5. I am looking for TS/SCI cleared professionals with experience with ICBM, Bomber or Nuclear Operations to work on a long-term project supporting the Air Force Global Strike Command at Barksdale AFB.

The Air Force Global Strike Command (AFGSC), which stood up on 7 August 2009, is responsible for defining, training, sustaining, and evaluating the capabilities supporting the missions for providing global nuclear and conventional global strike forces; which includes Intercontinental Ballistic Missile (ICBM), B52 bomber, and B2 bomber forces. A time-phased transition of the assigned forces from current Air Force Major Commands (MAJCOM) exists with the ICBM forces transitioning on 1 December 2009 and bomber forces on 1 February 2010. Concurrent with these transitions is the need to write, coordinate, and approve AFGSC Supplements to Air Force Instructions (AFI) early enough to allow transitioning units to understand, prepare, and implement upon their transition to AFGSC. In addition, the generation of various other supplements, identification and generation of training materials, identification of the required AFGSC information technology (IT) architecture, and monitoring the development of programs, all of which are not directly tied to the transition plan will further AFGSC's capabilities towards meeting the nuclear and conventional global strike missions.

DUTIES: The duties of the Disaster Generalist are primarily to support Community Relations, Individual Assistance, and Public Assistance cadres during a disaster declaration . Duties include establishing and maintaining positive working relationships with the disaster affected community by collecting and disseminating disaster related materials; making referrals as needed; and identifying and reporting potential issues within the community. The employee will also be reviewing case files, rental resource referrals; and resolutions of applicant inquiries or problems. Support other IA groups (e.g., Direct Housing, Others Needs Assistance). Monitoring and quantifying the collection and disposal of eligible debris. Generalists may also be called upon to supplement other program areas as the scope of the disaster increases.


QUALIFICATION REQUIREMENTS: Applicants must meet the minimum qualification requirements as contained in the OPM's Qualification Operating Manual. These are available on line at www.opm.gov. The manual states that one year of specialized experience equivalent to the next lower grade in the Federal service is required. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of that position.

CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the employee`s official position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress.

Responsibilities:
The Sr. Project Manager is responsible for large sized projects, typically
ranging from 10 to 50 persons. This individual will have project leadership
responsibilities and has significant input into the technical

* Meets with the customer to determine project requirements;
* Coordinating the data collection, reporting and PMO presentations;

* Assists in the preparation of PMO financial displays and resolving
financial discrepancies between PMO/Project Managers and budget staff;
* Researches and responds to inquiries and makes referrals to
appropriate resources;
* Acts as a liaison for PMO and researches and provides PMO
information in written and verbal form;
* Receives, processes and tracks PMO tasking/inquiries;
* Provides support and assistance in navigating PMAS portal site;
* Prepares correspondence for the PMO; and
* Interprets and applies 01& T policies, procedures and mandates.
Requirements:
* 9 (nine) years of professional experience in an Information
Technology/Information Management or related field AND a related Bachelor's
Degree OR 12 (twelve) years of professional experience in an Information
Technology/Information Management or related field AND an unrelated
Bachelor's Degree OR 14 (fourteen) years of professional experience in an
Information Technology/Information Management or related field without a
degree;
* PMP Certification;
* Demonstrated skills with project management tools and methodologies,
software development lifecycle, and problem solving;
* Demonstrated ability to manage multiple projects;
* Ability to meet stated customer initiated deadlines;

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. This position is located within the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), and Region IV/Mississippi Recovery Office (MSRO). The incumbent communicates the availability of disaster recovery assistance to members of Congress, other political officials, applicants, and the general public. Represents the Agency before the media and the general public regarding agency programs.

The incumbent coordinates activities of State, tribal and local government, other Federal agencies with disaster assistance/recovery authorities, voluntary organizations and the private sector to ensure that all agencies are executing their appropriate roles under the applicable legislative authorities and operational policies. The incumbent serves as a leader and represents the Agency in inter-agency planning groups and coordinates plans and policies with the appropriate Agency divisions and other organizations.

The incumbent implements appropriate financial controls and coordinates and monitors Agency program and administrative activities, and establishes mechanisms to evaluate the effectiveness of assigned programs to ensures consistency with Agency policies. Maintains financial oversight in coordination with the Regional Administrator to ensure operations are efficient and cost effective.

Analyzes, plans, schedules and coordinates the interpretation of legislation, and the execution of policy issuance's that direct the course of safety, security, employee relations, equal rights, human resources, legal counsel, environmental other designated program areas.

Manages security staff and ensures that building/facilities access controls are current and implemented and maintain liaison with security forces regarding any incidents.

DUTIES:
The incumbent works under the general supervision of the Deputy Director of Support Services and serves as principal advisor to the Deputy Director of Support Services on all matters related to employee relations issues and processes. Additionally, the incumbent provides input into and influences in decisions concerning the employee relations program and is responsible for developing employee relations training and orientation programs to mitigate employee relations conflicts.

The incumbent provides advice and guidance to managers and mid-level supervisors when difficult problems arise in establishing and maintaining employer-employee relationships that contribute to satisfactory productivity, motivation, morale, and discipline. Explores probable causes, contributing factors, and possible courses of action to resolve problems and better relationships. Suggest constructive methods for dealing with systemic problems arising from indifference, personality conflicts, and poor work habits or behavior problems. Respond to the most difficult situations in correcting work deficiencies, poor performance, and leave abuse.

The incumbent advises supervisors and managers on employee discipline, adverse actions, performance issues, complaints/grievances, appeals, denials of within-grade increases, attendance and leave issues, employee conduct issues, and other concerns about employee-supervisor relations. The incumbent coordinates with Employee and Labor Relations (ELR) staff to ensure that guidance is appropriate and consistent across DHS/FEMA and receives technical guidance, where appropriate, from ELR staff.

The incumbent advises employees of their rights and provides referral services for individual employee cases involving sensitive or serious problems. The incumbent assists managers with development of disciplinary/adverse action notices and reviews/amends actions prior to issuance to employees to ensure procedural sufficiency and to provide guidance with respect to the substantive merits of the action. Coordinates notices with the ELR staff prior to issuance to employees, and the Office of General Counsel, as appropriate. Maintains case files on all disciplinary/adverse actions, appeals, complaints, grevances, etc.

The incumbent develops management responses to requests from unemployment offices for information concerning appeals, and assists DHS/FEMA's legal staff, as requested.

Incumbent will work with appropriate personnel in developing Employee Relations training and procedures appropriate for the serviced organizations, and reviews and recommends changes to regulations, directives and other guidelines, taking into account the effects of any proposed and changes to employee relations policies. The incumbent interprets any new or revised decisions, policies, guidelines or instructions to managers, supervisors, and/or employees.

Program Planning and Evaluation: 50%

• Work involves planning, developing, managing vital human capital administrative functions essential to the effectiveness and efficiency with which a vital and complex system can accomplish its mission. Responsible for broad and extensive study assignments related to staffing and planning which as significant mission impact. Direct a team of expert analysts, IT, and other expert/personnel.

• Study and interpret human capital legislation, policy statements, rules, regulation, directives and other regulatory material to determine their intent and effect on operations, to recommend advantageous use of options and initiate requests for the removal or modification of restricting provisions which defeat their intended purpose. Studies are performed based on Human Capital needs for the DHS organizations.

• Serve as technical expert, providing advice and guidance in areas that require extensive interpretation for many different and unrelated program processes and methods. Consult with all levels of management, headquarters personnel, other federal agencies, and to foreign and commercial organizations. Design and conduct a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to human capital program planning and management.

Budget/Finance: 30%

• Review past work histories and known future requirements; and determine future resource requirements of the organization, estimating short- and long-range manpower, budgetary, space, and equipment needs. Recommend staffing pattern based on workloads and fiscal limitations. Predict organization demands and recommend reallocation or augmentation of existing resources.


• Responsible for a wide range of administrative and operational functions within the organization. Provide expertise in developing, implementing, reviewing and evaluating new approaches to support business, financial and administrative operations essential to the emergency preparedness telecommunications mission. Provide expert analysis and advice on complex program involving a myriad of vital administrative and system issues. Based on changing operational program requirements, identify relevant issues and information from varied sources.

Presentation of Findings and Recommendations: 20%

• Provide expert advice and guidance on broad projects and programs with national impact; and provide critical input for top advisers on operations and other policy related matters as they pertain to the mission of DHs. Provide interpretation of Legislative and judicial intent; and write position papers and talking points as required. Call for and/or attend meetings and conferences with top level technical and operating officials to obtain or present information relating to the function of the directorate. Ensure that effective internal control systems are implemented/operated in accordance with laws, regulations, higher headquarters directives, and local requirements as delegated through the authoritative chain of control.

• Attend staff meetings, scheduled, unscheduled, with Directorate and other top officials as required; participate in establishing policy and procedures mechanisms, and resolving technical and operational problems. Cooperate with other staff members and DHS Headquarters Human Capital organization, by integrating and coordinating related phases of various activities and functions to achieve efficiency and consistency of operations. Incumbent is an authority and expert on critical functions or on matters addressing specific studies for the organization.

QUALIFICATIONS REQUIRED:
Specialized Experience:
Applicants must have one year of specialized experience in private industry, public service, non-profit or volunteer work that is equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Experience is typically in or related to the work of the position as described in the Major Duties above.

Summary:

Background: The Non-Standard Line Item Number (NSLIN) is a 6-character alphanumeric number that identifies specific types of accountable equipment found on property books that do not have standard Line Item Numbers (LIN). Until recently, the Army’s process to account for non-standard items had been the subjective assignment of NSLINs and Management Control Numbers (MCN) at the various levels from PM/PEO down to the property book officer (PBO). Although this resulted in accountability at the respective wholesale and retail levels, there was no national standardization and therefore no accountability and visibility of these non-standard items at the national/HQDA level. This situation led to the development of the SSN-LIN Automated Management Integrating System (SLAMIS) NSLIN Catalog which centralizes and standardizes all NSLIN/MCN assignments throughout the Army. The NSLIN Catalog resides in LIW and the tables are managed and maintained by LOGSA. LOGSA contributes significant man hours and subject matter expertise to multiply NSLIN Catalog Research Cells. A request for NSLIN assignment can require from 30 minutes to 2.5 hours to finish depending upon the completeness of the data supplied by the requestor and the complexity of the item in question. Since “go-live” on 26 Jul 05, over 36,000 requests for NSLIN/MCN assignments have been received via the SLAMIS portal. The established standard for return to the customer is 24-48 hours. The contractor shall participate in all aspects of the work performed by members of the NSLIN Catalog Research Cell. The nature of the work performed in these Research Cells requires significant working knowledge of the Army/Federal cataloging system, ability to research part numbers, model numbers and vendor catalogs, use of the FEDLOG and internet search engines.

DELIVERABLES - The purpose of the metrics for the RC Technicians are to ascertain progress in processing of the NSLIN requests received. Each RC will have statistics available to mark the progress of NSLINS processed for a specific period of time. SLAMIS will provide metrics, by name, of every RC member. The RC Contractor may be required to train other RC Technicians in the performance of processing requests for NSLINs. The RC Contractor will provide briefing charts and preliminary outline of training to be provided and may have to present same to larger audience.

Specialized Experience:

Applicants must have one year of experience at the GS-14 level or equivalent that provided:

-Mastery knowledge of international financial activities concerning the flow of money across country borders and the relevant laws and regulations.

-Substantial knowledge of the provisions of the Bank Secrecy Act and the USA PATRIOT Act, the role of FinCEN and the Department of the Treasury, and the international organizations and multilateral bodies that affect FinCEN program areas.

-Proven ability to provide programmatic leadership to senior staff engaged in international finance activities.

-Expertise in developing, guidelines, reports, analyses, and recommendations relating to regulatory, legislative, program or policy proposals in regards to international finance program activities.

-Skill in interacting with domestic and foreign officials regarding international aspects of financial crime, including regulatory and policy officials and the law enforcement and intelligence communities.

Time-in-grade Requirements: Applicants must have acquired 52 weeks
of Federal service at or equivalent to the next lower grade level no
later than 30 days after the closing date of this announcement.

OTHER INFORMATION:
Security Clearance: This position has been designated national security Level IV, Special Sensitive. Applicants must possess a favorably adjudicated single scope background investigation, and have been awarded a Top Secret clearance or be willing to undergo a Single Scope Background Investigation (SSBI), and the SSBI must be favorably adjudicated. In addition, this position requires the applicant to be eligible to obtain access to sensitive compartmented information (SCI). Failure to successfully meet these requirements will be grounds for termination. Although individuals may be appointed prior to completion or updating of a full personal history SSBI, and certification of SCI eligibility, continued employment with FinCEN is contingent upon satisfactory completion of the SSBI,
and certification of SCI, the results of which fully meet the
FinCEN's special employment criteria. All employees are subject to
satisfactory completion of periodic reinvestigation and a continuing
life style in conformity with applicable national and FinCEN
directives. Any unfavorable information developed during an
investigation or other official inquiry may result in termination of
employment in accordance with established security policy and
procedures.

Personal Identity Verification Credential: In accordance with
Homeland Security Presidential Directive 12 (HSPD-12), the selectee
(s) must be eligible to receive a Personal Identity Verification
(PIV) credential. If selected, you must:
