General Description:

Background:
Serve as a functional HUMINT subject matter expert supporting US Central Command (USCENTCOM) as a member of a government/contractor team. Develops plans and provides guidance, assistance and oversight on all HUMINT collection management functions, projects and activities. Basic Qualifications / Education: (REQUIRED)
Case Officer experience - highly suggested.
BA or BS degree in a related field (e.g., Political Science, International Studies, History, or equivalent) and 8+ years experience in intelligence analysis and appropriate certified functional/technical training. Six (6) years of experience may be substituted for a Bachelors degree. Completion of a military advanced intelligence course and military staff college (or equivalent government civilian professional development course) is desired. Must have formal HUMINT Case Officer training and experience.
Completion of Field Tradecraft Course (FTC) or Advance Source Operations Course (ASOC), or Advanced Special Operations Training III (ASOT) course or the DIA Advanced Military Source Operations Course (AMSOC ) is required.
Must have recent demonstrated experience in joint military CI/HUMINT operations and systems as appropriate.

DESIRED SKILLS:
Experience as a former HUMINT Operations Officer in the USCENTCOM area of operations is highly desired.
Responsible for HUMINT analysis in support of USCENTCOM.
Works directly with customers and team members to determine project scope and specifications.
Provides research and analysis to support intelligence and SOF organizations.
Supports development and analysis of asset validation products. Presents analysis or products to customers.
May support policy and procedure development for agency, interagency, or community-wide support.
Works on problems of diverse scope. May provide guidance and train others.
Administers company or client policies that directly affect subordinate employees. Recommends changes to policies.
Frequently interacts with outside customers and functional peer groups. Knowledge of intelligence mission applications (IMA).

6. Senior Analyst, NGIC Charlottesville, VA


All-Source Analyst working as a member of a government-contractor team supporting the Counter-IED Targeting Program (CITP). Be prepared to deploy OCONUS as a member of an analytical team for a period of no longer than 180 days. Provide analytical support to the Counter-IED Targeting Program (CITP). Conduct comprehensive research on complex insurgent and terrorist networks; either independently or as part of a larger analytical effort. Assist the Team Leader and Senior Principal Analyst (SPA) in developing analytical strategies. Produce CITP related assessments and target support packages in collaboration with analysts involved in the counter insurgency/counter IED mission. Conduct and coordinate comprehensive research of multiple analytical assessments within the assigned geographic area. Integrate IED TECHINT and biometric forensics with traditional all source analysis to identify IED networks. Ensure the integrity of databases and the modification of data files to develop responses to all source taskings. Prioritize and deconflict assignments to ensure the timely delivery of intelligence support products. Assess the progress of research projects and advise the Team Leader on redirecting efforts. Provide on-the-job training and guidance to team members on all aspects of work. Identify resource requirements and shortfalls to supervisor. Review projects for compliance with tasking and security policies. Coordinate with CITP action officers in the planning, preparation, coordination, and dissemination phases of scheduled targeting and intelligence survey packages. Provide expert all-source research, analysis, and intelligence analytical products. Track all tasks and ad hoc products to completion and provide quality control on all products prior to delivery. Shift work required.

Education: Bachelor's degree required; may substitute 14 years of intelligence analysis primary experience for education requirement. Must have formal service training as an intelligence analyst.

Required Skills: All individuals working under this contract must have an active TS/SCI clearance and be immediately available to work on this contract. Must have at least six months of experience related to IED insurgency developing all-source intelligence assessments. Prior experience supporting the targeting process. Required working knowledge of the national, operational and tactical intelligence infrastructure available to DoD. Must have between 8 + years experience in the Intelligence field at the tactical or strategic level. Must be proficient in the use of computer tools common to the intelligence community such as; Pathfinder, M3, Analyst Notebook and others.



Desired Skills: Experience performing all-source analysis and fusion to provide actionable intelligence to warfighters. Military tactical and especially OIF/OEF deployed experience is a plus. Experience supporting all-source analysis and fusion at tactical through national levels. 5 or more years of tactical intelligence experience is most desired. A mix of tactical and strategic experience is preferred.

• Supervises junior logisticians assigned to staff
• Gathers information, and identifies/analyzes issues of effectiveness, efficiency and productivity of the introduction of assigned new tactical systems into training.
• Analyzes force modernization documents to determine user requirements and ensures the brigade has the capability to sustain those requirements.
• Conducts new equipment fielding and postures the brigade for follow on missions
• Provides technical advice to the Brigade S3 and staff regarding fielding initiatives and new equipment training.
• Effectively executes the management of Command, Control, Communications, Computers, Intelligence, Sensors, and Reconnaissance (C4ISR) digital system of systems employed within the brigade.
• Maintains close and continuous coordination with command and staff elements on all matters pertaining to force modernization actions.
• Coordinates system distribution plans with applicable units. Arranges and provides presentation of material to requesting agencies as required, such as briefings, fact sheets and information papers.
• Maintains general familiarity with all systems being fielded for the purpose of providing continuity within the division.
• Coordinates with higher, lower and lateral headquarters on force modernization matters, new equipment fielding, and configuration management actions.
• Performs other duties as assigned
• Maintains a current status on all new equipment deployments and furnishes updates, as required to the Brigade S3 and staff. Provides the Brigade’s input to New Materiel Introductory Briefs (NMIB) and attends all In-Progress Reviews (IPR) of assigned systems.
• Determine requirements and coordinates requests for changes to Modified Tables of Organization & Equipment (MTOE) to support new equipment fielding.
• Reviews and evaluates new equipment planning documents to include Basis of Issue Plans (BOIPs) and Materiel Fielding Plans (MFPs).

QUALIFICATIONS:
• 10+ years of military experience, 5+ years leadership experience preferred.
• 8+ years experience operating in Battalion size element or higher.
• Bachelors Degree in a business management field of study required; Master’s degree in any discipline in management preferred.
• Must understand the concept Based Requirements System and policies and guidance determined and published at Department of the Army and below.
• Must have extensive knowledge of Army, MACOM, and Division (4th Infantry) modernization goals and objectives to provide advice to staff personnel and guidance to subordinate units as it pertains to Force Integration.
• Must fully understand the interrelationships of combat, combat support, and combat service support units as reflected in doctrine, functions, tactical employment, logistical support and sustainment in both wartime and training environments in order to accurately project and support unit modernization and structure changes.
• Ability to communicate orally and in writing to conduct briefings and prepare fact sheets, information papers, etc. outlining the fielding of new equipment and configuration management.
• Knowledge and application of military staff organization to analyze materiel fielding plans as they apply to the fielding of new equipment.
• Knowledge of Modified Tables of Organization & Equipment (MTOE) to support new equipment fielding, logistical support and configuration management support.
• Skill and ability to organize, plan, analyze, evaluate projects and communicate orally and in writing.
• Skill to operate automation systems (i.e. word processing, database and spreadsheets).
• Must have experience reviewing, analyzing and adapting guidelines to the local command and area
• Must have experience supervising staff proponents for subordinate units in order to execute all required actions.
