Job Description:
Telum is recruiting an exceptionally qualified individual to provide engagement operator training. The trainer will:
Support web-based information operations, ensuring program adherence to customer guidance, program quality standards, and cultural sensitivities
Provide planning, analytical, execution, and assessment support to conduct Internet-based military information support operations (MISO)
Monitors the status and growth of information communication technologies to make recommendations for technological changes or improvements to the program.
Captures lessons learned and best practices and supports efforts to apply best practices across related program efforts.
Required Qualifications
Secret clearance required
More than three (3) years of related MISO/web-operations instructional development and delivery experience
Development, organization and execution of training support packages (TSP) within a web-based MISO program
Coordination and development and delivery of complex training programs and related materials
Establishment and review of course content and objectives
Updating of course documentation on a regular basis to ensure current and comprehensive training
Experience ensuring authoritative changes, best practice changes, emerging technologies and proscribed systems training are incorporated into training
Ensuring TSP is periodically reviewed and approved by customer
Conducting training sessions and develops criteria for evaluating the effectiveness of training activities
Maintaining training records, participant progress, and program effectiveness
Providing leadership to lower level employees, including evaluating the effectiveness of their training presentations and programs, and may have supervisory responsibilities
Conducting research into new training, educational, and multimedia technologies
A self-starter, capable of multi-tasking, personable and outgoing with strong organization skills, attention to detail and accuracy in all work
Excellent verbal and written communication skills, attention to detail, ability to meet project deadlines, independent worker, have problem solving skills for complex transactions and a team player
Must possess the ability to exercise judgment, initiative, professionalism, and tact to ensure the confidentiality of sensitive matters
Must be highly organized and desire to work in a fast-paced environment and deal with competing priorities and tight timelines
Able to apply acquired job skills and company policies and procedures to complete assigned tasks, work in a team environment, prioritize and carry out duties with little or no supervision and handle proprietary information in a confidential manner
Must be willing to assist when any problem arises and handle complex situations and issues with confidence and professionalism

Preferred Experience / Skills:
Related instructional development experience is highly preferred.
Familiarity with PSYOP/MISO policy issues and practices is highly preferred.
Familiarity with Combatant Command operational environments is preferred.
Education:
BA/BS in Education or a related training discipline

As a biological subject matter expert, conducts applied research on specific intelligence issues pertaining to the WMD threats to US and allied nations; provides written input to reports and briefings; assists with answering requests for information (RFI); assists in research and analytical data entries related to WMD; all for dissemination to Agency leadership and its personnel, Combatant Commands, and the Intelligence Community (IC). You will serve on a unique, multi-discipline team assisting DTRA, CCMDs, and IA and IC partners to fuse operations and intelligence information to enhance Whole of Government efforts against biological WMDs, threats, and counter-proliferation efforts, and the threat networks that facilitate or employ those threats. You will adhere to DTRA production standards supporting the Government’s Request for Support (RFS) and Named Area of Interest (NAI) processes. You will assist in the preparation and the conduct of leader engagements with DTRA and commanders globally, to assist in developing processes that enhance situational understanding of Biological WMD and improvised threats, and the networks that employ or facilitate them to enable DOD, IA, and IC efforts focused on dismantling, disrupting, and defeating those threats.
More About the Role:
As a Counter-Proliferation Analyst with specialized experience in biological warfare and defense you will analyze and produce intelligence products for the Defense Threat Reduction Agency (DTRA) focused on biological WMDs, and counter-proliferation threats using advanced all source analytic capabilities. You will apply expertise in biological WMD, counter-proliferation, and network analysis (Counter Threat Network), social network analysis, and command and control systems. You will serve as an All-Source Counter-Proliferation Intelligence Analyst with specialized experience in biological warfare and defense whose primary responsibility will be informing DTRA activities through structured research using multiple sources and analytic tool suites. You will deliver products that increase the client's situational understanding and comprehension of biological WMD and improvised-threats, and associated counter-proliferation networks. You will assist in evaluating paths to biological WMDs, including state WMD programs and potential proliferation, and support real-world missions in a dynamic client environment.
The Counter-Proliferation Analyst (Biological SME) will respond to strategic operational and tactical collection needs based on raw intelligence and apply knowledge of related collection techniques and possess working knowledge of tradecraft and tools used in the biological WMD and counter-proliferation collection environment. You will assist in enabling DOD, IA, and IC communities of action to dismantle, disrupt, and defeat biological WMD and counter-threat networks. To do this, you will prioritize and categorize requests for support, conduct near- and long-term analyses of device and network-centric problem sets, and fuse multiple intelligence disciplines. You will directly support embedded teammates; answer requests for support from customers and work closely with the senior analysts to develop high-quality products and work closely with other members of the team to identify valuable information on biological WMD and counter-proliferation threats, and enemy organizations; identify trends, patterns, and key nodes; and highlight relationships to the targeted enemy networks.

Current Top Secret/Specialized Compartmented Information Security Clearance.
More than 3 years of experience providing intelligence analysis for DoD and/or an intelligence agency in an analyst role, including multi-intelligence WMD or counter-proliferation production in the past 7 years
More than 2 years of direct experience with DoD and IC All-Source analysis tools, collecting and analyzing information in support of DoD or other government organizations, or direct experience managing analytic production, or the exploitation of multi-intelligence data focused on WMD or counter-proliferation
More than 1 year of experience providing Attack the Network (AtN) analysis focused on WMD, CT, or counter-proliferation/improvised threat networks.

Nature of the work:
Installing underground or overhead electrical lines by laying pipe, pulling wire, and setting meters

Colorado Springs Utilities is looking for either a Mechanical Engineer II or III to join our Energy Supply Department Operating Engineering Group. In this job, you will provide engineering support and project management as related to boilers, HRSGs, gas, steam, and hydro-electric turbines, condensers, cooling towers, air-cooled condensers, scrubbers, heat exchangers, pumps, piping, and other equipment associated with our coal, natural gas, and hydro-electric units. Who You Are…The successful candidate will have managed technical projects, is highly motivated and detail-oriented, and come with a Bachelor’s degree in Mechanical Engineering. The ideal Engineer II candidate will have two to four years of demonstrated engineering experience, preferably in a field related to electric power generation. The ideal Engineer III candidate will have four to seven years of demonstrated engineering experience, preferably in a field related to electric power generation. Registration as an Engineer Intern is preferred.

Your expertise will support multi intelligence teams, social analytical teams, and special operations analytical teams and include actionable insight reporting based on data driven analysis of operations. You will provide the subject matter expertise that is highly skilled at data mining, statistical analysis, causal analysis, and geospatial analysis. You will analyze unit operations through Operations Research techniques, produce trends assessments and analysis, C-IED analytical products and provide information to the government client regarding the effectiveness of the client initiatives.
Your work will result in relevant and timely analytical support to a range of deployed units including Regional Command, Division Support elements, US Brigade Combat Teams, regimental Combat Teams, Counter-Improvised Explosive Device (C-IED) Support Teams, Special Operations organizations, Coalition Units, Security Force Assistance and Advisory Teams (SFAATs), Provisional reconstruction Battalions, and Global Response Forces.

You’ll Bring These Qualifications:

Expert Geospatial Information Systems Administrator (TS/SCI) (Fort Bragg, NC)
CACI has an outstanding opportunity for select Expert GIS Administrator that wants to make a difference in the defense of the nation by applying their talents and experience in a fast-paced dynamic environment in support of US Special Operations Command. The opportunities are limited to those that have the operational and technical experience, and skills to effectively apply geospatial acumen in support of real-world operations. The candidate will be an integral part of a selective professional geospatial IT development team that directly supports the analysis during the operational planning cycle to support mission success. This position is in support of a Department of Defense (DoD) organization and will be located in Fayetteville, NC.
The successful candidate will be part of a team responsible for the development, implementation, and maintenance ESRI GIS and Mapping products: ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Earth; as well as other enterprise wide GIS and associated geospatial databases, network equipment and software tools and applications. The candidate will perform complex analysis, design and modification of GIS applications and databases and evaluation of new GIS hardware and software.
Required:
TS/SCI
Minimum of eight years GIS experience within DOD or the Intelligence Community
Experience administering and deploying ESRI GIS and Mapping Tool Suite: ArcGIS Enterprise, ArcGIS Pro, and ArcGIS Earth.
Shall be highly proficient in administering and deploying open source and commercial off the shelf (COTS) GIS server equipment in support of intelligence organizations
Strong ability to write custom scripts for automation and analysis using Python with knowledge of C# and Java
Perform at high level/expert intelligence systems architecture design and evaluation
Shall possess an expert working knowledge of the discovery, analysis and exploitation of geospatially oriented data and the management of that data within a variety of Open Geospatial Consortium (OGC) compliant applications and databases
Shall possess strong verbal and written communication skills
Shall possess high level/expert ability to manage and work with static and dynamic streaming geospatial oriented data
Required to obtain and maintain currency of the appropriate level certification in accordance with DODD 8570.01.
Desired:
Bachelor's degree and 10 years of general experience in the fields of targeting, intelligence systems architecture and geospatial systems experience are highly desirable.

Outside Plant Engineer

Minimum Experience
· Must have reached, at a minimum, the rank of SFC/E7 or equivalent.
· Knowledge of signal operations concepts and principles, Command SOPs, and Command practices to support the missions of the 160th Signal Brigade or Battalions by being able to review, analyze and advise in the resolution of complex and difficult signal operations as part of a larger war-fighting operation.
· In-depth knowledge of Army Doctrine Publication (ADP) 3-0 and Tasking orders and how they relate to the overall mission.
· Ability to brief senior officers in formal and informal settings. Non-Commissioned Officer (NCO)/Officer Battalion, Brigade, Division staff experience a plus.
· Knowledge of ADP 5-0, the Military Decision Making Process (MDMP), and staff estimates. Know how to work as part of a military planning staff.
· Army Information Technology and Management policy, and in some instances, policies and practices of other agencies, industry, or other sources of technical data in order to determine the best way to support exercise and operational requirements.
· Organization, missions and personnel of other agencies and activities such as NETCOM staff elements, ARCENT, Coalition/Joint Task Force (CJTF)-Kuwait, the Coalition Land Forces Component Command (CFLCC), and Defense Information Systems Agency (DISA) Central Command (DISA-CENT), sufficient to coordinate signal operations matters related to exercise, mobilization, and operational requirements.
· Ability to communicate technical signal operations and planning issues in a clear, understandable manner to support the government with effective management; ability to brief high level officials on recommended courses of action and resources; ability to prepare reports and other documents; and ability to participate in working groups, meetings and conferences.

Peraton is seeking a highly skilled Senior Cyber Threat/ Cyber Warfare expert to advise and plan strategic efforts to counter threats worldwide. The Senior Cyber Threat/ Cyber Warfare expert will provide coordination, awareness and escalation of widespread community cyber activities, attacks, threats, vulnerabilities, and outages through comprehensive analysis and production activities and advise senior DoD leaders.
You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States.
The Cyber Lead shall be responsible for design, development, integration of cyber systems and subsystems in support of the TO. It is required that the Cyber Lead has the following qualifications:

It is desired that the Cyber Lead has the following qualifications:
1. 15 years of experience within DoD, DNI, and/or joint cyber programs.

This is a NAVSOF Web Administrator position on the USSOCOM Enterprise Wide Training and Education Program (UEWTEP) contract, supporting the N34 at Navy Special Warfare Command (NAVSPECWARCOM) in Coronado.
Components of USSOCOM have the responsibility to execute large-scale training exercises designed to enhance readiness and prepare SOF units for deployment. At NAVSPECWARCOM, these Training Support SMEs facilitate planning and execution of SOF core activities and SOF-CF I3; augment/replicate critical staff planning positions and provide SOF exercise planning and execution products throughout the JELC IAW SOF, Joint, Service, GCC training objectives. This position supports the TRIDENT series of exercises.
Job Details:
The Web Administrator will be responsible for maintaining and updating the TRIDENT Exercise Team’s portion of the N34 portal and information management. Candidates need a thorough understanding of web technology and the Internet. They should be experienced in working with web page design (e.g., HTML, Active Server Pages (ASP)), firewalls, intranets, domain name services (DNS), Active Directory (AD), servers, and the related hardware and software required to administer a website. Familiarity with web services, Transmission Control Protocol/Internet Protocol (TCP/IP), File Transfer Protocol (FTP), HTTP, HyperText Transfer Protocol Secure (HTTPS), Lightweight Directory Access Protocol (LDAP), and similar Internet protocols is also required. We are looking for a Utility Projects Scheduler to provide project, project portfolio, and program scheduling expertise including resource and budget management support functions for the System Planning & Projects Division. This division plans and delivers projects and programs that serve the electric, natural gas, water, and wastewater needs of the Colorado Springs community. Our team of dedicated professionals meet the needs of our organization by ensuring that infrastructure projects are delivered efficiently through their project lifecycle with effective application of project controls skills and supporting tools and systems.
This position will be filled at the Senior Technical Project Manager (Controls IV) or Technical Project Manager level (Controls III); placement will be based on the qualifications, knowledge and demonstrated experience level of the successful candidate.
Key Focus Areas:
Project Schedule Development and Support:
You will work with project delivery teams to develop and maintain project schedules throughout the project lifecycle. You will also work with project delivery teams to establish the work breakdown structure, activities, constraints, and milestones for projects. You will be responsible for updating and maintaining overall project schedules as well as the schedule(s) for contracted project scope elements through the incorporation of service provider and/or contractor scheduled activities, or their complete schedule within the overall project schedule. Additionally, you may analyze and make recommendations for accepting or rejecting service provider/contractor, monthly progress, and changed condition schedules. As part of reviewing schedules, you will determine the impacts of changes to the schedule including critical path, activity sequencing, and resource requirements. Finally, as necessary for budget and resource management, you may also work with project teams to cost and resource load project schedules.
Project/Program Portfolio Schedule Development and Support
You will work with project delivery teams and staff to develop and maintain project portfolio schedules that include the scheduling constraints associated with interdependent and/or related projects/programs and their lifecycle phases. You may analyze (e.g. “what if” analysis) and make recommendations regarding planning for and executing schedule changes for interdependent portfolios of projects. Additionally, you may work with staff to analyze and determine the budget and resource impacts associated with project/program portfolio schedule changes.
Budget Management and Resource Support
By developing and maintaining a comprehensive capital improvement plan cost loaded schedules, you will work with project delivery teams and staff to analyze and make recommendations for controlling and managing multi-year capital and expense budgets including forecasting and leveling resource efforts.
Schedule Training and Controls Leadership
As a member of the project controls team you may be asked to serve in a leadership position providing oversight for controls projects and initiatives or as a lead to junior controls team members, providing coaching, and mentoring. Through collaboration with planning, engineering, and project managers you may be asked to develop and implement project controls and monitoring processes and procedures, particularly as they relate to schedule and cost/budget development to ensure projects achieve scope, schedule and cost objectives. Assistance with project controls and project management training is expected, especially with advancing our scheduling practice.
Who you are...the ideal candidate will have experience and expertise in scheduling and scheduling controls skills including: Work Breakdown Structure (WBS) development, activity network development, activity logic relationships (e.g. Finish to Start, Start to Start, Finish to Finish, Start to Finish), Critical Path Method (CPM), schedule tracking, analysis, and reporting.
Additionally, the candidate will have experience with both Primavera P6 and Microsoft Project. While many of our more complex projects/programs are managed in Primavera P6 and a scheduler is required for these projects, a large number of our projects are managed in Microsoft Project by project managers. The ideal candidate will have expertise in scheduling using Primavera P6 and Microsoft Project. They will also be able to develop scheduling best practices and provide training support with scheduling software tools.
Demonstrated experience in the application and use of Oracle’s Primavera P6 is required and Microsoft Project is preferred, including;
Schedule development (project, project portfolio, and program)
Schedule analysis (project, project portfolio, and program)
Budget management support including analysis, reporting, and forecasting using cost loaded schedules
Labor resource management support including analysis, reporting, and forecasting using resource loaded schedules
Developing and training staff on scheduling processes and procedures.
A Bachelor of Science in Project Management, Construction Management, Engineering, or Business Administration as well as certification as a Project Management Professional (PMP) is preferred. The ideal candidate will also have 10 years or more direct experience in a Project Manager/Project Controls position related to the above responsibilities.

The Water Leak Survey & Detection team is seeking a Water Hydrant Maintenance Technician to support the Water Hydrant Preventative Maintenance Program with Colorado Springs Utilities. This exciting role will ensure that Colorado Springs Utilities Water Distribution System Hydrants are properly maintained and kept in working order. Additionally, you will proactively troubleshoot any issues with our community partner, the Colorado Springs Fire Department.

As a Principal Transmission Planning Engineer, you provide thought leadership and expertise in our operational and long-term electric transmission system planning. How you’ll make an impact:
Leading the long-term Electric Transmission System Plans and identifying projects to upgrade system infrastructure, construct facilities to serve new customer loads, and to enhance the reliability
Performing short and long-term transmission power flow, transfer capability, voltage and dynamic stability, short circuit and post-transient analyses studies
Maintaining and reviewing NERC Standards documentation to ensure compliance with said standards, while also providing insight and input on future NERC requirements at the developmental stage
Participating in Regional Transmission Organization Workgroups that effect transmission planning and cost allocation, as well as in regional planning activities with external groups such as the Colorado Coordinated Planning Group (CCPG), WestConnect and Western Electricity Coordinating Council (WECC) Committees
Evaluating new facility requirements and their impacts associated with new loads, generator interconnections and power transfer capabilities and documenting accordingly in the Large Generator Interconnection Agreement (LGIA) process
Supporting and educating internal stakeholders including management, Compliance, Operations and other departments on the Bulk Electric System concerns and complexities
Collaborating with stakeholders to improve forecasting methodologies as well as preparing for potential new large customers with specialized loads like data centers
Developing Requests for Proposals and leading consultants to develop future studies, to ensure deliverables
Supporting system resource adequacy planning by participating in the long-term, strategic Gas and Electric Integrated Resource Planning processes and working with stakeholders, and providing technical expertise to develop strategic vision statements and objectives for the future of the energy services, while understanding and incorporating industry trends and customer expectations
What will it take to be successful in this position?
A bachelor's degree in Electrical Engineering is required for this position, with a Power Systems specialization preferred
Professional Engineer (PE) is highly desired
Prefer ten or more years of experience within the energy industry and rich knowledge and experience in transmission planning. Must be able to perform complex analysis, planning, and design functions
Experience using modeling applications such as Siemens PSS®E, and ASPEN is desired

• Aid in coordinating with INL/EX, in conjunction with INL/EA and INL’s overseas offices in Eurasia, on technical requirements for program and procurement-related documentation (e.g., technical specifications, information, and level of detail for statements of work and funding sources);
• Track and monitor implementation documents/mechanisms and obligations/sub-obligations submitted by (or involving) INL/EA Eurasia staff, in coordination with INL/EX, including interagency agreements, bilateral and international organization letter of agreements, grants and contracts, among others;
• Assist in INL/EA Eurasia acquisition planning, to include conducting market research, developing inputs for government cost estimates, and drafting statement of work and other pre-award contract documents;
• Assist in INL/EA acquisition source selection, to include preparing a technical evaluation and other associated documentation, and participating as a technical advisor to a source selection evaluation board or as a non-voting member of source selection evaluation board;
• Provide assistance to INL/EA Eurasia staff and, as required, INL Eurasia posts overseas on all aspects of program management, financial planning, analysis, spend plans, and execution;
• Work closely with INL/EX on financial reporting and assist INL/EA Eurasia staff in responding to various oversight and auditing entities, including regional bureau assistance coordinators offices, the GAO, OIG, INL/MAPS, and Congressional inquiries; among others;
• Assist INL/EA Eurasia staff with the development, analysis, and execution of programs; and track execution of programs with regard to resource availability and flexibility within country and regional program accounts;
• Support and advise INL/EA Eurasia staff with program funding on contracts, grants, and interagency agreements and transfers to other State bureaus;
• Support INL/EA Eurasia staff with the coordination of programmatic and budgetary justifications and responses to congressional and oversight committees, including OMB, Department, Bureau, and Embassy offices with INL/EX;
• Assist INL/EA Eurasia staff in ensuring that (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud, and mismanagement; and (2) resources are allocated efficiently, equitably, and in conformance with established policy and regulations;
• Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed;
• Provide general administrative and programmatic support to the INL/EA Eurasia Team, including but not limited to assembling briefing books, drafting reports and updates, serving as control officer, and scheduling meetings, among other requirements;
• Work closely with INL Eurasia Team program office staff and U.S. stakeholders at U.S. embassies overseas and other U.S. federal agencies to provide support on implementing agreements policy and procedures;
• Assist INL/EA in developing systems and methods to track program execution within interagency agreements, bilateral and international organization letter of agreements, grants and contracts, among others; support liaison efforts within INL, other government agencies, and non-governmental organizations.
Required Qualifications

Energy Project Manager – Electric and Natural Gas

Colorado Springs Utilities is excited to hire a Project Manager to join our System Planning and Projects Division. In this position, you will be responsible for collaborating with other project managers, project sponsors, and departments to deliver electric and natural gas infrastructure projects meeting established objectives, milestones, performance metrics, and deliverables.
Colorado Springs Utilities’ Electric and Gas Integrated Resource Plans (IRPs) have identified numerous projects for the next 30 years to ensure our organization can continue to reliably provide electric and gas service to the Colorado Springs community. Your role will be pivotal to our success, as you will be primarily responsible for directing, facilitating, and/or delivering these projects, including oversight and coordination of internal and external construction, spanning over the next 30 years. You will help reduce Colorado Springs Utilities' carbon footprint and set a new trajectory for natural gas and electric services!
Your job responsibilities include...
Leading project teams by assembling appropriate personnel, assigning roles and responsibilities, and building team cohesion
Directing project meetings and preparing formal and informal project communications
Identifying, assessing, and recommending solutions for issues to management to proactively facilitate project progression and resolution
Developing and updating project charters, project plans, cost estimates, schedules, contract documents, and project closeout documentation
Initiating procurement of materials, resources, equipment, and services (i.e., consultant and construction contracts, permitting, inspections)
Tracking, monitoring, analyzing, and reporting project quality, costs, schedule, and scope status
Driving timely completion of project activities, as well as efficient and cost-effective use of time, materials, and resources
Collaborates with other project managers, project sponsors, and operating departments to identify project objectives, milestones, resource requirements, performance metrics, and deliverables
Fosters and maintains positive customer relationships
Interfaces with internal and external engineers, consultants, materials suppliers, construction contractors, internal construction crews, regulatory agencies, and other project specialists
Who you are...
You are likely someone who comes with at least 4 years of progressively responsible experience in project management, preferably experience planning and constructing electric and natural gas infrastructure. You enjoy bringing cross-functional teams together to complete complex projects. Helping others be successful and improving processes is also your passion. We are seeking the following education, experience, and skills:
A Bachelor’s Degree in Project Management, Construction Management, Engineering, or a closely related field is preferred
As a Project Manager II, qualified candidates will offer 4+ years of experience managing all phases of projects ranging in size, up to one million dollars, preferably in energy construction
As a Project Manager III, qualified candidates will bring 7+ years of demonstrated experience managing high-level, advanced construction projects.
Project Management Professional (PMP) certification is highly beneficial
Knowledge of and experience constructing electric and natural gas infrastructure (power generation, substations, natural gas pipelines) is also helpful.

· Work deep within the boot process, kernel, and system internals using tools like IDA Pro, debuggers, and in-target probes to research the behavior of binaries.
· Analyze software and firmware using reverse engineering techniques, working closely with teammates who value innovation and execution.
· Share knowledge by clearly articulating ideas through papers and presentations to technical staff, management, and government decision-makers.
· With COR approval, participate in working groups, sponsor meetings, proposal writing, and conferences.
· Perform in-depth analysis (dynamic/static) on malicious software (i.e., bots, worms, Trojans) resident on Microsoft® WindowsTM and Linux based platforms to provide actionable intelligence and, as appropriate, provide remediation recommendations.
