To All Interested Subject Matter Experts,
Proteus Solutions / TechStart has teamed with a proposal writing company that has extensive expertise in the military air and ground arenas and, due to our ten years of experience in military and civil space markets, they have asked us to lead the recruitment of space system experts expand their presence in those areas. In addition, because of this relationship, we have the opportunity to recruit Subject Matter Experts (SMEs) in their original markets of air and ground systems.
3. CURRENT NEED: T-6 SME for Iraqi Flight Training Program
We have a new potential client who is bidding on an Iraqi Flight Training program. Currently there is no FBO solicitation, but this program may be tied to an ARMY IDIQ contract since it also includes rotary training. Client is looking for a T-6 SME who also has proposal writing experience but will consider a SME only. A few details:
Focus is on initial training AFTER flight screening so in USAF terms that means T-6 training and the transition to T-1 or T-38.
Client wants someone in about 2 weeks…expecting onsite work for 2-3 weeks
High probability this will be delayed depending on solicitation release
As a SME, if selected for a proposal team, each individual would work during the multi-week effort without commitment to signing onto the contract when the prime wins. On the other hand, if the SMEs that work on the proposal are interested, they can ask to be on the team that executes the contract.
In other words, anyone selected for a proposal writing team could earn money on the front end AND on the back end of the activity. [The determination of which SME(s)—if any—will be brought onto the contract will be made by the customer (prime).]
IMPORTANT CONSIDERATIONS: The proposal team efforts ARE NOT contingency offers. They are salary paying positions (market-rate hourly pay, including expenses, during a multi-week stint). SMEs must be available to consult on site at the customer’s location(s). SMEs will NOT be employees of Proteus Solutions / TechStart or the proposal company. There are NO BENEFITS, the SME is expected to have their own corporate identity and will be signed on as an independent contractor for the duration of the proposal activity portion. SMEs will be responsible for all legal and financial responsibilities levied by the government (income tax withholding, unemployment, benefits, etc.) Therefore, we encourage consultants, space system (military or civilian) retirees or part-timers to submit resumes and wage requirements.
REMEMBER: There is no guaranteed work as the customer company must approve the SME.

Primary Purpose: Serve as a Regional Security Officer (RSO) and report to the FEMA Regional Administrator or to the Regional Mission Support Director with operational oversight, policy and guidance provided by the Office of the Chief Security Officer, Chief, Regional Operations Branch.
Specific Duties: Manage the Region-wide NSI security program (non SCI and cyber). This program is designed to ensure that National Security Information (classified) and sensitive but unclassified information are properly safeguarded in accordance with executive orders, implementing directives, regulations and statutes.
Serve as a Regional representativefor all NSI inter and intra-agency and inter-governmental working groups, counsels, committees, and other government and industrial associations, focusing on Region and national policies for safeguarding NSI.
Advise top level FEMA Office of Security and regional administration officials and subject matter managers on developments and advances in programs and policies for multiple security disciplines including physical, personnel, administrative, internal controls, special security activities and disaster security operations. Incumbent also serves as the authoritative source and subject matter expert on all matters relative to multiple security disciplines and issues guidance and assistance in the evaluation and analysis of security needs.

QUALIFICATIONS REQUIRED:
Specialized Experience Requirements: Applicants must have one year of specialized experience equivalent to the next lower grade level in the Federal service.
Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is described as experience in...numerous security disciplines to include personnel, industrial, physical, communications, and operations security.
Knowledge, Skills, and Abilities: Applicants meeting the basic qualification requirements and any selective placement factor stated in this employment opportunity will be rated and ranked on the following Knowledge, Skills, and Abilities (KSA's).

Knowledge, Skills, and Abilities:
1. Knowledge and demonstrated experience in Security Programs and functions, in order to develop, direct and implement internal policies and procedures.

QUALIFICATIONS REQUIRED:
QUALIFICATIONS CRITERIA
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Each applicant is required to submit a comprehensive narrative statement on bond paper, which addresses BOTH the mandatory Technical and Executive Core Qualifications (ECQs) outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The narrative portion for the Technical Qualifications MUST NOT EXCEED 4 PAGES TOTAL. The Operations Division is responsible for the management and coordination of the core Federal disaster response teams, resources, and programs needed to support Regions; interagency partners; state, local and tribal governments; voluntary agencies; and disaster survivors impacted by a major disaster or emergency, regardless of cause. Ensures that appropriate long-range planning is coordinated and accomplished, and that there is effective and efficient use of available resources.
Incumbent represents the Assistant Administrator and Deputy Assistant Administrator at meetings, negotiations with key officials within and outside FEMA on major considerations within the area of FEMA's response capabilities, exercising authority to speak for and commit the Response Directorate to specific actions within the bounds of Agency policies and the priorities of the Assistant Administrator.
Directs and oversees the development and implementation of emergency operational policies, procedures, and procedural guidance in support of FEMA and Federal Government roles consistent with the National Incident Management System (NIMS) and the Incident Command System (ICS) to reduce the loss of life and property, and to protect the Nation from all-hazards, including natural disasters, acts of terrorism, and other man-made disasters.
Develop and implements programmatic policies and procedures for the operation of Headquarters and Regional Operations/Coordination Centers, including identification of operational requirements, processes for response to disasters, emergencies and catastrophic disasters, and development of interagency systems to conduct comprehensive situation assessments before, during, and in the wake of disasters and potential disasters.
Directs and oversees analyses and interpretation of reports received from Federal Coordinating Officers, emergency teams and other sources regarding the progress of field response operations: provides recommendations to the FEMA Administrator, the Deputy Administrator, Assistant Administrators, and other senior officials with regard to appropriate proactive or remedial actions that may be required.
Oversees the National Response Coordination Center (NRCC), National Watch Center, FEMA Operations Center (FOC), and interagency operational coordination. Manages the response team programs; develops and deploys the policies, procedures, and directions necessary for the effective and efficient operation of inter- and intra-agency national and regional response teams; directs and oversees the development, maintenance, and deployment of Incident Management Assistance Teams; administers the National Urban Search and Rescue System and oversees the development and implementation of policies and procedures for training, equipping, and standardizing, and deploying Task Forces.
Responsible for the FEMA’s intelligence functions and sharing operational information. Ensures that an integrated intelligence liaison cell for outreach to the intelligence community is fully integrated into the NRCC situational awareness responsibilities. Strengthens strategic information sharing relationships in order to maintain access to current threat intelligence information on an ongoing basis. Provides liaison and support for special events to include those designated as National Special Security Events.

QUALIFICATIONS REQUIRED:
As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Mandatory Technical Qualifications and Executive Core Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

DISA ARMY Exchange Program
DISA OKC has inherited the Enterprise Messaging infrastructure from the Army. They will be providing engineering and administration duties around all of the infrastructure necessary to support the Exchange 2010 and Blackberry systems. This is a huge project supporting 1.4 million exchange accounts/mailboxes and 36,000 blackberry devices. DISA will be creating infrastructure “Pods” which will be stand alone exchange infrastructure systems that are deployed nationwide as well as in Korea and the Marianas Islands. Each Pod will consist of Exchange servers, AD, SCOM, Comvault backups, Security components and Forefront Identity Manager. Microsoft is going to be on-site for the next two months to develop 2X Pods to basically establish the architecture and the image so that DISA can have a tested blueprint of how to create the pods as they move forward. There will be 16 pods created over the next 2 years and there will be 12 mini pods created too. All of these positions will require Active TS to start, we might be able to get away with an active Secret but it will be a special circumstance. Here is a breakdown of the skill sets:

2X Windows Security Admins CISSP- this is a “hands off the keyboard” Information Assurance Manager role. Will be setting policies

ESSENTIAL RESPONSIBILITIES and TASKS X Inspect equipment for proper functional use and perform preventative maintenance duties per manufacturers specifications. XPerform repair and maintenance involving disassembly, overhaul, assembly, and adjustments of crushing and screening or mobile equipment components. XMaintain proper tool/parts inventory for specified jobs. XComplete maintenance projects in a timely manner to ensure production goals. XMaintain up to date written or data input spreadsheets on all equipment repairs. XEnsure that all equipment repairs are performed accurately to the manufacturer standards. Job Description:
General Summary
Performs a variety of network engineering tasks, either independently or under supervision, which are broad in nature and are concerned with the design and implementation of integrated networks with mobile devices, including systems planning, information security planning, performance management, capacity planning, testing and validation, risk assessment, benchmarking, information engineering, hardware, software and support facilities and/or equipment.
Principal Duties and Responsibilities
• Plans and performs network engineering research, design development, and other assignments in conformance with network design, engineering and customer specifications.
• Assesses and documents current site network configuration and user requirements.
• Optimizes network topologies.
• Develops installation schedules.
• Schedule network installation team.
• Directs and leads preparation of drawings documenting configuration changes.
• Practical experience familiar with Windows, Linux, IP protocols, and wireless networking.
• Prepares site installation and test reports.
• Coordinates post-installation operations and maintenance support.
• May perform other duties as assigned.
10. Required Experience.
a. Security Clearance: Secret or above
b. Est. Start Date: 10 Jan 11
c. Experience with installing and managing COTS wireless networking such as WiFi, WiMAX, LMR, or cellular
d. Experience with wireless network encryption
e. Desired experience with autonomous systems, unmanned systems, mobile devices or sensor networks is a plus.
11. Education: Bachelor's Degree or equivalent and 5 years of general experience. Six (6) years of general experience is considered equivalent to a Bachelor's Degree. With a Master's Degree, one (3) year of general experience is required. With a PhD, two (2) years experience is required.
