*Required Skills and Qualifications:***
The candidate shall have 5 years? experience in professional analysis
AND 5 years? experience in 3 of the following 4 areas:
* Non-Lethal Technology and policy; or non-lethal research and
development or other non-lethal related areas.
* Studies and analysis for the Joint Staff and/or Combatant Commands
related to non-lethal weapons or intermediate force capabilities.
* Analyzing national security higher level guidance and conducting
related studies.
* Studying and analyzing world-wide non-lethal weapons/intermediate
force capabilities activity.
* Experience writing information papers, point papers, program
objectives and milestones and similar reports and documents.
* Developing relationships and networks among a diverse group of

Colorado Springs Utilities is seeking an Engineering Supervisor of Wastewater Infrastructure Planning to lead, coach, develop, and empower a team of engineering professionals who provide engineering support, direction, and expertise for long-term planning and projects for our wastewater system. With dozens of lift stations, thousands of miles of pipelines, two Water Resource Recovery Facilities (WRRFs), and a solids handling facility, you will have the opportunity to impact all areas of our wastewater system from collection and treatment to solids handling and disposal.
In this role, you will establish the vision, define long-term strategies, and oversee the daily work necessary to plan and develop the wastewater infrastructure necessary to meet the current and future needs of our growing community. You will bring significant industry experience and demonstrated expertise to lead and mentor engineering staff while serving as the subject matter expert in industry and institutional knowledge for the wastewater planning infrastructure team. You will also be at the forefront of the wastewater industry through understanding and anticipating new technologies, industry trends, and regulations affecting wastewater services.
A day in the life of an Engineering Supervisor may include:
Leading, mentoring, and developing a team of engineering professionals on the Wastewater Infrastructure Planning team
Collaborating with other leaders and engineering professionals to develop, refine, and implement planning processes to achieve organization-wide consistency of infrastructure and resource planning methods
Forecasting mid to long-range wastewater capacity expansion requirements
Collaborating with Design, Project Management, and Operations staff to develop and establish consensus on the Wastewater 20-year Capital Improvement Plan
Leading long-term capital planning efforts for the wastewater collection system and WRRFs
Managing the Wastewater Infrastructure Planning Group O&M budget to ensure adequate annual funding and appropriate spending for Studies and Alternative Analyses (SAAs) and facility planning efforts
Maintaining an updated 5-year planning schedule identifying SAAs and facility plans to be completed to support upcoming projects and asset management initiatives
Maintaining Wastewater Treatment Facility Plans and our Wastewater System Plan
Assisting Plant and Environmental staff in negotiating with the Colorado Department of Health & Environment when WRRF operating permits are renewed
Ensuring project delivery best practices are implemented in wastewater planning to properly begin projects and transition between delivery phases
Recommending policies and strategies to senior management relating to level of service, infrastructure, and asset management
Developing master planning strategies within the existing service area and potential future annexations
Anticipating and planning for future wastewater and reuse regulatory compliance requirements
Who You Are

Colorado Springs Utilities is hiring an Electrical Engineer III (mid/intermediate level) to join the Substation and Transmission Engineering group. This opportunity will provide you the opportunity to perform electrical engineering design for our electric system (substations). You will be responsible for specifying and procuring substation equipment and materials. Additionally, you will lead the service procurement tasks as well as project and construction management for substation-related projects for Electric Planning, Electric Construction, Operations, and Energy Supply.
Your engineering expertise and ability to produce quality and accurate designs will ensure that our substation equipment and controls serve the needs of Colorado Springs Utilities transmission and distribution systems today, tomorrow, and beyond. The roles and responsibilities of this position fall under three areas; engineering design, project management, and procurement management.
Engineering Design:
Participating and providing input in the development, engineering, and construction standards
Strengthening technical knowledge as needed for designing substation equipment projects and specifications and knowledge shared with co-workers and team members
Engaging other groups in the organization in technical discussions and awareness
Producing quality design packages necessary for installing new and replacing aged substation equipment and controls
Providing substation technical support through planning, design, construction, commissioning, and energization
Project Management:
Overseeing the quality, efficiency, and suitability of all technical project outputs
Facilitating project meetings, and effectively communicating between stakeholders and the project team
Providing support in developing scope, schedule, and budget for substation projects during project planning
Taking lead during project delivery, aligning project scope and execution with technical requirements while keeping projects on time and on budget (Microsoft Project or Primavera experience preferred)
Gathering all materials and equipment necessary for a project
Coordinating with multiple groups while tracking project changes and reporting project status
Procurement Management:
Coordinating with the procurement department to purchase equipment and services through bid and/or proposal processes
Writing statements of work to fully capture the project needs and procuring materials required for project construction
Monitoring and controlling schedule with contracting service to meet project needs

A bachelor's degree in Electrical Engineering is required to be considered for this position; an emphasis in Power Systems engineering is strongly preferred
Engineer in Training (EIT) or Professional Engineer (PE) registration and/or Project Management Professional (PMP) certification is desired but not required
A minimum of 4 years of electrical system design experience and familiarity with one-line / three-line diagrams; current, voltage, and trip schematics; and panel/equipment wiring diagrams including point-to-point and inter-panel wiring is preferred

The roles and responsibilities of this position include:
Training under the Senior Substation Maintenance Engineer on substation equipment design, testing, and providing support on miscellaneous responsibilities
Developing familiarity with and providing support to Subject Matter Expert for substation equipment. This includes equipment: technical specifications, procurements, design reviews, factory testing, operating manuals, and forecasting
Providing support for analyzing and interpreting the results of various substation equipment tests and recommending appropriate actions to be taken
Developing familiarity with and providing support for relevant NERC standards
Providing technical support for field personnel as needed, including after-hours
Provide support for analyzing and prioritizing maintenance work and develop maintenance intervals and practices for all substation equipment
Developing standards for substation spare parts, materials, and equipment; and incorporating the necessary material/equipment into the system
Providing support for developing, maintaining, and administering relevant training to substation personnel, including the Substation Hazard Communication training (web-based and in-class)
Working with warehouse personnel to incorporate necessary material/equipment into the system for both the Substation Operations and Relay Instrumentation and control groups
Working with the procurement department to manage and procure substation equipment and service contracts including proposal evaluation

A day in the life of a Workforce Management Analyst may include:
Developing, automating, and analyzing a variety of workforce management and productivity reports on staffing, call volume, average hold time/average talk time/average call waiting, shrinkage, response times/arrival patterns, and agent productivity
Developing recommendations from reports to improve efficiencies and labor optimization
Presenting data analysis findings and recommendations to senior leadership
Conducting complex cost-benefit, labor, economic, financial, and systems analyses; identifying trends, evaluating data, formulating innovative plans, preparing and delivering reports, and presenting information to key stakeholders
Participating in custom projects applying project management experience; providing deliverables utilizing techniques for planning, performance tracking, change control, risk management, and support of the strategic direction of the organization

Our Industrial Pretreatment team is seeking a Senior Environmental Technician knowledgeable in compliance programs related to wastewater regulations. You will make a positive impact on our team through significant industrial user permitting, providing support to sector control programs (such as fat, oil, and grease), sampling, and evaluating industrial user surveys. A day in the life of a Senior Environmental Technician may include:
Performing industrial permitting activities, including permit drafting, issuance and management, facility inspections, reporting, sampling, identification of non-compliance, enforcement, and providing support to permitted industrial customers
Performing sector control program support (e.g., requiring users to install sector-specific control systems or make changes to methods of waste disposal)
Performing investigative fieldwork to pinpoint sources of wastewater pollutants
Evaluating non-domestic users to characterize industrial activities and waste streams; verifying information provided by industrial users; and documenting findings and communicating with facilities
Recommending and completing program compliance enforcement under the direction of the supervisor
Interfacing with various constituents and providing answers and information regarding program requirements, details, and specifications
Installing, programming, maintaining, and troubleshooting IPT’s monitoring, data recording, and automatic sampling equipment

Who You Are
The following knowledge, skills, and expertise are valued for this role:

What You?ll Get to Do:
As a CACI-Wexford Irregular Warfare Analyst, you will serve in both a
deployed and reach back role, conducting irregular warfare analysis on
threat networks that employ or facilitate the use of improvised threats
such as Improvised Explosive Devices (IEDs). You will support SOF and
conventional units in comprehending how irregular warfare threats are
organized, manned, equipped, and sustained and provide intelligence
support to policy makers, planners, and operational forces engaging
these threats.
More About the Role:
While deployed, you will embed with warfighters to assist operational
and tactical commanders, their staffs and subordinate units and apply
irregular warfare analysis to enhance their effectiveness against threat
networks. You will apply irregular warfare analytic expertise and make
recommendations for future products, anticipate customer intelligence
needs, and explore anomalies, new developments, and trends that could
impact or threaten US operational capabilities or intelligence
requirements. Most deployments are 180 days in length.
While providing reach back support, you will directly support embedded
teammates; answer requests for support from other tactical units; and
work closely with a wide variety of units, institutions, and partners.
You will assist with pre-deployment training/preparation, conduct
professional development within the CACI-WGI Irregular Warfare Analysis
Team, and mentor new members of the team to ensure they are ready to

Among the topics you will analyze are insurgent political and military
organization, military capabilities, and combat tactics, techniques, and
procedures as well as recruitment, training, sustainment, population
influence and control methodologies, material procurement, development,
and proliferation, transregional logistics and financing.
You?ll Bring These Qualifications:
* Current Top Secret/Specialized Compartmented Information Security
Clearance.
* Minimum one-year experience in forward deployed locations supporting
tactical operations.
* Minimum two years of experience conducting analysis of irregular

WHAT YOU WILL BE DOING
Develop overall strategic objectives and long-range goals within the USINDOPACOM C5ISR portfolio
Lead the pursuit of strategic opportunities in alignment with the established business strategy, including campaigns to secure development and production contracts for IAC2 products and capabilities
Serve as the primary business development interface in the USINDOPACOM market for the IAC2 Vice President and USINDOPACOM Program Director
Collaborate with domestic and international counterparts to assess and anticipate market shifts, to identify opportunities for strategic partnerships, and to position the organization for future growth
Develop outstanding relationships with external and internal customers across the line of programs and pursuits
Closely partner across RII to strategically align strategies and technologies, enabling customer focused solutions and long-term roadmap synergies
Serve as the interface for teaming strategy development with small and large businesses; lead and execute the teaming process
Partner with Corporate Strategy and Business Development, Marketing and Communications, and others as required
WHAT YOU HAVE DONE
15+ plus years of aerospace and defense industry experience. Relevant military service may be considered as substitution for years of industry experience
10+ years of experience in business development or capture management with proposal development experience, including developing business strategies focused on customer values
At least 5 years of demonstrated team leadership that includes proven communication and presentation skills, effective decision making, building consensus, conflict resolution, and sustaining the team's energy and commitment
Willingness and ability to travel domestically and internationally up to 25%
US Citizenship and Secret clearance required
Broad strategic thinker with strong understanding and relationships in the USINDOPACOM C5ISR market
Ability to bridge from strategy to actionable objectives, actions, and progress metrics through critical thinking
Advanced leadership and relationship building skills with the ability to manage through influence and form creative partnerships to identify issues, drive innovation and obtain consensus in order to achieve business objectives
Ability to think strategically and manage the development of long-range objectives and strategic plans by identifying strategic opportunities and issues that could affect growth and profitability
Ability to work across a geographically dispersed organization with demonstrated ability to work in a team environment
Exceptional communication skills (verbal, written and presentation) including an ability to prepare and present concise oral and written reports, briefings, updates and other documentation, and represent the organization on significant matters
Demonstrated ability to lead teams in developing and delivering superior products within constrained schedules and resources

Proven full spectrum leadership behaviors including shaping future, building effective relationships, energizing the team, delivering results, and modeling ethical behavior
Proven experience managing multi-million dollar budgets
Proven experience working with Coalition partner
Experience working with Shipley or other formal business development frameworks
Top Secret / SCI clearance
