Job Requirements:
COMPUTER PROGRAMMING SUPPORT: The contractor shall provide professional and technical services, Fiscal database and help desk support, computer programming services in support of the Transaction Online Processing System (TOPS). The contractor shall provide sequel programming to support other associated systems and operational requirements in support to Navy Pay Personnel Support Center (NPPSC). The contractor shall perform the following specific tasks but not be limited to, the following:
• Responsible for the computer programming maintenance and support for the TOPS system. TOPS is a multi-user system that provides a work flow tool within a secure environment for users to initiate and administratively process tasking related to transactions involving pay and personnel matter. Perform programmable system upgrades and to support various programming languages in Structured Query Language (SQL), ASP, PHP, API, XHTML, CSS, XML, HTML, Java Script, access database, and the operational requirement to keep the system functioning at an optimal level.

Required Skills and Knowledge

The prospective KM will obtain, maintain and, upon request and be prepared to produce for inspection, complete and thorough records associated with canines working under this contract. Original records shall be maintained in a central location with appropriate duplicates accompanying the dog. Those shall include, but may not be limited to, records that address the following:
• Acquisition of the dog
• Health – from birth until the dog leaves WPS contract.
• Training – to include all records of when the dog was initially trained, to what standards, using what techniques, and by whom the dog was trained. Records shall include relevant names, addresses dates and materials used.
• Testing – to include where, by whom and when the dog was certified prior to acceptance on the program, what explosive odors the dog was tested on and the results of that (those) test(s) and any/all follow-on training as well as certification/re-certification and validation testing.
• Handlers – the names and appropriate identifiers of all EDD Handlers with whom the dog has worked while on the program.
Acquisition, disposal, and storage records of all explosive training aids utilized during contract period.
The contractor shall be required to maintain small amounts of explosive material for testing and training of the canines. It is imperative that these samples be stored and handled in such manner as to ensure both safety and the integrity of the odor sample. To this end, each kennel shall have an appropriately sized, US Department of Justice (DOJ), Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE) approved explosive storage magazine. That facility shall be secured and marked appropriately at all times. The EDDKM shall safely maintain controlled substances used as training aids in accordance with applicable US law. This shall include transportation, storage, handling and associated safety precautions.
Responsibilities:
All K9 Kennel Masters will have completed a minimum 3 hours block of instruction to include:
• Recognition of IED's and explosives materials - This block will be both generic and specific to their country of assignment.

This position / labor category is staffed in accordance with the requirements described below:
1. The EDKM is designated as Support (S).
2. The EDKM is required to attend the non-PSS WPS training course, as outlined in this contract.
3 The EDKM handler is required to maintain weapons qualification, as outlined in this contract, with the Glock and the M4.
4. The EDKM vetted personnel are authorized to permanently fill the position / labor category of the EOD in case of shortages with the approval from HTP.
5. Manage and maintain kennel.
6. Conduct in-country training of K-9s.
7. Ensure quality control of K9 Teams.
8. Safely maintain controlled substances used as training aids
9. Detect explosive materials and devices.
10. Prevent the unauthorized introduction of explosive devices or matter.
11. Maintain K9 training records to meet contract requirements.
12. Perform other functions as directed by the Government.
Qualifications:
Must meet all of the below qualifications:
1. U.S. Citizen/TCN, as specified in the Task Order.
2. Level 3 English proficiency (see Attachment 4).
3. Certified in accordance with North American Police Work Dog Association (NAPWDA), national/State/provincial military or law enforcement agency standards as a working K9 Handler.
Shall have a minimum of:
1. Two (2) years of service as an Explosives Detection Canine Trainer.
2. One (1) year of security related experience. (Experience can be gained in the employ of any national, State/Provincial, Local or commercial entities providing high threat protective services that require skills similar to those outlined
in Exhibit E (Training Curriculum) of this contract)
3. Shall be able to recognize canine diseases, be familiar with hygiene requirements, and know the physical condition of the dog.
4. Note: Documentation of certification must accompany the resumes.

Candidate must be familiar with the operation and repair of small boat electrical systems, radar, communications, navigations systems, weapon mounts, and FLIR.
