The contract will require intelligence analysts capable of fusing intelligence information from multiple disciplines, to include Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Communications Intelligence (COMINT), Imagery Intelligence (IMINT), Measurement and Signature Intelligence (MASINT), Counter Intelligence (CI), All-Source Analysts, Targeting Analysts, Collection Management, as well as Industrial Security Professionals. The MLT analyst will have advanced targeting skills and a comprehensive understanding of the operational cycle as well as the data, tools, and techniques used for each phase of targeting. MLT analysts shall have firsthand experience targeting networks or individuals within networks and identifying vulnerabilities for exploitation. Analysts interested in this opportunity must have experience in several of the aforementioned disciplines. Employees on this contract will be responsible for providing intelligence analysis and all aspects of information gathering, research, threat assessments, Client development and predictive analysis as part of a Special Operations Forces (SOF) analytical team. Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones. Deployments may be to a theater of operations with permissive, uncertain, or hostile environments while living in austere conditions for extended periods. Intel Plans and Integration Senior Mentor (Kabul, Afghanistan)(S) Intel Plans and Integration Senior Mentor Background: The personnel of the DCOM-A G2 Intelligence Training and Advisory Group (INTAG) are responsible for training, assisting, and advising the Assistant Ministry of Defense Intelligence (AMoD-I), General Staff Intelligence (GSG2) Staff, National Military Intelligence Center (NMIC), and elements of the National Military Command Center (NMCC) in intelligence operations, policy, doctrine, planning, programming, management, staff supervision, process and intelligence oversight in support. All contract INTAG personnel will maintain a deliberate focus on Intelligence Institution Building and Critical Functions using DOTMLPF and associated methodologies or an alternative provided by the military or government contract leads. Responsibilities and Deliverables: A) Train, advise, assist the Deputy GSG2 Plans and Integration personnel and AMoD-I Plans personnel on the following tasks: 1. Development and implementation of core MI disciplines. 2. Development of doctrine, training, manning, equipping, and managing Intelligence Discipline Requirements. 3. Perform of the TAA function with regard to the MI baseline assessment to identify current status of personnel, equipment, and training proficiency. 4. Development and implementation of Officer and NCO intelligence professional career development programs. B) Provide intelligence support and liaison in conjunction with Coalition Forces to operational and strategic planning efforts. C) Perform the TAA function with regard to ANA intelligence force development and future growth concepts for the purpose of managing GSG2 Tashkil authorizations. D) Train and mentor intelligence planning staff to support operations and intelligence fusion in support of overall operational requirements. E) Advise and assist the CJ2 and GSG2 senior advisor with liaison duties and assist with Essential Function 7 coordination with special projects as directed. Minimum Qualifications: A) Recent strategic or operational experience in MoD or Afghan General Staff environments, strategic intelligence agencies, inter-agency strategic operations preferably in Afghanistan or Iraq training international forces, as a Senior Level Government, Military Officer, Senior NCO or contractor assigned to like positions. B) Documented experience in one of the following disciplines/duties: HUMINT/CI, Targets, Imagery/Terrain, Collections, Requests for Information Management, SIGINT, GEOINT, OSINT, Targeting, Intelligence Analyst/Watch Officer, Communications (Intelligence Systems and Technical Support), CCIRM, Analysis and Production, multi-echelon intelligence fusion, intelligence business operations, individual agency/directorate functions, building intelligence institutions and Program Management. C) Practical Knowledge of Microsoft Office Suite. D) Experience in professional development & training and working with Middle Eastern or Central Asian cultures is desired. E) Military Education level (MEL) 4 required (Intermediate Level Education/Command and General Staff College or service equivalent). F) Prior experience advising at the General Officer level. G) Prior experience as US military O-5 is required. H) Candidate must meet all physical, medical and other requirements for overseas deployment in accordance with current DoD regulations. Candidate must possess a fitness level appropriate to performing work in a field environment and current medical exam completed within the past 12 months. Candidate must have been tested and present proof of a negative HIV test result performed within six months of deployment. Dental and medical readiness must be up to date and candidate must maintain a current US Passport. Job Responsibilities: The Senior Technology Manager will utilize experience and knowledge in acquisition policies and procedures to provide support to acquisition programs, including: • Help ensure the maintenance of documentation of program costs and schedule adherence. • Assess progress in assigned projects/programs including cost estimates, schedules, and performance supportability baseline requirements by applying known methods and procedures. • Help establish management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems. • Review programming documents and/or help assess the impact of external actions to determine their effect on the development, production, and logistical support and to ensure that programs are within baseline and budgetary limitations. • Assist the government in providing feedback to customers and keep abreast of changing environments and potential shifts in emphasis or other program changes. • Help coordinate program changes and engineering compromises to assess the resulting changes in other areas of the program. • Visit contractor plants/facilities in conjunction with Government personnel to help observe progress, discuss and resolve problems, and otherwise ensure the contractor is meeting contractual provisions. • Prepare and present staff studies for presentation to program leaders and other management officials. • Conduct presentations and demonstrations on program status, costs, adherence to baselines and schedules. • Advise Government program managers of significant actions or problems, and seek resolution. • Analyze interrelated issues of effectiveness, efficiency, and productivity; develop recommendations to solve problems; and apply program management principles to guide program accomplishment through the various phases of the acquisition cycle. • Assist Program Managers with quantifying and measuring program performance; providing warnings when a program is deviating from the baseline; mitigating risks associated with cost and schedule overruns; and providing a means of forecasting final cost and schedule outcomes by employing Earned Value Management (EVM) to coordinate cost, schedule, performance goals of SOF AT&L programs. Job Requirements: • Bachelor's degree and 10 years of relevant experience. 20 years of experience in lieu of a degree. • TS/SCI security clearance. • Acquisition professional with expertise in S&T initiatives and international programs.
