12. Sharepoint support Governor’s Energy Office in Denver, CO
About the Governor’s Energy Office
Colorado Governor Bill Ritter, Jr., issued an Executive Order on April 16, 2007, re-creating the Governor’s Office of Energy Management and Conservation (originally created in 1977 to promote energy conservation in Colorado) as the Governor’s Energy Office (GEO). The GEO's mission is to lead Colorado to a New Energy Economy by advancing energy efficiency and renewable, clean energy resources.
The New Energy Economy embraces energy conservation as an important component in our energy future, yet requires a broader mission to meet the goals of expanding renewable and clean energy resources and opportunities for the state’s economy, environment and energy independence.
The GEO recognizes the critical role it will play in charting Colorado’s course in the provision of clean and renewable forms of energy. The GEO works with communities, utilities, private and public organizations, and individuals to promote renewable energy such as wind, solar, and geothermal, and energy efficiency technologies in commercial and residential buildings. The New Energy Economy benefits Colorado by creating jobs and protecting our natural environment.
This particular project will work solely with the Weatherization Division within the GEO, which offers Colorado’s low-income residents the opportunity to access free cost-effective energy efficiency services. This program gives low-income residents the ability to save money on their energy bills by learning about and implementing energy efficient measures. GEO manages the Department of Energy Weatherization Assistance Program grant for the state of Colorado through 11 partners geographically spread across the state, comprised of non-profits, pseudo governmental entities and county governments. There are approximately 100 unique users that access the portal.

Minimum Experience:
Must include a variety of experience developing in a MOSS 2007, enterprise environment, including custom forms, Infopath, BDC, SSRS integration and familiarity with installing 3rd party apps such as ESRI’s MapIt. Specific minimum experience required of Offeror’s proposed workers(s) relevant to the tasks described in Section 2.3 of this document are:
2-3 projects, referenced in Offeror’s response, similar in size and scope to Task 1: Custom Workflow Integration where the NAMED proposed worker(s) were involved in the entire lifecycle of the project in a MOSS/WSS 2003 or 2007 environment.
2-3 infopath forms, referenced in Offeror’s response, similar in size and scope to Task 2: Infopath Form Creation where the NAMED proposed worker(s) were involved in the entire lifecycle of the project utilizing Infopath 2003, 2007, or 2010.
1-2 projects, referenced in Offeror’s response, similar in size and scope to Task 3: Install and Configure MapIT software where the NAMED proposed worker (s) were involved in the installation of 3rd party applications and/or the installation of GIS/Mapping applications in a MOSS/WSS 2003 or 2007 environment.

Description of services, software, data and/or document deliverables: The Governor’s Energy Office seeks an IT services provider for Sharepoint project management and development work on an extranet used by Weatherization staff and their subgrantees for collaboration and reporting. Work tasks will be well defined by the GEO project manager and include integration of custom sharepoint workflows, development of one infopath form, and the installation and integration of ESRI’s MAPIT software into the Sharepoint Farm. Below are more details about the project and the tasks.
Environment of GEO Sharepoint Farm:
Operational since May 2009
Microsoft Office Sharepoint Server 2007 Enterprise {4-server farm; web, application, active directory, and database server}
SQL Server 2008 Standard
SSRS 2008 instance installed in Sharepoint Integrated mode on app server
Hosted in State of Colorado Office of Information Technology (OIT) data center and administered by OIT staff in a shared services model.

GEO Project Manager: Senior IT Associate, Weatherization

TASK 1: Custom Workflow Integration Existing Sharepoint list data needs to be moved from list to list based on user-initiated actions. Currently, there are some instances of duplicate data entry that need to be addressed via sharepoint workflow development. From a user’s perspective, the workflow looks like this: LEAP lead 􀃆Waitlist Client 􀃆Wx Job 􀃆Rebate. All data is currently captured in custom Sharepoint web-forms and stored in Sharepoint lists. LEAP prospective client to waitlist client – each record in the Sharepoint “LEAP” list needs to be portable to the Sharepoint “Waitlist” list, which will involve automatically creating a waitlist client based on existing data in the LEAP list Waitlist client to Weatherization (Wx) Job – upon completion/close-out of information entered into the weatherization job, status column in waitlist needs to automatically change to “closed”. Wx Job to Rebate – allow partners to auto-fill applicable fields in the rebate form from the Wx Job list based on the electric or gas utility selected in the jobs form.
• DELIVERABLE: (3) Custom workflows tested and signed off on by GEO staff and portal stakeholders, well documented and fully functional.

TASK 2: Infopath Form Creation
This task consists of entering/updating an existing sharepoint list with 125 columns of data entry through a published infopath form (assume all client computers have MS Infopath 2007 installed).
Translate current, static sharepoint web form for entering a Wx Job into a dynamic, Infopath form. Features that will need to be included are: auto-hide/unhide fields based on a check box, application-layer constraints that prohibit the user from entering in invalid numbers/text, and displaying simple calculations (calculated column) in real-time as the user completes the form.
DELIVERABLE: (1) dynamic form in Infopath, served up by Sharepoint extranet.

TASK 3: Install and Configure MAPIT Software

• Purchase of one farm license of ESRI’s MAPIT software to be installed on GEO (State of Colorado) Sharepoint Farm.

• Work closely with GEO (and possibly State of Colorado Office of Information Technology) to install software using standard best practices.
Make GEO aware of any potential installation/configuration issues

• Deploy MAPIT against 3-4 unique Sharepoint lists including both previously geo-coded addresses and unscrubbed addresses.
Custom development as necessary to achieve look and feel desirable to GEO stakeholders

• DELIVERABLE: Fully functional MAPIT software installed and integrated with GEO Sharepoint Farm
