Water Pipefitter - Journey Level

 

Colorado Springs Utilities' Water Construction and Maintenance (WCM) group is responsible for the construction and maintenance of the physical assets used to deliver water to Colorado Springs Utilities customers. These assets include water mains, valves, stop boxes, service lines, manholes, curb stops, and hydrants.


In this job, you will be part of a team dedicated to the reliable operation of our water distribution system, helping to ensure the satisfaction of regulating agencies and Colorado Springs Utilities customers. Further, you will be responsible for a full range of challenging duties associated with water pipeline installations and maintenance, maintaining accurate records of work performed and materials used, and ensuring that underground utilities have been located properly, barricades are properly placed, and that our employees and contractors are working in a safe environment. 


Starting pay for a Water Pipefitter is $32.81/hr.  Once you have completed probation (typically 6 months) your pay will increase to $34.45/hr (single-pay rate). 


Qualifications of a Water Pipefitter:


Qualified candidates will have a minimum of four years of water pipe fitting experience, installing and repairing water mains and service lines.  Completion of a water pipefitter apprenticeship program is preferred.

Level 3 Distribution Certification from the State of Colorado or completion of a Water Pipefitter Apprentice program is required*.

Driving a Colorado Springs Utilities vehicle is a requirement of this position, as such the successful candidate must have and maintain a valid driver's license. 

Class A Commercial Driver's license with airbrake endorsement is required, or the ability to obtain within 1 year of hire.

Responsibilities include:


Technically proficient with tools and equipment associated with the installation and maintenance of the Distribution System including water mains, hydrants, and service lines.

Connecting and inspecting water mains and service lines

Safe handling of water main/service lines

Obtaining and Maintaining Operator Qualification Certification

Locates underground pipelines and utilities.

Inspects the condition of existing pipes for cathodic protection.

Operates leak detection equipment; identifies the exact location of leaks; classifies leaks.

Taps low- and high-pressure pipelines.

Informs customers of scheduled water work

Reads and complies with blueprints and specifications for projects

Responds to emergency situations involving water mains and service lines

Complies with safety standards and standard operating procedures to ensure safe worksites, including placement of safety signs and ensuring traffic has been rerouted.

Operates and performs maintenance on equipment and vehicles, including leak detection devices, stopping, and tapping equipment, heavy equipment, and hand/power tools.

Trains and provides guidance to apprentices and crew members

Working overtime, weekends, holidays, and 24-hour callouts is required as business needs demand.

Additional skills and experience we seek:


Distribution main installation, excavation, and compaction standards required

Water services line material knowledge required

Tapping water mains (PVC, DIP and CIP)

Basic cathodic protection background or experience preferred

Knowledge of safety procedures, trenching, shoring, etc.

Possessing and Maintaining a Level 3 Water Distribution Certification in the State of Colorado

What does a typical day look like for the Senior Portfolio, Program, and Project Analyst?

The Signals Intelligence Electronic Warfare (SI/EW) Systems Engineer will be responsible for applying practical knowledge to communication technologies, navigation, and sensor systems in support of Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force Training Center (MAGTF-TC) operations, by producing a realistic signal environment and providing technological support. The role will enable TTECG to employ and train on a variety of SIGINT/EW capabilities in support of Service Level Training Exercises (SLTE) conducted on board Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CA.


 


The SI/EW Systems Engineer will assist in the development, operation, and supervision of Signal Environment solutions to support TTECG exercises. The Systems Engineer will be responsible for improving and managing a realistic Radio Frequency Signal Environment that is dynamic and scalable tailored to SLTE events. The signals solutions will include: a wide variety of signals from wireless communications signals, RADAR, and military communications signals. SI/EW Systems Engineer will be required to network commercial-off-the-shelf/government-off-the-shelf systems.


 


The SIGINT/EW SYSTEMS ENGINEER position will be primarily a remote position, however, will require occasional travel to MCAGCC for periodic on-site system infrastructure maintenance, system management, and future capability integration.The SIGINT/EW SME will provide support to Tactical Training Exercise Control Group (TTECG), Marine Air Ground Task Force (MAGTF), in the design, planning, and execution of a realistic SIGINT/EW environment during USMC exercises conducted at Twentynine Palms, CA.

Experience: The candidate MUST have a:

• Top Secret clearance with eligibility for Sensitive Compartmentalized Access and observe all requirements for handling of classified national security information.

• Minimum of ten (10) years U.S. military combat arms experience including at least five

TJFACT is seeking to hire a dynamic Monitoring and Evaluation (M&E) Advisor to join our team in support of the Department of State - The Bureau of International Narcotics and Law Enforcement Affairs (INL) The Office of Africa and Middle East Programs (INL/AME).


The Monitoring and Evaluation Advisor (M&E), referred to as Advisor for the remainder of this document, will work full time in the INL Jerusalem (INL/J) office to support and assist in monitoring, evaluation and risk assessment of US government efforts to enhance and expand the capabilities of the Palestinian Civil Police (PCP), the Palestinian Authority (PA) Attorney General’s Office, the PA Public Prosecutor’s Offices, the PA Security Justice Commission, other PA security forces and the PA Ministry of the Interior (MOI), to provide public security, law enforcement and rule of law in the West Bank. The Advisor will work closely with the INL justice, corrections, MOI, and police advisors, the United States Security Coordinator (USSC) police advisors and the USSC Security Justice Advisor to support and complement INL’s justice project as needed and directed. The Advisor will serve as a member of INL/J’s subject matter specialists (SMS) team that assists and advises on the full range of criminal justice issues as they relate to establishing a Palestinian State that is based upon the rule of law. The Advisor will work closely with INJ/J and the INL program officers in INL/AME to bring them into compliance with 18 FAM 301.4 requirements. This is a key mission area of INL, which is being undertaken to ensure the Bureau’s compliance with the newly revised FAM. In addition, the Advisor will


perform their work ensuring that INL/J programs are aligned with INL’s strategic direction on enterprise risk management. The Advisor will perform all the duties and have all of the responsibilities listed in the below section.


 


DUTIES & RESPONSIBILITIES


·         Utilizes subject matter expertise, aids in drafting a variety of technical, programmatic, funding, and informational memoranda and letters.


·         Provides input to the Team Lead as a subject matter expert regarding Congressional testimony or responses to questions, press guidance and interagency, bilateral, and multilateral agreements in accordance with Department policies, and regulations and relevant legislation


·         Supports program reviews, in coordination with INL/J and DC based Program Officer, to ensure that stated goals and objectives connect to identified problems or needs regarding Israel and the Palestinian Authority.


·         Ensures that each program plan clearly identifies which the INL Functional Bureau Strategy (FBS) goals and objectives it supports based on the most up to date INL FBS.

·         Conducts research and makes recommendations to INL/J Director regarding the management of programs.


·         Reviews and analyzes policy and programmatic documents and makes recommendations based on findings.


·         Aids in conducting program reviews and assessments of new and ongoing programs and makes recommendations based on findings.


·         Helps develop performance indicators that measure actual results that can be compared to established performance targets for each part of the country program, including but not limited to any interagency agreements, grants, and contracts.


·         Assists with creating monitoring plans for country programs that clearly identifies the performance indicators, includes monitoring data collection frequency for each indicator, and the methodology behind checking the data for accuracy and quality.


·         Assists in strategic planning for programs.


·         Aids in reviewing budgets and providing program estimates, evaluates program effectiveness in relation to the funding expended, and aids in assessing USG foreign assistance activities to determine funding requirements and availability.

·         In consultation with and support of INL/J and the Program Officer, consolidates quarterly reports submitted from the field and perform trends analysis and reporting to INL/AME leadership using INL approved software. The reports will include, but are not limited to executive summaries, trend analysis, dashboard indicators, and supervisory level programmatic summaries.


·         Develops relationships with INL/AME and INL/KM to foster improved monitoring, evaluation, and utilization of country data.


·         Assists in coordinating training to INL/J staff on proper monitoring, evaluation, and risk management practices.


·         Interacts positively and work cooperatively with team members and points of contact to accomplish assigned work in a timely and efficient manner.

The Ministry of Interior (MOI) Advisor, referred to as Advisor for the remainder of this document, will be responsible for conducting assessments and making recommendations to INL/J and the United States Security Coordinator (USSC). These recommendations include, but are not limited to, how U.S. and other international assistance can best be designed and implemented to help the Palestine Authority (PA) MOI develop greater institutional capacity to fulfill its responsibilities to support and provide oversight to the PA Security Forces (PASF) and to assist INL/J and USSC in planning, development, and implementation of related U.S. assistance efforts. Duties and Responsibilities:


·         Develops and maintains a close working relationship with Palestinian counterparts. Gains the confidence and trust of INL/J, USSC, PA counterparts, and other international stakeholders. ·         Assists INL/J and the USSC to develop, design, and implement security assistance programs for the PA.

JOB DESCRIPTION *


Serve as a Joint Special Operations Command (JSOC) J7 Strategic Exercise (BRONZE RAM) Intelligence Designer and Planner at Fort Bragg, NC.  Position specifically supports the JSOC Internal BRONZE RAM exercise.  Support the Joint Event Life Cycle (JELC) in addition to seminars, academic training sessions, and staff exercises.   With a functional SME training cell and ICW other Headquarters and unit lead planners and objectives, the Exercise Intelligence Designer and Planner will develop, plan, manage, and control intelligence exercise/training support to enable multiple Headquarters and units to meet their respective exercise and training objectives.  Within the JELC, develop, support, and execute realistic complex intelligence and threat scenarios related to strategic and operational level problem sets for Geographic Combatant Commanders.  Using all source intelligence and consultant support, contractor will develop event support plans, planning documents, Master Sequence Event List (MSEL) and MSEL Injects, control plans and all other intelligence related products as directed. 


 


EXPERIENCE/SKILLS/ABILITIES: 


Qualified candidates must possess advanced management and organizational skills and demonstrate extensive experience overseeing, producing, and leading development of all-source predictive, intelligence community/interagency counter terrorism (IC/IA CT) related intelligence products for JSOC exercises.  Minimum 10 years DOD or IA intelligence experience. Candidates must also demonstrate expertise in the application of all-source strategic and operational intelligence and developing strategic intelligence products.  Must have significant analytical, planning, organizational, coordination, negotiation and directing skills to ensure requirements are satisfied and demonstrated ability to prepare/analyze IPB/Order of Battle products. Must be capable of briefing Senior Officers in large audiences and lead exercise intelligence planning collaboration sessions. Knowledge/credibility within the interagency and recent JSOC assignment is strongly desired.  Best candidate will have extensive and recent JSOC experience producing all source analysis intelligence products, a very solid foundation on use of current intelligence systems in all-source analysis, and solid background in procedures to develop complex exercises IAW existing Intelligence and SOF standards.  Proficient in the Microsoft Office suite of tools.


EDUCATION:


Bachelor’s Degree Desired.  Graduate of any military intelligence school with certification.  Professional Military Education - Command and General Staff College or enlisted equivalent is preferred.

What You'll Do

Required Qualifications


Bachelor's degree from an accredited college or university in Computer Science or related discipline.  Four (4) years of additional software development experience may be substituted for a bachelor's degree

Assist the Lead Scripter in developing intelligence exercise control and architecture plans.

Tailored scenario construction.

Synchronize scenario (operational objectives, intelligence, and synthetic geography).

Synchronize scenario to integrate multiple and disparate units and organization.

Plan and coordinate battle functions and effects to support operations.

Complete script writing services.

Realistic and relevant Operational products (DEPORDS, TASKORDS, WARNORDS, OPORDS, FRAGORDS, etc.)

Operational Injects (with branch and sequel developments).

Battle Rhythm planning and implementation modules.

Proficient with Exercise Control Group (ECG) management tools such as SharePoint, mIRC, Palintir and Ringtail among others.

Qualifications


Required:


Current DoD Active TOP SECRET clearance with SCI Eligibility

More than five years’ experience in SOF or Joint Special Operations plans, operations, training or exercise positions at JSOTF, SOJTF, JSOC or TSOC level.

Experience in exercise and scenario design.

Significant analytical, planning, organizational coordination, negotiation and directing skills to ensure requirements are satisfied.

Demonstrated understanding of Joint SOF Operational and Strategic Operations.

This position supports a U.S. Government contract; per the Executive Order 14042 issued on September 9, 2021, personnel must be fully vaccinated against COVID-19 to fill this role.

Summary:

Who you are...

Minimum Technical / Education Qualifications:

·        Able to perform system design and development engineering functions to support the engineering of information systems including the following: radio, fiber optics, cable plant, technical control, local and wide area networks, command and control, space communications, record data, switched data/voice, video computer, office automation, automation security, network security, physical security systems, perimeter security, network and systems management and control, and video teleconferencing.


·        Knowledge of signal operations concepts and principles, Command SOPs, and Command practices to support the missions of the 160th Signal Brigade or Battalions by being able to review, analyze and advise in the resolution of complex and difficult signal operations as part of a larger war-fighting operation.


·        In-depth knowledge of Army Doctrine Publication (ADP) 3-0 and Tasking orders and how they relate to the overall mission.


·        Ability to brief senior officers in formal and informal settings. Non-Commissioned Officer (NCO)/Officer Battalion, Brigade, Division staff experience a plus.


·        Knowledge of ADP 5-0, the Military Decision-Making Process (MDMP), and staff estimates. Know how to work as part of a military planning staff.


·        Army Information Technology and Management policy, and in some instances, policies and practices of other agencies, industry, or other sources of technical data in order to determine the best way to support exercise and operational requirements.


·        Organization, missions and personnel of other agencies and activities such as NETCOM staff elements, ARCENT, Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command (DISA-CENT), sufficient to coordinate signal operations matters related to exercise, mobilization, and operational requirements.


·        Ability to communicate technical signal operations and planning issues in a clear, understandable manner to support the government with effective management; ability to brief high level officials on recommended courses of action and resources; ability to prepare reports and other documents; and ability to participate in working groups, meetings and conferences.


·        Analytical ability to evaluate, integrate, and initiate plans, programs, and actions related to signal operations to adequately portray and present findings.

TJFACT is seeking to hire a well-versed Corrections Advisor to support the DOS in Jerusalem, Israel.


The Corrections Advisor for INL for the Palestinian Authority (PA), referred to as Advisor for the remainder of this document, supports the Director of the INL Office (INL/J) at Embassy Jerusalem and indirectly to the INL/AME Program Officer in Washington, D.C.


The main purpose of this position is to provide subject matter expertise to INL/J and the U.S. Department of State on corrections and prison operations in the PA. The Advisor also serves as the USG resident civilian corrections expert who provides expertise to the PA on the full range.


Based on pending vaccination mandated legislation, we recommend employees are vaccinated prior to working for TJFACT.


Duties and Responsibilities:


Provide senior-level subject matter expertise in program planning, designing, technical assistance, and implementation.

Serve as the resident Corrections Advisor within INL/Js assistance projects to the PA corrections & rehabilitation system (GARRC).

Provide senior-level management expertise in specialized field of expertise, as well as functional and technical expertise to lead complex, large projects to deliver client solutions and/or manage operations of multiple projects.

Provide day-to-day subject matter expertise to the leadership of GARRC, supporting its effort to restructure its regulations, procedures, international human rights standards, and modern correctional systems.

Assist senior-leadership in the development of program strategies and implementation.

Serve as the primary contact with other international donors including UNODC, EUPOL-COPPS, and other nations in coordinating all USG corrections assistance activities in the PA.

Provide policy analysis and program guidance to INL/J and other USG entities on the state of corrections policy within the PA. Such guidance may address any of a wide number of issues, such as: the size and structure of the international corrections presence, human rights issues related to prisoner incarceration, coordination with military mission elements; budgeting, development of indigenous correctional capacities and institutions, refurbishment and/or construction of correctional facilities, and training plans.

Participate in meetings, seminars, and exercises to develop plans/programs as they related to PA prison and corrections operations.

Serve as an advisory resource for INL program managers in Washington and in the field on specific aspects of planning and implementation of ongoing corrections assistance programs.

Prepare background materials and reports to be used by the INL/J and other USG entities in preparing speeches, briefings, and testimony to articulate INL polices regarding engagement on corrections and rehabilitation within the Palestinian context.

Assist with the recruitment of corrections contractors for INL corrections programs.

Use his/her high-level expertise and ability to solve complex and unusual managerial issues while exercising independent judgment

Demonstrate their ability to work effectively under pressure within short time constraints, and during times of rapidly developing events.

Direct the activities of other INL corrections personnel assigned and contractors hired to provide training to the GARRC and otherwise coordinate all corrections training activities associated with this program.

Required Skills and Experience:


U.S. Citizen;

Bachelors degree from an accredited institution in in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications;

Graduate of a U.S. federal or state corrections or probation officer academy certified by a POST commission or equivalent, and of at least 120 hours in length;

Three years of managerial and supervisory experience as a Deputy Warden or Warden or equivalent;

A minimum of eighteen years of experience with corrections;

Three years of experience working overseas in an Embassy environment;

A minimum of two years of experience working on international corrections issues;

Demonstrated experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice, Defense, DEA and/or USAID);

Knowledge of, and skill in, correct usage of English grammar, spelling, punctuation, capitalization, and style;

At least eight years of experience in U.S. law enforcement, a majority of which involved corrections operations, management, organizational development, planning, and/or training;

Experience in the development and implementation of corrections programs.

Preferred Qualifications:


Preference given to those who have worked in Middle East; especially to those who have worked with PA in West Bank.

Three years or more experience in corrections development in an international environment.

Demonstrated experience working with the UN or other international organization governments or other relevant experience working overseas on corrections sector issues.

Arabic language speaking and writing skills highly desirable; Arabic language capability at or above the Foreign Service Institutes defined 3/3 level (Fluent Proficiency) orequivalent. Incumbent will be routinely working in an Arabic language-only environment.

Summary:


MARFORSOC Full Spectrum Level “C” (FSLC) consists of a garrison, academic, practical exercise phase and a culmination exercise in austere conditions for up to 10 classes per year lasting 19 days consecutively. Courses consist of up 48 students with surge (as defined in 2.5.9 of this SOW) course work requirements.


 


The Task Lead shall assist in the support of all phases of PR/SERE training to include academic and field instruction, role-play activities, risk management/mitigation, analyses and studies; training,


planning, policy /doctrine review; and technical review/analysis. This includes expertly executing coach, mentor and remediate requirements ISO the overall PR/SERE mission objectives. Will assist and provide support for set up and tear down of training areas ISO PR/SERE, procure and develop training areas as necessary and maintain facilities/areas utilized for all aspects of PR/SERE training and administration.

A Minimum of 6 years’ experience as a SERE Instructor at a DoD approved FSLC SERE school of which three years must have been at a USSOCOM Full Spectrum Level “C” SERE Course, i.e. MARFORSOC, NSW, USAJFKSWCS.

Must be resident expert in Personnel Recovery, Survival, Evasion, Resistance and Escape (PR/SERE) Instruction and training; to include specialized JPRA training courses PR303, SERE350, SERE370 and SERE360 or commensurate verifiable experience.
