Duties and Responsibilities:

Develops and provides training to local users of the ESS system.

Explains to each user how to properly operate the ESS and IDS systems being installed.

Provides ESS and IDS training to all assigned security and support personnel concerning day-to-day operations and special missions.

Knowledgeable of all procedures for controlling, issuing, maintaining, and programming access control cards within the ESS system.

Monitors the installation and maintenance of the IDS to ensure it is installed, maintained, supervised, and operates in accordance with the current version of DoD Manual 5240.01.

Ensures all sensors are tested periodically and account data is accurate, as well as serving as first line ESS systems administrator and maintenance manager and responsible for ensuring compliance of the ESS system by the contractor.

COR may direct Contractor to adjust ESS Team shifts to provide for 24/7 manning as necessary, without incurring surge support costs.

Contractor shall have one qualified personnel from the ESS Team on duty every day of the week.

Requirements:

Knowledge of state-of-the-art intrusion detection systems (IDS), especially LAN operations and equipment, computer assisted design software to operate and maintain the IDS.

Full understanding of the function and responsibilities of various installation access points.

The member must have a current TS-SCI clearance and have between 1 to 3 years’ experience in similar roles as determined by type of work and level of responsibility as described in section 3.3 above.

Similar roles may be in industry or working for the U.S. Government but must include electronic surveillance and access control experience.

The requirement of 1 to 3 years of experience can be substituted by at least 2 years of former military service and a bachelor’s degree.

You’ll Bring These Qualifications:

Current Top Secret/Specialized Compartmented Information Security Clearance, willingness to submit to a CI Poly.

· Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities.

· Performs coordination/deconfliction of CI operational activity conducted by the Military Department CI Organizations (MDCO) that impact the Command’s area of responsibility.

· Interacts with representatives of MDCOs and Intelligence Community Components in order to deconflict CI activity.

· Maintains and updates multiple databases and must be familiar with MS Excel and Access.

· Provides updates to J2X leadership on the status and disposition of relevant CI activity.

· Serves as a J2X representative to the CYBERCOM Joint Operations Center (JOC) providing an avenue for the JOC to inject information into the J2X or request support as necessary.

· Maintain familiarity with MDCO capabilities and steer JOC personnel toward the J2X for support as appropriate.

· Develops a concept for Command counterintelligence programs that will be staffed to the SECDEF.

· Develops counterintelligence briefs for personnel in the Command that are interacting with foreign intelligence services/officers and or traveling to high-threat CI countries as well as delivering the briefs in both group and individual settings, including to General/Flag Officer audiences.

Required Qualifications

· In-depth knowledge and understanding of the functions and activities of the CI Specialist position.

· Understanding of Counterintelligence operations.

· Understanding of CI, the MDCOS, and basic CI mission areas.

· Experience conducting counterintelligence functions including investigations, inquiries, and collection.

· Graduate of in- residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

· Possess knowledge and ability to apply Intelligence Community (IC) and DoD classification guidelines and procedures.

· Ability to use logic when evaluating and synthesizing multiple sources of information.

· Demonstrates mastery of qualitative and quantitative analytic methodologies and pursue developments in academia or other fields that affect tradecraft methodology.

· Ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.

· Experience defending analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.

· Demonstrates in-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries and clearly articulates key findings.

· Experience in producing timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic/ soft copy matrices and/ or web-enabled formats.

· Exceptional verbal and non-verbal communication skills and ability to work independently with minimal oversight and direction.

· Proficient in using Microsoft Office tools.

· Experience developing structured research including, but not limited to, obtaining, evaluating, organizing, and maintaining information within security and data protocols.

· Capable of recognizing nuances and resolving contradictions and inconsistencies in information.

· Possess working knowledge using complex analytic methodologies, such as structured analytic techniques or alternative approaches, to examine biases, assumptions, and theories to eliminate uncertainty, strengthen analytic arguments, and mitigate surprise.

· Understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/ platforms and human intelligence sources related to the responsibilities of the CI Specialist position.

· Understanding of evaluating collected intelligence reporting, engaging with collection managers, and developing collection requirements.

· Ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced.

· Experience in structuring analysis based on trends in reporting and a range of analytic perspectives from other analysts, organizations, and intelligence disciplines.

· Ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.

· Possesses ability to develop concise, insightful and comprehensive products for defense intelligence.

· Ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests analytic rigor of analytic products.

· Ability to lead teams in researching multifaceted or critical problems.

· Active TS/SCI - must be willing and able to obtain CI Polygraph

Job Description: Preting seeks exceptionally qualified individuals to serve as an Intelligence Discipline Lead Subject Matter Expert (IDL SME) to support USSOCOM. IDL SME provides support to assist USSOCOM Staff in the conduct of targeting analysis and operations. The contractor shall provide all necessary specialized non-personal labor, material, and services necessary to perform intelligence operations, coordination, product production, data integration, synchronization, and prioritization of USSOCOM missions and operational objectives.

Employees must maintain global readiness and be available to deploy on a no-notice basis to hazardous duty/combat zones. Deployments may be to a theater of operations with permissive, uncertain, or hostile environments while living in austere conditions for extended periods.

Job Responsibilities: The IDL SME shall provide all necessary specialized non-personal labor, material, and services necessary to perform intelligence operations, coordination, product production, data integration, synchronization, and prioritization of USSOCOM missions and operational objectives. The IDL SME shall possess SME-level skillsets in the specific intelligence discipline with demonstrated experience and results to include knowledge of training requirements, mission requirements, the ability to accurately and effectively communicate with USSOCOM customers and knowledge of the organization. IDL SMEs shall assist the USSOCOM Staff to identify and assist in the development of prudent COAs, recommend priorities, train members of the team, and employ technical knowledge for the long-term benefit to USSOCOM operations.

Job Requirements: Intelligence Discipline Lead-Subject Matter Expert (IDL SME) shall possess the following qualifications:

· IDL SME shall have a minimum of ten (10) years of experience performing analytical intelligence related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center or Combatant Command, or, a non-DoD equivalent IA operational community.

· Of the foregoing experience, the IDL SME shall have not less than five (5) years of operational analysis experience in their analytical field. Two (2) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.

· IDL SME shall have advanced skillsets with the F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.

· IDL SME shall have advanced skillsets with the Intelligence Cycle, HVI Targeting, Social Network Analysis, Patterns of Life Analysis and one or more of the following areas: Human Factors Analysis, Human Terrain Analysis, SIGINT Targeting, Convergence Analysis, and Intelligence training.

· IDL SME shall have employed their expert knowledge and understanding of analytical theory, doctrine, rules, regulations, directives, systems, concepts, methodologies and relevant skills related to intelligence operations.

· IDL SME shall have expert knowledge of applying tradecraft, tools, and methods to collect, analysis, and integrate complex information related to targeting.

· Current Top Secret clearance and SCI adjudicated.

· Must possess a valid US passport

· Must be able to pass all pre-deployment requirements including a medical, dental, psychological, background, credit, and security screens as deemed necessary to be considered deployable.

· Must be able to obtain all required immunizations deemed necessary by the contract.
