You will serve in the Response Division, Region X, Federal Emergency Management Agency (FEMA), Department of Homeland Security (DHS). In this position you will be responsible for supporting the development, testing and agency integration of the FQS/QCS database in coordination with the Bureau of Land Management and FEMA stakeholders.
PROMOTION POTENTIAL: Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.
This position is being announced under FEMA's CORE Program (Cadre of on-call Response/Recovery employees). These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund. Appointments are excepted service, temporary appointments. This is a 2 year temporary appointment in the Excepted Service.
EMERGENCY ASSIGNMENT: FEMA employees are subject to 24 hour on-call in the event of any emergency. This service may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites that require functioning under intense physical and mental stress.

This position is ideal for a senior professional educator and course developer looking for the opportunity to provide professional education oversight and guidance to contractor personnel engaged in course development, pilot testing, evaluation, and course revision. The National Fire Academy (NFA) provides subject matter expertise and consultation services to federal, state, and local fire prevention and control organizations. This position starts at a salary of $89,033 (GS-13). Basic Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.

Qualifications and Evaluations
QUALIFICATIONS REQUIRED:
You qualify for this position at the GS-13 (starting salary $89,033) level if you possess the following:

One full year of specialized experience is the implementation of applicable federal environmental/historic preservation laws, including the National Environmental Policy Act (NEPA), the Endangered Species Act, the National Historic Preservation Act as they pertain to Grant assistance programs, including full range of Preparedness programs.

Time-in-Grade Requirements for Federal employees: Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade requirement must be met within 30 calendar days of the closing date of this announcement.

The Health Care Service Support – Iraq Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE: The Biomedical Equipment Technician reports to and is supervised by the HCSS-Iraq Program Manager or a designated Project Management Office (PMO) official and coordinates their work with the site medical director or other primary medical equipment users (Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician’s Assistants, Medical Technologists) on the work site.

The Biomedical Equipment Technician will be assigned to repair or maintain equipment in one of three settings: (1) Large medical/trauma hospitals, (2) Small medical/trauma hospital and assists in examination and treatment of patients under the direction of a physician, (3) Non-surgical field Health units.

In these settings, Medical Maintenance Specialists install, repair and maintain medical equipment to ensure it is clean, safe and functioning properly. This includes Biomedical equipment that requires use of computers with specialized software, hand tools and other repair shop equipment to diagnose and fix problems with a wide variety of healthcare technology. Work on X-ray and ultrasound machines, respirators and heart defibrillators, electric wheelchairs and hospital beds, or medical laboratory equipment is also required. Biomedical Equipment Technician will assist with Medical equipment set up and disinfect laboratory and healthcare equipment so it is safe and ready to use.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

Must have completed a Biomedical Equipment Technology or Engineering training program leading to a diploma, certificate or an associate’s degree.

U.S. Military Biomedical Equipment Technician technical school training certification (4A2X1, 68A, or HM-8478) will also fulfill this requirement.

Certification by the Association for the Advancement of Medical Instrumentation (AAMI) is desirable.

Must have additional training and experience repairing CT scanners and similar sophisticated equipment.

Must have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).

Equivalent non-U.S/Canadian education, certification, diplomas and experience may be qualifying, after CHS/DOS RMO review.

All health care providers and medical support staff must have recent clinical experience in patient care for at least 6 months out of the past year

DUTIES AND RESPONSIBILITIES:

•Inspect, maintain, adjust, calibrate, and repair a wide variety of electronic, electromechanical, and hydraulic equipment, to include patient monitors, defibrillators, medical imaging equipment (X-rays, CT scanners, and ultrasound equipment), voice-controlled operating tables, electric wheelchairs, as well as other sophisticated dental, optometric, and ophthalmic equipment.
•Perform routine scheduled maintenance to ensure that all equipment is in good working order.
•Perform safety checks and train practitioners to safely operate equipment.
•Disassembles equipment to locate causes of malfunctions or inaccuracies. Repairs or replaces defective parts. Reassembles equipment and adjusts precision components.
•Notifies manufacturers or distributors of uncorrectable equipment malfunctions to arrange for repair.
•Keeps extensive records of equipment checks, both for maintenance and repair.
•Maintains inventories and records supplies and parts.
•Maintains safe and clean working environment by complying with procedures, rules and regulations.

Assess filing requirements for state and local taxes and estimated taxes, penalties, and interest and facilitate implementation of processes for filing proper tax returns which may include leading coordination of Operations and /or other Corporate Departments to establish, maintain and obtain on-going information needed for accurate tax filings and payments. Will compile information to support tax audits, will research questions concerning sales and use tax laws and responsible for follow up actions as appropriate. Liaison with other AMSEC Corporate and Operations personnel, to provide tax related guidance to assist with proper treatment of expenses for tax, reporting and government accounting purposes. Coordinate/provide corporate tax information as required to HII Corporate and/or external service providers for the proper reporting/filing of corporate foreign income.

Will work as part of the Finance Team and may assist or cross-train with other team members to ensure the timely completion of required assignments and special projects. Over-time hours (evenings, weekends, and/or holidays) and schedule flexibility may be required to meet audit, month, quarter and year end requirements. Proficiency in MicroSoft Office applications required.

Bachelor's degree plus 3 years relevant experience; OR Master's degree plus 2 years relevant experience.

Preferred Qualifications:

Pivot table and more advanced proficiency in Microsoft Excel, international tax, and U.S. Federal Government contracting preferred.
