PROGRAM POSITION TITLE 1. Acquisition Support Specialist
PROGRAM LABOR CATEGORY AS IV
SECURITY CLEARANCE SECRET

PRIMARY FUNCTION(S)
Provides program acquisition support to the Joint Space Operations Center (JSpOC) Mission System (JMS) program within the 850th Electronic Support Group (ELSG)/NGJ. Provide acquisition, program management and operational support to the JMS Program Manager to assist in managing acquisition of a net-centric environment and service oriented architecture that will provide effective command and control as well as space situational awareness to the Joint Force Component Commander-Space and to users throughout the DoD. Supports all activities prescribed by regulations, policies, and procedures related to the program and contracts.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
Provides non-technical acquisition support to include but not limited to, guidance and expertise necessary to apply principles, criteria, and procedures of DoD Directive 5000.1, DoDI 5000.02, and other DoD, AF, AFMC, and ESC instructions, directives, regulations, and guidance documents as applicable.
Develops and refines acquisition documentation required by DoD, USAF and ESC directives to support given acquisition requirements and review acquisition documents developed by other subject matter experts (SMEs) to ensure all requirements are incorporated.
Identifies and develops improvements along with proposed implementation of highly complex processes in the acquisition community within the context of extreme time pressures, conflicting requirements, and resource limitations in absence of closely related precedents.
Represents program management concerns and ensures they are adequately considered during the process of developing streamlined plans and proposals.
Advises Program Manager/Lead of significant actions or problems with proposed plans and recommends solutions.
Serves as a member of Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans.
Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning.
Organizes team efforts, develops and recommends proposals for improvement, resolves integration issues identified, and advocates solutions for program management concerns.
Evaluates the relative levels of desirability and feasibility of alternative courses of action, and recommends decision options with supporting implementation plans.
Participates in conferences and meetings to deliver presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
Helps negotiate and resolve controversial issues, advocates proposals and recommendations, and reports on progress in resolving critical issues.
Consults with acquisition managers and executives to influence future policies and initiatives from a program management perspective.
Prepares, presents, defends, and interprets staff studies to the Programs Manager/Lead and/or other management officials.
Conducts meetings and working groups to address problems, technical developments, program changes, etc., and to collectively prepare an approach to incorporate responses to required acquisition program changes.
Briefs higher levels of management on program progress, problems, and other factors of interest or inquiry.

MINIMUM QUALIFICATIONS
Twelve (12) years experience in DoD acquisition support, program planning, financial budgeting, financial management, tracking, reporting, and evaluating metrics, organizing and managing critical aspects of the development, production, deployment, and sustainment of capabilities, systems, subsystems, and equipment.
Bachelors degree.
Program management training and experience equivalent to DAU Level I certification in Program Management.
Knowledge/understanding of laws, principles, policies, and practices of systems acquisition and program management.
Experience supporting DoD programs of similar scope.
Ability to plan, organize, lead, and manage critical aspects of research, development, production, and support of subsystems or equipment, and integrate, analyze, and manage a variety of acquisition functions and personnel in support of the process.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
Excellent proficiency in MS Office applications (Word, Excel, PowerPoint, and Project).
Candidate must possess a Secret Clearance as a minimum; must be able to quickly obtain a Top Secret Clearance.

PREFERRED QUALIFICATIONS
Program management training and experience equivalent to DAU Level II certification in Program Management.
Knowledge/understanding of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process.
Familiarity with the Planning, Programming, Budget Execution/Program Objective Memorandum (PPBE/POM) process.
Familiarity and/or experience with technical, logistics, and operations aspects of Air Force Capabilities Planning.
Candidate possesses a Top Secret Clearance.

WORKING LOCATIONS & ADDITIONAL INFO
Work location is Peterson Air Force Base, Colorado.
Periodic travel in support of program reviews, meetings, and conferences is required.

Information Operations Targeting Officer
Duty Location: Iraq
Clearance: Secret

Requirements:
The Information Targeting Operations Officer must possess a SECRET clearance and will be expected to work in a SCIF environment The TO must have an in-depth knowledge of US Army Psychological Operations (PSYOP) doctrine and methods, Information Operations doctrine and methods as well as working knowledge of the Military Decision Making Process (MDMP) and the military targeting process.
Prior experience in the region with the United States military is preferred. They will be expected to perform at a level commensurate with a work production of a professional who is equivalent level of a company grade officer, at a minimum, with a degree in Middle East or Arabic area of studies or significant life experience in operational environment

Job Responsibilities:
The Information Operations Targeting Officer provides the division G7 section a dedicated analyst and operations officer to plan, coordinate, and synchronize Information Operations in support of efforts to capture wanted individuals and disrupt enemy networks as part of the unit's mission of supporting the Iraqi Security Forces. They will be tasked to provide written and graphic input to daily targeting meeting, participate in the design of PSYOP products as well as the development of a supporting Key Leader Engagement plan.
The Information Operations Targeting Officer shall be required to monitor, assess and track the current operational actions in the battle space that specifically pertain to Information Operations; determine targeting and engagement opportunities through rapid obtainment of situational awareness and situational understanding of the Iraqi operating environment; create and manage a spreadsheet that tracks targeting nominations against the approved targeting list; and monitor the completion of the targeting engagements and gauge the results against the Measures of Performance and Measures of Effectiveness.
They will participate in the Information Operations Working Group and in conjunction with the Information Operations Officer, the Engagement Officer, and the PSYOP Officer, will take non-lethal targeting nominations to the targeting working groups. The Information Operations Targeting Officer will generate reports in preparation for the Battle Update Assessments (BUA), the weekly Information Operations Working Group, and additional meetings to support the division's operations.

Work Environment:
Advisors will live and travel where needed. Advisors provide professional technical support services, advice, and assistance to U.S. and Coalition organizations supporting Operation Iraqi Freedom in Iraq. Therefore, contractor personnel will be required to work alongside military units and with PRTs on location in provinces around Iraq. The precise mix of services required is subject to mission requirements; therefore, specific requests will be issued detailing the exact mixture of expertise needed for each situation as the mission requires.
When required, contractor personnel will be required to provide support in an advisory and assistance role which includes but not limited to:
(1) Prepare required documentation to include technical reports, in-depth analysis, or specialized graphics.
(2) Assist in and present demonstrations, facilitate workshops and partner meetings.
(3) Conduct work assignments and adhere to standards of conduct as prescribed by U.S. military instructions, this contract, and laws of the host nation.
(4) Live and work in harsh, desert, mountain, and other environments to include living in dire conditions and temporary facilities. These facilities will be the same standard as those provided to U.S. Government personnel and in accordance with theater guidelines and local camp facilities. Initial living conditions may include tents for sleeping, temporary shower facilities, and porta-toilets. Contractor personnel will be moved to improved living conditions (trailers for sleeping, showering and latrines) when available, and at the discretion of the Garrison Commander.
(5) Provide technical services and analyses during levels of heightened state of threat, or combat conditions.
(6) Assist in basic office administration such as answering the telephone and keep work area clean.
(7) Required, on a limited basis, to travel to countries (Kuwait, Jordan, Qatar, etc.) other than Iraq in order to provide assistance to U.S. Government personnel on the mission.
(8) Contractor personnel gathering atmospheric information routinely operate outside of the Forward Operating Bases (FOBs) without military escort or security. Logistical support of these missions will be provided by the U.S. Government.

Duty Location: Iraq

Requirements:
Strategic Team Director must possess at least 5 years of program management experience with a program comparable in size and complexity to this type of contract. In addition, must possess both professional knowledge of and demonstrated experience in several of the following fields: military operations, conflict stabilization, counterinsurgency (COIN) techniques, foreign internal defense (FID), intelligence, and/or low level source operations (LLSO).
The Strategic Team Director must have an understanding of Iraqi and Middle Eastern societies acquired through experience or professional study. Shall have a SECRET security clearance or an interim SECRET clearance. Contractor employee from a Coalition Nation must be cleared up to and including Coalition SECRET such that they are warranted Coalition classified access.

Job Responsibilities:
Strategic Team Director supervises and coordinates all contractor personnel assigned to advise/assist command or division staff and subordinate units. They are responsible for:
* Day-to-Day operations, training, administration and logistics of supervised contractor personnel.
* Developing and executing plans for training Advisor personnel and continuously striving to improve the quality of service provided by contractor personnel.
* Rapidly disseminating and making readily accessible all contractor products.
* Ensuring appropriate representation at essential briefings and planning sessions for supported units.
* Immediately informing contractor management and appropriate government representatives, particularly the ICPM and COR, of ANY issues that adversely impact mission performance; including but not limited to, travel restrictions, essential equipment shortages, government personnel complaints, security incidents, employee misconduct or unauthorized leave, and similar matters.
* Timely submission of weekly activity reports, employee status, timecards, and leave; equipment status; and any other requested administrative information.
* Coordinate with contractor management and appropriate government representatives, particularly the ICPM and COR, regarding any and all issues related to contract employees or performance.
* Assuming the duties of the ICPM in that individual's absence.
* Overseeing management and updating of the main Advisory, Atmospheric and Analysis website.

Special Advisor
Duty Location: Iraq

Requirements:
The Special Advisor must be able to effectively communicate, verbally and in writing, in both English and Iraqi-dialect Arabic or Kurdish able to conduct real-time and accurate interpretation of on-going conversations. They must be able to function effectively and efficiently during extended periods of high pressure and stress; Capable of being accepted in professional relationships with host-nation counterparts in which they will be interacting.
The Special Advisor must be able to perform basic computer skills using Microsoft Office 2007 to include the ability to utilize an Arabic keyboard without the aid of translation software (for example Google, Rosetta Stone, etc.). Must possess a valid U.S. civilian or international driver's license in order to drive Government-owned or Government-leased vehicles.

Language skills Requirements:
Fluency in written, typed, and spoken English and Iraqi-dialect Arabic or Kurdish is required. Have ability to write senior level reports and proposals that conform to the prescribed cultures predominant style and format. Possess ability to write and type analytical op-ed articles and papers. Ability to effectively present information and respond to questions from government entities, staff, fellows, as well as sponsors, partner organizations, and the general public. Recommend ability to execute good spoken, typed, and written command of the required dialect of Iraqi Arabic or required specific other languages existing in Iraq.
Job Responsibilities:
Special Advisors work in close coordination with supported units, contractor management, and Coalition members. The function as a liaison between supported units and significant and prominent political economic, and cultural entities throughout Iraqi society, and facilitate access to officials in the government and other prominent individuals in key positions of authority. Special Advisors provide regional and tribal perspectives and advice to the Coalition regarding religious, cultural, tribal, economic, political, and security issues.
They attend and participate in planning and development meetings. If required, Special Advisors are required to maintain a network of local national advisors and additional contacts, in relevant communities or organizations in Iraqi society and for the purpose of facilitating interaction and gathering atmospheric information.

Education and/or Experience Requirements:
Each Special Advisor will be a U.S. or Western-oriented citizen with an Iraqi background, committed to the reconstruction and development of a democratic Iraq. Advisors must be a degreed professional meeting minimum education requirements or equivalent experience of a Bachelor's Degree or possess a special identifiable skill as required by the U.S. Government. As appropriate, and on a case-by-case basis, the stated qualification level of a Bachelor's Degree may be modified, should exigent circumstances arise.
For a majority of validated positions, Advisors shall have a U.S. SECRET security clearance or an interim U.S. SECRET security clearance. Advisors from a Coalition Nation shall have clearance for Coalition SECRET such that they are warranted Coalition classified access. Have subject matter expertise of specific value to the U.S. Government and Coalition Forces.

Senior Advisor
Duty Location: Iraq

Job Responsibilities:
Senior advisors are highly educated and experienced individuals who serve across staffs at all levels and in some cases positions of direct advisor to general officers/flag officers. Senior Advisors will be required to work alongside military units on location in provinces around Iraq. As the military mission evolves in Iraq, the contractor will be prepared to re-assign Senior Advisors within the command as needed to support emerging requirements and updated priorities.
Senior advisors apply skills and experience in a wide range of activities to include but not limited to: facilitating commander interaction with communities or persons of interest; reconciliation promotion, conflict resolution, and prevention; economic recovery and vocational training; governance and elections support; media event analysis; informal polling and surveys; civil society development; infrastructure rehabilitation; agriculture; and medicine. Potential candidates must disclose business interests, commercial relationships, or real property owned in Iraq or the Middle East, to prevent conflicts of interest.
The selected advisor must be able to perform the following activities:
* Provides in-depth project development/management advice to the supported senior officer
* Works in close coordination with supported units, contractor management, and Coalition members.
* Provides regional and tribal perspectives and advice to the Coalition regarding religious, cultural, tribal, economic, political, and security issues.
* Serves as liaison between supported units and significant prominent political economic and cultural entities throughout Iraq society, and facilitate access to officials in the government and other prominent individuals in key positions of authority.
* Provides broad based areas of advisory support to include; advice on strategic planning, research and analysis, and recommendations to assist the Commanding General, Multi-National Forces-Iraq, in all aspects of developing strategic options for program development, systems review, and strategic messaging.
* Reviews and evaluates on-going strategic and political actions making recommendations concerning the full integration of strategic initiatives and options regarding security and foreign relations.
* Prepare required documentation to include technical reports, in-depth analysis or specialized graphics.
* Participates and/or visits ongoing military operations at locations where projects are assigned.
* Serves as a facilitator and advisor at various command levels
* Assists with the collection and organization of information involved in assigned projects and field work
* Maintains Operational focus on assigned projects
* Maintains strong business relationships with all partner organizations, donors and commands

Education and/or Experience Requirements:
Masters degree or higher, including Ph.D., JD etc..., in social sciences (cultural awareness, history, anthropology, political science, international relations, peace and justice programs and related fields); Must possess a vast degree of knowledge and experience of Iraqi cultural dynamics and previous history of working with Coalition forces. Possess significant tribal, political, religious, business and or military connections in Iraq and possess established ties to key figures in Iraqi society relevant to the required area of expertise, and the ability to foster additional ties that aid and assist Coalition forces in carrying out their objectives. Possess an understanding of Middle East culture, in Iraqi society in particular, acquired by personal experience or professional study Must be a U.S. or Western-oriented citizen with a valid active Department of Defense SECRET security clearance or an interim SECRET clearance.
Contractor employee from a Coalition Nation must be cleared up to and including Coalition SECRET such that they are warranted Coalition classified access. Senior Advisor's shall be familiar with basic literature relating to identity-based conflict, conflict resolution, ethnic identity, and role of historical memory in conflict. Recommend candidates possess experience in military operational and staff experience, a non-profit organization or governmental agency in the area of counter-insurgency, peace-building, human rights, social and transitional justice, or conflict resolution and to those who have mediation or conflict resolution training and/or experience as facilitators or trainers.

Skills/Abilities Requirements:
Organized and motivated self-starter with strong community and time management skills; Have a strong track record in writing, having written on topics related to historic memory, conciliation after conflict, transitional justice, ethnic identity and/or conflict resolution; Possess proven ability to operate at the highest levels of Iraqi government affairs, with Coalition Forces and the Department of State;. Have excellent written and verbal communication skills and self-confidence to ensure effective and tactful communication and representation of the Center towards partner organizations, as well as the public; Demonstrate good work ethic, be dependable, and reliable; Demonstrate ability to empathize and communicate comfortably with people of diverse backgrounds; Demonstrate good leadership and team-building skills and be comfortable with the responsibility of coordinating and / or working with military staffs, and other advisors; Possess ability to write analytical op-ed articles and papers; Ability to effectively present information and respond to questions from government entities, staff, fellows, as well as sponsors, partner organizations, and the general public.
They must be able to multi-task, work with composure and flexibility in accordance with changing deadlines, be an integral part of the team and have a sense of humor; and have well developed word processing, spreadsheet, graphic presentation and Outlook computer skills to include the ability to utilize an Arabic keyboard. In addition, recommend candidates possess experience in publishing, public relations, and office administration.
They must possess valid U.S. civilian or international driver's license in order to drive Government-owned or Government-leased vehicles.

Language Skills Requirements:

Immediate Vacancies: The UAE Special Operations Command has immediate openings for two System Approach to Training (SAT) Analyst and Collective Training Design Specialists.

General Job Description. The SAT Analyst and Collective Training Design Specialists will work in the Headquarters of the SOC, in the Training Department. Responsibilities will include developing collective training processes and products for the subunits of the command, based on the Systems Approach to Training (SAT). Collective training will focus on Teams, Sections, Platoons, Companies and Battalions. Core training areas will be Counter Terrorism, Amphibious Operations and Mobility Operations. The SAT Analyst and Collective Training Design Specialist will develop SAT products that support training and evaluation in core disciplines (similar to US ARTEPs). As no formal collective SAT processes yet exist in the command, the two SAT Analyst and Collective Training Design Specialists will initially assess requirements and develop a SAT Collective Training SOP and a SAT Collective Training Implementation Plan. Once the SOP is developed, approved and in-place, the SAT Specialists will begin to develop products to support collective training.

Qualifications. The candidates will have formal training and certification in the System Approach to Training (SAT) and will have extensive practical job experience in a position as a SAT Analyst/Design Specialist in a Training Command such as TRADOC, the JFKSWCS (DOT-D), the Infantry Center, etc. Both formal training and job experience are required. The ideal candidate will be an ex-Special Forces senior NCO or Commissioned Officer. A high-degree of computer proficiency is required with particular emphasis in MS Word and Excel.

Location and Compensation. The positions are in Abu Dhabi, United Arab Emirates with the UAE SOC HQ. The work environment is in a modern office with approximately 35-40 hours of work each week. Compensation is very generous with a large base salary, vehicle, phone and utilities allowance (totaling approximately $145,000(+) annually). Housing is paid for with a more than adequate housing allowance. Vacation is 36 days annually with round trip Business Class airfare from Abu Dhabi to home of record, twice a year for employee, spouse and up to three children. Education allowance is provided for up to three children ages 3 to 18. An end of service gratuity is paid consisting of three weeks' salary for each year of service. A shipping allowance is authorized for inbound and outbound shipping of household goods and furniture allowance is paid on arrival. Initial contract is for two years.

>SCOPE OF WORK. Subcontractor will fill current and emerging Preparation of the Environment (PE) capability gaps by providing field craft focused training in order to increase the effectiveness, lethality and survivability of SOF elements conducting CONUS and OCONUS missions and training. The subcontractor will provide a 9 week hands-on TTP focused, non technology based field craft training based on small-team operations. The use of live facilities and low student to instructor ratio ensure a technical, tactical and operationally sound training product. The use of a real-time culmination exercises that encompass all of the Groups operational environments solidify the training and produce a quality Special Operations soldier. 25. Lead Environmental Civil Engineer (Dayton, OH)

Key Role:
Assist Military clients, including the Air Force and AFMC with broad advisory and assistance consulting support, including leadership and assignment support across MILCON and SRM, readiness planning, asset management, BRAC, including legacy BRAC and BRAC '05, environmental restoration or compliance, housing privatization, DoD transformation, and DoD acquisition. Plan, organize, and lead tasks and projects across the broad spectrum of installation and real property support within the context of applicable task orders and contracts. Research, compile, and analyze data and produce written deliverables and oral presentations. Develop and apply consulting, assignment management, and functional skills to execute assigned work with excellent customer service. Perform on a diverse team, while managing and executing multiple tasks simultaneously. This position will require travel for short periods of time.

Basic Qualifications:
-15+ years of experience with leadership in Military built and natural environments, including asset management and facility
-Experience with the DoD in program or project management
-Experience with Microsoft Office, including Word, Excel, and PowerPoint
-Ability to lead tasks, projects, or programs
-Ability to contribute to project deliverable content in relevant program areas across built or natural environments
-Ability to obtain a security clearance
-BA or BS degree required

Additional Qualifications:
-Knowledge of DoD civil engineering areas with the ability to effectively evaluate potential future trends
-Possession of excellent oral and written communication skills
-BA or BS degree in Business, Finance, Engineering, or a related field

POSITION DESCRIPTION
The LPR Program Manager will provide technical advice, organize, plan, direct and manage all aspects this $100M IDIQ program. He/She ensures that the goals and objectives of the project are accomplished within prescribed time frames and funding parameters in addition to achieving problem resolution and maintaining customer satisfaction. This position reports directly to the Division Vice President and General Manager and will be responsible for the business segment. Responsibilities include:
• Program performance, profitability, delivery, client and contract management
• Full profit and loss (P&L) responsibility
• New business / task order growth development and proposal and capture management
• Staff management: employment, retention, performance and professional development

REQUIREMENTS
Basic Requirements
• US Government Security Clearance
• Experience managing programs with nationwide requirements
• Ten plus years of technical and administrative leadership, task order compliance with industry accepted standards, Government and user standards
• A strong presence and the ability to work with senior and executive corporate and Government leaders
• Bachelor's degree advanced degree preferred

Technical Requirements
• Strong experience with Physical Security, Critical Infrastructure Protection or Physical Security systems
• Experience working with LPR, biometric or similar type recognition systems
• Experience in planning, directing, and managing complex projects and operations
• Experience with the installation, maintenance and operation of security systems

Desired
• Experience working with the Department of Homeland Security (DHS), CBP Custom Border Patrol (CBP) or other DHS entity.
• Knowledge of the 508 Rehabilitation Act and how it impacts requirements
• PMP certification
