WWC Global is seeking qualified professionals to support Special Operations Command Africa by providing exercise planning and scenario development. Exercise planning and scenario development is essential for Table Top Exercises (TTXs), Command Post Exercises, Senior Leader Seminars, Emergency Deployment Readiness Exercises, and Field Training Exercises, to achieve the stated objectives of the commander.


Individual is to conduct front-end analysis by reviewing current operational directives, standing contingency plans, and conceptual approaches. Individual will create scenarios to stress decision-making, capabilities, joint warfighting functions and address the operational and tactical issues in the increasingly complex African environment. Contractor will provide mission analysis, develop exercise concepts, develop and present courses of action, and coordinate for necessary resources. Contractor will contribute to development of the Master Scenario Event List (MSEL) for operations based or complex discussion-based exercises. Contractor will attend all Joint Event Life Cycle (JELC) events. During exercises, contractor will serves in the Joint Exercise Control Group (JECG).


Requirements

Basic Qualifications


Active TS/SCI security clearance.

Special operations experience.

Minimum of 6 years of recent experience serving in a command, senior enlisted advisor, or primary staff billet in a SOF (USSOCOM/TSOC), Service, Joint Staff, OSD, or 3-4 Star level Service/GCC HQs.

Graduate of Service or Joint ILE or Enlisted equivalent.

Minimum of 5 years of experience in exercise and scenario design and management.

Minimum of 8 years of experience conducting joint and coalition operations and training.

Minimum of 4 years of experience with Service, SOF, and Joint doctrine, planning, operations, training, and exercises.

Understanding of Counter terrorism (CT) and Counter-Insurgency (COIN) Operations and targeting processes.

Must be able to travel to Africa; many training sites are in austere locations.

Outstanding communication skills, influencing abilities, and client focus.

Candidate must undergo a TESA approval process to be considered for the job.

Valid driver’s license (proof of which will be required after hire) and ability to qualify for and maintain WWC liability insurance through a clean driving record.

EO 14042, the vaccine mandate for federal contractors, is enjoined and not currently being enforced. Should enforcement resume, applicants must understand and agree to comply with the order and related guidance.

Preferred Qualifications

The exercise planner is in direct support of the United States Army Special Operations Command’s (USASOC) mission and provides training, doctrine, and data analytical support to SOF forces. The exercise planner will support of the 4th Psychological Operations Group (POG) Commander, to develop, analyze, and evaluate real-world scenario-based training, in a synthetic environment.


 


Duties and responsibilities will include the following:


Provide advisory support about specific tasks, processes, or functions.

Capable of providing reports, technical guidance and mentorship, skilled in analyzing scenarios for requirements and solutions that are in compliance with organizational requirements.

Demonstrated expertise and knowledge of Mission Command, Military Decision Making Process, and other operational planning functions.

Have a thorough understanding of the specific role(s) that simulation support provides during a joint training exercise.

Support synthetic internet environment that provides a full-range, free-play, immersive, realistic, and scalable operational practice environment.

Maintain a synthetic internet training environment capability that replicates key aspects of the Internet to provide training exercise designers, planners, and participants with the ability to realistically replicate the unique impacts of online publicly available information (PAI) and other social media into training scenarios.

Provide staff with the training necessary to operate simulated Internet environments and ensure user-level competency for systems and tools used to support synthetic training environment. These include the Information Operations Network and Synthetic Internet Training Environment.

Provide staff with the necessary training to operate approved social media tools for the collection and analysis of information. The list below includes but is not limited to SOCOM approved social media tools: AtmosphereX, DiGs, OpenIO, Babel X, Dataminr, Dunami, Kalibr, Scraawl, Social Media Scanner, SURF, Snap Trends, SocioSpyder, GOSSIP, CAVEICE, and M3S

Incorporate commanders' training objectives and tailor digital training environment to the appropriate scenarios. Script and develop customized dynamic, exercise-specific content to produce a rich, scalable operational environment to support multiple SOF mission sets. Provide real-time feedback & perform AARs to enhance effectiveness related to cyber-enabled activities.

Support automatic sentiment-driving content generation capability able to realistically generate social media responses and activity around a topic to drive “population” sentiment as desired by exercise scenario developers.

Maintain virtual audiences associated with specific user-defined themes that drive sentiment from the start of an exercise and enable sentiment shifts as dynamic injects are made.

Ensure dynamic injection of data/content during scenarios to meet shifting training and exercise objectives, including social media posts, large video, photo, and audio files from role players.

Provide Information Operations (IO) support for annual USASOC exercises.

Provide exercise support by replicating IO actions within the scenario, storylines and MSEL Injects.

Provide Public Affairs-type support to exercises

Prepare/publish an exercise newspaper/electronic media containing hypothetical media responses to exercise events.

Design an exercise social media site. Appearance, features, and full functionality of the following:

(5) social media sites (e.g., Facebook, Twitter, Snapchat, Instagram, and VK)

Search engine capable of conducting internet searches that return realistic broad results

A dark web capability with at least (1) virtual marketplace, (3) forums, and (3) chat rooms

An email capability (Gmail-like)

A video-sharing site (e.g. YouTube)

An online auction site

A crowdsource funding site

Multi-player gaming communication with peer-to-peer encrypted chat

Discussion blogs

Multiple major news media services, including websites complete with RSS feeds and the ability to host/enumerate emerging crises (breaking news relevant to the training scenario) AND user-created news content (independent scenario-specific news websites)

Business, government, and NGO websites as relevant to the exercise scenario

Develop a process for scraping features to pull PAI content from the Internet for injection as haystack/noise for concealing scenario-specific scripted content.

Ensure the protection of residual data from exercise scenarios that cannot be found on commercial systems or hardware used once exercises are complete.

Replicate an environment in which methodologies and tools for collecting and analyzing online information can be practiced and refined and ensure online exercise activities do not impact the general public and remain strictly within the exercise environment.

Provide deep dive reports as required on historical/contextual perspective of customer issues/topics and identify trends/provide analysis.

Qualifications


Required certifications:


Current DoD Active SECRET clearance

Minimum Education Requirement: Bachelor's degree. Ten years of related military experience may substitute for an academic degree.

Graduate of a U.S. Military Officers Education System course above entry-level training: Captain Career Course, Intermediate Level Education, Basic Warrant Officer Course, Warrant Officer Advance Course, or equivalent. Or graduate from one of the following U.S. military Noncommissioned Officer Education System courses: Advanced Noncommissioned Officer Course, First Sergeant Course, or Sergeants Major Course.

Minimal Background/Experience Required: Assignment to Special Operations Forces (Special Forces, Military Information Support Operations, Civil Affairs, Ranger Regiment, Special Operations Aviation, Special Mission units), or assignment to Military Intelligence. (Equivalent assignments within other Department of Defense military branches apply).

Have a minimum of two (2) years of corporate experience and specific expertise working in the digital domain, using open source, social media, and the internet for research, influence, operations, targeting, and analysis.

Shall be technology agnostic and have detailed expertise and past performance with different technologies to understand and exploit this space with operational relevance.

Desired Qualifications/Experience:


One year of experience researching, planning, preparing, coordinating, and executing Mission Rehearsal and Command Post Exercises (MRX/CPX).

One year of experience successfully served in a key position at brigade/battalion level (i.e., Executive Officer, S3, Operations Sergeant Major, etc.).

Highly desirable to be retired lieutenant colonel (O-5) equivalent or above. Can be a senior Warrant Officer, (W-5) or sergeant major (E-9).

Provide professional curriculum and instruction, research and writing, student support, and course leadership for faculty and staff. 

Ensure the learning objectives, outcomes, and assessments support the SA program objectives. 

Build, deliver, evaluate, and update all SA focused lessons/courses and related materials per JSOU requirements. 

Prepare and present curriculum reviews in accordance with JSOU’s Policy. 

Prepare, collect, and report education-related data on instruction, assessments, and students as required by institutional effectiveness and as assigned by the department.

Qualifications:

TS-Cleared Construction Site Superintendent

Modular Design and Construction (MDC) is in search of a Site Superintendent for a

Department of Defense (DoD) modular construction project. The project will be executed

in two phases:

a. The first phase will consist of manufacturing of the modules at a factory located in

the Southeast United States. During this phase (approximately 2-4 months in

duration) the Site Superintendent will monitor fabrication, provide quality control,

and conduct construction surveillance to maintain compliance with ICD705 and

related secure construction requirements. The Site Superintendent will document

construction conditions, identify any non-compliance with standards, and

document and escalate any non-compliance or other observed deficiencies.

b. The second phase (approximately 6 months in duration) will consist of the

transportation, installation, and completion of the modular facility on-site at a DoD

facility in the U.S. Southern Command (USSOUTHCOM) AoR. During this phase,

the Site Superintendent will manage the day-to-day field operations to ensure the

standards of the contract are met in a cost-effective, safe, and efficient manner.

Key Responsibilities:

• Monitor the performance of the field operations; supervise subcontractors and

vendors.

• Inspect in-process and completed work to ensure compliance with contract

requirements and project specifications.

• Ensure jobsite safety and security.

• Conduct weekly subcontractor meetings and toolbox talks, as needed.

• Build and maintain good relationships with the Prime Contractor, subcontractors,

and DoD client.

• Assist the Project Manager in updating the project schedule, punch-list, lessons-

learned register, and other documentation, as required.

• Identify changes in scope or differing conditions and assist Project Manager with

completing Requests for Information (RFIs), Submittals, and Change Orders

(COs.)Minimum Qualifications:

• Minimum high school diploma or equivalent.

• 2+ years of experience in residential or commercial construction

• Active Top Secret clearance with SCI-eligibility

• Willingness to comply with all USSOUTHCOM and USTRANSCOM COVID-19

testing procedures. COVID-19 vaccination is not mandatory for this position.

Preferred Qualifications:

• Completion of a U.S. Government-accredited Construction Surveillance

Technician (CST) course

• 2+ years of experience managing modular construction projects

The Red Cyberspace Operator shall emulate a potential adversary’s cyber reconnaissance, exploitation techniques, and attack capabilities against a targeted mission, system, network, component, or capability.

Job Description:


The Cyber Transport Specialist 2 is an integral member of the Defense Threat Reduction Agency (DTRA) Mission Assurance/Vulnerability Assessment Team. As such, they identify all aspects of communications-related (i.e., DoD data voice networks, transmission systems, Defense Information Systems Network (DISN), and other DoD and Commercial terrestrial and satellite communications systems and networks) vulnerabilities, increase the customer’s awareness of potential vulnerabilities and impacts of communications on mission execution capability, and provide recommendations to mitigate or eliminate identified vulnerabilities. This analysis is accomplished by assessing vulnerabilities through three distinctive lenses: 


Mission Assurance Assessments: The contractor team shall support the Government in identifying vulnerabilities affecting defense critical assets, task critical assets, and critical infrastructure that support defense critical missions. The assessment team works with installation and mission personnel to identify risks that may lead to mission loss or degradation and provide recommendations for risk reduction based on DoD Mission Assurance Assessment benchmarks. 


Balanced Survivability Assessments: The contractor team shall provide a balanced look at the mission survivability of key DoD facilities and provide specific recommendations with supporting rationale to leadership.  These assessments identify vulnerabilities within United States and Allied critical mission systems. The assessment team provides continuing support to infrastructure leadership to enable them to carry out a long-term investment strategy for risk management. 


Adversarial Assessments: The contractor team shall identify weaknesses that can be exploited.  The contractor team shall perform assessments from an adversarial viewpoint and use the full spectrum of identified adversarial capabilities, limited only by restrictions mandated by the customer and legal, safety, and security constraints, to test and evaluate protection strategies and demonstrate exploitation of identified vulnerabilities. 


Components of these assessments include but are not limited to examining telecommunications (e.g., video, voice and data, commercial and military) and cyberspace operations (e.g., computer networks, IA tools use, and operations security). 


The Cyber Transport Specialist 2 provides support to the government customer by attending and participating in relevant training, meetings, or other efforts to enable the government to align its missions.  When tasked, the Cyber Transport Specialist 2 shall share information gathered in its assessments or otherwise work as part of an integrated team and must be ready to brief, present or collaborate on his/her area of expertise as required.

Experience Preferred: 


A minimum of twenty (20) years of progressively responsible experience of whichat least fifteen (15) yearsis in program/project management or oversight of DoD S&T and RD&A efforts at the Headquarters level or equivalent. Should be a subject matterexpert in supported program (EW&C, Spectrum, AdvancedSensors, C2, PNT, Software/Embedded systems, Autonomy, Advanced Computing, Data Analytics, Communications/Networks, Cybersecurity and Operations, or NC3) and related technologies. Proficient in technical research and an in-depth knowledge of electronic warfareand countermeasures, including relevant related technology disciplines such as radiofrequency and optical sensors and communications, cyber, autonomy, modeling and simulation and decision support analytics/visualization. In-depth knowledge of the PPBE process. Education Required: A Ph.D. or equivalent doctorate degree from an accredited college or university in information technology, computer science, electronic or computer engineering, quantum, physics, cyber, software engineering, mathematics, or other science and technology related subjects is preferred. The Water Leak Survey & Detection team is seeking a Water Hydrant Maintenance Technician to support the Water Hydrant Preventative Maintenance Program with Colorado Springs Utilities. This exciting role will ensure that Colorado Springs Utilities Water Distribution System Hydrants are properly maintained and kept in working order. Additionally, you will proactively troubleshoot any issues with our community partner, the Colorado Springs Fire Department.


*The starting pay for this role is $24.47/hr and will move to $25.69/hr, after the candidate successfully passes the typical 6 month probationary period.


What will you be doing?


Traveling to job sites to address and resolve issues with water hydrants

Completing pre-designated routes for both Critical and Non-Critical Hydrants

Inspecting and maintaining water hydrants and keeping them in top working order

Partnering with internal and external customers on the operation of Distribution System Hydrants

Documenting and tracking conditions of equipment in the computer system

Creating work orders for hydrant repair needs

Performing flow and pressure testing on hydrants in accordance with policies

Who you are...


Relevant and progressively responsible construction experience, preferably with Water Distribution System Maintenance and/or repair, and knowledge of valve and hydrant operation

Ability to read and interpret street and GIS maps

Basic knowledge of and skill with using hand tools

Technical aptitude and problem-solving ability

·        Of the foregoing experience, the IDL SME shall have not less than five (5) years of operational analysis experience in their analytical field. Two (2) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.

Job Description


Preting is seeking exceptionally qualified individuals to serve as All Source Analysts to support the Defense Counterintelligence Security Agency (DCSA) at the Department of Defense Insider Threat Management Analysis Center (DITMAC). The All-Source Analyst will support analytic and operational activities to assemble, correlate, evaluate, and assess information concerning counterintelligence, security, human capital, and information assurance related insider threats against DCSA personnel, programs, information systems, and/or facilities.


 


Job Responsibilities


·        Produce innovative, all-source Insider Threat-related products for a broad set of customers, including those in the DoD, intelligence, security and law enforcement communities and other senior audiences


·        Aggregate, analyze, and evaluate all available Insider Threat government and open-source information to assist in the evaluation of potential risk as it relates to Insider Threat


·        Extract and organize statistical data to support the building of both quantitative and qualitative metrics products, summaries, case studies and trend products


·        Plan and conduct thorough research using all available Insider Threat tools and data sources to discover the information necessary to support analysis


·        Assist in the preparation and production of risk warning and situational awareness products related to Insider Threat issues


·        Provide editing and quality control of Insider Threat products communicating recommendations orally and in writing


·        Evaluate and identify policy gaps in existing systems


·        Propose and define new User Activity Monitoring (UAM) policy triggers, perform functional testing of proposed and modified policy triggers prior to implementation and final government approval, and prepare policy trigger implementation plan and impact assessment


·        Perform configuration management activities to ensure compliance with asset management and continuous monitoring policy requirements


·        Prepare, write, and present reports and briefings as required


·        Perform event analysis by examining network traffic data and Host Based Security Systems’ audit data, SIEM data, and any other technical feeds received from Agency security tools


·        Capture human behaviors such as policy violations, compliance incidents, and malicious acts at the endpoint that can service as warning signs leading up to a breach


 


Required Qualifications


·        Active Top Secret (TS) with SCI security clearance.


·        Must have at least eight (8) years of relevant experience (with at least a portion of that experience within the last two (2) years).


·        Demonstrated experience analyzing User Activity Monitoring (UAM) data sets and audit tools


·        In-depth understanding of the UAM tool to include policy implementation and writing as well as in-depth knowledge with policy tuning and system impacts based on policy changes


·        Familiarity with Foreign Intelligence Entity (FIE) and non-state entity use of technology to target, collect, and exploit DOD information and information systems, personnel, and operations.


·        Ability to identify intelligence gaps, specify data collection requirements to fill gaps in information, and evaluate resulting intelligence requirements


·        Ability to present analysis and threat assessments to the Government.


·        Demonstrated experience understanding of the intelligence cycle and architecture, to include planning, collection, research, analysis, and production.


·        Demonstrated proficiency in the use of all source analysis and the proper use of advanced analytic tools (e.g., Analyst Notebook).


·        Experience providing support to the DCSA Insider Threat mission while conducting in-depth analysis of intelligence data received from various data sources


·        Experience providing support and expertise to a Government or Contractor Insider Threat program


·        Experience in Personnel Security, Threat Assessment/Threat Management or Counterintelligence supporting the Insider Threat mission.


·        Experience in concepts, principles, practices, and techniques associated with threat assessment/threat management, counterintelligence and law enforcement and knowledge of the organization of the security and counterintelligence communities, including their capabilities and jurisdictions and significant experience with collaboration and information sharing within and across the Federal Government, Intelligence, Counterintelligence, Law Enforcement and Security communities.


·        Demonstrated experience with Insider Threat risk assessments and presenting those findings to a variety of audiences, to include senior decision makers.


·        Have written and oral communication skills including demonstrated negotiation/collaboration skills required as documented through a variety of experiences briefing and presenting issues at the General/Flag Officer/SES level.


·        Knowledge and demonstrated use of research and analytical techniques as applied to difficult and complex assignments in security, law enforcement, and counterintelligence analysis


·        Possess understanding of intelligence collection capabilities and limitations, to include but not limited to, technical sensors/ platforms and human intelligence sources related to the labor category.


·        Proficiency using Microsoft Office tools.


·        Knowledge and training in structured professional judgement tools such as WAVR-21 is preferred.


·        Demonstrates ability to work semi-independently with oversight and direction.

You will provide technical support to sensitive activities advisors embedded with Combatant Commands at all echelons on effectively leveraging specially compartmented material and non-material capabilities to eliminate or neutralize improvised threats and the networks that employ those threats.


You will provide the technical subject matter expertise to DTRA, Combatant Commands, and JTFs while maintaining situational awareness of Special Programs, STO, ACCM, and sensitive activity plans, operations, units, and friendly and adversary capabilities.


You will be employing emerging technologies to have a strategic advantage over our adversaries


 


You’ll Bring These Qualifications:


Current Top Secret/Specialized Compartmented Information Security Clearance, willingness to submit to a CI Poly.

Former SOF Communications Technician (i.e.. 18E, 25B, 25U, or 94 series with significant SOF experience

More than three years of exposure to specialized military or IC compartmented or sensitive activities (IJSTO, SAP, ACCM, etc.).

You must possess the ability to effectively communicate both orally and in writing and experience drafting technical reports on program execution.

You will be able to provide daily feedback to the team lead and supported unit on product development.

Willing to work rotating shifts if needed

Nine years of relevant experience or 7 years with an associate’s degree or 3 years’ experience with Technical Bachelor’s degree

Must be able to work independently with some government oversight and function effectively as part of a team in a joint

 


These Qualifications Would be Nice to Have:


Masters level education in an engineering specialty, especially Systems Engineering.

More than three years of experience supporting SOF, SMU, Special or Technical Units of Federal or State Law Enforcement.

Experience and in-depth knowledge of the Military Decision-Making Process (MDMP), to include mission analysis, COA decision and CONOP approval briefings, D3A execution matrices, CONOP documents and FRAGOs.

Working knowledge of conventional and unconventional/improvised​threats.

Working knowledge of robotics and unmanned vehicles.

Experience and exposure to the DOD rapid acquisition and fielding process and operational testing.

Must be able to work independently with some government oversight and function effectively as part of a team in a joint

Practical understanding of coding and prototyping

Previous experience supporting JCU, WHCA, or SMU
