2. Position: Computer Systems Security Analyst Date 22 July 2010

Position Description Security design and the testing of state-of-the-art secure operating systems, networks, and applications that insure implementation of a secure environment. Risk assessment analysis and generation of system POA&M(s). Experience with a wide range of security issues including architectures, firewalls, electronic data traffic, network access, security policy and standard operating procedures and recommend mitigation strategies. Uses encryption technology, vulnerability analysis of various security technologies, and information technology security research. Vulnerability analysis through the use of eEye Retina Vulnerability scanner or comparable system and DISA STIG and Gold/Platinum disk validation experience. Responsible for the development and preparation of critical reports for the certification and accreditation (C&A) of the US Air Force Information Technology systems within the requirements of the DIACAP (Department of Defense Information Assurance Security Certification and Accreditation Process) and the IT-Lean/SISSU process. Including but not limited to identifying: operating environment and potential threats; system security architecture; analysis of new software/hardware requirements; establishing the Certification and accreditation boundaries; analyzing the Mission Assurance Criticality and Confidentiality Category, documenting formal agreements and other pertinent information for all requirements necessary for accreditation. Designs, tests, and implements state-of-the-art secure operating systems, networks, and database products. Conducts risk assessment and provides recommendations for application design. Involved in a wide range of security issues including architectures, firewalls, electronic data traffic, and network access. Uses encryption technology, penetration and vulnerability analysis of various security technologies, and information technology security research. May prepare security reports to regulatory agencies. Additional duties as assigned.

Desired Skills / Experience • Thorough knowledge and experience implementing the National Industrial Security Program Operating Manual (NISPOM) and other government security directives.
• Experience using JPAS.
• COMSEC background. Duties in auditing and configuring OS’s to NISPOM requirements.
• Certification and Accreditation experience under NISPOM Chapter 8 and DIACAP as an ISSM or ISSO.
• Knowledgeable with multiple computer platforms and operating systems.
• Demonstrated experience as a network and system administrator.
• Excellent written and verbal communication skills.
• Ability to work independently with little or no direct supervision and be a team player.
• Experience with the certification and accreditation (C&A) process of the US Air Force within the requirements of the DIACAP (Department of Defense Information Assurance Security Certification and Accreditation Process) and the IT-Lean/SISSU process.

6. NATO Senior Movement/Transport Analyst (VA)
On a part time basis, as required by task orders, provide military analyst services support to NATO military commands as specified in the attached Statement Of Work (SOW) and task orders issued in accordance with the terms of the contract. This effort will support the programming, planning, preparation, execution and assessment of NATO training and exercises. The Contractor will work in close coordination primarily with the Force Readiness Division (FOR RER, formerly called J7 Exercises Division) located at SHAPE (Casteau, Belgium).

Education/Training. A Bachelor's Degree in Transport Administration, Physical Distribution Management, Business Administration, or a related discipline. Be proficient in strategic deployments and operational movements. Knowledge of NATO Reception, Staging and Onward Movement doctrine. Able to provide full deployment analysis and movement planning in support of training/exercises.

Professional/Experience. A minimum of six (6) years operational experience in military movements and transportation organisations and three (3) years experience in strategic and operational level movements planning and control. A minimum of three (3) years experience providing technical support of NATO military training and exercises in the area of strategic and operational movements. 7. NATO Movements/Database Support Specialist (VA)

On a part time basis, as required by task orders, provide military analyst services support to NATO military commands as specified in the attached Statement Of Work (SOW) and task orders issued in accordance with the terms of the contract. This effort will support the programming, planning, preparation, execution and assessment of NATO training and exercises. Education/Training. Hold a certificate of international competence in the field of international transportation or a minimum of a secondary school. Have knowledge of computer network operations and experience in coordination of system upgrades with application programmers. Knowledge of NATO Reception, Staging and Onward Movement doctrine. Proficient in strategic deployments and operational movements. Capable of developing an Allied Disposition List (ADL) or Representational Force List (RDL) or a similar list. Ability to install, test and manage the local area network and maintain an automated system.

Professional/Experience. At least five (5) years of experience in populating, maintaining, and modifying relational database management systems or equivalent system. A minimum of three (3) years operational experience in military movements and transportation organisations, operational level movements planning and control, technical support of military training and exercise programmes. A minimum of three (3) years experience in integrated planning of multinational deployments during the operational process. Exercise experience in the area of strategic and operational movements. Instructor experience in formal National or NATO deployment planning courses is desirable. Secret clearance is required.

9. Program Manager (VA)

Requirements.
Education/Training. A Masters Degree (or equivalent) in Military Science, Computer Science, Engineering, Business Administration, or related discipline(s). Knowledge of NATO policies for force generation, development of intelligence estimates, role of indications and warnings and operational reporting process and procedures for the intelligence functional area. Able to organise and conduct training for Strategic Operation Planning Group (SOPG) and Joint Operational Planning Groups (JOPG), as well as direct staff in the application of e.g., NATO OPP, and conduct duties as a facilitator.

Professional/Experience. A minimum of ten (10) years military operations experience, of which at least three (3) years in operational planning for a NATO joint environment coupled with extensive experience in a NATO (strategic or joint force) command staff position. 11. Stability Operations Subject Matter Expert (SME) (Quantico, VA)


POSITION DESCRIPTION

In order to address the needs of the Marine Corps in the area of Civil Military Operations (CMO), the Marine Corps Security Cooperation Education and Training Center (SCETC) established the CMO Branch. The CMO Branch serves as the focal point for CMO and Civil Affairs (CA) Military Occupational Specialty (MOS) training within the Marine Corps Training and Education Command (TECOM). The knowledge, skills, and doctrine derived from this organization enhance the quality of the Marine Corps’ Professional Military Education and improve the ability of the Marine Corps’ operational forces to conduct CMO.

To increase the effectiveness of stability operations, the United States Agency for International Development (USAID) created the Tactical Conflict Assessment & Planning Framework (TCAPF). This tool is designed to identify and prioritize the causes of instability, develop activities to diminish them, and evaluate the effectiveness of the activities in fostering stability at the tactical level. TCAPF is part of US Army Doctrine in FM 3-07 (Stability Operations). It is currently being used by the United States Marine Corps, US Army, UK Royal Army, and the US Navy. It is also being integrated into the program of instruction at Combat Training Centers, PRT training courses, and the Counterinsurgency Training Center, Afghanistan (COIN Academy).

Stability Operations SMEs will provide support to the Marine Corps Training and Education Command (TECOM), Security Cooperation Education and Training Center (SCETC), Civil Military Operations Branch (CMO Branch), in providing stability operations related training to the operating forces. Stability Operations SMEs will support this effort by providing analysis, scenario, and background data development, and facilitating services that will enable students to determine causes of instability and to develop plans that promote stability. The primary focus of this scope is to provide classroom and in-the-field instruction on stability operations in a counterinsurgency environment. SMEs will provide augmentation to SCETC CMO Branch Military and civilian personnel and United States Agency for International Development (USAID) personnel forming an interagency Mobile Training Team in support of USMC operating forces. Other business and analytical support include a review of current USMC and Interagency Stability based Programs of Instruction (POIs) and doctrine to identify potential synergies and to synchronize how USMC personnel and units plan, organize, and execute stability operations with SCETC CMO Branch business processes in order to improve mission effectiveness.

Stability Operations SMEs shall have and provide subject matter expertise in the Tactical Conflict Assessment and Planning Framework (TCAPF), Civil-Military operations, stability operations, counterinsurgency operations, the Marine Corps Planning Process, and MAGTF staff structures and staff integration is strongly desired. Personnel should be experienced with curriculum development and the Marine Corps' Systems Approach to Training (SAT) process.

Stability Operations Military Instructors (Curriculum Developer / Instructor / Trainer) (Quantico, VA). As part of the CMO Branch's Mobile Training Team (MTT) deliver training on Stability Operations, based on the United States Agency for International Development (USAID) created Tactical Conflict Assessment and Planning Framework (TCAPF), DoDI 3000.5, and FM 3-07 (Stability Operations). The TCAPF was designed to assist commanders and their staffs to identify the cause of instability, develop activities to diminish them, and evaluate the effectiveness of the activities in fostering stability at the tactical-level (Brigade, Battalion, and Company Areas of Operations AO).

Primary Responsibilities: There are three primary responsibilities associated with this work:
• Provide instruction and student mentoring support. Instruct the training audience in the Stability Operations concepts described in FM 3-07, and on how they can be integrated into MAGTF operations. The instructional materials will provide an overview of the stability tasks and offer various methodologies (lines of operations, effects synchronization boards, assessment boards, stability task working groups, etc.) of how they can be integrated into MAGTF operations. The specific stability tasks to be covered are:

Once TCAPF certified, the instructors will assist USAID personnel in the Situational Training Exercises (STX) lane training during the Stability Operations course.
• USMC Stability Operations Program of Instruction (POI) Development and Refinement Support. Support production of courseware and curriculum materials for a week long stability operations course taught in conjunction with USAID personnel. The focus is on how to integrate Stability Operations into counterinsurgency plans and operations.
• Perform business process analysis and review. Review the CMO Branch's business processes and making recommendations to improve the Branch's effectiveness and efficiencies on Stability Operations curriculum development, the Marine Corps' Systems Approach to Training (SAT) process, training effectiveness, and the integration of stability operations concepts into Marine Corps training and doctrine. Additionally, support exercise design with Stability Operations related Master Scenario Events List (MSEL) items in support of the Marine Corps Tactics and Operations Group (MCTOG), the MAGTF Staff Training Program (MSTP), and Joint Forces Command (JFCOM) exercises.

Minimum Required Qualifications:
• Familiarity with in the TCAPF, DoDI 3000.5,FM 3-07 (Stability Operations), Civil-Military Operations, Stability Operations, Counterinsurgency Operations, the Marine Corps Planning Process, and MAGTF staff structures and staff integration.
• Must be able to provide training and consulting expertise in business process improvement and cost-benefit analysis for developing Stability Operations training and education curricula. Duties: The primary purpose of this position is to install, maintain, and repair a variety of electronic digital computer controlled systems and auxiliary equipment. Repairs and modifies air conditioning, refrigeration, cooling,climatic regulation equipment and heating equipment for systems in administrative offices, quarters, warehouses, laboratories, experimental spaces and buildings conducting explosive operations. Incumbent will be required to have extensive knowledge of direct digital, pneumatic, electrical and electronic systems. Incumbent will be required to have extensive knowledge of mechanical systems and heating systems less than .75 mbtu. Installs, repairs, and maintains a variety of complicated cooling equipment and systems with complex maintenance requirements. Troubleshoots, analyzes and determines repair actions required (including identification of necessary repair parts) to correct malfunctioning components of a general purpose digital computer system controlling HVAC system. Uses test equipment such as voltmeters, ohmmeters, card test sets, and other specialized electronic tools. Works on HVAC equipment, hot air furnaces, heating boilers less than .75 mbtu, and other systems and equipment in administrative offices, shops, laboratories, warehouses, explosive operating buildings and residential housing. Replaces burners, switches, fuel lines, cutoff assemblies, and thermostats. Identifies electronic control problems and makes repairs to furnaces, both fuel oil and gas fired. Installs, modifies, tests, repairs, and maintains boiler plant equipment less than .75 mbtu. Repairs, replaces, and maintains bearings, oil seals, pilots, burners, valves, and electro-mechanical controls and other items of similar complexity. Performs preventive maintenance on heating and refrigeration systems and air conditioning units. Visually examines and operationally tests electric,electronic, pneumatic, and mechanical systems and equipment using specialized test equipment. Checks and observes equipment for proper operation, oil levels, cycling, overheated bearings, and unusual noises. Remove, replaces, and repairs defective components. Adjusts equipment controls and tests small units and systems to locate worn and broken parts. Recognizes the cause of faulty equipment. Traces and locates defects, determines the nature and extent of repair required, selects appropriate tools and techniques and work sequence. Tests units upon completion of maintenance to determine that equipment and systems operate as intended. Uses safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and assures proper fit of required safety equipment and clothing. Follows federal and state rules when storing, using, handling, labeling and disposing of hazardous materials and waste in accordance with environmental standards.
