2. Program Manager – Arlington, VA
The Program Manager (PM) is responsible for supporting the development of installation and logistics support policies at the USMC Headquarters level. He/She will lead a contractor team to support the Director for I&L at Headquarters USMC. The PM is responsible for interfacing with the customer and other stakeholders in order to determine program/policy requirements, including budget execution strategies as well as compliance. The PM should have strong interpersonal skills to be able to interact with customers and senior managers. Must have excellent writing skills and experience as a program manager with strong process improvement/implementation skills in the areas of Marine installations logistics, Marine deployment support, distribution, and asset visibility. The PM will attend daily tag-up meetings to keep abreast of problems, schedule changes, compliance issues, and other issues that may affect the program. The PM will be responsible for leading a team to develop technical and management approaches and may include project management plans, Quality Assurance Plans and the like. The PM is responsible for all major aspects of the project including, organization, critical personnel, technical approach, management approach, and budget support.
•The position also requires the ability to generate Program Review Briefings, requirements, in collaboration with the project managers, and the sponsor, to determine that all of the high level requirements have been met, and to be briefed at the 3 star level. The PM will work directly with client representatives and other organizations to continually improve/enhance processes related to the enterprise system.

• Understand the current state of the art in energy related technology development across the government and private sector to assess quality and appropriateness of ongoing and planned DoD energy research and development programs.
• Provide recommendations of energy related S&T programs which should be accelerated to provide near-term benefit to operational forces.
• Assist in developing a strategy for OASD(OEPP) Operational Energy Capability Improvement Fund (OECIF) investments, including developing and analyzing different models, approaches or processes for such investments.
• Produce analytical products, directives, meeting minutes, reporting documentation, or other requirements necessary for the efficient management of OASD(OEPP) Science and Technology efforts.
• Assist the innovation team’s support of the OASD(OEPP) front office regarding congressional issues by tracking legislative developments, congressional reporting requirements and congressional actions and helping to gather and prepare materials for congressional hearings.

The DSA Manager reports to the Disaster Survivor Assistant (DSA) Branch Director and supports the coordination of DSA operations with FEMA partners and other Federal Agencies, State, Tribal and Local government during a complex incident. Primary duties include the following:

. Assists less experienced members of the department providing training and guidance on the proper care of the material handling equipment
