10. Naval Mine and Anti-Submarine Warfare Command Opportunity, San Diego, CA, Program Analyst

The Naval Mine and Anti-Submarine Warfare Command (NMAWC) is seeking an experienced Program Analyst to support resource planning and documentation of Mine Warfare (MIW) requirements. The selectee serves the Senior Program Analyst in the Naval Capabilities Development Process (NCDP) and as the Technical Advisor and primary interface for NMAWC on Future Year Defense Program (FYDP), Program Objective Memorandum (POM) and Program Review (PR) processes for MIW. The selectee will inform Science and Technology (S&T) investments in the area of MIW through the Office of Naval Research (ONR) Future Naval Capabilities (FNC) program and other appropriate venues.

The preferred candidate will be a self starter with knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of plans and procedures related to war-fighting readiness, mobilization, deployment and similar operations. The preferred candidate will have expert level knowledge of Mine Warfare platforms, systems, and associated doctrine, tactics, techniques and procedures. The incumbent will play a key role in planning and analyzing data that determines MIW capability gaps and requirements. Results of analyses will be used as a basis for future planning of operations and data collection to validate future requirements. Assignments will frequently require familiarity with the Planning, Programming, Budgeting and Execution System (PPBES) and the POM process. The preferred candidate will also have a working knowledge or past experience with the Joint Capability Integration and Development System (JCIDS). environmental projects.

Conduct limited training in conjunction with the mayor and base needs on

33. Position: CJ7 ANA GSG3 Collective Training Mentor (Afghanistan)

General Responsibilities CJ7: To help plan, evaluate, develop, prioritize, and systematically manage all force development and integration processes to include: force structure, force generation and force modernization under the strategic direction and guidance of the NTM-A/CSTC-A A7 and senior mentors to the GSG3 Collective Training, AMoD Force Management, Force Mobilization and AMoD (Education).

Specific Responsibilities ANA GSG3 Collective Training Mentor:
• Develop and monitor the status and effectiveness of training within the ANA. Observe and analyze lessons learned data that leads to the confirmation of training and doctrine effectiveness or identifies changes required to meet fielded force operations, experience, or requirements. Upon assignment, the ANA GSG3 Collective Training Mentor shall:
o Provide oversight to a validation and assessment system that analyzes the status and effectiveness of training within the ANATC and ANA and provide NTM-A/CSTC-A CJ7 monthly reports.
o Implement and provide mentor oversight for an ANA requirements based training management system through coordination with ANATC and GSG1.
o Assist ANA in developing a literacy training program and ensure a training schedule is developed and executed.
o Manage and provide mentor oversight for the ANA literacy training in the fielded force.
o Participate with the ANA in international literacy working groups consisting of various international Non-Governmental organizations (NGOs), the United Nations, and the Afghan Ministry of Education (MoE).
o Mentor the Chief, GSG3 Collective Training to resource, staff, publish, and distribute the ANA Annual Training Guidance (ATG).
o Establish an assessment process for reviewing the Annual Command Training Guidance (ACTG). Measure the performance by conducting quarterly training evaluations on selected ANA unit organizations and provide results to the ANA and NTM-A/CSTC-A CJ7.
o Provide a quarterly development plan for the leadership and a quarterly assessment report of progress.
o Provide a weekly summary of any significant events in their appropriate areas of responsibilities.
o Assist in providing information for all ANA Ministerial Development Board (MDB) quarterly updates.
o Within three months:
§ Develop clearly defined roles and responsibilities for all GSG3 Collective Training personnel.
o Within six months:

o Train, coach, and advise the MoD and ANA Facilities Department leadership in planning for facility disasters and an appropriate response.

o Train, coach, and advise the MoD IMD leadership in developing an accurate and complete real property inventory. This inventory shall include, property name, location, size, condition (electrical, mechanical, structural, utilities, other unique features), capabilities, and documentation of ownership.
o Train, coach, and advise the MoD IMD leadership in developing and implementing an approved process for obtaining and maintaining Rights of Entry (ROE). ROEs are necessary documents to provide a formal approval for external organizations, such as the United States, to enter and perform installation construction and renovation work to the property.
o Train, coach, and advise the MoD IMD leadership in developing an effective capability to accurately assess the conditions of real property. This assessment shall focus on real property conditions such as roofing, structural, electrical, plumbing, sewer, heating, cooling and ventilation.
o Train, coach, and advise the MoD IMD leadership in developing and managing an automated database of MoD property.
• Develop effective installation management capabilities in resource management to budget for, manage, and efficiently execute funds to perform installation management functions.
o Train, coach, and advise the MoD and ANA IMD leadership in developing accurate financial processes approved by the MoD chain of command. This shall include the capabilities needed to manage and execute current resources.
o Train, coach, and advise the MoD and ANA IMD leadership in developing and accurate budgeting processes approved by the MoD chain of command. This shall include the capabilities needed to plan and program for resources to achieve future installation management strategies and plans.

• Develop effective installation management training and education plans. Training provides necessary skills to effectively and efficiently perform assigned IMD tasks. Education provides the capability to analyze, interpret and deduce knowledge to address new or different installation management situations.
o Train, coach, and advise the MoD IMD leadership in developing an initial training plan to provide critical skills and qualifications necessary for initial operational capability (IOC) across the IMD organization and throughout the chain of command to include field sites.
o Train, coach, and advise the MoD IMD leadership in developing a continuous training plan. This plan shall provide continuing training to maintain critical skills and qualifications long term and as technology and situations change. This plan shall be coordinated with other MoD training plans, resources, and school houses for long term implementation.
o Train, coach, and advise the MoD IMD leadership in developing an education plan. This plan shall layout the education requirements for senior and technical IMD personnel to provide expertise to properly analyze, interpret, and deduce knowledge to address new or different installation management situations. This plan shall be coordinated with other MoD training plans, resources, and school houses (e.g., technical schools and universities) for long term implementation.
• Develop effective installation management capabilities in personnel management. This includes the ability to hire and promote installation managers/leaders; facilities engineers and other staff and must account for the MoD growth.
o Train, coach, and advise the MoD and ANA IMD leadership in developing and implementing a hiring process that brings into the IMD the best and most competent installation managers and engineers. This shall include recruiting and advertising plans.
o Train, coach, and advise the MoD and ANA IMD leadership in developing and implementing a process that promotes the most qualified leaders and engineers into IMD positions of greater responsibility. This shall include generating succession plans.
• Develop effective facilities logistics capabilities for equipment and materials acquisition and management at all MoD and ANA locations and must account for growth.
o Train, coach, and advise the MoD and ANA IMD leadership in developing and implementing logistics processes to acquire, store, track, dispose of, and otherwise manage equipment necessary to perform installation management and facilities engineering activities across IMD and at field sites.
• Develop effective construction capabilities for planning, designing, and reviewing both new and modernized facilities including the capability to document requirements for contracting purposes. This goal includes the capability to review and validate technical engineering drawings, issues and scenarios.
o Train, coach, and advise the MoD IMD leadership in developing and implementing construction design capabilities for new construction, as well as, modernizing existing facilities.
o Train, coach, and advise the MoD IMD leadership in developing and implementing specifications and statements of work (SoW) for new construction, as well as, modernizing existing facilities.
o Train, coach, and advise the MoD IMD leadership in developing and implementing technical engineering capability to address and solve engineering issues, as well as, perform analysis to define engineering solutions to address operational scenarios (e.g., help determine requirements such as size, height, location, power, water, sewer, force protection, etc.).
• Develop effective sustainment capabilities at field sites to include operations and maintenance (O&M), acquiring and managing equipment, materials, and environment protection capabilities. This goal focus on installation management at all fielded site to include garrisons, Kandak camps and forward operating bases. The intent is to provide facilities engineering development support at each ANA corps.
o Train, coach, and advise the MoD and ANA fielded forces facilities engineers in developing and implementing operations and maintenance (O&M) capabilities at all field sites. This task includes O&M for existing facilities and associated services such as power, water, sewer, heating, cooling and ventilation.
o Train, coach, and advise the MoD and ANA fielded forces facilities engineers in developing and implementing processes for acquiring and managing equipment and materials for O&M of field sites.

• Develop effective command and control capabilities within MoD IMD and all facilities engineers at field sites, as well as, integration capabilities within IMD, MoD and external organizations.
o Train, coach, and advise the MoD IMD leadership in developing and implementing command and control processes between IMD and facilities engineers at all field sites. This effort includes, but is not limited to, the following: prepare and analyze information, reports, and data; make decisions based on a decision making process; receive reports from lower and adjacent organizations and develop reports to higher HQs; maintain personnel and equipment accountability, and identify and eliminate corruption and mitigate potential corruption.

This position is responsible for supporting the functions of Global Security for the geographic region of Latin America North including: Mexico, Central America, Colombia, Venezuela, Peru, Ecuador, Jamaica, Trinidad and the Dominican Republic. .As a member of the Global Security Team, the successful candidate will be responsible for the management of programs and systems designed by Global Security to provide protection to our employees and assets. The work of Global Security Managers falls into five core competency areas: Protecting People, Protecting Assets, Conducting Investigations, Intelligence Issues and Program Management.

RESPONSIBILITIES

The position requires the successful candidate to have:





• extensive experience in evaluating and implementing physical asset protection;
• extensive experience in conducting and managing complex criminal and civil investigations;
• experience in conducting witness, victim and suspect interviews;
• the ability to prepare clear and succinct written communications;
• people management experience;
• experience in conflict resolution, workplace violence, negotiations, threat analysis and developing risk analysis of human behavior;
• the ability to work under pressure in stressful, high profile, sensitive, and life threatening situations;
• the ability to physically handle the tasks of: physical arrests, physical protection, field surveys and protection response by being in exceptional physical condition;
• experience in executive protection including protection surveys and advance preparations are desirable.





The successful candidate will be responsible for:





• establishing policies and procedures related to this regional area of responsibility;
• the physical security for all facilities and personnel located in the region consisting of Latin America North;
• conducting security vulnerability assessments of facilities and operations;
• conducting and managing investigations in conjunction with other business units and law enforcement authorities worldwide;
• preparing well documented investigative and security assessment reports;
• overseeing the budget and expenditures of the above areas of responsibility;
• providing global response to crises or other matters of importance to the company or the department;
• establishing and maintaining liaison with the law enforcement and military community;
• establishing training and security programs for employees;
• maintaining liaison with and providing professional consultation to the Company leadership of the region;
• collecting and disseminating intelligence related to activists, criminal exploits, or other matters relating to the security and well being of the company and employees;
• providing direct involvement with executive protection movements as a responsible representative of the Global Security department participating in the advance preparations, protection responsibilities in proximity to the designated company officer, or other functions as necessary.





COMPETENCIES/ABILITIES

• This position requires an individual who has a broad range of skills and knowledge in the security field.
• The successful candidate must have a Bachelors degree and a Masters or other advanced degree would be beneficial.
• A minimum of ten years prior experience as a law enforcement agent with a state, federal or international law enforcement organization or as a corporate security professional is required.





• The successful candidate must have excellent interpersonal and communication skills, and be able to prepare documentation for submission to corporate leadership or governmental agencies without supervision.





• Verbal and written proficiency in English and Spanish are required.





• This position will require extensive domestic and international travel and international experience as an adult is highly preferred.

SCOPE: The Supply and Services Division Manager supports and manages the Department of Logistics, Supply and Services Division consisting of a Supply Support Activity (SSA), an Ammunition Supply Point (ASP), a Cannibalization Point (CP), a Central Issue Facility (CIF), a Food Service Support Office (FSSO), two POL Dispensing Facilities (ground vehicles and aircraft), a Garrison Property Office (GPO), a Central Turn-In Point (CTIP) and a Hazardous Material Control Center (HMCC).
