Major Duties The incumbent manages all frequencies that are authorized to the Forest Service for LMR systems use, interagency/local cooperator interoperability, aviation requirements and specialty needs requiring frequency spectrum. The duties include: identifying and documenting all frequencies authorized for use; analyzing, verifying and validating all current radio frequency authorization (RFA) for accuracy and compliancy with NTIA policy; validating all new frequency requests; identifying available frequency spectrum through the use of spectrum management tools (i.e., Spectrum XXI or current system), frequency propagation studies and adhering to coordination efforts with agency and interagency partners; nominating all new frequencies using the RFA application process; managing all RFA’s and ensure that renewal time frames and expiration dates are adhered to by submitting timely applications; developing frequency transition plans as new technologies, policies and mandates drive changes to spectrum use; identifying best methods to mitigate frequency interference concerns through analysis and evaluation. Software Application Proficiency The incumbent’s duties include effectively using specific software applications that support LMR design and frequency management. These applications are used to manage databases; develop reports and maps; create RF propagation studies; manage and research frequency spectrum. Duties include operating: RF propagation software for RF coverage studies and analysis, spectrum management software for RF analysis and spectrum management; topographical mapping software for analysis and report building; basic office software for database management and report building. Interagency Frequency Coordination The incumbent’s duties include the managing and coordination of frequencies with partner agencies in support of fire suppression and incident support.
