Center for Army Lessons Learned Liaisons will be employed at several key organizations within the Joint, Interagency, Intergovernmental, and Multinational Communities to facilitate the exchange and integration of OIL, provide an operational awareness for future collaboration, and support JIIM issue resolution processes. Responsibilities: The Center for Army Lessons Learned Liaisons is responsible for tasking as follows:
• Conduct lessons learned integration, coordination, and collaboration in accordance with daily workflow of the host organization.
o Facilitate the exchange of observation, insights, lessons and best practices in order to enhance lessons learned processes.
o Provide situational awareness on lessons learned interest of the host organizations by using Microsoft Outlook to provide a Weekly Integration Report identifying future conferences, working groups, workshops, video-teleconferences, collection efforts and products development. Report will be use in Weekly Internal CALL Report (WICR) to highlight potential partnership opportunities.
o Attain and maintain situational awareness on like areas of interest and lessons learned activities between CALL and host organizations.
• Attend and participate in lessons learned conferences, in-progress reviews, working group meetings, workshops, video teleconferences and other related events in order to support analysis and on-going coordination and collaboration efforts.
o Requirement to attend up to eight (8) major events over a twelve (12) month period, 1 to 3 days in duration--four (4) of these events locally on site at host installation requiring no travel and the remaining four (4) events to be held at off site locations requiring CONUS travel. Participation will involve taking notes and participating in discussion related to lessons learned processes, integration requirements, and possible future collection opportunities.
o A close out “Event/Trip Report” with supporting documentation i.e. briefing slides, minutes, attendee rosters, or other related material will be submitted
• Research, analyze and provide written response to approximately four (4) Requests for Information (RFI) monthly at each host location.
o RFI responses are written replies accompanied by supporting documentation sent to the requestor through a CALL formal electronic RFI System.
o Responses will vary in difficultly and are time sensitive.
o The standard response time for an RFI submitted by a General Officer, a Senior Government Official or a theater deployed Military or Government Civilian will be within 24 hours from receipt. All other requests will be processed and response provided within 72 hours from receipt.
• Assemble for publication an annual Integration Newsletter at each liaison location focused on the combined operations between the Army and the Service of the host organization/agency.
o A newsletter is typically 60 -100 pages in length and is made up of 12 to 20 new and/or previously published articles.
o Task requires securing copy right and publishing/republishing authorizations and permissions, and conduct document conversion to Microsoft Word.
o Development cycle for a newsletter is 120 days from start to delivery and includes an outline briefing, a 50%, 75%, and a final In-Progress Reviews (IPRs) with a designated Government representative.
• Identify, collect, research, develop and load approximately two (2) observations, insights, and lessons (OIL) from each host location into CALL’s Collection and Observation Management System (CALLCOMS) and the Army’s Joint Lessons Learned Information System (JLLIS) monthly.
o CALLCOMS is a CALL application used to enter observations, insights, and lessons into an analyst SQL database.
o JLLIS is the Chairman of the Joint Chief of Staff’s Joint Lessons Learned Program (JLLP) system of record.
• Government will provide training on CALL methodology, SharePoint, Automated RFI System, CALLIMS, CALLCOMS, JLLIS and CALL database related taxonomies and cataloging requirements.

This position is located within the Defense Information Systems Agency Headquarters building in Arlington, VA. The purpose of this position is to provide NETOPS (GIG Enterprise Management, Network Assurance and Content Management) for the DISA Command Center (DCC). Such support facilitates the planning, analysis, design; development, testing, configuration, implementation, integration, operation, maintenance, and restoration of IT networked systems used for the transmission of information in voice, data, and/or video formats.

This is a Watch Officer position supporting the Current Operations Branch within the DCC. This position will be charged with monitoring the DISA portion of the GIG; specifically the NIPRnet and SIPRnet. Duties will include 24/7 monitoring, collaboration with the Global NetOps Security Center (GNSC) and Theater NetOps Centers (TNC) and reporting to US Cyber Command. Candidates will be required to provide formal and ad-hoc briefings to multiple levels of government management. They will also be required to collaborate with higher level engineers on course of action development as required by network events.

Candidates should have a strong background & experience in IP network technologies. Knowledge should include detailed understanding and experience with routing protocols such as IS-IS, OSPF, BGP and RIP. Real world experience with both Juniper and Cisco products is a plus. Coordinates with configuration management and implementation entities to ensure optimum dissemination of information and network efficiency. Performs operator level maintenance on all components/assets associated with network management systems. Provides functional guidance, supervision, technical support, training and quality assurance/quality control to Level I personnel.

b. QUALIFICATIONS. Specialized experience includes, but is not limited to, specific experience in telecommunications network management, operations, installation or development.

Bachelor’s Degree in Computer Science, Information Systems, Communication Systems Engineering, or other related technical discipline. 9. Jorge Scientific Corporation is doing some exciting work in support of our nation's global war on terrorism. We currently have an opening for a RFI Manager to help our Special Capabilities Group with RFI production in Iraq and Afghanistan.

In this role you will act as a key member of the program staff refining the RFI process with the customer and assisting our Lead Analyst with RFI production in theater.

General Duties and Experience:
• The RFI Manager communicates directly (SIPR e-mail or SVoIP) with every RFI requestor to identify the specific intent of each request. • The RFI Manager works with the LNO, in coordination with the webmaster, to change the RFI tracker information as necessary

The emphasis will require the detail to be commensurate with the objective requirements. Initially, these may be as simple as a spreadsheet link budget, but may lead to a high resolution simulation. These include all known aspects of saturation, linearity, polarization, sunlight impact and filters, coding structures, error checking, FEC, scanning and tracking errors, hand-held human tremor effects, SNR, BER, beam divergence and FOV, NF, and apertures, to name a few. The analyst should have a good understanding of modulating retro-reflectors and implementation into a communication system and the effects of modulation depth, insertion loss, and return beam quality vs. range. Duties include develop coding approaches for FSOC for highest data integrity for the given conditions; develop models to combat atmospheric scintillations and maximize SNR and connectivity; develop optical scanning/tracking systems for hand held optical communications; conduct system test, both in the lab and in the field; analyze data and prepare report.

Mental/Physical Requirements:
Must be able to work in the electro-optics lab. Must be able to use optical equipment to make accurate measurements and advise any changes/upgrades needed to do so.

Education/Experience Requirements:
PhD or MS in Mechanical Engineering or Physics with an emphasis in optical system design and packaging. Seven years of experience with a PhD degree and ten years of experience with an MS degree in industrial design.
