Responsible to the Emergency Management Division Manager EM technicians will provide base personnel, unit commanders, Disaster Response Force (DRF) members and specialized teams advice and training to prepare for, prevent, respond to, recover from, and mitigate threats to their mission. This includes planning, participating and/or evaluating emergency management (EM) exercises. Assist in implementing the Air Force Incident Management System through the preparation and monitoring of emergency management plans, checklists and procedures. Provide command and control assistance to the Incident Commander during disaster responses. Available for after-hours emergency response and/or standby operations. Comply with EM guidelines, policies, procedures. As unit deployment managers ensure active duty military personnel are trained, equipped and available to deploy in support of wartime taskings. As unit Anti-terrorism/Force Protection officers ensure all unit personnel (active duty, DoD civilians and assigned contractors) are trained in force protection procedures. PRIMARY DUTY: Communicate with customers to provide emergency management guidance. Develop, review and maintain an installation emergency action plan and develop supporting checklists. Provide EM training to members of the installation Disaster Response Force and conduct training in methods and techniques of defense during chemical, biological, radiological and nuclear (CBRN) warfare. Develop training schedules and review/update lesson plans. Provide awareness information to base personnel on natural disaster threats, force protection vulnerabilities such as terrorist use of weapons of mass destruction, and man-made major accident responses. Inspect, maintain and operate CBRN equipment used to sense, shape, shield and sustain in a disaster environment. Maintain and be familiar with AF emergency management technical publications. Coordinate with other first responder agencies to ensure capability for CBRN monitoring, protective measures and decontamination. Utilize the established Common Operating Picture (COP) for emergency responders and decision makers to include the use of GEObase maps and plot contamination and emergency actions on map. Develop procedures to establish and maintain unit level EM programs; assist unit EM monitors with training and perform periodic assessments of the programs. Track on-going planning and mitigation efforts. Track and confirm completion of EM training. Schedule and track equipment preventive maintenance, inspections, calibrations. Maintain and operate a Mobile Command Post and respond to emergencies to support the Incident Commander. Actively participate/support the Emergency Management Working Group, Threat Working Group, Anti-terrorism Working Group. Maintain proficiency training. SECONDARY DUTY: Assist in implementing the Civil Engineer unit Emergency Management; Anti-terrorism, Force Protection (AT/FP); and Prime Base Engineer Emergency Force (BEEF) mobility programs.
