Position Description IT Systems Engineer to function as the Integrated Test Lab (ITL) Manager. The ITL Manager will manage the day-to-day operations of the MDA Integrated Test Lab (ITL). The position is on the JRDC program at Schriever AFB, CO. The ITL Manager will lead the development and maturation of an integrated test lab environment. As part of the development effort, the position will evaluate and define the intended purpose of the lab and will assess the current equipment availability to ensure it adequately addresses the intended purpose and/or make recommendations to ensure an operable test lab capability is instantiated. The test lab manager will manage the test lab activities including day-to-day scheduling and prioritization of activities based on need and availability of assets. The test lab manager will ensure configuration management of the lab in accordance with Change Management processes. The test lab manager will develop and refine the ITL Concept of Operations, develop processes to govern lab use and activities and procedures for use. The test lab manager will maintain design oversight of the ITL and recommend upgrades and changes as appropriate. The lab manager will perform ESX design and administration, set up organizations and workspaces, set up network templates, set up virtual machine templates, manage media library, manage user groups and roles, monitor lab manager, backup and maintain ESX Hardware.

Desired Skills • Current VMware Certified Professional (VCP) and MCSE/MCITP certifications.
• Security +/Network +/or CISSP certification.
Specific Requirements • Ten years of progressively complex technical and managerial experience in an IT/test environment.
• Three plus years of hands-on experience using VMware products including ESX 3.5, vSphere 4.0 and vCenter products (including vCenter Lab Manager and Site Recovery Manager).
• Five plus years of relevant System Administration experience including:
o Hands on experience with Windows 2003/2008 administration;
o Hands-on experience with SAN and iSCSI storage technologies;
o Analysis and design of complex distributed systems environments;
o Working knowledge of Unix or Linux;
o Understanding of systems management concepts, processes and standards, and capacity / performance management;
o Strong experience with resource management (including resource scheduling and conflict resolution).
Clearance Requirements Secret clearance required. Top Secret preferred.

Contracting Intern Program


The Mission and Installation Contracting Command Directorate of Contracting – Fort Carson provides full acquisition support to Fort Carson in the areas of services, supplies and construction. This position is an Contract Specialist Intern (upward mobility) position, preparing the individual to perform as a journeyman level Contract Specialist in the installation level contracting office. Contract Specialist Interns are full-time, salaried employees. As an Intern, you will be provided both formal classroom and on-the-job training in all aspects of Government contracting. Most work is performed in a typical office environment but may require visits to other locations on Fort Carson to include outdoor locations. At the end of the program, you will be a fully-trained Army contracting professional; executing contracts on behalf of the Army for vital goods and services in support of the soldier in the field and the Global War on Terrorism.

• Are a graduate of a four-year bachelor degree program in an accredited college or university

• Salary tables are adjusted annually by Congressional action to keep pace with the inflation.
• You would begin earning both sick leave and annual (vacation) leave beginning from day one.
o Sick leave accrues at the rate of four hours every two-week pay period.

Description of Requirement: Title: One each, Partner Nations Program Manager: United States Forces-Afghanistan (USFOR-A) J-5 (Plans and Policy) requires a qualified civilian contractor to manage the Partner Nations Program for the Afghanistan Combined Joint Operations Area. (CJOA).

Required Specifications (Capability):
1. Security Clearance: Secret
2. Intermediate Level US Military Education Certification: Certificate of Completion of the Intermediate Level Military Education(ILE) or above (Command and Staff College, School of Advanced Warfighting, School of Advanced Military Studies, War College)
3. Microsoft Office Software Proficiency: Operationally proficient in all applications of Microsoft Word, Microsoft Excel, Microsoft Outlook, Adobe Acrobat and Microsoft PowerPoint
4. 4 yr Degree from Accredited College or University: Minimum of four years degree from an accredited college or university
5. Possess strong oral and written communications skills.
6. Professional Microsoft Office PowerPoint Briefings: Proven experience with working with senior U.S. Government Officials and preparing senior level reports, plans and senior level Microsoft PowerPoint briefings.
7. Joint Planning Experience: Experience in planning at the US Military Joint, multinational and interagency level.
8. Strategic Concepts and Policies: Experience in formulation and implementation of strategy and strategic concepts and policies.
9. Experience in generation, strategic projection and operational employment of decisive joint and coalition elements of national power.
10. Familiarization with DoD Lift and Sustain, Train and Equip and Capacity Building authorities.
11. Current understanding of the organization, doctrine and operating principles, not only of DoD but also the rest of U.S. Government, specifically Department of State.
12. Contracted employee shall be able to manage the Partner Nations Program.
Specific Task Description: Contractor shall manage the Partner Nations Program. He/she shall provide advice and assist with the development and publication of strategic and operational plans, orders, policies, and concept papers pertaining to the Partner Nations Program. Shall assist other operational planners in the plans and policies directorate with planning efforts related to the Partner Nations Program.

Critical Tasks:
1. Articulate military needs in Afghanistan and translate these needs into operationally effective methods to match the force offers of nations that are outside NATO or nations that require financial assistance to deploy to Afghanistan.
2. Coordinate the planning, equipping, and movement of forces to theater. Be responsible for drafting the Memorandum of Understanding (MOU) that defines the responsibilities between the partnering nation’s defense establishment and the U.S. military.
3. Personally develop and brief information and decision briefings and General Officer level correspondence to Senior Executive Leaders.
4. Develop and prepare briefings in PowerPoint and word format.
5. Develop, and brief plans and orders that relate to the Partner Nations Program.
6. Participate and provide input to operational planning teams (OPTs) and workgroups in support of J-5 planning efforts as they relate to the Partner Nations Program.
7. Develop and create SOPs, agendas, formats, access databases and Outlook planning calendars as they relate to the Partner Nations program.
Travel: Contractor personnel will be required to travel extensively throughout Afghanistan, Europe, Eurasian, the Middle East and to HQ CENTCOM. Travel will always be with a authorized DOD representative.

Background

• Experience in the implementation and integration of DOD and Inter-Agency operations and associated programs/projects.
• Exceptional ability and experience to team with a variety of groups and disciplines working and coordinating efforts both across USSTRATCOM, within the DOD and across Inter-Agencies.
• Ability to brief senior leadership and to develop senior level briefings with little notice.

Additional Functions:
• Document and where required assist in the development of USSTRATCOM Objectives and Effects to achieve stated GEF End States associated with the Space, Cyber, and Deterrence mission areas.

Establish and optimize the working relationship between JIOC, academia, and industry to incorporate geo-referenced SCD data into PACOM JIOC analysis. Facilitate partnerships with Federal Agencies, Academia, and Industry. Work with PACOM JIOC senior SCD strategists to develop SCD contracts with academia and/or industry think tanks. The SCD academic outreach may include, but not be limited to, organizations with expertise in the fields of:
- Cultural Anthropology
- Sociology
- Economics
- History
- Demographics
- Statistics
- Geography
Serve as a social science academic liaison for the PACOM JIOC. Recommend academic institutes, think tanks, and individual researchers that specialized in PACOM SCD project research areas. Develop and implement a PACOM SCD methodology and taxonomy in accordance with PACOM requirements and in collaboration with the SCD Working Group.
JOB REQUIREMENTS/QUALIFICATIONS:

• Education: A PhD in a social scientific field (anthropology, sociology, geography, etc.).


• Desired Requirements: Experience in PACOM SCD research and developing academic Request for Information (RFI).

• Training & Experience: Previous Military experience. Military Planning process experience required.

• Interpersonal: Strong interpersonal skills. Ability to deal with a wide range of customers and Senior Managers. Must be familiar and active within the SCD community

SUMMARY
Coordinate essential functions for direct and integrated marketing in the Direct Marketing & Development Services Department. Provide ongoing support to Easter Seals’ nationwide network of affiliates participating in the headquarters-managed Direct Marketing (DM) Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

• Updates affiliate data (DART, DM, Independence, seed and signer names, affiliate remit) and makes changes to Microsoft Outlook, ARM, Team Approach, and Excel as appropriate. Tracks participation for Independence and Legacy programs as well as training data for DART and Direct Marketing orientations.

• Tracks and communicates about and to Academy participants prior to trainings and orientations and creates the monthly Direct Marketing orientation materials (Power Point documents and STAR reports).

• Monitors the donor changes email inbox and process: screens emails, works with affiliates on data management, and resolves donor issues.

• Assists affiliates with their day-to-day requests/inquiries, sharing any key issues with the Direct Marketing team. This includes coordinating copy for various promotions and creating or requesting various reports.

• Coordinates process for affiliate notification of high dollar direct marketing gifts.

• Receives data processing requests from affiliates; fielding questions and getting clarification on criteria for data pull, works with database team to obtain data and disseminates to the affiliate staff.

• Maintains affiliate direct marketing files offline and online as well as filing invoices, letters, and reports, etc.


• Until the transition in management of the Direct Marketing program in September 2010, run monthly STAR reports, and implement the monthly Net Income Report process by comparing finance statements with production income reports and notify the Senior Integrated Marketing Manager with discrepancies. Prepares first draft of the letter to affiliates and shares with Direct Marketing team for review.

• Updates and maintains the monthly Direct Marketing calendar and weekly meeting agenda.

• Until the transition in management of the Direct Marketing program in September 2010, coordinate the Independence newsletter program; edits and proofs (with affiliate materials) the 30+ quarterly versions of the Independence newsletter and makes suggestions as appropriate to affiliates. Creates expense proposals and maintains participation data.

• Supports affiliate usage of DART, oversees password changes, and sets up and sends the email communication for the Meeting Visuals trainings.

• Coordinates the process for the selection and ordering of the departmental card for the holidays, as well as the mailing list.

• Coordinates Community Health Charities participation including facilitating the annual application, sends weekly files to The Capper Foundation Easter Seals, and assists with preparations for the annual Training Conference and Convention.

• Coordinates changes to the Direct Marketing, Planned Giving, and Data Management sections of the Easter Seals Extranet, works with Production to update appeal descriptions and artwork and conducts yearly review.

• Assists with answering calls when the Donor Relations Manager and other back-up staff are out of the office.

• Provides assistance to Direct Marketing team including Vice President Development Services on special projects and performs other duties as assigned.

• Develops a thorough understanding of the Direct Marketing program, as well as the other services of the department.

• Understands and endorses the mission and values of Easter Seals.

Guard Joint Force Development. The NGB J7 ensures these functions are
integrated and complementary where appropriate. The Government requires
external expertise possessing the requisite technical knowledge, education,

RESPONSIBILITIES
The position of a Supervisory Biomedical Engineer (clinical) is responsible for the professional and administrative management of biomedical engineering section for the Greater Los Angeles Healthcare system (GLAHS). In addition, the incumbent is the program official for GLAHS’ environmental of Care Medical Equipment Management Program. Within this section the incumbent will supervise lead Biomedical Equipment Support Specialists, Biomedical Equipment support Specialists and Biomedical Trainees with highly sophisticated knowledge of the operations, functioning, and repair of state-of-the-art medical equipment. This group’s primary goal is to manage by documenting, inspecting, accident investigating, life expectancy determination, interact with project staff, F/U on replacements, recall investigation/repairs, replacements, pre-operational system testing, inventorying, and monitoring contractors performing repairs on a wide range of medical equipment and systems. The incumbent is the Senior Biomedical Engineer with direct overall responsibility for planning & forecasting, submitting projects, technical support, designing and construction of projects, and patient safety programs. The supervisory position is responsible for development of performance standards and performance evaluations, recommendations for appointment, awards, advancements, and when appropriate, disciplinary actions, and identification of continuing training needs, time and attendance, work assignment and performance for all assigned individuals. This position is considered a first-line supervisory position that provides expertise in the planning, design, construction, testing, documentation, modification, installation, maintenance and training of highly sophisticated biomedical instrumentation systems that are primarily electronic in nature. These clinical information systems are on local area networks and may be interfaced with other medical equipment. The incumbent and his/her staff are responsible, but not limited to medical equipment (CT scanners, gamma cameras, magnetic resonance imaging systems, ultrasound, echocardiography, digital angiography, cardiac catheterization systems, and picture archiving medical information communications systems) that integrate highly sophisticated medical instrumentation systems using different computer software, hardware, mechanics, and communications protocols. In addition, are responsible for analyzing equipment, malfunctions using selections of electronic and/or mechanical test equipment, technical data, schematics, approval of equipment purchase requests for space and utilities verification, preparation coordination, interpretation of technical specification, standards, followed by regulatory agencies set by SMDA, NFPA and JCAHO.

Provide System Administration and Technical Instruction for the Centralized Aviation Flight Record System (CAFRS) at Army organizations and facilities worldwide. The Instructor/System Administrator will be identified as Field Service Representative (FSR). The CAFRS FSR will be based out of Huntsville, Alabama and will visit military units and facilities as scheduled to provide support services as directed by the Fielding Team Lead or the CAFRS Project Manager. The FSR will work with military organizations and perform functions to deliver training and system administration support to those organizations both stateside and overseas to include theater of operations. The FSR will perform additional tasks in support of design, development, testing, and certification of CAFRS for the Army Aviation Program Executive Office (PEO-AVN).

Qualifications
Basic Qualifications:
- Apply advanced instructional technical training and professional expertise in delivery of classroom and on-site instruction to transfer knowledge and skill from PEO-AVN to Army Aviation organizations. Instruct soldiers and civilians in the correct utilization of CAFRS software and supporting techniques and procedures for the performance of record-keeping and data entry duties.
- Create, maintain, and deliver technical reports for CAFRS equipment and software as required.
- Implement System Security Practices and Procedures for Automated Information Systems utilized for sensitive personnel records.
- Maintain
Hardware / software configuration management and control of CAFRS.
System administration currency based on each new software release and hardware modification/upgrade.
- Perform
As Subject Matter Expert (SME) on CAFRS and Aviation Flight Records including the Individual Flight Record Folder (IFRF) and the Individual Aircrew member Training Folder (IATF). Maintain the skills and knowledge to perform as SME in the mentioned areas.
Customer service duties such as providing and collecting customer satisfaction surveys, assisting with software and procedural problems, performing follow-up surveys, providing on-site support, and answering help desk questions. Analyze software, hardware, and system problems found by the user at the unit to provide problem identification, resolution, and tracking to include logging the problem duplicating through testing and analyzing until a resolution is found. Ensure that the problems are entered into the Trouble Report database.
System administration duties of the CAFRS to include establishing user accounts, installing software, configuring systems, coordinating and working with local Directors of Network Enterprise Center (NEC) offices and Information Assurance Manager (IAM), implementing and enforcing security policies, assisting in problem resolution.
- Provide supplementary CAFRS aviation record-keeping training.
- Set up, conduct, and support equipment and software demonstrations.
- Support unit exercises, daily operations, deployments, and real-world contingencies (as directed).
- Assist the units in the fielding of new hardware and software to include coordination with the unit PBO prior to hardware arrival, transferring new equipment to the proper locations, equipment setup and checkout, assistance with assigning equipment to property sheets, and collection and turn-in of obsolete equipment to the proper disposal authority.

Additional Qualifications:
- 10 years experience in Army Aviation as an Instructor Pilot and have been designated and performed duties as a Standardization Instructor Pilot for at least 4 of the 10 years.
- Experience in Small Group Instruction, Platform Instructor, Crewmember Flight Instructor, desired.
- Experience in writing technical reports required.
- Thorough understanding of the Commander’s Aircrew Training Program is required. This includes the Individual Flight Record Folder, Individual Aircrew member Training Folder, Commander’s Guide to the Aviation Training Program, Aviation Regulations, the Army standardization program and other relevant documents and publications. Seemingly mundane daily COLTS maintenance is a key enabling function that allows the entire C-RAM Logistics Team to plan for and provide responsive unit support and as such, Warehouse personnel may be required to actively manage information in the COLTS database to meet operational and planning needs.
