Job Title: Intermediate Cellular Instructor
Location: Columbia, MD area
Description: Responsible for delivering Advanced Cellular and legacy Push-To-Talk (PTT) training. Candidate must be able to help develop, update, review, and deliver (instruct/present) required POI techniques, tactics, and procedures for Advanced Cellular and Legacy Push-To-Talk (PTT) Courses. This shall include tasks such as:
· Perform pre-course coordination and preparation of required information and materials for each course iteration.
· Develop and deliver all required course materials for cellular training courses.

· Directly support Government assigned staff and IC Partners on force modernization, operational assessment, and evaluation projects as they pertain to instruction topics.
Required Skills and Qualifications
· 6 years’ experience (within last 10 years) in raw SIGINT collection and analysis in a deployed SOF environment, the Intelligence Community and/or in support of SOF elements
· 2 years deployed in a SOF environment
· 3 years as a SIGINT SOF operator in a USSOCOM billet (i.e. @ NSW TIO; MARSOC; USASOC, AFSOC, or JSOC unit).
· Completed WireShark, Python Scripting training courses
· 2 years’ combined experience utilizing WireShark and Python Scripting, --OR-- 2 years’ experience conducting SIGINT analysis using non-enterprise tools
· Completed specialized training in RF spectrum allocation and management process, and in untethered analysis
· 2 years’ experience applying RF spectrum allocation and management processes and untethered analysis
· Current or previous user certification in Mode 1 and Mode 2, and/or Mode 3
· Possess excellent written and oral communications/presentation skills

Job Description: Seeking exceptionally qualified individuals to serve as an Information Operations Specialist at the Expert level to support a USSOCOM contract. BACKGROUND
The Office of Afghanistan and Pakistan Programs is part of the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the U.S. Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice assistance programs for the Department of State. INL’s Afghanistan/Pakistan Program Office (INL/AP) through its offices in Kabul (INL/K) manages several programs in partnership with the Government of Afghanistan (GOA) to combat the cultivation of opium poppy in the country. To date, these programs have built useful relationships and positive results. However, cultivation remains at historically-high levels and the political and operational environment remains challenging, characterized by the lack of good governance, insecurity, corruption, poor infrastructure, and internal conflict. INL has revamped its alternative development (AD) programs in Afghanistan to complement ongoing counternarcotics activities by focusing primarily on supporting targeted, holistic counternarcotics projects that combine alternative livelihoods, interdiction, public information, eradication, and preventative drug education in high poppy producing districts. The ramping-up of AD in scale and scope is designed to further combat the cultivation of opium poppy in Afghanistan. This is a collective effort involving a broad range of stakeholders from the U.S. government, GOA, and international partners, including the U.S. Agency for International Development (USAID), Resolute Support (RS), the Afghan Ministry of Counter Narcotics (MCN), Ministry of Agriculture, Irrigation, and Livestock (MAIL), Ministry of Rural Rehabilitation and Development (MRRD), Ministry of Commerce and Industries (MOCI), Ministry of Women Affairs (MoWA), UNDP, and UNODC. The aim of these AD projects is to strengthen and diversify rural livelihoods and promote licit economic opportunities in targeted districts. This complex portfolio requires the guidance of a subject-matter expertise (SME).
RELATIONSHIP
The Alternative Development Advisor (ADA) will report to Celestar. The Advisor works most closely with the US Embassy INL/Afghanistan Counternarcotics Team Lead, Contracting Officer (CO), and Contracting Officer’s Representative (COR). The Advisor shall maintain open, timely, and effective communications with the INL/Afghanistan Counternarcotics Team Lead and, as appropriate, with the INL/AP designated Program Officer on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
OVERVIEW
Guidelines
Guideline’s consist of USG and Department of State Acquisition Regulations as well as accepted legal principles and theories. In addition, the incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, which may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. The incumbent must also consider and adhere to various other existing federal regulations and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and DOS financial operating procedures and policies. The incumbent is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area.
Complexity
The Advisor develops detailed plans, goals, and objectives for the long-range implementation and administration of the program, and/or develops criteria for evaluating the effectiveness of the program. Coordinating plans with various other groups, including the U.S. Embassy, U.S. military, international donors, and the GOA, can be complicated.
Projects require dynamic leadership, expertise, complex innovation, and strict adherence to high level policy without lower level interpretive assistance. The ability to single-handedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs is also required. They are broad in scope and complicated by many complex features, technical, administrative, or political in nature.
DUTIES AND RESPONSIBILITIES
Develops and maintains a comprehensive knowledge of the current counternarcotics strategy for Afghanistan; examines issues, obstacles, and lessons learned, and presents a way forward on key elements of the strategy, including public information, alternative development, poppy elimination/eradication, and interdiction.
Provides technical advice in the design and implementation of evaluation mechanisms for INL/K AD projects and activities as well as coordinating efforts as they relate to the CN team’s overall mission, objectives, and priorities.
Assists in the development of detailed plans, goals, and objectives for the long-range implementation and administration of the INL/K’s AD program, and/or develops criteria for evaluating the effectiveness of the program.
Provides dynamic project leadership, expertise, complex innovation, strict adherence to high level policy without lower level interpretive assistance, and the ability to singlehandedly or in concert with a variety of other stakeholders resolve critical problems and achieve difficult goals that may impact other programs.
Assists the Kabul CN Team Lead to oversee the implementation of INL’s counternarcotics programs in concert with other INL initiatives; liaise with relevant Embassy stakeholders and counternarcotics officials within the GOA, such as MCN, MAIL, MRRD, MOCI, MoWA, Provincial Governors, and the international community (i.e., UNDP, UNODC, etc.).
Serves as the in-country SME responsible for coordinating, monitoring, and overseeing the implementation of INL’s alternative development portfolio consistent USG, INL, and Afghanistan’s CN policy and related programs.
Drafts reports, and cables as directed by the INL/Kabul, detailing pertinent activities in the counternarcotics sector.
Works effectively under pressure, within short time constraints, and during times of rapidly developing events.
Prepares formal policy recommendations to integrate development activities with law enforcement and demand reduction activities to reduce the supply of opium poppy.
Provides direction, supervision, and mentoring under the guidance of the CN Team Lead and INL Director and Deputy Director, to Locally Engaged Staff (LES) and especially to any LES subject matter experts hired under this program.
Works with the CN Team Lead and INL/AP to oversee budgets for alternative development projects supported with INCLE funding.
Provides program guidance and frequent status updates on the implementation and development of INL alternative development programs to the INL Director and Deputy Director, as well as the INL/K CN Team lead and INL/AP CN Program Officer, including progress, challenges, and recommended solutions.
Ensures programming complies with USG requirements and legal restrictions, and is coordinated with related USG law enforcement, public information, demand reduction, alternative development, agriculture, economic growth, and female-focused gender development programs.
Ensures that CN programming meets both U.S. and Government of Afghanistan policy objectives and priorities, maintaining an open dialogue with GOA officials and exploring opportunities to partner with other donors and/or new GOA entities as opportunities arise and as directed by INL leadership.
As directed by the INL/K CN Team Lead, contributes to the production of written weekly reports on status of the INL/K CN efforts including – but not limited to – activities, progress, challenges, and recommended solutions.
Informs INL of new developments in the portfolio and consult with INL in advance of important briefings, meetings, or presentations of new initiatives.
Reviews work plans or implementation plans on a regular basis and provide input to the AOR or CO and COR, INL/K, and INL/AP on progress.
Reviews/monitors contractor performance against performance indicators/PMP targets with potential suggestions for improvement.
Reviews monthly/quarterly reports and verify the reported achievements/deliverables are actuals with possible clarification of activities and potential suggestions for future activities.
Reviews M&E reports to determine potential program deficiencies and make recommendations for improvement.
Serves as an alternative development subject matter expert within INL/K and Embassy Kabul, and as an advisor on such matters to the Director and Deputy Director of INL in Kabul and in DC, as needed.
Provides policy analysis and program guidance/reporting to the INL/K CN Team Lead, INL staff, INL/AP, and the INL Front Office upon request on alternative development current program efforts as well as those in planning or evaluation stages. Such guidance may include, but is not limited to, mission objectives; coordination with other Embassy sections; budgeting; development of Afghan alternative development capacities and institutions; and practical measures to improve U.S. alternative development assistance.
Participates in and/or lead assessments – as requested by INL/K or INL/AP – of current program efforts with regard to alternative development and related structures in Afghanistan, as well as assessments of the impact of ongoing programs; brief those assessments to senior INL and other Department and interagency officials; and, on the basis of those assessments, propose future activities and/or remedial actions.
Promotes and maintains close working relationships with USAID’s Office of Agriculture and the Office of Economic Growth to harmonize resources and facilitate synergistic linkages.
Fosters interagency cooperation, including coordinating work between the U.S. military and NATO forces to enhance continuity and collaborative efforts that achieve mutual goals and objectives.
Assists the INL/AP Alternative Development Program Officer in developing a strategic overview and detailed implementation plan and timeline for INL alternative development program activities.
As appropriate and security permitting liaise directly with implementing contractors, recipients, and grantees, by performing regular project-sites visits to conduct inspections and monitor activities.
Ensures that INL/K and the Embassy Front Office receives timely information and reporting on programs to ensure that policy decisions are fully informed by programmatic reporting.
MINIMUM QUALIFICATIONS
U.S. Citizenship
Master’s Degree from an accredited institution in Project Management, Economics, Agriculture, International Relations, or a related field.
At least Fifteen (15) Years of International Project Management experience.
At least Five (5) Years of experience administering alternative development programs in developing countries with high levels of illicit crop cultivation, limited economic development in a conflict zone, or a high to medium levels of instability.
Demonstrated superior negotiation, interpersonal, and managerial skills.
Demonstrated excellent oral and written communication skills.
Demonstrated experience in planning, strategizing, implementing, and reporting on projects.

Physical Demands
This position requires an above average resistance to fatigue and physical hardships.
Successful completion of a State Department Class 1 Unrestricted Medical Exam is required.

Required to develop force requests, staffing of that force request, working with force providers, and following those requirements through execution. The Contractor is required to maintain staff situational awareness to ensure senior leaders are adequately informed throughout each step in this process.
Responsible for planning, scheduling, and execution of an annual rotational requirements conference as well as efforts to submit annual requirements to the Joint Staff.
Qualifications

As a SOC Instructor, a typical day will consist of 30-60 minutes preparing for the two source meetings with the student. You will conduct the training by driving around town using a GSA vehicle. The next 30-60 minutes is used to evaluate the student performance and develop key notes regarding success and failure to review with the student later in the day. Once you finish both meetings, you will return to post and provide 45 minutes of Feedback and re-training to each student. During each training day, a grading rubric must be documented related to the student performance. The next day is spent grading reports from the day prior.
Additional responsibilities include mentoring students on course TTPs that the students will build upon throughout the course. Conducting role playing in the office and mentoring students. When students are not in class, your time will be spent on course assigned projects, updating course material, and participating in cadre "norming" events to ensure a consistent quality of grading throughout the staff.
Graduate of Army Basic Instructor Course (ABIC) & Small Group Instructor Training Course (SGITC), or an equivalent Service School in which an Instructor Certification or SGITC Certification is awarded, is desired.
Graduate of SOC post October 2015 preferred.

FAA Rules and Regulations.
•Independently troubleshoot and repair aircraft and/or engines and propulsion components when necessary. May
inspect, test, maintain and operate ground support equipment. Perform launch and recovery tasks of aircraft including
inspections, operational checks, weight and balance calculations and documentation.
•Assist in the development, verification, and review of procedures, drawings, and/or other technical documentation.
Requires limited travel (deployment), not to exceed 60 days/year.
•Must possess strong leadership qualities. Experience with maintaining, and servicing of King Air 200 and 300 series

About the Position:
This position provides administrative and analytical support to Contracts and Purchasing. Working independently under
limited supervision, this position is responsible for a variety of services to campus departments to ensure the

My client will hire either a trainee or an experienced Personal Lines Account Manager. They are a well regarded
independent insurance agency with a great family feel. They are very involved in the community and pride themselves
on "the personal touch" with their customers.
If you are not licensed in Property & Casualty (home, auto, RV etc):
The agency will put you into an in-office program where you will start out doing admin and computer work to
understand the systems, then once you have some basic insurance understanding, they will have you start working on
your online licensing program. They will pay for the class and the licensing fees. The class is 40 hours. You will continue
to do office admin work and will be expected to do most of your studying after hours. Once you pass your test and get
your license, you will start working with customers on the phone and over email. You will continue to learn coverages
and carrier rating programs so that you can continue to build on your insurance skills. Starting pay for a trainee is $16/hr
and you will have a salary review once you obtain your license.
If you already have your P & C license and have worked in Personal Lines in an agency setting, (direct writer or
independent), you will go through an in-house on-boarding to get you familiar with their AMS360 system and carriers
that you may not be familiar with. Hourly wage will be dependent on your skills/experience with personal lines
coverages and independent markets.
