6. PROJECT TITLE: IT Informatics - BI Developer/Administrator (DC)

Cognos Business Intelligence Lead Developer and Administrator works with the
various project teams in support of Care Coordination Projects (FEP) and IT
Informatics Projects that are not part of Care Coordination. BCBSA recently
rolled out several Cognos Applications and are looking to hire a Cognos Lead
Developer and Administrator to finish building out the helpdesk process to
support these applications. The job would include providing end user
support for these applications plus development of new reports. The other
duties of the job will be performing Cognos Administrator activities such as
to provide maintenance and support of the Cognos Application including
updating Frame Work Manager when new data elements are added or changes are
made to the data elements. They would also be responsible for the
installation, configuration and day-to-day tasks associated with ensuring
the smooth and efficient operation of Multiple Cognos environments
(Development, Test, and Production). This is the first position that BCBSA
FEP is recruiting to support their new Cognos Applications so we need this

with industry satellite communications system development,

responsibility will be to act as technical advisor to the SE&I SI
Team. In addition, this role includes acting as the SE&I SI
technical lead representative to the GPSW integrated Government Team
(Gov, SE&I, Aerospace, MITRE) on various SI issues. The SE&I SI

The Reliability Engineer will represent the GPS Systems Engineering
and Integration (SE&I) Team as a key team member of the GPS
development programs. The position will be responsible to evaluate
GPS prime and subcontractor reliability plans, processes, tools and
analysis, and will prepare reliability plans and processes for
government application and execution. The Reliability Engineer will
exercise considerable latitude in providing technical advice to
government customers and will be responsible for monitoring prime
contractor and subcontractor performance of statement of work tasks
and deliverable products to ensure compliance with government
requirements and expectations. Specifically, the Reliability Engineer
will evaluate, monitor and assess the prime and subcontractors’
Reliability Program Plans and Risk Management Plans and identify any
issues or disconnects between the two. This will include developing
alternative approaches to identifying and mitigating key issues, and
recommending optimal technical solutions for government approval and
implementation. The effort will include evaluating the prime and
subcontractors’ products to ensure that reliability requirements are
properly defined, allocated, baselined, and traceable to specific
requirements in the System Specification. The position will ensure
that the prime contractor’s Reliability requirements, analysis, and
predictions are evaluated against functional requirements and
customary design practices.

The Reliability Engineer will represent the GPS SE&I Team as a member
of multiple government Integrated Product Teams (IPTs) on advanced

This position supports tasking at the P-8A Integrated Test Team at the Naval Air Warfare Center Aircraft Division (NAWCAD) in Patuxent River, MD. Specific Requirements • Specific experience and knowledge is required in the areas of US SIGINT system, specifically working knowledge within the area of Homeland Security, the US Fusion Centers, their roles and responsibilities.
• This individual will be required to be an experienced reporter/analyst/trainer with a wide range of reporting and policy knowledge. He/she will work within the NSAG S12 Information Sharing Division located at NSA Georgia.
• Must have an in-depth knowledge of NSA reporting policy and standards, particularly USSIDs CR1400, CR1423 and SPOO18, The manual of Authorized Recipients SIGINT Product, the SIGINT product distributions, the SIGINT reporter's style and usage manual, the GPO style manual, and all relevant reporting guidance.
• Must be able to answer questions on a wide range of reporting topics accurately and tactfully via telephone and email. Users will normally require immediate or near-immediate responses.
• Must have good working knowledge of content preparation environment (CPE) and able to diagnose user problems. This will often require teaming with CPE experts at NSAW.
• Must have experience with the CRITIC program. This individual will assist with the NSAG CRITIC testing and training program.
• Must have knowledge of the Post Publication process. Will be required to assist with processing post-pub requests and maintain a post-pub tracking database. This will include frequent telephone and email contact with NSAG analysts and our customers. Must be familiar with the National SIGINT Requirements Process (NSRP), particularly as it relates to Information Needs (IN) for NSAG targets.
• Must be familiar with intelligence oversight and compliance.
• Must display a professional and courteous attitude at all times when dealing with customers.

Clearance Requirements Must have TS/SCI clearance with Full scope polygraph. Candidates that require a CCA may be considered on a case by case basis.

Responsibilities

• Designs and implements budget and planning tools/processes that provide timely feedback of financial status and budgets and forecasts using such standard off-the-shelf applications as MS Excel, MS Access, and such report-writing applications as Impromtu

• Works with senior management to produce models that emulate the company’s business in order to provide accurate forecasting of revenues, costs, contribution margins and cash flows to assist in business planning and pricing decisions

• Develops models that can be used for project costing and pricing purposes; manages and oversees the development of project/contract price proposals

• Ensures the accuracy and integrity of management reports on costs and budgets by proactively preventing data inaccuracies and omissions, and by conducting routine audits

• Designs, creates and customizes standard and ad hoc reports for corporate management

• Works closely with the Accounting, Human Resources and Payroll Departments so that systems and processes are in place to capture the required financial details needed for budget and planning

• Collaborates with other finance staff members and departments on special projects

• Maintains financial system (Deltek) budget modules to provide for standard variance reporting to senior management, and update as required

• Supports audit requests for analysis of rates and factors used in pricing and costing

• Provides feedback to management about possible problems or areas of improvement

• Assesses systems and processes, and recommends or makes improvements needed to meet changing user and organizational needs

• Performs other duties as assigned by management

Minimum Requirements

• US citizenship

• Candidates will be subject to a government security investigation and must meet eligibility requirements for access to classified information

• Bachelor’s degree in finance or accounting career field (Master’s degree strongly preferred)

• At least 4 years of experience in the required responsibilities for the position, working within organizations with at least $50 million in annual revenue

• Thorough working knowledge of Microsoft Excel and Access (or similar database), as well as such industry-standard database report-writers as Impromtu or Crystal Reports

• Experience working in contract/job order environment, preferably in federal government contracting sector

• Excellent interpersonal, oral and written communication skills

• Experience working with senior managers to develop plans and budgets

• Excellent analytical and problem-solving skills

• Must be flexible to changes in schedule and priorities; after-hours and weekends availability essential

• Ability to work as a member of a team

• Ability to manage complex projects under tight deadlines

• Excellent organizational skills and the ability to multi-task
