General Summary: Immediate fill (independent contractor) position is on the staff of a government consulting firm located in McLean, VA. The Joint Planner/Training Material Developer will support and lead projects to develop Operational Contract Support (OCS) planning-related training materials for the Contingency Acquisition Support Module (cASM). Work will be performed from home with periodic local travel to the pentagon in Arlington, VA. The period of performance is one year with a desired start date no later than 28 May 2014. Principal Duties and Responsibilities: Leading and working on a team to first receive training and briefings on the latest operational contract support (OCS) doctrine in Joint Publication 4-10, Operational Contract Support; joint planning requirements related to OCS in various Chairman, Joint Chiefs of Staff Instructions and Manuals; and functionality of the Contingency Acquisition Support Module (cASM) planning module. From this baseline understanding, develop training materials that integrate OCS planning and process requirements with the roll out of the cASM planning module. The following tasks describe the requirement: 1. Create stand-alone, self-taught training materials that integrate the operational contract support (OCS) planning process with the supporting Contingency Acquisition Support Module (cASM) planning module. In addition to familiarization with all aspects of cASM and OCS as a body of knowledge, the planner will prepare training materials in the form of PowerPoint charts with notes, manuals, exhibits and case studies that integrate the understanding and communication of joint planning for operations, exercises, and plans with use of the cASM software tool. Current staffing and skill sets to plan for OCS at the CCMDs, Service components and higher headquarters is limited and immature. The Contingency Acquisition Support Module (cASM), which will be ready for Combatant Command, Service Component, and subordinate use in 1Q 2015, automates requirements package (RP) processes in a web-based application. The cASM tool assists individuals responsible for fulfilling warfighter contingency requirements in an expeditionary environment by automating the planning, generation, tracking and reporting of RPs. It electronically captures services, commodities, and minor construction requirements into a standardized procurement RP and produces a complete, approved, electronic RP for execution by a contracting officer. It incorporates three functional areas—planning, requirements generation, and reporting: • Planning: cASM translates contingency plans for future operations throughout the world into actionable contract RPs. • Requirements generation: cASM provides templates for the documents to develop a RP. • Reporting: cASM provides the capability to facilitate historic and current reporting, tracking, and accountability of the requirements generation process. As cASM reaches its initial maturity, it is now necessary to create manuals and training products, assist users in understanding the benefit of this method of OCS planning and requirements development, and test cASM through its use in exercises. The initial focus of this requirement is to provide training materials that integrate the OCS planning process with the supporting cASM planning module, then, to assist in testing, teaching, training to OCS planners.
