GENERAL
Cambridge International Systems, Inc. is the Prime Contract for Operations and Maintenance in support of NCTAMS LANT Detachment La Moure, ND.

TASK DESCRIPTION
• Perform corrective and preventive maintenance on telecommunications/electronic transmitter and receiver equipment, computer systems, network systems, fire alarm systems, CCTV and Intrusion Detection systems (IDS), modems, and other ancillary electronic equipment
• Maintain and update 3-M and equipment/ systems records of preventive and corrective maintenance performed
• Complete supply documentation required to acquire required repair/replacement parts
• Perform duties consistent with the Navy Calibration System for calibration of test equipment
• Demonstrate abilities to perform circuit board repairs in accordance with commercial standards
• Assist with operating and maintaining station facilities systems.
• Individual shall possess the ability to mentor lower level technicians on the operations, maintenance, testing and troubleshooting of station communications/facilities equipment.
• Individual must possess the physical ability to perform climbing duties, freedom from fear of heights, and possess normal depth perception and balance.

QUALIFICATIONS
• A minimum of four (4) years specialized experience in diagnosing and correcting malfunctions and performing organizational-level maintenance on electronics equipment and systems of which two (2) years must include operation and maintenance of high power transmission equipment (with power output greater than 1,000 watts) and systems at a military or commercial transmitter site.
• Must be able to obtain a secret security clearance.
• Must be proficient with Microsoft Outlook, Word, and Excel.
• Experience with Microsoft Access, AutoCAD, HVAC and PLC systems is desirable.

In this position, you will provide support to all Federal Emergency Management Agency elements inside and outside the National Capital Region (NCR). You will provide direct on-site support in the NCR region on a regular basis and may be required to travel outside of the NCR region on occasion. Typical duties include:

QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-12 level if you possess the following:

In this position, you will become a key member of the Center for Domestic Preparedness training delivery office which provides specialized training to state, local, tribal, federal, international and private sector emergency responders to prevent, deter, interdict, and respond to terrorist acts involving toxic weapons grade chemical agents, biological agents, radiological materials and other hazardous materials. Typical duties include:

• Serves as a Non-resident Training Coordinator in support of the office of Training Delivery.
• Monitors planning for training events and provides technical guidance to host organization and contract delivery/support teams as appropriate
• Serves as a Center for Domestic Preparedness advisor in the development, maintenance and modification of a nationwide training delivery program for emergency response providers from state, local, and tribal governments, as well as the federal government, foreign governments and private entities when appropriate.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 level if you possess the following:

One full year of specialized experience at or equivalent to the GS-12 level. Specialized experience is described as experience assessing local jurisdiction Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) training needs, developing training plans, evaluating training and/or training support activities, and developing comprehensive reports for senior management.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

This role ensures the OPM-MOI staff is fully qualified and current on best practices, management skills, and technical qualifications.
• Serve as the Program Director’s principal advisor on all program training development and management.
• Apply knowledge of instructional theory and adult learning principles to assist all OPM-MOI program sectors (DOS, DOD, DOE, DHS and other agencies, as required) in developing and implementing training strategies to meet training needs and objectives.
• Assist in developing training strategies that clearly define training objectives, methods, and required resources.
• Assists in the evaluation and assessment of training programs including providing detailed reports on their capabilities, applicable curriculum, methodologies, and necessary peripheral equipment.
• Assist and advise technical subject matter experts in each program’s respective area as they convert CIP program plans and operations into training course materials.

Requirements

Regional Command East (RC(E)), headquartered at Bagram Air Field, Afghanistan is a Joint Military Task Force leading the Global Counter Terrorism Forces (GCTF) in Afghanistan. The PMO section of the CJTF-1 provides all police intelligence support to units and staffs throughout the Combined Joint Operations Area (CJOA). Police Intelligence Analyst for a forward deployed Division Headquarters in Afghanistan comprised of several subordinate task forces. The Police Intelligence Analyst serves as the principal adviser to the command group and staff elements on collection, evaluation, analysis, production and dissemination of Afghan National Security Forces (ANSF) intelligence information and products. Also, this role interacts, coordinates and exchanges information with J2/S2 and J9/S9 staff elements to develop analysis and products as required.
The Police Intelligence Analyst prepares operational-level biographies and analyst assessments on all regional, provincial and district-level police leaders to include Afghan Border Police, Afghan Uniform Police, Afghan Highway Patrol, and National Directorate Security in support of the tactical battle space. This role contributes to the work of the non-lethal analysis section in the Stability Operations section and J2/S2 Fusion Cell with the primary responsibility of generating requests for information and gathering the appropriate responses for external organizations. Liaises with military and civilian personnel of higher and lower echelon intelligence agencies and organizations to expand information collection on known personnel of focus. Responsible for submitting the following required reports: Monthly Status Reports, Technical and Trip Reports, Subject Information Packets, Special/other Reports, and a Final Report.

• Experience establishing coding standards for PL/SQL and logical and physical schema design, naming standards, consistent data definitions and documentation. Some experience in scripting languages: Unix, Linux, Shell Scripts and Data modeling and warehouse design
• Ability to design and implement relational database models (logical and physical). Extensive experience in PL/SQL language and query optimization

L3 STRATIS requires an experienced, self-directed, systems administrator to work in a full-time capacity providing systems administration support to designated special operations units.

In this position, you will be:
• Traveling frequently to various locations, installing, debugging, maintaining, upgrading, general support, training, briefings, and fielding of biometric systems and peripherals. The travel requirement is on a rotational basis, 6 months in and 6 months out. However, for those who are accustomed and want a longer travel schedules we can accommodate.
• Providing training that requires both structured and tailored instruction for end user groups and individuals. This position requires frequent briefings (formal and informal) and status reports to Senior Leadership, often on short or no notice.
• Supporting the customer site at Fort Bragg, NC during non-travel times. These responsibilities include researching, evaluating, and recommending technologies and techniques to improve support to the end user; creating and maintaining documentation for all processes and procedures; conducting briefings and training for supported biometric end users.
• Utilizing your expertise in exhibiting strong technical skills as they relate to Microsoft Windows technologies including but not limited to: Windows Server 2003/2007, Windows XP, SQL Server 2000/2005, Networking (to include wireless), third party applications and scripting language will greatly enhance your success.
• Utilizing your strength and experience in maintaining and configuring computer hardware (i.e. servers, workstations, satellite communications, and a variety of peripheral devices) would help us accomplish our mission. Your oversight will be needed in developing and documenting administrative operational procedures as needed based on new tasks or requirements. You would be entrusted to interact daily with supervisors and supported special operations units.

Requirements you will need:

*An active DOD Top Secret Security Clearance with DCID 6/4 eligibility*

• The ability to carry weight up to 40 pounds over uneven terrain in a harsh environment

• 2-5 years experience in the administration of LAN operating systems, servers, and application
• Proficient in creating and troubleshooting Windows User Accounts, Group/Group Permissions and File Permission.
• Advanced Windows XP installation and configuration skills.
• Experience with the Biometric Automated Toolset (BAT) and DoD Biometric equipment and procedures.

• Experience in configuring wireless routers and networks.
• Familiarity with commercial and military man portable satellite transmitter/receivers.
• Experience with installing and troubleshooting third party applications.
• Advanced skills with installing, configuring and troubleshooting peripherals.
• Proficient with TCP/IP networking.
• Strong technical aptitude and ability to independently research & solve complex issues.
• Instructor and lesson plan writing experience.
• Ability to effectively communicate issues and resolutions to all levels of the organization and supporting venders.
• Excellent communication and teaching skills.
