JOB SUMMARY:
Do you desire to protect American interests and secure our Nation while building a meaningful and rewarding career? If so, the Department of Homeland Security (DHS) is calling. DHS components work collectively to prevent terrorism, secure borders, enforce and administer immigration laws, safeguard cyberspace and ensure resilience to disasters. The vitality and magnitude of this mission is achieved by a diverse workforce spanning hundreds of occupations. Make an impact; join DHS.
When disaster strikes, America looks to FEMA. Now FEMA looks to you. Join our team and use your talent to support Americans in their times of greatest need. The Federal Emergency Management Agency (FEMA) prepares the nation for all hazards and manages Federal response and recovery efforts following any national incident. We foster innovation, reward performance and creativity, and provide challenges on a routine basis with a well-skilled, knowledgeable, high performance workforce.
FEMA’s mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
DISASTER. It strikes anytime, anywhere. It takes many forms -- a hurricane, an earthquake, a tornado, a flood, a fire or a hazardous spill, an act of nature or an act of terrorism. It builds over days or weeks, or hits suddenly, without warning. Every year, millions of Americans face disaster, and its terrifying consequences.

How You Can Lead the Way
The National Flood Insurance Program (NFIP) was created by Congress in 1968 and is administered by the Federal Emergency Management Agency (FEMA), under the Department of Homeland Security (DHS). The Information Technology computer environment and application software both require diligent and professional oversight due to the advancing age of the legacy system and the growing focus on privacy, auditability, compliance, privacy and security. Due to the importance of ensuring an effective and secure legacy system environment and additionally to envision and direct an achievable path-forward for the development of a modernized technology solution for the NFIP, FEMA requires a technologically versed, seasoned senior level program executive. There are numerous areas of management and oversight for which the Senior Leader will be accountable within the NFIP IT Program Management Office (PMO). Additionally, declarative decision-making and political deftness is fundamental to addressing disparate objectives and positions to successfully bring them to closure.
The Senior Leader role will direct the NFIP IT PMO in project and program management that will enable FEMA to accomplish two distinct goals. The first is to ensure that the currently functioning legacy system environment is appropriately maintained until such time as a modernized legacy system is developed and implemented. The second is to guide the development and implementation of a modernized hardware and software environment to meet the needs of the NFIP. The third is to provide experienced judgment with resource allocation and resolution of resource conflicts throughout the system modernization effort referenced above. The fourth is to lead the creation and adoption of department and agency project management standards.
