Mission Assurance Program Manager (Quantico, VA / SECRET). Mission Assurance Program Manager needed to support Continuity of Operations (COOP) and Emergency Planning, Antiterrorism/Force Protection (AT/FP) Program, and Physical Security Program. The position's major tasks include writing and updating plans and procedures; testing and training employees on their specific roles and responsibilities; and ensuring that the tools are in place for successful participation in future Marine Corps Base Quantico (MCBQ) AT/FP Exercises/COOP Exercises and Emergency Preparedness/Response Exercises. Qualifications:

Required Skills and Experience:

2. Xe Services is seeking qualified Instructors to teach Static Security (guard force) operations.

Job Description. Provide daily instruction in Static Security Operations in Spanish. Assist the Director of Training in administering all associated tests and prescribed curriculum.

Responsibilities. Serve as a Primary or Assistant Instructor (P.I./A.I.) for all aspects of Static Security (guard force) operations. Other responsibilities include but are not limited to the following:

• Provides Instructional guidance in the Spanish language to TCN students.
• Conducts range operations in the Spanish language in accordance with the Static Security course curriculum.
• Responsible for safety of students.
• Responsible for updating the Static Security course curriculum.

4. Project Manager for Worldwide Personal Protective Services (WPPS) Contract (OCONUS)

§ General Requirements. The Project Manager (PM) plans, supervises and manages all aspect of Aegis services delivered specific task order under the WPPS contract at overseas sites throughout the world. Task Order provides specified services consisting of a combination of Personnel Security (PRS) Details, Static Guard Services, Operation and Intelligence Support, Medical Services and the Implementation of Technical Security Solutions to the support the designated Regional Security Office (RSO) in the protection of Embassy principals, property and equipment. He acts as the Aegis corporate lead to the RSO and his designated Agents in Charge (AIC) for all aspects of delivery of services, performance, property accountability and management of contracted staffs. This will include establishing strong relationships with the RSO and the supported clients from staff sections throughout the Embassy. He is responsible to the Aegis Program Manager located in Arlington, VA for all aspects of the WPPS contract.

§ Specific Responsibilities.

a. Daily coordination with the RSO as well as scheduling of all missions and tasks, training periods, leave and administrative absences and maintenance.

b. Ensure continuous delivery of all services

c. Daily mission briefings by PRS before execution of missions

d. Continuous tracking of missions during execution

e. Management of contractor behavior whether on task, training or any other time. This will include reporting and investigation of incidents to the RSO and Aegis Program Manager.

f. Planning and managing sustainment training to address changes in the operating environment and to maintain skills.

g. Daily inspection of guard sites, dog services, and technological support provided to the embassy.

h. Supervise the accountability, operating conditions and maintenance and services of all equipment.

i. Supervise assigned WPPS staff.

j. Management of all aspects of life support for the contractor work force provide by Aegis and coordination of any life support provided by the Embassy.

k. Organize and execute a monthly Project Management Team meeting with the RSO and other office designated by the RSO. These meeting address all aspects of performance, product improvement and billing, personnel and invoicing. The PM ensures that minutes and "taskers" are developed and promulgated.

l. Executes daily liaison with the Program Manager in Arlington.

§ Required Skills.

a. Expertise in the planning, execution and evaluation of mobile and static security services in service of the Department of State, Federal Law Enforcement or Department of Defense.

b. Strong leadership, project management and personnel management skills.

c. Capable of mission analysis, problem solving and security mitigation planning and implementation.

d. Ability to work in an operating environment typified by uncertain threats conditions with a high pace operational tempo.

e. Ability to support not only the RSO, but also the diplomatic personnel associated with the Embassy in a manner complimentary to the DOS mission and American core values.

Fifteen (15) years of General Requirements project support experience; Ten (10) years in specialized project support specifically the delivery and management of physical and/or personal security services. This can include a combination of US Government, Local government and commercial experience.

b. Bachelor's Degree.

c. Demonstrated experience in planning, evaluating, analyzing and implementing government security programs and systems.

d. Demonstrated experience in development of government security planning, policies and procedures.

e. Demonstrated experience in working with senior personnel specifically with written and briefing products.

f. Experience in security operations in support of department of State and/or DOD in special operations, military police, Marine Security Guard and FAST teams, and infantry operations. Former junior officer, chief warrant officer or senior NCO (E-8 or above). Combat tours are a "big plus".

6. Protective Security Detail Leader for Worldwide Personal Protective Services (WPPS) Contract (OCONUS)

1. General Requirements. The Protective Security Detail Leader (PRS Detail Leader) executes protective services with a contractor work force in support to the designated Director of Security Agent in Charge (DS AIC). This includes, but is not limited to planning and mission preparation, mission coordination with AIC and clients, execution movements and protection at venues and contingency operations.

2. Specific Responsibilities.

a. Manage the readiness of assigned PRS detail to include - manning of the detail, training and physical readiness of Protective Security Specialists (PSS) assigned to the detail, individual equipment, PPE's weapons and communication equipment, and vehicle maintenance.

b. Support the AIC in planning, executing and evaluating security movement and protection at venues. This includes -

i. Obtaining relevant threat information to support risk analysis.

ii. Execution of risk assessment and application of mitigation to reduce risks.

iii. Coordination of movements and activities with the RSO tactical operations center, the Embassy clients and supporting USG, coalition and host nation security forces.

c. Planning and executing reconnaissance to support security to include route surveys, site surveys, and safe havens.

d. Developing and implementing plans for advance operations, selection of primary and alternate routes, tracking via in-transient visibility, incident avoidance incident response and contingency operations as well as evacuation.

e. Plan and execute sustainment training to maintain performance and to modify capability to meet AIC designated changes.

f. Manage the detail schedule to ensure continuous support to the AIC as well as supporting sustainment and physical training, maintenance, leave and administrative absence, life support demands and off time.

3. Required Skills.

a. Expertise in the planning, execution and evaluation of mobile security and security at venues in service of the Department of State, Federal Law Enforcement or Department of Defense.


b. Strong leadership, project management and personnel management skills.

c. Capable of mission analysis, route planning, threat and risk assessment, identification of safe havens, site and route surveys, immediate action planning and evacuation.

d. Ability to work in an operating environment typified by uncertain threats conditions, high pace operational tempo and response to incidents, attacks and other contingencies .

e. Ability to support not only the AIC, but also the diplomatic personnel associated with the Embassy in a manner complimentary to the DOS mission and American core values.

f. Ability to establish and enforce high standards of performance and conduct.

4. Required Qualifications and Experiences.

a. Ten (10) years of experience in protective security with three of these years as a supervisor. This experience can be from a combination of service in the Department of State, Department of Defense, Federal law Enforcement and State/local law enforcement. Military experience includes service in special operations, military police, Marine Security Details and infantry as a platoon/squad leader. Military experience reflecting a discharge on a valid DD214 as Honorable. Combat experience is a plus.

b. Level III English

c. Successfully complete the Basic WPPS III PSS training

d. Six (6) months of protective security experience working under WPPS, WPPS II contract or similar program; remaining three (3) years of experience can be gained in the employ of any national.

e. Maintain weapons qualifications for the Glock, M4, Shotgun, M240, M249, M203 and familiarization for the AK 47

1. General Requirements. The Shift/Team Leader is responsible for the planning, execution and supervision of daily protective security operations in support of the designated Director of Security Agent in Charge (DS AIC) at Embassy of Department of State sites as specified by the specific task order. The Shift Leader/Team Leader reports directly to the PRS Detail Leader and/or the Project Manager.

2. Specific Requirements.

a. The Shift Leader/Team leader will manage and direct protective security operations on a day to day basis.

b. Directly supervise protective security specialists and ensure that all posts and detail positions are properly covered and that the detail is operation smoothly in accordance with the schedule and present plans.

c. Directs and controls response actions, if required, through radio communications.

3. Required Skills.

a. Expertise in the planning, execution and evaluation of mobile security and security at venues in service of the Department of State, Federal Law Enforcement or Department of Defense.

b. Strong leadership, project management and personnel management skills.

c. Capable of mission analysis, route planning, threat and risk assessment, identification of safe havens, site and route surveys, immediate action planning and evacuation.

d. Ability to work in an operating environment typified by uncertain threats conditions, high pace operational tempo and response to incidents, attacks and other contingencies .

c. Military experience in special operations, military police or infantry. The DD 214 reflecting an Honorable Discharge.

d. Successfully complete The Basic WPPS III PSS training

1. General Requirements. The Protective Security Specialist (PSS) performs protective services as part of Protective Services Detail (PRS Detail). These PRS Details support the movement and protection at venues of members of the Department of State as designated by the supported Regional Security Office. Protective Security Specialist's must possess the highest quality of professionalism, attention to detail and leadership skill which requires minimum to no supervision. They must be highly motivated and be able to work extremely well under stress and react effectively and efficiently to emergency situations

2. Specific Requirements.

a. The Protective Security Specialist Reports directly to the Detail Leader or Shift Leader.

b. He/she is responsible for the day to day protective security functions as specified in the daily post and detail orders.

c. Responsible for driving the lead vehicle or follow vehicle or act as the response agent during operations or advanced security preparations.

d. Maintains protective formation position during the Principal's walking movements and provides security at the Principal's residence or Command Post as required.

e. Performs task as either an individual PPS or as part of a PRS team.

3. Specific Skill Requirements.

a. Execute day-to-day protective service for designated clients during movement, at venues and at residences

b. Operate lead, client or follow-on vehicles within convoys.

c. and perform preventive maintenance services as directed. If required by task order operates watercraft and aircraft.

1. General Requirements. The PSS/Operations Chief assist the Detail Leader in the planning, executing and evaluation of PRS operations in support of the RSO. In the absence of the Detail Leader, the Operations Chief assumes his duties. The Operations Chief develop assists in developing, organizing and executing training for the PSS and support personnel within the PRS detail. He assists the Firearms Instructor and Detail Leader in delivering training and documentation. He works closely with the RSO staff and other designated offices to receive information and intelligence necessary to provide development threat assessment and asset the detail leader and the Project Manager in developing and recommend mitigation to enhance security during missions. d. Perform as an operations officer within the RSO TOC. This may include operating in-transient visibility tracking systems as well as radio and phone communications. Assist the RSO staff in monitoring all missions during execution. Assist the RSO in executing incident and post incident gathering information for post incident consequence management and After Action Review.

e. Execute debriefings of each PRS mission and report observation regarding changing conditions, potential activities and other security related items.

f. Prepare and provide staff support to all After Action Reviews. This includes documentation.

g. Perform all tasks associated with a Shift Leader or PSS.

1. General Requirements. The Operations Security Specialist (OSS) performs duties with the RSO's Tactical Operations Center augmenting existing RSO staff. The OSS "mans" designated position as an operations/watch officer. He/she receives and provides information to the PRS missions during execution identifying threats, changes in the operating environment and the status of associated security forces. They ensure constant communications links are maintained between the TOC and the PRS missions. They monitor the location and status of the PRS missions via in-transient visibility systems. In the event of an incident, the OSS assists the RSO staff in determining the location, status of the PRS mission and its clients and nature of the incident. As necessary, they assist in deploying quick reaction forces, MEDEVAC and Explosive Ordnance Disposal teams to the incident site. They will be prepared to contact US military, coalition and host nation security forces as necessary to support incident management. - Analyze and configure Army tactical processes to determine best fit into commercial product with minimal, if any, outside programming


- Participate in the review of regulatory and other directives having logistics systems applications for consistency with Army logistics doctrine and determined the impact on the automated systems


- Provide information on policy, procedures, and automated management information systems with emphasis on the Army's Maneuver Sustainment activities in the tactical and operational levels of the Current and Future Force logistics continuum


- Participate in Ad Hoc group meetings


- Assist in the development of management policies
