Position Description

TRABUS is seeking an Information Technology Security Specialist who will provide comprehensive information security engineering/analysis in support of government programs. The candidate will work with enterprise architects, product managers, and product engineering to define security requirements in accordance with applicable government/commercial guidelines, evaluate security architectures and designs, and design and deliver efficient technical solutions that ensure confidentiality, integrity, availability, authentication, and non-repudiation. The candidate should have security assessment experience doing vulnerability scanning, penetration testing, system hardening, system integration and packet sniffing in order to provide analytical and technical security recommendations and be able to support the development, debugging and test events necessary in the certification process. Responsibilities

* Implement and/or integrate security measures for use in systems and ensure system designs incorporate security configurations based on government and/or commercial guidelines
* Assess IT security threats and vulnerabilities
* Design, develop, and implement specific countermeasures which enhance IT security
* Provide support for a program, organization, system, or enclave's information assurance/IT security program(s)
* Provides assistance for proposing, implementing, and enforcing information systems security policies, standards, and methodologies
* Drafting/update and submit System Security Plans (SSPs) and C&A packages

Qualifications/Experience

* Bachelor's degree in Computer Engineering, Computer Science, Information Technology, Electrical Engineering or similar technical discipline required.
* Minimum three to five years of hands on experience in a classified IT environment required.
* Following IT Certifications a plus: CISSP, CISM, CISA

1.4.2 The Contractor shall perform a variety of personnel security
actions involved in support to the determination of loyalty, reliability
and suitability of military, civilian and contract personnel for
services in a sensitive position. The Contractor shall be responsible
for monitoring the organization's personnel and information security
programs, to include assisting government employees/military members in
the conduct of SCI security violation investigations, access

cross-reference the reports with existing security-related information
to ensure relevant, potential derogatory information is properly listed.
The Contractor shall perform a preliminary check of available databases
and information and shall make an initial recommendation of suitability
for assignment. The Contractor shall use judgment and knowledge of
regulations to determine appropriate courses of action and make
recommendations to the government employee/military section lead. The
Contractor shall make recommendations of appropriate actions to be taken
with regard to the individuals that have access to classified
information that have been involved in an incident/offense which is
considered derogatory in nature, according to the appropriate
regulations. The Contractor shall be responsible for handling personnel
security records with the highest degree of discretion. The Contractor
shall conduct computer and telephonic checks with various organizations
to determine current clearance and access levels, current status of
investigations and the possibility of unfavorable information. The
Contractor shall verify the status of personnel security investigations
and completes the proper paperwork to issue interim clearances. The
Contractor shall be the primary point-of-contact for completions and
submissions of the Electronic Personnel Security Questionnaire (EPSQ)
for initial and periodic SSBI investigations.

1.4.4 The Contractor shall assist in the control and management of
information controlled under the Sensitive Compartmented Information
(SCI) program and assist in the establishment and enforcement of
internal SCI security policies and procedures. The Contractor shall
assist in determining eligibility for access to SCI material. The
Contractor shall be responsible for assisting in the maintenance and
input of data into the SCI management database and security clearance
database. The Contractor shall maintain various automated databases to
track and support security information and customer requirements. The
Contractor shall review incoming/outgoing correspondence to ensure
consistency with organizational security procedures. The Contractor
shall advise on appropriate classification and handling requirement.

1.4.5 The Contractor shall perform a variety of additional duties
related to SCI and Special Access Program requirements such as the
information security program, personnel security program, physical
security program and automation security program such as conducting
in-processing briefings which include Threat Awareness reporting Program
(TARP), proper couriering of classified information briefs, security
practices briefing, security container maintenance and combination
monitoring, foreign travel briefings and regular security refresher
briefings.

1.4.6 The Contractor shall coordinate for and issue documentation
related to signature reduction to supported unit's and individuals and
maintain strict accountability of documents. The Contractor shall
resolve issues that arise regarding the use of signature reduction
mechanisms and services. The Contractor shall update databases,
intelligence files and other required documents to successfully complete
the mission. The Contractor shall provide advice and assistance to
develop signature reduction concepts, issue/cancel and transfer related
documentation as individuals in/out process.

1.4.5 Qualifications: The minimum qualifications for the Security
Specialist position are:

Supervises Deputy FROs and family readiness volunteers to include: assigning
and distributing work, providing guidance to get work started, setting work
pace, demonstrating work methods, ensuring worksite materials and tools are
available to complete work, reporting workplace injuries immediately to the
immediate or higher level supervisor, and to the Human Resources office;
following up and inspecting completed work, meeting productivity goals,
ensuring employees follow security, safety and housekeeping rules,
conducting on-the-job training, coaching, counseling, tutoring, and
mentoring employees; recommending and completing volunteer hire and removal
actions, completing performance reviews, recommending volunteer awards,
verifying timekeeping logs, keeping abreast of and actively supporting the
principles of the EEO program, and prevention of sexual harassment. Prepares
and distributes official information via the mass communication system, Unit
Family Readiness Program Newsletter, official unit website, unit toll-free
phone numbers, and other media. Monitors and analyzes usage patterns for
communications methods, to include Marine Online Readiness Roadmaps.

Partners with PAO as appropriate. Distributes marketing materials developed
and provided by HQMC and/or MCCS. Develops and implements Unit Family
Readiness Program communication plan of action and milestones, to include
awareness marketing. Drafts speeches and strategic communications messages
as required. Delivers briefs and presentations as needed (from General
Officer to family member level).

Provides Marines and designated family members with official command
communication and Information and Referral (I&R) services for emerging
challenges. In providing I&R services, establishes and maintains contact
with other organizations, including but not limited to, MCCS, Marine and
Family Services, Marine Corps Family Team Building, MCCS Area Coordinator,
and other on-base and off-base resources. Communicate purpose and extent of
the family support programs to Marines and extended family members. Actively
encourage family member use of available resources and programs.

Plans, coordinates and executes administrative and logistical requirements,
in partnership with the MCCS Area Coordinator, MCFTB, or other applicable
entities for Unit Family Readiness Program events such as Family Days, pre-,
during and post-deployment events, and others as required. Coordinates and
attends Family Readiness Command Team meetings. Attends closing ceremonies
for MCFTB trainings/sessions and volunteer appreciation events related to
unit Marines and family members. Assesses family readiness training and
education needs of unit Marines and families, and coordinates MCCS support
to meet those needs. Establishes training schedules and coordinates delivery
of training. Welcomes new families to the unit, establishing a relationship
and providing information regarding the many resources available. Supports
activities that build unit cohesion and a sense of community among the unit
families. Assures Marines who are required to establish a Family Care Plan
(FCP) have completed one that is executable. Explains the purpose and intent
of the requirement and assists them in the completion of the FCP.

Establishes and maintains liaison with, and serves as a mentor to,
subordinate unit FROs. Assists in the development, implementation, and
evaluation of subordinate Unit Family Readiness Programs. Conducts periodic
assessments of subordinate units' personal and family readiness programs and
provides appropriate recommendations for improvements. Oversees and directs
the efforts of Family Readiness Program Assistants. Validates and tracks
volunteer service hours in coordination with the Installation Volunteer
Coordinator. Coordinates appropriate volunteer recognition. Monitors and
maintains fund allocations. Develops long range and short range cost
estimates for program funding requirements. Monitors overall budget
execution. Acts as the approving official for reimbursement of volunteer
expenses. Maintains contact and coordination with MCCS (e.g., Directors of
MCFTB and Marine and Family Services) and others regarding the effectiveness
of MCCS programs and services. Marines and their family members through use
of an established assessment tool will provide feedback to the commander,
for consideration for performance appraisal, regarding program effectiveness
and effective use of resources. Ensures OPSEC and Privacy Act compliance.
Adheres to principles and concepts of the EEO program. Performs other
related duties as assigned.

QUALIFICATION REQUIREMENTS:
Bachelor's degree preferred or four years related experience, demonstrating
a high degree of interpersonal communication and analytical skills to adapt
and respond to diverse situations unique to the military lifestyle.
