Job Summary:

 

Current Background Investigators are required to conduct face-to-face interviews asking a variety of questions with the subject of the investigation as well as other people who may know them to establish the background, reputation, character suitability and qualifications of the subject.  This will be used in determining employment suitability of persons who require access to sensitive or classified U.S. government information.  The investigator also completes record searches at law enforcement agencies, courthouse, educational and financial institutions, and depending on the person’s background, medical and/or mental health facilities. Investigators will be required to compile all information gathered and submit a clear/concise report on a government computer system within a strict time frame.  Your success as an investigator depends not only on your knowledge of methods and procedures, but also on your own behavior, attitude and character. The credibility of any report of investigation depends on your absolute integrity and reporting of the investigations. The complete report of investigation must reflect all pertinent facts, both positive and negative.

 

CACI has been an incumbent vendor and a proven and respected track record on conducting Background Investigations Fieldwork Services for OPM/NBIB contract since 2004. We have investigators in all 50 states and U.S. territories.

 

Required Qualifications:

 

 

-Active T5 / Top Secret based on a Single Scope Background Investigation (SSBI) is preferred.

 

-Minimum Secret clearance based on a Single Scope Background Investigation (SSBI). Date of last investigation cannot be older than 18 months and currently serving in a Secret billet.

 

- A sense of mission in support of national security initiatives

 

- An impeccable work ethic, integrity, and can-do attitude

 

- A current driver's license, reliable personal vehicle, and willingness to travel up to a 100-mile radius daily in support of assignments

Military Sealift Command (MSC) operates ships for the Armed Forces and other agencies. These ships are operated by US Coast Guard (USCG) licensed Merchant Mariners and maintained to commercial standards. Provide on-site ship availability program management (PM) and technical support to Military Sealift Command (MSC) vessels.

Contractor shall work with the Availability Management Team (AMT) to accomplish the specific tasks for assigned work items.

Assist in observing and verification and reporting on engineering requirements associated with the maintenance, repair and modification of the vessel. Provide all observations, reports and recommendations to the Principal Port Engineer (PPE).

Provide technical services for engineering development and documentation. An ITA Local Employee Personnel Screening Team Screener conducts screenings, complete reports and do all necessary background checks on locally employed persons screened.

Screening will consist of an in-depth interview utilizing a standardized interview method supported/approved by the Installation Access Application (IAA) and Air Force Office of Special Investigations (AFOSI); records checks; and biometric enrollment. The contractor shall utilize equipment furnished by the government to include NRTIO biometrics, PCASS, and CELLEX equipment at each site.

Sites will work in concert with the Defense Biometric Identification System (DBIDS), Site Security Manager (SSM), and necessary biometrics databases to accomplish required screenings.

The screening process shall be conducted in accordance with (IAW) applicable USCENTCOM and USAFCENT security directives and the established standard operating procedures (SOPs).

The screener will receive notification of newly hired contractor employees or other persons requiring access from the installation contracting office or local command authorities. Additional interviews and screening efforts may be required as determined by the local AFOSI supported unit.

Screening interviews shall be conducted IAW the SOPs used and approved by U.S. Government representatives (Contracting Officer’s Representative ((COR), with the overall intent of identifying applicants that pose a risk to U.S., Coalition or Host Nation forces. Screeners shall structure their interviews to create a professional and respectful environment. Screeners shall utilize rapport building techniques to build trust with the applicant. It is important that the applicant understands the purpose of the interview and how the information from the interview will be utilized.

Results of a screening will be reported to the respective AFOSI and installation security/force protection offices, if derogatory information is discovered, as prescribed by the local AFOSI Commander.

Screener shall safeguard all information and information systems with applicable guidance and rules set forth by the U.S. Government, Department of Defense and installation security office. Information derived from the operation of a LEP screening cell is the property of the U.S. Government and shall be safeguarded IAW classification and applicable guidance.

 

 

Requirements:

 

Screeners shall be the DoD Civilian equivalent of AFOSI (AFSC 7S071), Naval Criminal Investigative Service, Army CID, USAF AFSC 3P0X1 (Security Forces) with four (4) years law enforcement or investigations experience, or USA MOS 35L/M, 180A, 18F, 35E (Strategic Debriefer or individual with similar skill set) with a minimum of four (4) years field experience (not including training time).

The Red Cyberspace Operator shall perform vulnerability assessments on communications using computer networks, industrial control systems, radio, wireless, and other communication systems to identify vulnerability in critical systems, networks, and architecture that could be exploited well below the level of armed conflict by state or non-state actors, or that could be significantly impacted by natural or accidental hazards. This analysis is accomplished by assessing vulnerabilities through three distinctive lenses:

 

Mission Assurance Assessments: The contractor team shall support the Government in identifying vulnerabilities affecting defense critical assets, task critical assets, and critical infrastructure that support defense critical missions. The assessment team works with installation and mission personnel to identify risks that may lead to mission loss or degradation and provide recommendations for risk reduction based on DoD Mission Assurance Assessment benchmarks.

 

Balanced Survivability Assessments: The contractor team shall provide a balanced look at the mission survivability of key DoD facilities and provide specific recommendations with supporting rationale to leadership.  These assessments identify vulnerabilities within United States and Allied critical mission systems. The assessment team provides continuing support to infrastructure leadership to enable them to carry out a long-term investment strategy for risk management.

 

Adversarial Assessments: The contractor team shall identify weaknesses that can be exploited.  The contractor team shall perform assessments from an adversarial viewpoint and use the full spectrum of identified adversarial capabilities, limited only by restrictions mandated by the customer and legal, safety, and security constraints, to test and evaluate protection strategies and demonstrate exploitation of identified vulnerabilities.

 

Components of these assessments include but are not limited to examining telecommunications (e.g., video, voice and data, commercial and military) and cyberspace operations (e.g., computer networks, IA tools use, and operations security).

The Red Cyberspace Operator shall emulate a potential adversary’s cyber reconnaissance, exploitation techniques, and attack capabilities against a targeted mission, system, network, component, or capability.

Previous experience with CBRN/WMD-related intelligence (i.e. chemical security, counter-proliferation, policy, health/medical, arms control, weapons technology, etc.)

 

Scientific or technical education or background

 

Experience with the DTRA including its planning processes

 

Experience with the terminology used in the collection of data for chemicals, biologics, and WMDs and their proliferation

 

Knowledge of advanced internet-based research, including Boolean logic, advanced research techniques, search engine and database resources, and Internet sources, including social media, social networking tools, and commercial and industry-based databases.

 

Experience accessing, researching, and exploiting global and regional digital platforms and PAI data.?

 

Expert understanding of collection techniques and working knowledge of tradecraft and tools used in the chemical WMD and counter-proliferation collection environment?

 

Expert understanding of network analysis tools such as Analyst Notebook and Palantir.

 

Expert understanding of geospatial Intel tools such as ArcGIS and Google Earth.

 

Expert understanding of Intel-related databases such as M3, TAC, NCTC Online, TIDE, ICReach SIGINT database, Cultweave SIGINT database, PROTON SIGINT Database.

 

Expert understanding of MS Office, Excel, and big-data analytic techniques for structured and unstructured data.?

 

More than ten years of military experience, and/or a combination of military and IC Agency experience, including recent combat deployments, and be well-versed in all areas of military intelligence, WMD, and Counter-proliferation.?
