Primary Purpose: The incumbent of this Human Resources Specialist (Employee Benefits - Occupational Workers Compensation Program (OWCP) position exercises full program responsibility, to include planning, developing and implementing a comprehensive and intensive case management and return-to-work program, and serves as the Injury Compensation Program Administrator (ICPA) implemented under the Federal Employees' Compensation Act (FECA), Chairperson for the FECA Working Group, liaison to the Department of Labor and as the Unemployment Compensation Administrator.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Specific Duties:
• Researches and analyzes regulatory guidance and policies on FECA and return-to-work issues to develop and recommend local policy and procedures that implement all aspects of the program.
• Prepares, develops and conducts workshops for employees and manager to disseminate information regarding regulations, directives, Department policies and Federal statutes dealing with Workers Compensation.
• Administers all aspects of the FECA program. Reviews, analyzes, and interprets injury compensation standards established by Congress and the Department of Labor (DOL). Implements activity injury compensation regulations, court decisions, DA policy, and all other regulatory sources. Prepares briefings and publicity materials to ensure that supervisors and employees are fully and currently informed.
• Reviews FECA claim cases during initial and post-injury phases to monitor the use of continuation of pay and to ensure that only substantiated and eligible injured workers.
• Manages all official records according to established laws, regulations and procedures. Coordinate and/or drafts responses to FOIA, Privacy Act and other official requests.
• Performs other duties as assigned.
• NOTE: This position is telework eligible in accordance with OPM and DHS regulations, local FEMA policy and approval by the supervisor. Telework is not an employee entitlement.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade.

Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.

Specialized experience is described as experience developing and administering operational procedures for the Federal Employee Compensation Program (FECA) covering on-the-job injuries and occupational disease, continuation of pay, wage loss compensation, monitoring of claims and claimants, return to duty placements, and/or close out of cases.
To qualify for this position at the GS-11 level you must possess at least one of the following:
Have at least one (1) year of specialized experience equivalent to the GS-09 grade level in federal service. Specialized experience is described as experience developing and administering operational procedures for the Federal Employee Compensation Program (FECA) covering on-the-job injuries and occupational disease, continuation of pay, wage loss compensation, monitoring of claims and claimants, return to duty placements, and/or close out of cases. OR
Possess a PhD or equivalent degree or three full years of progressively higher education leading to such a degree or LL.M if related.
OR
Possess a combination of education and experience as described above that when added together they equal 100 percent of the total requirement.

To qualify for this position at the GS-12 level you must possess the following:
Have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service. Time-in-Grade Requirements: Status applicants must have served 52 weeks at the next lower grade in the Federal service. To be creditable, one (1) year is required at the GS-09 level for the GS-11 and one (1) year is required at the GS-11 level for the GS-12 position.

QUALIFICATIONS REQUIRED:
To qualify for this position at the GS-11 and GS-12 levels you must possess at least one of the following:
GS-11 - One full year of specialized experience at the GS-9 level . Specialized experience is described as experience assisting in emergency management for disaster response and recovery operations and staff deployment, including related database management activities.

• Utilize Mobility Inventory Control and Accountability System (MICAS) to monitor CWDE inventory, shelf life, contract numbers, lot numbers, bag position numbers, authorized quantities, on-hand quantities, sizes and deployed status

• Ensure training assets are maintained separately from contingency real-world assets

You will serve in the Mississippi Recovery Office (MSRO), Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.
Relocation expenses are not authorized for this position.

Specific Duties: Incumbent serves as a specialist providing technical assistance in financial management, reconciling financial reports, and preparing, or assisting in the preparation of reports. Performs work in the areas of financial management and manages, directs and evaluates the activities of staff in the areas of Funds Control and Travel.
Provides information to the Finance Director concerning the most efficient and effective means of distributing and allocating funds for long-term recovery operations. Meets with, and assists, the Finance Director when funding increases are necessary and coordinates the increase with the Office of Financial Management (OFM).
Monitors allocation and obligation of funds and monitors levels while processing funding requests for allocation. Monitors commitments, obligations and expenditures and identifies trends in commitments and obligations.
Coordinates a financial filing system and maintains information therein to include financial disbursement activities related to travel, vendor contracts and interagency agreements.
Makes recommendations to the Finance Director for improvements related to funds control management systems and ensures that data entered into automated financial management systems have proper accounts assigned. Determines reasons for an out-of-balance condition and implements processes to correct the condition including the identification of improvements to the system and mechanisms to take corrective action.
Analyzes use of funds in assigned program areas, prepares and presents to Finance Director status reports on use of funds, and forecast future funding availability based on pending, current, or past usage. Prepares financial reports, provides information on obligating/funds for personnel, equipment, supplies, etc., and collects information for the Finance Director from all groups and branches to develop projections of cost and expenses.

EDUCATION: Bachelor Degree (Technical discipline, Mechanical, Metallurgical engineering). EXPERIENCE:
Required: Minimum of 5 years management experience in a small to medium facility with at least 100 employees, 5 - 10 years experience managing a diverse staff in a medium to large metals machining operation. SKILLS: Excellent communication & interpersonal skills. Strong technical background, i.e. Forging, Metals Machining, Plastic Extrusion. Proven leader with experience supervising managers.
Budgeting experience required. Strong writing, computer and presentation skills. Working knowledge of SPC, Lean manufacturing, Kanban preferred.
