The following functions shall be performed in accordance with the SSC Standard Operating Procedures, the Agency’s policies and guidance, and the Office of Personnel Management’s (OPM) rules and regulations: a. Consult with the SSC HR Specialists on recruitment actions b. Develop job analysis and create crediting plans c. Draft vacancy announcements using EPA’s EZ Hire systems d. Conduct qualification determinations e. Prepare certificates of eligibles f. Risk Designation (OPM’s Position Designation Automated Tool) g. Coordinate with Personnel Security Branch Recruitment Staffing Specialist: Provides expert recruitment and staffing related services, applying skill levels equivalent and on par with a GS-12 level Federal staffing specialists. The expert/specialist(s) shall have responsibility for providing support to human resources specialists in the SSCs. Key responsibilities shall include developing job analyses, developing crediting plans, drafting vacancy announcements, reviewing qualifications, and preparing certificates of eligibles.
