectively, both orally and in writing, with a wide range of players;

Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis

Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents

Demonstrated knowledge of Federal regulations in regard to area of specific need

The best candidates are Senior All-source Intelligence Analysts who have extensive experience in analysis supporting Counter Missile and Delivery Systems efforts by the U.S. Military or Intelligence Agencies and who have experience delivering in-depth intelligence products that increase the situational understanding and comprehension of missile and delivery systems, WMD, and Improvised-Threats, and associated counter-proliferation networks.


You will serve as a missile/delivery system SME and technical authority with a focus on current/near-term events, plans, developments and trends pertaining to the proliferation of WMD and nuclear/radiological events issues impacting nuclear weapons security force protection and force operability and survivability against a broad spectrum of nuclear, biological, chemical and other WMD events. A Missile Subject Matter Expert conducts applied research on specific intelligence issues pertaining to the WMD threats to US and allied nations provides written input to reports and briefings assists with answering requests for information (RFI) assists in research and analytical data entries related to WMD all for dissemination to Agency leadership and its personnel, Combatant Commands, and the Intelligence Community (IC) in efforts against threat missile and delivery systems, WMDs, threats, and counter-proliferation efforts, and the threat networks that facilitate or employ those threats. You will analyze and produce intelligence products focused on WMDs, and counter-proliferation threats using advanced all source analytic capabilities. You will apply expertise in missile and delivery systems, WMD, counter-proliferation, and network analysis (Counter Threat Network), social network analysis, and command and control systems. You will deliver products that increase the client's situational understanding and comprehension of missile and delivery systems, WMD, and Improvised-Threats, and associated counter-proliferation networks. 


Requirements:


- TS/SCI

- Bachelor's Degree related field with 3+ years of experience, or an Associate Degree with 5+ years of experience, or 7+ years of relevant work experience with no degree. 

- Experience must include providing intelligence analysis for DoD and/or an intelligence agency in an analyst role, including multi-intelligence WMD or counter-proliferation production in the past 7 years and Attack the Network (AtN) analytical experience.

- Understanding of collection techniques and working knowledge of tradecraft and tools used in the WMD and counter-proliferation collection environment

- Ability to use tools such as Analyst Notebook, Palantir. ArcGIS, Google Earth. M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT Database.

- Willing to work rotating shifts if needed - that may include nights and weekends.
