PRIMARY FUNCTION(S)
Provide acquisition, administrative and data management support to the Deputy Chief, Contracts Division (850 ELSG/PK) and his staff at Peterson AFB, to include acquisition planning, proposal evaluation, contract pre-award and post award management, transmitting documents and data files, general support for business meetings, and other events.

RESPONSIBILITIES AND DUTIES
Specific Responsibilities include but are not limited to:
• Reviews and interprets acquisition strategies
• Formulates and coordinates procurement proposals
• Coordinates activities of workers engaged in formulating bid proposals
• Evaluates or monitors contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations
• Reviews and provides recommendations to requests for deviations from contract specifications and delivery schedules
• Analyzes price proposals, financial reports & other data to determine reasonableness of prices
• Provides input into source selection and contractor monitoring of acquisition phases from development through production and deployment.
• Takes appropriate actions to approve terms and conditions set forth in Government negotiations, contracting plans and budgets, subcontractor participation, and addition or discontinuance of work by the contractor
• Coordinates frequent program changes and engineering compromises to assess the resulting changes in other areas of the program
• Visits contractors' plant(s) to observe progress, discuss and resolve problems, and otherwise ensure that contractor is meeting appropriate contractual provisions
• Provides advice and assistance to contractors on requirements and policy matters
• Prepares and presents staff studies for presentation to the Government senior leadership and other management officials
• Conducts briefings, presentations, and demonstrations on program status, costs, adherence to baselines and schedules
• Prepares official contract files for staff
• Performs information management tasks including management of paper and electronic files and documentation.
• Tracks and assists in the coordination of contract documentation
• Supports data management tasks when required


MINIMUM QUALIFICATIONS
• Twelve (12) or more years of progressive experience in all aspects of contracting to include cost, schedule, performance-based service contracting, and management.
• Bachelors Degree
• Knowledge of basic acquisition planning so as to accomplish contractual actions
• Knowledge of business practices and market conditions so as to evaluate bid responsiveness, contractor responsibility, contractor performance, and other wide ranging contract actions
• Proficient with Microsoft software applications Outlook, Word, Excel, PowerPoint
• Proficient with ConWrite software application
• Experience with DoD office automation and local area networks.
• Mature and effective written and oral communications skills.

Activities include but are not limited to interface and data exchange definition and research, data mapping, conversion strategy definition, data cleansing scripts, integrated project team participation, liaison with source system representatives, and system integration analysis. Coordinate with technical legacy system representatives; assist with (rollout) site activation activities related to data conversion.

Evaluates offers, including cost or price analysis, contractor responsibility and responsiveness to solicitation, and evaluating other selected factors (e.g., quality, contractor management and facilities, delivery, etc.). Selects contract source, assembles contracts, and makes awards. Administers contracts to ensure contract compliance. Negotiates modifications, and takes termination actions for convenience of the government or for default.
Coordinates contracting activities, including external reporting requirements such as the annual Incurred Cost Submission to DCMA. Advises corporate leadership on contracting operations, as well as impact of new directives and policy on the contracting system. Coordinates with other members of the corporate staff to accomplish advance planning and ensure adequacy and correctness of contracting approach, lead-time, purchase descriptions, specifications, funding, etc. Advises corporate program and project managers and task leads on contract metrics for measuring cost-schedule-performance on existing contracts. Confers with government agencies and commercial industry to explain corporate requirements, contractual interpretations, and policy, program interpretation..
Formulates contracting policies and procedures. Analyzes contracting system and establishes policies and procedures necessary to improve contracting process. Establishes policies based on sound business practices and highest standards of ethical conduct and fiscal responsibility.
• Supports the CFO and Accounting Department on management of costs associated with contracts on a daily basis and especially during negotiations of contracts. Assists the CFO with developing budget. Executes change orders / new work orders under current contracts; perform close-out administration of contracts, including compliance evaluation, modification processing, routing of contractual documents, contract filing and maintenance of contract files. Assists the CFO with maintenance of the company's automated contract databases; develop and negotiate teaming, non-disclosure, consultant, and other contract agreements; evaluate reimbursement submittals and outlay requests to ensure the appropriate use of funds and accurate documentation of expenses for reimbursement to subcontractors in compliance with terms of the contract and company policies; prepare spreadsheets, contract spend plans, and fee analyses. Assists the CFO with profitability projections.


EDUCATION

The successful candidate must have a Bachelor's Degree in business or a related field.

QUALIFICATIONS

The Financial Analyst Manager is responsible for the supervision of the Finance Department whose primary responsibilities are invoicing and collection of all revenue, preparation of project budgets and reports and variance analysis.


ESSENTIAL JOB FUNCTIONS (duties and responsibilities and percentage of time spent performing functions).
The Financial Analyst Manager will conduct, but is not limited to, the following job responsibilities:

Daily Responsibilities:
• Supervision of the Finance Department whose responsibilities are as follows:
o Prepares all fixed price, time and material, and cost plus invoices
o Analyzes revenue and expense accounts for verification of proper account coding
o Verifies proper labor hours, categories and billing rates on time & material and labor hour contracts
o Verifies that direct and indirect costs are invoiced on cost reimbursable invoices in accordance with contract requirements
o Interprets contracts in order to setup the appropriate billing methods in the accounting system working with other departments as needed to ensure contract-billing requirements are met
o Creates and designs invoice formats and detailed spreadsheets to meet customers’ needs
o Compiles and provides support for invoices as necessary
o Verifies appropriate approvals and signatures on contract invoices
o Reviews past due accounts receivable balances
o Works with other departments to determine actions required for collection of amounts due.
o Prepares, maintains and enters annual project budgets
o Compiles data and reports used in the development of AMS annual budget
o Prepares, reviews and analyzes monthly project status reports
o Computes and analyzes profitability trends
o Prepares and distributes monthly financial analyses reports to management and external customers as required

Other duties include, but are not limited to:

• Reports to management on invoicing status
• Provides weekly forecasts of cash receipts
• Responsible for month end closing of the revenue books including researching and identifying account balance discrepancies
• Prepares and submits the annual Incurred Cost Electronic (ICE) reports
• Researches and provides information as requested by DCAA and DCMA
• Provides support to management for ad-hoc projects, reports and analysis
• Assists the Controller during governmental and external CPA firm audits
• Interfaces with internal and external clients resolving problems in a prompt and efficient manner
• Monitors and updates the policy and procedure manual for the Finance Department
• Ensures compliance of the Finance Department with AMS policy and procedures





QUALIFICATIONS (what is required to perform the job, i.e. education, experience,

• Ten (10) years experience
• Understanding of government contract accounting required
• Knowledge of contract types (i.e., fixed priced, cost reimbursable, T&M, etc.) is required
• Basic understanding of the Federal Acquisition Regulations (FAR), the Cost Accounting Standards (CAS) and Generally Accepted Accounting Principles is required
• Extensive knowledge with government contract billing and financial analysis required
