Scope of Work:
The GSM-O II Program includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA). It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation and support to DISA’s mission partners.
Responsibilities:
Develop automated CI/CD build/deployment pipelines using Cloudbees/Jenkins, Artifactory, OpenShift/Kubernetes, Docker, Ansible and Bitbucket.
Provide DevOps expertise, guidance and training to a team of software engineers, ensuring congruence of the various infrastructure, software, configurations and interfaces maintained under configuration control
Develop automated tests using Ansible, Selenium, JMeter, Junit and/or other applicable tools.
Design, develop, document, test and deploy software written in Python, JavaScript, Java and SQL.
Assist with the deployment, configuration, testing, troubleshooting, maintenance, updates/upgrades of Kafka and Elastic clusters and environments.
Work with an Agile team, attend daily scrums and demonstrate working software while collaborating with a geographically distributed (remote) team, communicating and collaborating frequently with teammates to ensure successful completion of project objectives.
Troubleshoot and resolve installation, infrastructure and system issues.
Proactively and independently identify, report, monitor, and mitigate technical risks.
Minimum Requirements:
Bachelor’s degree from an accredited college in a related discipline and 4-8 years of prior relevant experience.
Strong working knowledge of Git and experience with development workflows in Bitbucket or an equivalent tool.
Experience designing, building and deploying DevOps pipelines with Bitbucket, Git, Jenkins, Artifactory and Ansible (or equivalent tools).
Experience designing and implementing application deployment pipelines and developing software in a containerized environment with Kubernetes and Docker (OpenShift experience is a plus).
Full software lifecycle automation experience (design, development, test, deployment), including deployment to a production environment.
Experience designing and building automated software testing pipelines using Ansible, Selenium, JMeter, Junit and/or other applicable tools.
Previous SCM experience, including release planning, managing software baselines, merging branches, and producing software builds
Experience designing, developing and deploying software in a cloud environment (AWS is a plus).
Strong experience working on a UNIX command line platform.
Strong communication skills that enable proactive and effective collaboration with a virtual team, including the ability to clearly articulate status and present to both customers and program leadership.

TJFACT is seeking to hire a dynamic Transnational Crime Program Advisor to join our team in Washington, DC to support the Department of State - The Bureau of International Narcotics and Law Enforcement Affairs (INL) INL’s Office of Global Programs and Policy (INL/GPP)
The Transnational Crime Program Advisor, referred to as Advisor, for the remainder of the document, serves as an anticorruption advisor for the Global Programs and Policy Office of INL and provides assistance in aspects of these programs. The Advisor’s work will focus on spearheading the preparations for the 2022 International Anticorruption Conference (IACC), in coordination with Transparency International and interagency partners. Working closely with the Branch Chief, the Advisor will coordinate the U.S. government portion of the event – conducting outreach across State and the interagency to identify U.S.-led IACC events and monitor their formulation with IACC timelines. Together with the Branch Chief, the Advisor will convene regular coordination calls with Transparency International, State, and interagency partners to manage progress towards the conference deadline in fall 2022.
DUTIES & RESPONSIBILITIES
· Exercise independent judgment in areas such as designing and developing the International Anticorruption Conference (IACC) in pursuit of Bureau strategic goals to strengthen criminal justice systems and reduce transnational crime.
· Exercise judgment in managing and overseeing the development of IACC agenda programs in coordination with Transparency International and interagency partners. Final decisions will go through the INL/GPP Branch Chief.
· Through subject matter and management expertise, monitor implementation of the designed IACC agenda, gauging progress against negotiated objectives and implementing program adjustments based on reports and assessments.
· Represent INL/GPP and the Bureau within the interagency, intergovernmental meetings, and outside organizations on issues related to anticorruption, presenting on Bureau and Department priorities as needed. Ensure that the INL/GPP Branch Chief is apprised of all matters relating to the Bureau.
· Ensure program performance, adhering to relevant notification and financial parameters of specific fiscal years while overseeing and monitoring the expenditures of prior fiscal years to ensure full liquidation of obligated funds.
· Serve as senior expert and source of expertise on innovative and impactful anticorruption capacity building and reform programmatic approaches; incumbent will have sufficient experience and expertise to manage specialized anticorruption programs, designing and developing strategic objectives, analyzing monitoring and evaluation reports, and overseeing adjustments to implementation.
· Apply anticorruption theory in program design, monitor the output and determine impacts, and produce recommendations for direction of the overall program. Support grants officer representative (GOR) and contract officer representative (COR) on relevant agreements.
· Provide support on all aspects of the budget and obligation process, such as justification, formulation, notification, proposal solicitation, and obligation, supporting agreement officer representatives (AORs), GORs, or CORs, as needed.
· Manage implementing partners in accordance to the terms of project agreements, evaluating reports and financial burn rates. The Advisor will brief INL/GPP Branch Chief on the status of these implementer responsibilities.
· Develop and maintain the greatest level of visibility on the collective programming environment through direct outreach, participation in working groups and professional organizations, and convening subject matter experts. Analytical papers and program design will reflect an understanding of the complex problem set and drivers of corruption, and the unique role INL/GPP plays in support of relevant Bureau, Department, and U.S. government geographic and policy priorities.
· Liaise with other internal DoS and external donor entities, as well as Think Tanks and NGOs to identify and share information on innovative and effective anticorruption technical assistance activities.
· Aid in conducting program review and assessment of new and ongoing programs and make recommendations based on findings. All final decision making is completed by full-time equivalent (FTE) staff.
· Foster coordination with multilateral policy initiatives, visas sanctions, and bilateral programming, consistent the strategic approach.
· Within INL/GPP, coordinate with multilateral policy teams to align programming consistent with U.S. policies pursued through international fora such as UN, OSCE, OECD, OAS, ASEAN, ECOWAS, sanctions programs against international actors, and other relevant initiatives.
· Within the Bureau, deconflict centrally managed program objectives with political sensitivities and geographic-focused engagements, conducting assessment and briefing trips to liaise with field operations, law enforcement working groups, and chiefs of mission to inform on mutually reinforcing program objectives.
· Cultivate and develop contacts with senior officers in partner federal agencies, including DOJ, Treasury, USSS to maintain appropriate visibility on law enforcement operational programs, objectives, and techniques relevant to formulating hypotheses and programmatic design to counter corruption and transnational criminal operations.
MINIMUM QUALIFICATIONS
· Must be a U.S. Citizen
· A Bachelor’s degree from an accredited institution;
· Six to ten years’ experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
· Proven knowledge of program management in delivery of Foreign Assistance, to include financial tracking and monitoring progress against program objectives;
· Demonstrated knowledge and experience in anticorruption programming implementation and the formulation and analysis of anticorruption-related policy;
· Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
· Proficient in Microsoft Office Suite;
· Demonstrated experience facilitating organizational change;
· Ability to communicate effectively, both orally and in writing, with a wide range of players;
· Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;
· Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.

· Demonstrated two to four years’ experience in foreign affairs, foreign assistance, and/or public policy or closely related fields.

As a Utility Dispatcher, you will be the central point of communication for all dispatch functions for electric, natural gas, water, wastewater, and revenue protection. In this role, you will operate a variety of communication equipment, including two-way radios, pagers, cell phones, and personal computers to receive, prioritize, schedule, and dispatch emergency and non-emergency calls for service. Job Responsibilities
· Conducts analytic production on modalities to include, but not limited to, facial recognition features and behaviors for the purposes of identifying persons and networks.

Required Qualifications

We are looking for a Utility Projects Scheduler to provide project, project portfolio, and program scheduling expertise including resource and budget management support functions for the System Planning & Projects Division. This division plans and delivers projects and programs that serve the electric, natural gas, water, and wastewater needs of the Colorado Springs community. Our team of dedicated professionals meet the needs of our organization by ensuring that infrastructure projects are delivered efficiently through their project lifecycle with effective application of project controls skills and supporting tools and systems.
This position will be filled at the Senior Technical Project Manager (Controls IV) or Technical Project Manager level (Controls III); placement will be based on the qualifications, knowledge and demonstrated experience level of the successful candidate.
Key Focus Areas:
Project Schedule Development and Support:
You will work with project delivery teams to develop and maintain project schedules throughout the project lifecycle. You will also work with project delivery teams to establish the work breakdown structure, activities, constraints, and milestones for projects. You will be responsible for updating and maintaining overall project schedules as well as the schedule(s) for contracted project scope elements through the incorporation of service provider and/or contractor scheduled activities, or their complete schedule within the overall project schedule. Additionally, you may analyze and make recommendations for accepting or rejecting service provider/contractor, monthly progress, and changed condition schedules. As part of reviewing schedules, you will determine the impacts of changes to the schedule including critical path, activity sequencing, and resource requirements. Finally, as necessary for budget and resource management, you may also work with project teams to cost and resource load project schedules.
Project/Program Portfolio Schedule Development and Support
You will work with project delivery teams and staff to develop and maintain project portfolio schedules that include the scheduling constraints associated with interdependent and/or related projects/programs and their lifecycle phases. You may analyze (e.g. “what if” analysis) and make recommendations regarding planning for and executing schedule changes for interdependent portfolios of projects. Additionally, you may work with staff to analyze and determine the budget and resource impacts associated with project/program portfolio schedule changes.
Budget Management and Resource Support
By developing and maintaining a comprehensive capital improvement plan cost loaded schedules, you will work with project delivery teams and staff to analyze and make recommendations for controlling and managing multi-year capital and expense budgets including forecasting and leveling resource efforts.
Schedule Training and Controls Leadership
As a member of the project controls team you may be asked to serve in a leadership position providing oversight for controls projects and initiatives or as a lead to junior controls team members, providing coaching, and mentoring. Through collaboration with planning, engineering, and project managers you may be asked to develop and implement project controls and monitoring processes and procedures, particularly as they relate to schedule and cost/budget development to ensure projects achieve scope, schedule and cost objectives. Assistance with project controls and project management training is expected, especially with advancing our scheduling practice.
Who you are...the ideal candidate will have experience and expertise in scheduling and scheduling controls skills including: Work Breakdown Structure (WBS) development, activity network development, activity logic relationships (e.g. Finish to Start, Start to Start, Finish to Finish, Start to Finish), Critical Path Method (CPM), schedule tracking, analysis, and reporting.
Additionally, the candidate will have experience with both Primavera P6 and Microsoft Project. While many of our more complex projects/programs are managed in Primavera P6 and a scheduler is required for these projects, a large number of our projects are managed in Microsoft Project by project managers. The ideal candidate will have expertise in scheduling using Primavera P6 and Microsoft Project. They will also be able to develop scheduling best practices and provide training support with both scheduling software tools.
Demonstrated experience in the application and use of Oracle’s Primavera P6 and Microsoft Project is required, including;
Schedule development (project, project portfolio, and program)
Schedule analysis (project, project portfolio, and program)
Budget management support including analysis, reporting, and forecasting using cost loaded schedules
Labor resource management support including analysis, reporting, and forecasting using resource loaded schedules
Developing and training staff on scheduling processes and procedures.
A Bachelor of Science in Project Management, Construction Management, Engineering, or Business Administration as well as certification as a Project Management Professional (PMP) is preferred. The ideal candidate will also have 10 years or more direct experience in a Project Manager/Project Controls position related to the above responsibilities. Post-graduate degree can be substituted for a portion of the minimum experience required depending on actual post graduate degree obtained.
