Position Description • Provide support to plan, coordinate, and implement the organization's information security. Responsibilities:
The Administrative Assistant is responsible for providing administrative support to Executive Level Management to include maintaining calendars, conference preparation and setup, and time and attendance. The Administrative Assistant is responsible for preparing, editing and coordination of correspondence. Advise Secretaries in subordinate office on procedures and coordination of efforts. Experience, Skills and Background required:
The Administrative Assistant must be a calm, well-organized, detail-orientated professional who can work well under tight deadlines, with multiple tasking, and able to handle a large volume of work. The Administrative Assistant must work effectively with a wide variety of personnel (ranging from senior managers to entry level). A minimum of three years relevant work experience supporting managers is desirable. All-source Intelligence Analysts to provide analytic support to a joint combatant command client on WMD related issues. Analysts will provide senior-level analytic support to a joint combatant command client on WMD related issues. Analysts will produce finished all-source intelligence products over a broad range of issues, focusing on WMD; ballistic missiles; theater missile defense; and counter proliferation, to include substantive intelligence matters regarding military capabilities of countries within the USCENTCOM AOR. Analysts will apply a thorough understanding of the intelligence process and analytic tools to research, review, interpret, evaluate, and integrate all-source data in order to contribute to or produce all-source intelligence studies, special reports, messages, briefings, information papers, threat assessments, threat warnings, and forecasts for the customer. Analysts will support the review of the overall collection effort relating to WMD and ballistic missile forces within the Central Region; prioritize and control internal collection requirements to maximize analysis and production; plan collection strategy of analytical efforts; and recommend redirection of existing collection systems to meet USCENTCOM intelligence production commitments and current intelligence and crisis response requirements. Senior Analysts are the subject matter expert for all intelligence matters dealing with their specialty and coordinates with analysts throughout the intelligence and defense communities to vet products and assessments. This position may require travel to hazardous locations in the Middle East region for up to 120 days at a time and may require shift work and overtime at the CONUS and deployed location.

14. Counterterrorism (CT) Analyst
CT Analysts provide tailored CT analytical support to the DOMEX effort for the USSOCOM, CSO-IATF RED/GREEN/BLUE (R/G/B) geospatial data fusion effort. CT Analysts conduct intelligence research, analysis, data collection, production, and dissemination activities to meet IATF requirements and timelines in support of Command requirements.

They serve as CT all-source analysts interpreting and analyzing raw data in the production of intelligence from multiple sources. They compile, collate, analyze, and evaluate all-source information to produce intelligence products on terrorists, terrorist organizations/networks, non-government agencies, state sponsors of terrorism, and potential links worldwide. CT analysts routinely advise and brief senior leadership on matters pertaining to terrorism.

They are responsible for research and preparation of a variety of written products such as scheduled and unscheduled intelligence reports, recurring reports, messages, briefings, information/issue papers, terrorism threat level assessments, group profiles, threat warning, link analysis, special assessments, forecasts, responses to inquiries, congressional testimonies, briefing books, trip books, and Commander USSOCOM discussion papers.

They conduct coordination with counterparts from the National Intelligence Community, other U.S. government agencies, and Partner Nations may be required. This intelligence may be tailored for operational activities, including supporting military, civilian, and/or foreign actions. This contract supports CT data mining and analytical activity that provides state-of-the art research, collection, predictive analysis, multimedia production, and dissemination of operational CT and related products.

Duties include, but are not limited to:
1 Provide thorough CT analysis leveraging their extensive analytical experiences and knowledge of the enemy to accurately assess the significance of captured enemy documents and media while providing analytical support to the HQ USSOCOM Document and Media --Exploitation (DOMEX) team.
2 Meet increased and continuing CT, counter-proliferation, information operation, and force protection intelligence requirements.
3 Respond to specific mission requirements for tailored OCO analysis.
4 Expand production and dissemination to include a variety of hardcopy and digital products.
5 Develop training requirements.
6 Identify/detect terrorist networks and groups/individuals that are associated with and/or facilitating terrorist networks. Primary focus is on the al-Qaida network.
7 Collect, analyze, and disseminate CT-specific links and nodes of terrorist activities and assess terrorist Tactics, Techniques, and Procedures from a strategic/global perspective. Forecast terrorist activity through trend, pattern, and predictive analysis methodologies.
8 Develop intelligence on CT subjects and produce CT-oriented assessments to support DOD and/or Interagency development of case files, evidentiary material, designation packages, targeting folders to include actionable intelligence on CT-specific entities as identified by the IC.
9 Conduct research, analysis, and data validation to create, edit, and update IATF Branch products in response to Headquarters, staff, service component, subordinate component, and special mission unit (SMU) requirements. Coordinate and interface with USSOCOM intelligence and operations analysts and planners, counterparts at other Combatant Commands and DOD agencies, and other U.S. Government agencies including Interagency and IC counterparts.
10 Prepare top-level leadership and management presentations, briefings, special assessments, daily reports (functional and regional), and executive summaries.
11 Obtain multimedia CT data and products for inclusion into Command standard analytical and special products.
12 Cooperate with Partner Nation CT counterparts to facilitate the OCO, as required.
13 Facilitate information sharing among Combatant Commands, other DOD agencies, Interagency and Partner Nations.
14 Synchronize DOD CT intelligence requirements and capabilities among DOD agencies in coordination with Interagency partners.
15 Prepare Weekly Activities Report to be submitted to IATF Branch Chief. Provide embedded analytical support, as directed by IATF, to other elements within CSO.

Requirements:

Experience and Education:

At a minimum should have sufficient relevant experience with the U.S. military that demonstrates the ability to meet the duties described above. Demonstrated relevant experience shall encompass the following spheres of practice, skills, understanding and knowledge:

Over twenty (20) years of relevant experience in land warfare with combat arms organizations. Experience should demonstrate thorough knowledge in terrorist, guerrilla, insurgent, and other asymmetric operations in order to advise on planning, training and equipping. • Responsible for repairing of textile and canvas item, webbed equipment and clothing associated with parachute and/or drop operations

Sr. Test Engineer

Collect, analyze and publish DLS metrics. Collect, analyze, disseminate, publish, and brief DLS metrics on a monthly basis. Standardized charts and graphics shall be developed to present the metrics. Provide background and analysis of any metric that is below standard or is demonstrating a negative trend. Recommendations for correcting or improving performance to meet the standards shall be provided.

Provide services to implement Quality Assurance Inspection of PM DLS contracts. Develop Quality Assurance Surveillance Plans (QASP) for all PM DLS service contracts. Develop quality surveillance inspection monthly schedules to implement established QASPs and submit the proposed schedules to the COR for approval prior to the first day of each month. Complete all QASP inspections IAW the approved inspection schedule and submit the completed inspections to the COR for evaluation and rating. When necessary, request inspection by other Government agencies (i.e. on-site DL POCs for DTF manager services), monitor the completion of the inspection, and receive/document the results of the inspection. Develop and maintain an electronic and hard copy file of all QASP inspections. Develop and submit a monthly summary, by contract, of the results of all inspections to the COR for use in developing the overall quality assessment of the services received. The report shall be submitted not later than the third working day of each month



BPR Lead/Six Sigma

Must be Green Belt certified. Implement a continuous process to introduce new business processes to reduce costs and increase efficiencies. Develop a formal program to evaluate the current support processes. The review program shall incorporate a continuous evaluation of business practices and solutions such as business process reengineering and value-engineering change proposals. The employee shall, at a minimum, provide an annual report summarizing the process review and identifying all proposed changes to processes. The Employee shall include a business case analysis to substantiate recommended changes. The Employee shall participate in Process Improvement work groups as requested by the COR with the objective of identifying and implementing repeatable improved processes in Contracts Management, Requirements Generation, Program and Knowledge Management, Software Development, automated acquisition tools, and other focus areas.


The Employee shall provide systems engineering services The Employee shall perform systems engineering services to support the technical management, design and development initiatives for the achievement of the objective performance of the DLS and to facilitate aspects of its administration, operation, and maintenance. The Employee shall submit all documentation supporting the development of new tools to the Government.

The Employee shall be cognizant of new and emerging technologies and develop a technology refreshment program to introduce new technologies and products into the hardware and software baseline of the DLS. The Employee shall (as a minimum) submit a quarterly report summarizing new or emerging technologies that may be applicable to DLS system operations. The Employee shall develop and submit to the COR, detailed proposals for implementation of new, upgraded, or reconfigured hardware/software resulting from the technology reviews. The proposals shall propose upgrades and reconfigurations to improve system performance or shall recommend upgrades, enhancements, and reconfigurations to provide new services and/or capacity of the DLS. The Employee shall include a business case analysis to substantiate recommended changes. The Employee shall implement all Government approved changes to the DLS hardware/software and processes. All system modifications resulting from approved proposals shall become property of the Government. The Employee shall update the System Design Document (SDD) to reflect changes that result from the technology refreshment.

Job Description:
Analyze resource requirements and budget requests from Army organizations to assess the validity and reasonableness of the amounts requested. Use budget execution data to develop cost estimating relationships. Link workload and performance data with budget execution data and budget projections. Work will be performed at Army headquarters locations in Kuwait, Qatar, Afghanistan and Iraq.

Qualifications:
A BS/BA and a minimum of 5 years experience in cost analysis, budgeting or forecasting DoD resources or, in lieu of a degree, a minimum of 10 years experience in cost analysis, budgeting or forecasting Department of Defense resources (Army experience preferred). Ability to perform analysis of large amounts of data using MS Excel and to develop and present analyses using MS Word, Excel, and PowerPoint. Must possess a SECRET clearance.

Overview:
Quantum is currently seeking an experienced candidate to support our Government customer as an Operations Officer.
Responsibilities:
Monitor and synchronize PM FCS (BCT) events on the FCS Advanced Collaborative Environment (ACE) Integrated Program Calendars (IPC) (30, 60, 90 days and long term). The events consist of demonstrations, experiments, testing, and VIP visits. Coordinate, prepare and disseminate the Commanders Critical Information Requirements (CCIR) daily.

Collect, maintain, and distribute the FCS Leadership contacts roster for PM FCS (BCT) and their counterparts within the PM FCS SDD prime contract, The Boeing Company. Distribution will be made to the PM FCS (BCT) staff as roster updates are completed.

Track PM FCS (BCT) and PM/Director action items and tasks. The Contractor shall collect these items from program personnel, DA, OSD memos, and during program meetings. These items shall be entered into appropriate databases and spreadsheets. The contractor shall notify the Action Item POC personnel of taskings, collect products, report and record item progress and completion. Where appropriate, the Contractor shall collect products that prove task closure and provide to the appropriate Government office.

Using information provided by the Government, the Contractor shall prepare briefing charts (A001) and materials for the PM FCS (BCT) acquisition program processes using the issues raised by DA/OSD. Briefings shall support budget, test, logistics, and program management and acquisition decisions. Copies of all presentation materials shall be maintained in one of the PM FCS (BCT) knowledge management systems.

Facilitate assigned Integrated Product Team (IPT), In Process Reviews (IPR) and FCS (BCT) meetings/reviews. Attend IPT working groups convened for developing acquisition programmatic management and milestone decisions. Prepare briefings, read-ahead packages, agendas, data books, briefing slides/books, program schedules and timelines (A001). Schedule, operate and maintain the facilities and the equipment used for these meetings. Prepare minutes and track action item status and resolution outcomes (A005); draft meeting minutes are due within 24 hours.

Organize, maintain and monitor the reviews/briefings for PM FCS (BCT) milestone decisions established in DoD 5000 series and AR 70-1 regulations. The PM FCS (BCT) knowledge management systems shall be used to control document preparation, author assignments, action item completion, and provide an updated status summary. Summary and detailed information shall be maintained and updated continuously to reflect analysis and rationale of current programmatic decisions and attendant risk consideration of alternative strategies.

Requirements:

Bachelor’s Degree is desired. Equivalent experience may be accepted in lieu of degree. 5-8 years experience with 2 years of that experience in an authority role. Project Management experience is required. Military related or Government related work experience is highly desired in accordance with the responsibilities of this task.

BUSINESS DEVELOPMENT MANAGER (SA) JOB DESCRIPTION
BASIC FUNCTION:
Business Development Manager responsible for the development of new business opportunities in and around Quantico VA in support of the Situational Awareness Business Area. The position involves frequent contact with IEC customers with particular emphasis on opportunities within the United States Marine Corps (USMC). Initial focus will be on opportunities within the Situational Awareness Business Area with the goal of expanding to support Instrumentation Systems and Navigation Systems business areas in the future. This is a Field position located in the area around Quantico VA for the purpose of immediate and frequent contact with IEC’s USMC customers. The position requires strong personal discipline and demonstrated self motivation skills. This position reports to the Director, Washington Operations and Field Marketing located in the Washington DC area.

MAJOR RESPONSIBILITIES:
• Uses competitive intelligence, market information, intimate customer knowledge, and business skills to develop customer value propositions to further IEC’s strategic interests within the Situational Awareness Business Area.
• Supports preparation and presentation of Gate packages for Identification, Validation, and Qualification of business opportunities.
• Continually interfaces and builds positive relationships with senior and working level current and potential customers to understand their requirements, desires, and concerns.
• Builds relationships to shape customer requirements and expectations.
• Maintains awareness of key US Marine Corp trends with regard to operational budget and gaps in national industry, technologies, and capabilities via research, personal contact and participation in industry events.
• Directly responsible for actively participating in appropriate proposal development and review teams and strategic planning at the business level. Provides customer perspective and insight on capture/proposal teams, strategy reviews, etc.
• Develops customer contact plans; schedules/facilitates executive contact with key customers; develops key messages and talking points as needed.
• Develops and presents accurate, concise, and timely opportunity decision briefings for senior and executive management.
• Attends and supports trade shows, conferences, and exhibitions as required to support IEC business interests and strategic initiatives.

EDUCATION / TRAINING / EXPERIENCE:
Bachelor’s degree from accredited university (preferred degree in Engineering or Technical field).
KNOWLEDGE, SKILLS, AND ABILITIES:
• Excellent written and verbal communication skills – active listening, ability to articulate customer’s environment and needs to all management levels thru timely written reports and verbal presentations.
• Self motivated, objective oriented – ability to understand what needs to be done and then proceeds with the steps to accomplish the goal without direct Supervisor input.
• Minimum of 10 years relevant experience in business development, engineering, and/or program management.
• Possesses broad understanding of present day weapon systems and fielding operations particularly USMC systems.
• Experience in dealing with senior levels of military leadership and other defense contractors.
• Experience in building and managing customer relationships to seek out and identify new business opportunities.
• Proven ability to develop effective professional customer relationships by being proactive, responsive, consistent, and persistent.
• Understands customer requirements and mission needs with focus on collaboration. Identifies new opportunities and market segments.
• Active Secret Level clearance with ability to upgrade to Top Secret.

Desired
• Previous military experience (particularly USMC) desired.
• Experience in proposal development, business development, and strategic planning.
• Experience/education in the systems engineering process, risk management, or a PMP certification highly desirable.
• Knowledge and/or experience with the DoD Budgeting and Defense Acquisition Processes.
• Master’s Degree in Engineering, Management, or relevant Communications discipline.

ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).

1. Five (5) or more years of verified progressive journey level HVAC mechanical experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related equipment of commercial building(s).
2. Completion of a recognized HVAC Technician Training Program. AND
3. Possession of EPA Universal Recovery Certification and HVAC certification.
4. Possession of a current valid California Driver’s License (to be presented for verification at time of the selection process).
