How Will You Make an Impact-
Colorado Springs Utilities is seeking an Electric Power Line Troubleshooter to support operational needs and maintenance on our electric distribution system. You will have the opportunity to collaborate with our Planning and Engineering, Construction and Maintenance, and Distribution Control personnel while performing a variety of technical duties and ensuring safety compliance on our job sites. Some of the ways in which you will make an impact include:
Assisting in the minor maintenance of underground and overhead power lines and equipment
Responding to underground outages to assist in service restoration
Setting up clearances and hotline holds for emergency power restoration
Performing distribution and transmission switching to accommodate repairs and clearances
Reviewing technical documentation and designs for accuracy
Performing clean-up and safe handling of hazardous waste from system equipment
Please note that this position requires the successful candidate to work on-call, overtime, weekends, holidays, etc. as business needs dictate.
Who You Are
Relevant and progressively responsible experience in a journey-level line technician or lineworker capacity is valued
Completion of a Line Technician Apprenticeship program
Possession of a valid CDL Class A license
Knowledge of electrical system principles, voltage requirements, equipment, installation, and maintenance is valued
Knowledge of metering principles and practices is valued

The Inspections Specialist works within the U.S. Customs and Border Protection (CBP),
Enterprise Services (ES), Office of Accountability, Juvenile Coordinator’s Division, in the
Juvenile Coordinator’s Office. The incumbent plans and conducts varied inspection projects or
other analytical assessments. Inspections are complex and require thorough research and
analysis. Inspections include (but are not limited to) onsite and virtual inspections of facilities
holding migrant juveniles and other assessments. Assigned inspections and assessments are
undertaken to provide the CBP Juvenile Coordinator with timely, independent, and reliable
information, and fact-based analysis concerning CBP’s compliance with the Flores Settlement
Agreement (FSA) and related internal policy.
The incumbent also participates in preparing inspection related Court mandated interim and
yearly reports. In addition, the incumbent analyzes Plaintiff declarations pertaining to migrant
juveniles in CBP custody. Responsibilities include (but are not limited to): applying a wide
range of analytical methodologies while performing in-depth qualitative and/or quantitative
assessments to determine whether: CBP offices are adhering to federal regulations, agency
policy and procedures, the FSA, and other established standards; organizational functions are
being performed uniformly, effectively, and efficiently; existing agency policies and procedures
are sufficient to achieve organizational goals and objectives; and to provide recommendations or
suggestions for improvement.
MAJOR DUTIES AND RESPONSIBILITIES:
The incumbent fully participates in the planning and organization of assigned onsite or virtual
inspection projects. The incumbent develops, implements, and monitors nationwide inspection
protocols intended to assess operational compliance with the FSA and CBP policies and
procedures pertaining to the detention and care of juveniles. The inspections the incumbent
performs have a major impact on CBP operational functions that are critical to achieving overall
CBP mission objectives.
To effectively discharge their duties, incumbent must consistently apply up-to-date knowledge of
all applicable laws, rules, regulations, compliance, and standard operating procedures, as well as
information on the latest Plaintiff declarations, to develop and/or modify JCD inspection
protocols that can be effectively utilized by JCD staff in conducting compliance inspections. The
incumbent serves as a “technical expert” in providing JCD personnel with the required,
guidance, instruction, and procedural references necessary to effectively execute and
successfully complete JCD inspections in the most efficient and effective manner.
The incumbent conducts onsite or virtual inspections to assess operational compliance. These
reviews are mainly based on priorities established by the Commissioner or other senior CBP
officials but may be conducted because of direct requests. The incumbent serves as a
representative of the CBP Juvenile Coordinator and must not only fully understand the areas
under review and the relevant criteria but must also perform their duties with integrity while
onsite. The incumbent must then be able to document all efforts while completing the inspection
protocols with the facts and evidence gathered, summarize the issues identified, and brief
executive management.
The inspections are comprised of the following main areas below. The incumbent conducts these
inspections under conditions requiring focus, attention to detail, and time management while
remaining independent from the inspected locations.
o Physical Inspection - inspects the holding area and observes whether it meets the FSA
requirements to ensure juveniles are held in a safe and sanitary facility. Records the types
of amenities available for the juveniles, including water, snacks, cots/mats, blankets,
hygiene products, baby formula, baby bottles, dry clothing, etc. Checks the expiration dates
on the available food items. Photo documents during the onsite inspections and notes
issues and best practices identified. Addresses any maintenance issues with the agents or
officers participating in the inspection and obtains a corresponding copy of the work order
addressing each issue. Maintains a cordial and professional demeanor with the assisting
agent or officer, while remaining vigilant against any red flags observed. Upon completion
of the inspection, analyzes and records the results in the protocol and dashboard.
o Data Review – selects a sample of juveniles held and obtains their custody records from
the USBP or OFO online systems of record. Analyzes the records to determine whether
USBP or OFO are compliant with the performance/recording of custodial actions,
including meals provided, welfare checks, showers provided, and others. The analysis
incorporates existing FSA and CBP policies and procedures. As part of the review,
interviews an agent or officer that inputs custodial actions into the system of record and a
supervisor over the holding area to obtain an overview of performance and recording of
custodial actions and to ascertain the reasons for any observed deficiencies. Upon
completion of the inspection, analyzes and documents the results in the protocol and
dashboard.
o Medical Capabilities – interviews a supervisor involved with medical procedures and
contract medical personnel to determine on-site medical capabilities available for juveniles
from the time of the first encounter to their transfer from the facility, including initial intake
screening, enhanced medical assessments/interviews, medical encounters, and exit
screening. Selects a sample of juveniles undergoing medical care and reviews in detail
custodial and medical records to ensure medical treatment and medications are provided and
recorded as required. Obtains and reviews available documentation for hospitalized
juveniles to ensure completeness and proper recordation. If applicable, determines whether
personnel are properly conducting the 15-minute welfare check. Maintains contact with the
CBP Office of the Chief Medical Officer during the review to address any issues or
concerns. Upon completion of the inspection, analyzes and documents the results in the
protocol and dashboard.

The National Import Specialist (NIS) to assist/support other Import Specialists in providing

Duties
The National Import Specialist Assistant (NISA) serves as an assistant to the National Import
Specialists who are responsible for all classification and value functions related to an assigned
line of merchandise consisting of either a considerable range of commodities with all items
falling under various tariff schedules and appendixes, or a narrow line of merchandise
characterized by a great diversity of individual items, grades, qualities, and sources. Develops
and provides authoritative information on merchandise, within an assigned line, to members of
the trade community, the general public and import specialists throughout CBP.
Monitors, revises and updates several significant ACS/ACE modules, which serve as the core of
CBS,’s automated processing including:
a. Develops tariff-related national cargo selectivity criteria under the Harmonized Tariff
Schedules of the United States. On an ongoing basis, reviews the criteria to ensure that
the data remain current, in all respects, to support examination or document review.
b. Develops and monitors the automated entry summary selectivity criteria under the
Harmonized Tariff Schedules of the United States. Determines risk factors for all
commodities in order to determine which items warrant removal from Commodity Team
review. This facilitates trade at all locations.
c. Creates, updates, and monitors examination instructions to be followed by CBP officers while
performing intensive examinations. These instructions must be periodically updated to reflect
changes in the tariff and trade practices

intelligence programs and functions.
Demonstrates business acumen, by effectively planning, programming, budgeting and ensuring

6. Ensures the integrity of all processes through management control review of the program.
Directs the implementation of the review and monitoring aspects of the program. Reviews the

directs the resolution, implementation and coordination of corrective actions.
Promotes a common intelligence framework and unified approach to address current and

Provide support with emergency preparedness plans, assessments,

Our Wastewater Treatment Plant Mechanic Specialists ensure the performance, safety, and optimization of our Wastewater Treatment Plants by inspecting, maintaining, and repairing pumps, drives, and mechanical equipment.
