Over the last 12 months, 1,042 soldiers, Marines, sailors and Air Force personnel have given their lives in the terrible duty that is war. Thousands more have come home on stretchers, horribly wounded and facing months or years in military hospitals.

This week, I’m turning my space over to a good friend and former roommate, Army Lt. Col. Robert Bateman, who recently completed a year long tour of duty in Iraq and is now back at the Pentagon. Here’s Lt. Col. Bateman’s account of a little-known ceremony that fills the halls of the Army corridor of the Pentagon with cheers, applause and many tears every Friday morning. It first appeared on May 17 on the Weblog of media critic and pundit Eric Alterman at the Media Matters for America Website.

“It is 110 yards from the “E” ring to the “A” ring of the Pentagon. This section of the Pentagon is newly renovated; the floors shine, the hallway is broad, and the lighting is bright. At this instant the entire length of the corridor is packed with officers, a few sergeants and some civilians, all crammed tightly three and four deep against the walls. There are thousands here. This hallway, more than any other, is the `Army’ hallway. The G3 offices line one side, G2 the other, G8 is around the corner. All Army. Moderate conversations flow in a low buzz. Friends, who may not have seen each other for a few weeks, or a few years, spot each other, cross the way and renew.

Everyone shifts to ensure an open path remains down the center. The air conditioning system was not designed for this press of bodies in this area. The temperature is rising already. Nobody cares.

10:36 hours: The clapping starts at the E-Ring. That is the outer most of the five rings of the Pentagon and it is closest to the entrance to the building. This clapping is low, sustained, and hearty. It is applause with a deep emotion behind it as it moves forward in a wave down the length of the hallway.

A steady rolling wave of sound it is, moving at the pace of the soldier in the wheelchair who marks the forward edge with his presence. He is the first. He is missing the greater part of one leg, and some of his wounds are still suppurating. By his age, I expect that he is a private, or perhaps a private first class.

Captains, majors, lieutenant colonels and colonels meet his gaze and nod as they applaud, soldier to soldier.

Three years ago when I described one of these events, those lining the hallways were somewhat different. The applause a little wilders, perhaps in private guilt for not having shared in the burden. Yet now almost everyone lining the hallway is, like the man in the wheelchair, also a combat veteran. This steadies the applause, but I think deepens the sentiment. We have all been there now. The soldier’s chair is pushed by, I believe, a full colonel. Behind him, and stretching the length from Rings E to A, come more of his peers, each private, corporal, or sergeant assisted as need be by a field grade officer.

11:00 hours: Twenty-four minutes of steady applause. My hands hurt, and I laugh to myself at how stupid that sounds in my own head. My hands hurt. Please! Shut up and clap. For twenty-four minutes, soldier after soldier has come down this hallway – 20, 25, 30. Fifty-three legs come with them, and perhaps only 52 hands or arms, but down this hall came 30 solid hearts.

They pass down this corridor of officers and applause, and then meet for a private lunch, at which they are the guests of honor, hosted by the generals. Some are wheeled along. Some insist upon getting out of their chairs, to march as best they can with their chin held up, down this hallway, through this most unique audience. Some are catching handshakes and smiling like a politician at a Fourth of July parade. More than a couple of them seem amazed and are smiling shyly.

There are families with them as well: the 18-year-old war-bride pushing her 19-year-old husband’s wheelchair and not quite understanding why her husband is so affected by this, the boy she grew up with, now a man, who had never shed a tear is crying; the older immigrant Latino parents who have, perhaps more than their wounded mid-20s son, an appreciation for the emotion given on their son’s behalf. No man in that hallway, walk ing or clapping, is ashamed by the silent tears on more than a few cheeks. An Airborne Ranger wipes his eyes only to better see. A couple of the officers in this crowd have themselves been a part of this parade in the past.

These are our men, broken in body they may be, but they are our brothers, and we welcome them home. This parade has gone on, every single Friday, all year long, for more than four years.

DUTIES:

This position is assigned to the Logistics Section as a Resource Tracker, but also has financial processing responsibility associated with Financial Codes Manual 2300.16. Individual performance is measured in financial accuracy and the appropriate documentation process. The incumbent supports activities associated with the FEMA e-Taskers, Telecommunications Information Management and Control System (TIMACS), FEMA Form 40-1s and FEMA Form 60-1s business processes.

The incumbent is responsible for the Single Point Ordering (SPO) process which effectively manages all requests for commodities, supplies, equipment, personnel, and services from the point of inception through the final delivery to the end user during disaster response and recovery operations.

The incumbent serves as a central point-of-contact for processing all e-Taskers, TIMACS, reviewing and processing all 60-1s (“Requisitions for Supplies, Equipment and/or Services”) and initiating, preparing and processing all 40-1s (“Requisition and Commitment for Services and Supplies”) requests.

Utilizing a Web-based service, eCAPS, which serves as a quick reference to address, entry and processing, the incumbent initiates FEMA Form 40-1, the funding document to begin the process of negotiating a contract or purchases. The incumbent must be proficient in using this system for creating, processing, amending, researching, canceling, copying and printing the electronic FEMA Form 40-1s. The incumbent routes the document for approval through the Deputy Director, Support Services, then to Finance for obligation of funds. The incumbent serves as a coordinator for assigned procurement documents, issuing certified Form 40-1s to the individual Purchase Card holders and Acquisition Branch for making purchases.

The incumbent is responsible for initiation and maintenance of a filing system, gathering information and compiling reports, and maintaining accurate, up-to-date files on FEMA eTrackers, TIMACS, 40-1 and 60-1 requests. The incumbent performs database records management tracking including complex and extensive functions for procurement, billing, and receiving documents.

Incumbent is responsible for maintaining an electronic database for action requests for mission-assigned resources and works closely with the Automatic Deployment Database (ADD) specialist to create deployment orders upon request. Incumbent works closely with the Administrative Support Specialist to assist in producing staff availability reports for management by job title and proficiency level. The Ordering Unit Leader is kept apprised of all deployment orders on a routine basis by the incumbent who coordinates with FEMA Headquarter Deployment Branch.

CONDITIONS OF EMPLOYMENT AT FEMA

EMERGENCY ASSIGNMENT: FEMA employees may be subject to 24-hour on-call in the event of an emergency. Executive Order 13473 dated September 25, 2008, authorizes noncompetitive appointments in the civil service for spouses of certain members of the Armed Forces. The intended effect of this rule is to facilitate the entry of military spouses into the Federal civil service as part of an effort to recruit and retain skilled and experienced members of the Armed Forces and to recognize and honor the service of members injured, disabled, or killed in connection with their service. This appointment authority is effective 11 September 2009.

– A PCS move or permanent change of station is the assignment, reassignment or
transfer of a service member from his or her present duty station or location without return to the previous duty station or location.

3. Must the service member been killed by enemy attack in order for the spouse to claim appointment eligibility?
– No. The service member must have died while on active duty and could have been the result of enemy attack, accident, disease, or natural causes.

4. How do managers take advantage of this new appointment authority?
– This non-competitive appointment authority is a new hiring flexibility available to
managers hiring civilian employees. Managers will now be able to consider military spouses who previously may have had no specific hiring authority for jobs in the federal service. This is a win-win for everyone. Managers may now recruit from a pool of well-qualified military spouses who are just as dedicated to the service of their nation as their active duty spouses.

Basic Functions: The curriculum developer will assist in the planning for, and execution of, training plans to support identified Marine Corps requirements to institutionalize training and education on COIC Net-centric capabilities throughout the TECOM enterprise.

Main Duties:
Designs course material and curricula to enable the training and education of Marines.
1. Develops Programs of Instruction (POI), to include Enabling Learning Objectives (ELO) and Terminal Learning Objectives (TLO).

The incumbent must possess in-depth understanding of Service processes, procedures and capabilities as well as how IED/Asymmetric networks operate and how the COIC functions to counter IED networks and other asymmetric threats. Position Description Scheduler to assist M&S Task Order (TO) Leads and Event Leads in developing IMS's traceable to the Integrated Master Plan (IMP), the TO Basis of Estimates and resulting in an IMS that can be integrated at the Program level. M&S TOs employ approximately 80% discrete tasks. The scheduler will use the Earned Value Management System (EVMS) to assess progress against the IMS. The IMS must be resourced to assist the TO Leads in understanding facility and personnel conflicts. The scheduler will work with Systems Engineering Technical Processes (Configuration Management, Risk Management,
Requirements Management and Data Management). Scheduler will work closely with M&S TO Leads, Project Managers and Infrastructure Matrix employees. They will develop and manage the M&S schedule management process and will facilitate integration across all JRDC TO / Projects. The scheduler will identify critical paths and collect useful reporting metrics. The scheduler will coordinate with TO Leads and Event Leads for progress/status reports and be responsible for generating EVMS data. The scheduler will also develop recommendations on appropriate schedule structures, resource allocations, level of detail, naming conventions, and procedures for use within the projects.

Job Description:

Position Description:
The Columbia Group (TCG), a technical services support company with a successful 30 year history of providing the United States Military with acquisition, logistics management, engineering, design, fabrication, test and evaluation, information technology and financial management support services.
The G-BOSS Program Liaison is responsible for coordinating Ground-Based Operational Surveillance System (G-BOSS) equipment support for Marine Corps operational units in military theaters of operation. Monitor field service representatives (FSRs) and trainers within theater and provides independent assessment of fielding and sustainment status. Assist FSRs and trainers, as required, to facilitate optimal system performance and readiness. Act as the primary, in theater, point of contact for the G-BOSS program manager and the operational forces. Provide regular status reports and special after-action reports. Provide information to support operational and technical requirements development. Compose and present briefings and training materials to US Military and government personnel. Provide input for integrated logistics support requirements. Conduct analysis and present recommendations and solutions related to short and long-range program planning requirements while assessing and reducing risk areas. Provide sound and viable recommendations and assistance to project office that directly affects the conduct and attainment of program goals and objectives.
All actions are focused on providing value added products and services to USMC Program Managers.
Required Education Skills and Experience:
Bachelor's degree with 12 years professional experience or 20 years professional experience in lieu of degree.
Mastery of Microsoft OfficeSuite (Word, PowerPoint, Excel, Access, etc.
Demonstration of excellent oral and written communication skills.
Documented experience in logistics management; experience in writing logistics plans; logistics element status reporting; and logistics problems resolution.

25. Job Title: Assignment Oriented Training Instructor Location: Fort Sill, Oklahoma
FLSA Status: Exempt

Job Summary:
An Assignment Oriented Training (AOT) Instructor provides realistic, performance oriented training curriculum using an approved program of instruction during a 2 week course of instruction to a group of approximately 24 students. The AOT Instructor will teach the Call for Fire portion of the BOLC-B course when not engaged in AOT instruction. The AOT Instructor delivers training using one of the following methods: class room, individual hands on, simulated, during field training, at distant learning locations or during training exercises. The Instructor prepares programs of instruction, delivers training, evaluates and assesses student performance, prepares training materials, coordinates training support, establishes the classroom environment, and provides mentorship to students. Instructors must maintain competence as Fire Support Platoon NCO at all times, and maintain current knowledge of emerging technological advances in equipment, weapon system, and Tactics, Techniques, and Procedures (TTP). An AOT Instructor serves as either a primary or assistant instructor.
Qualifications:
• Must have an active secret clearance.
• Must have an associate’s degree from an accredited college or university or equivalent experience.
• Must be capable of operating and teaching students operations of the BFIST (25mm machine gun, 7.62 machine gun, Forward Looking Infrared (FLIR), lightweight laser designator range finder, vector, and other target identification systems as they are introduced to the Army.
• Must be competent in teaching from the following Field Manuals: FM 6-30, FM 6-20, and FM 3-09.8 chapter 3.
• Must be a graduate of the Advanced Non-Commissioned Officer Course or equivalent course.

The Computer Based Training Specialist works with courseware production team to design, develop, revise and validate interactive computer based courseware. This specialist uses specialized computer software and/or hardware to develop, integrate and edit instructional text, audio, graphics, animation and video for interactive presentations. This person also uses appropriate programming/branching logic and screen layout and remediation/feedback techniques. The Worker also implements quality control and review and revision procedures throughout the courseware development process - COMPUTER BASED TRAINING SPECIALIST/INSTRUCTOR (SCA CODE 15050)
Plans, develops, coordinates and provides Programs of Instruction (POI) for Army Battle Command System (ABCS) System of Systems (SoS) equipment. Primary duties include execution of the development of a Program of Instruction for Advanced Field Artillery Tactical Data System (AFATDS. Develop lesson plans IAW Army Regulations based on a detailed front-end training needs analysis. Training packages developed will address new operator, sustainment, and leader training. Upon completion of training development, will execute training sessions and develop the criteria for successful completion by trained personnel. May utilize and instruct trainers’ w/technical expertise. Continuously revises lesson plans to meet training requirements and keep BFT/FBCB2 courses abreast of emerging technology. Instructor duties will include preparation of training materials, determination of methodology, and coordination in the development and use of training aids. In addition, conducts formal training for US Army personnel in all facets of staff integration and battle captain skills. This includes mentoring and conducting After Action Reviews of staff personnel at the battalion and brigade level. Qualifications:
• Completion of the captain’s career course, warrant officers advanced course, advanced noncommissioned officers course, or equivalent service school.
• Must have five (5) years experience in military branch unit operations, doctrine development, concept development, or force design/development.
